This report is designed to assist in identifying the locations of places wh ich may be relevant in determining obligations under the Environment Protection and Biodiversity ConseNation Act 1999. It holds mapped locatio ns of World Heritage and Register of National Estate properties, Wetlands of Inte rnat iona l Importance, Commonwealth and State/Territory reseNes, listed threatened, migratory and marine species and listed threatened ecological communities. Mapping of Commonwealth land is not complete at this stage. Maps have been coll ated from a range of sources at various resolutions.

Not all species listed under the EPBC Act have been mapped (see below) and therefore a report is a genera l guide only. Where available data supports mapping, the type of presence that can be determ in ed from the data is indicated in general terms. People using this information in making a refe rral may need to consider the qualifications be low and may need to seek and cons ider oth er information sources.

For threatened ecological communities where the distribution is well known, maps are derived from recovery plans, State vegetation maps, remote sensing imagery and other sources. Where threatened ecological community distributions are less well known, existi ng vegetation ma ps and point location data are used to produce indicative distribution maps.

For species where the distributions are well known, maps are digitised from sources such as recovery plans and detailed habitat studies. Where appropriate, core breeding, forag ing and roosting areas are indicated under 'type of presence'. For species whose distributions are less well known, point locations are collated from government wildlife authorities, museums, and non-government organisations; bioclimatic distribution models are generated and these val idated by experts. In some cases, the distribution maps are based solely on expert knowledge.

Th e Priority Sites Register is updated monthly and the information on it may not be accurate, current or complete and may be subject to change without notice.

EPA has a key responsibility in protecting beneficial uses of land. Many of these uses are regulated or controlled through a range of measures to prevent contamination of land and groundwater. Land contaminated by former waste disposal, industrial and similar activities is frequently discovered during changes to land use- for example, from industrial to residential use. In most cases these can be managed at the time that the change of land use occurs. Some sites however. present a potential risk to human health or to the environment and must be dealt with as a priority. Such sites are typically subject to clean-up and/or management under EPA directions.

WHAT ARE PRIORITY SITES? Priority Sites are sites for which EPA has issued a Clean Up Notice pursuant to section 62A. or a Pollution Abatement Notice pursuant to section 31A or 31 B (relevant to land and/or groundwater) of the Environment Protection Act 1970. Typically these are sites where pollution of land and/or groundwater presents a potential risk to human health or to the environment. The condition of these sites is not compatible with the current or approved use of the site without active management to reduce the risk to human health and the environment. Such management can include clean up. monitoring and/or institutional controls.

The Priority Sites Register does not list sites managed by voluntary agreements or sites subject to manaQement by planning controls (e.g. sites managed in accordance with a section 173 agreement under the Planning and Environment Act 1987 ). Land purchasers should be aware of these limitations and make their own enquiries. A site is listed on the Priority Sites Register when EPA issues a Clean Up Notice or a Pollution Abatement Notice (relevant to land and/or groundwater). A notice is a means by which EPA formalises requirements to manage pollution. Sites are removed from the Priority Sites Register once all conditions of a Notice have been complied with. This is formalised through a Notice of Revocation pursuant to section 608 of the Act.

Statement of Significance: What is Sign ificant? Built in 1904 by Monash and Anderson to a design by New South Wales Public Works Depa rtment engineer, Ernest De Burgh, the Barham-Koondrook Bridge is a composite De Burgh tru ss and stee l centre lift-span bridge over th e Murray River between the towns of Koondrook in Victoria and Barham in New South Wa les.

Page 1 Repo rt generated 19 March 20 15 The bridge comprises of a timber bridge deck supported by two 31.7m metre long De Burgh com posite t russ spans each side of a 17.8 steel lift-span bridge. The lift-span is supported by four cast iron pillars f ille d with concrete built into two cofferdams also filled with concrete. The approach spans are 9. 1 m each and are constructed of round timber girders on round timber trestle piers. The raising and lowering of th e bridge deck was designed to allow paddle steamers and to pass through. The cross girders on the top of the structure are unusually curved and decorated with plaques showing the construction date and the names of both New South and Victoria.

The bridge timbers are tallowwood and ironbark from the northern rivers region of New South Wales, although some local river red gum was used for th e decking on the minor timber spans. The northern rivers t imber was used because of its superior strength and durability. Unlike the local river red gum, w hich has a tendency to twist and split when sawn into squared timber, ironbark retains its shape and strength.

The Murray around Barham was settled by graziers, mainly from Victoria, in the 1840s. Koondrook developed in the 1870s as .a service town to the Murray River paddle steamer tra de and the township benefited from adjacent red-gum forests for timber in demand for railway sleepers. Trade was further advanced when a tramway was established in 1888-89 to link Koondrook with th e railhead at Kerang and local agriculture was aided by the construction of an irrigation pump in 1890 .

Barham was settled more slowly. The connection between the two settlements was serviced by an old punt that had already been used for some time at Echuca. River c rossing by pun t was protracted and this ham pered the ability move stock and produce from the northern bank of the Murray to the railway on the southern bank. Agitation for the construction of a bridge to replace the punt had been acti ve since the 1890s.

Commercial, pastoral and agric ultural interests from on both sides of the Murray combined efforts to lobby for the construction of a bridge. Barham-Koondrook is approxim ate ly ha lfway between t he Swan Hill and Echuca bridges and it was argued that that the Moulamein Koondrook droving route was s ho rter, better wa tered and better grassed th an th e routes through Swan Hill o r Echuca. In addition land in the Riverin a north of the Murray was considered more suited to agriculture than th at around Kerang but the lack of a bridge was hindering its development making the connection with the closer Victorian markets difficult.

Initially both Victorian and the New South Wales Governments we re lukewa rm in their response to requ ests for the bridge but a deputation of Victorian politicians to New South Wa les in 1900 eventuall y succeeded in obtaining funds from New South Wales. Victori a offered to pay for half the co st of the bridge if New South Wales paid the other half.

Work com menced in April 1903 and was completed 8 October 1904, making the Barham-Koondrook Bridge the twelfth bridge to cross the Murray River.

The bridge directl y connected the pastoral and agri cultural conce rns in the Wakool region of the Rive rina wit h the Victorian railh ea d at Koondrook and has long been an important link in the north-south stock route connecting Victoria with the New South Wales a nd Queensland pastoral centres.

The De Burgh Truss was developed by Ernest de Burgh as an improvement on the innovative Allen Truss . The bridge is a rare combination of th e designed steel central lift-span with composite De Burg tru sses . The only othe r Murray River bridge to have this configuratio n is the Cob ram Bridge. Only two . other we re built in New South Wales, ove r the Pate rso n River at Hinto n and Dunmore, west of Newcastle. No other bridges of thi s type were built in Victoria.

Statement of Significance

What is Significant? Built in 1904 by Monash and Anderson to a design by New South Wales Pub lic Works Departmen t engineer, Ernest De Burgh, the Barham-Koondroo k Bridge is a composite De Burgh truss and steel cent re lift-span bridge over the Murray River between the tow ns of Koo ndroo k in Victoria and Barham in New South Wales.

The bridge comprises of a timber bridge deck supported by two 3 1.7m metre long De Burgh composite truss spans each side of a 17.8 steel lift-span bridge. The lift-span is sup ported by fo ur cast iron pillars fi lled wi th concrete b uilt into two cofferdams also filled with concrete. The approach spans are 9.1m each and are constructed o f round timber girders o n round timber trestle piers . The raising and lowering of the bridge deck was designed to allow paddle steamers and to pass through . T he cross gi rders on the top ofthe structure are unusually curved and decorated with plaques showing th e construction date and the names of both New So uth and Victoria.

T he bridge timbers are tallowwood and ironbark from the northern rivers regio n of New South Wales, although some local river red gum was used for the decking on the minor timber spans. The northern ri vers timber was used because of its superior strength and d urabi lity. Unlike the local river red gum, wh ich has a tenden cy to twist and split when sawn into squared timber, ironbark retains its shape and strength.

The Murray around Barham was settled by graziers, mainly from Victoria, in the 1840s. Koondrook developed in the 1870s as a service town to th e Mwny River paddle steamer trade and the township benefited from adjacent red-gum fo rests for timber in de mand for ra ilway sleepers . Trade was further advanced when a tramway was estab lished in 1888-89 to link Koondrook with the rail head at Kerang and local agric u lture was aided by the construction of an irrigation pump in 1890 .

Barham was sett led more slowly. The connection between the two settlements was serviced by an old punt that had already been used for some time at Echuca. River crossing by punt was protracted and this hampered the ab ility mo ve stock and produce fi·o m the nmihem bank of the Murray to the railway on the southern bank. Agitation for the construction ofa bridge to replace the punt had been active since the 1890s .

Commercial , pastoral and agricultural interests from on both sides ofthe Murray combined efforts to lobby for the construction of a bridge. Barham-Koondrook is approximately halfway between the Swan Hill and Ech uca bridges and it was argued that that the Moulamein Koondrook droving route was shorter, better watered an d better grassed than the routes through Swan Hill or Echuca. In addition land in the Riveri na north ofthe Murray was considered more s uited to agriculture than that around Kerang but the lack ofa bridge was hindering its development making the connection with the c loser Victorian markets difficult.

Initially both Victorian and the New South Wales Governments were lukewann in their response to requests fo r the bridge but a deputation of Victorian politicians to New South Wales in 1900 eventually succeeded in obtaining funds from New South Wales. Victoria offered to pay for half the cost ofthe bridge if New South Wales paid the other half.

Work commenced in April 1903 and was completed 8 October 1904, making the Barham-Koondrook Bridge the twelfth b1idge to cross the Murray River.

The bridge directly connected the pastoral and agricultural concerns in the Wakool region ofthe Riverina with the Victorian railhead at Koondrook and has long been an important link in the north-south stock route connecting Victoria with the New South Wales and Queensland pastoral centres.

How is it Significant? The Barham-Koondrook Bridge is ofhistorical and technical (scientific) significance to the State of Victoria.

Why is it Significant? The Barham-Koondrook Bridge is oftechnical (scientific) significance for the innovations used in its design and construction. The De Burgh Truss was developed by Emest de Burgh as an improvement on the innovative Allen Truss. The b ridge is a rare combination of the Percy Allan designed steel central lift-span with composite De Burg trusses. The only other Murray River bridge to have this configuration is the Cobram Bridge. Only two other were built in New South Wales, over the Paterson River at Hinton and Dunmore, west ofNewcastle. No other bridges of this type were built in Victoria.

The Barham-Koondrook Bridge is ofhistorical significance for its associations with John Monash who was one o f Austral ia's most important t:ngim:ers, and one of tht: <.:uuntry's must famous soldiers. The Barham-Kuundruuk Bridge is also ofhisturi<.:al s ignificance for its association with the innovative and influential engineer Ernest De Burgh.
