Primary Schools Resource Manual School Sport Victoria Primary Schools Resource Manual Updated January 2018 1 How to Use the School Sport Victoria Resource Manual The following manual has been compiled as a guide for all School Sport Victoria Primary District Coordinators and Primary Sports Coordinators. School Sport Victoria supports 200 plus Primary School Districts. This manual may also assist Sports Coordinators in organising their weekly interschool sports, athletics, swimming carnivals and cross country events. It is required however that all districts follow the School Sport Victoria rules of all sports when teams have reached a Division or Region level. It should be used in conjunction with the SSV website www.ssv.vic.edu.au This manual is correct at the time of publication January 2018. PG = Primary Girls, PBM = Primary Boys Mixed Age Determination - Individual Sports 9/10 years, 11 years, 12/13 years. Ages are calculated as of December 31st in the year of competition. Dates for District Events will be determined by date of Division and Region finals in order to allow adequate time for progression to the next level. Exceptions to the Competition Pathway as noted above: Australian Football – 5 levels of competition - District, Division, Region, State Quarter/Semi Finals, State Grand Final Cricket – Cricket is conducted by Cricket Victoria and has 3 levels of competition – District, Cricket Victoria Region and State Final Golf – 3 levels of competition – Division, Region, State SSV Multi Class Athlete Information SSV will work with State Sporting Organisations (SSO’s) and the existing school sport structures to ensure that opportunities are provided for all students, regardless of gender, race or culture, in both segregated (against other Multi Class Athletes) and in integrated (with able bodied Students) settings. SSV believes that the first level of entry to school sport is critical and must be inclusive. This level provides valuable integrated opportunities for all students to play sport with their peers. At a Primary level this is at a District level and Secondary level this is through Divisions. Where practical, schools must ensure that minor modifications are made to the rules at this first level of entry to better include all students. This is best done at a local level and between schools, using a common sense approach to competition. For specific sport’s rules where modifications are necessary refer to the SSV Website, www.ssv.vic.edu.au and look for “sport rules” – Primary School Competition or Secondary School Competition. Each Multi Athlete competitor MUST have competed at the Region level for Swimming, Track and Field or Cross Country or compete in the SSSSA Cross Country Final, to be eligible for State Finals. Prior to competing at Region Finals students MUST have a classification, see below for contacts: Swimming, students with a physical impairment and without a classification must contact Swimming Victoria on (03) 9230 9400 Track & Field and Cross Country, students with a physical impairment and without a classification must contact Athletics Australia on (03) 8646 4550. Students with an intellectual impairment must contact Sport Inclusion Australia on (03) 5762 7494. Students with a hearing impairment must contact Deaf Sports Australia (03) 9473 1154. School Sport Victoria District is made up of schools from a local level. Each school nominates one delegate to form the Committee. A President, Treasurer and Coordinator are elected at the start of each year to take on major responsibilities. Many of the other tasks such as ladders, coordination of transport and fixtures may be allocated to other members of the committee to ensure a shared workload. The District Committee acts on behalf of School Sport Victoria ensuring students from member schools have access to quality interschool sport. SSV conducts Primary State Championships in all the following team sports: o Australian Football o Netball o Basketball o Softball o Cricket o Swimming o Cross Country o Tee Ball o Diving o Tennis (Individual) o Football (Soccer) o Teams Tennis (Hot Shots) o Golf o Track & Field o Hockey o Volleyball Many of these sports can be played in a modified version as long as all schools in the district agree. Please note: once students reach the Division level, SSV rules apply. Refer to website www.ssv.vic.edu.au for more information. School Sport Victoria Primary Schools Resource Manual Updated January 2018 5 District Management Plan New schools seeking affiliation with SSV must: 1. Apply in writing to the Operations Manager of SSV following informal discussions with the local District Committee. This should occur no later than 30th June. 2. Application will then be ratified by the SSV Board of Management. 3. Affiliation forms will be forwarded for completion by the school. 4. Once membership fees have been paid, the school will be placed in an appropriate District. 5. Relevant District Coordinator and will be notified. Schools changing Districts or Divisions Schools wishing to change to another District or Districts wishing to change to another Division must: Write to Operations Manager at SSV prior to 30th June All changes must be ratified by SSV on a date to be announced for implementation at the beginning of the following year. Please note: that SSV reserves the right to review and change Districts and Divisions from time to time in order to provide the most appropriate sporting opportunities for students in affiliated schools. 1. All schools pay a membership fee to SSV and then appropriate affiliation and participation fees to their respective District and Division. 2. Schools are invoiced separately for the SSV membership fee at the beginning of each year. The fee is based on the whole school population from the previous year’s departmental census data. 3. District Fees- The District affiliation fee for each school can be determined by the expenses the district incurs. This cost is then shared by the member schools. Such expenses may include: Postage, medals, ribbons, certificates, CRT replacement, stationary/photocopy costs, telephone/fax costs, venue hire, umpire fees, pennants, equipment hire, division fees, first aid. NB: District Coordinator CRT. It is important that the District Coordinator in their yearly CRT provision allow for a number of days to organise the District events. The cost incurred for the above expenses can be budgeted for in a variety of ways: A district fee based on $ per child in Grade 5 & 6 A district fee based on $ per 100 students or part thereof A straight out affiliation fee agreed upon by the District Committee A combination of the above User pay Each District is required to appoint a Treasurer. The Treasurer's school becomes the banker school. Banker schools must follow SSV protocol. District Treasurers from your banker school will invoice schools for district fee at the beginning of the year. 4. Calendar– the District Sport's Committee should provide a calendar of events at the beginning of the year which should include all District trial dates, Division, Region and State dates. 5. Fixture- A fixture should be provided by the District at the beginning of each season. Each school will be scheduled to play each other over the course of the draw. School Sport
