Denmark signed the Convention to Combat Desertification (UNCCD) as one of the first countries in October 1994, and ratified it in December 1995. Denmark has for many years supported activities to control desertification as well with bilateral as multilateral funding, especially in Africa.

Denmark supports many programmes in especially Africa that are related to sustainable resources management in arid and semi- zones, for desertification control and support of the UNCCD implementation process.

Development activities in the drylands are closely linked to poverty reduction, which is often linked to land degradation and sustainable development. Most of the Danish supported activities are not explicitly linked to UNCCD’s National Action Plans (NAPs), but are related to issues of natural resources management and anti-desertification measures, especially within capacity building, exchange of information, biodiversity and protection, and water and land management. There are only few cases in which Denmark’s Partner countries in the South have linked new projects in the field of resource management to the UNCCD. However, especially in the African countries there is a growing interest in the Convention.

Denmark has supported the regional assistance provided by UNSO (UNDP Office to combat Desertification and Drought), which has for instance focused on assisting countries to develop and launch their National Action Programmes to Combat Desertification. The beneficiary countries included Botswana, Eritrea, Kenya, Tanzania, Uganda and Zimbabwe. In addition, the Southern Africa Development Community-Environment and Land Management Sector Coordinating Unit (SADC-ELMS), a sub-regional institution based in Lesotho, received funding to support the cross-cutting activities of support to NAP-implementation at sub- regional , mainly the exchange of information and experience and the monitoring and evaluation of the implementation process. By supporting the NAPs, Denmark has wanted to support the national frameworks and to mainstream development in the countries. Among other international organisations that have received support from Denmark are IFAD, WFP, UNEP and other UN organisations, the Global Environmental Fund (GEF), the International Union for Conservation of Nature (IUCN) and the International Institute of Environment and Development (IIED), etc.

Denmark has supported programmes administered by Danish Non-Governmental Organisations (NGOs), which have focused on , NAP processes, awareness rising, and natural resources management in the drylands (NRM), etc. Among those that have been supported are the Danish 92-group, Danish Church Aid, CARE Denmark, Danish Bee Consult, Danish Save the Children, the Danish-Ethiopian Initiative, etc.

Interregional supports have mainly been provided by Denmark to international research institutes, among them are the International Centre for Research in the Drylands (ICARDA), the International Crops Research Institute for the Semi-Arid Tropics (ICRAF), the International Institute of Tropical Agriculture (IITA), the International Livestock Research Institute (ILRI), the International Water Management Institute (IWMI), and Overview of Conservation Approaches and Technologies (WOCAT), Environmental Programme (UNEP) and World Conservation Union (IUCN). Denmark has supported establishment of research networks within agriculture, water, environment and good governance, etc. The objectives have been to strengthen the synergies and dialogues between Danish and foreign researchers and institutions. Selected international research institutions and initiatives within agriculture, health and social science have been supported by multilateral funds too.

In 2001 the Danish Government supported a co-operation of Danish NGOs in the context of UNCCD. A pilot project of one year was established in co-operation with the Danish 92-group and CARE Denmark to promote the knowledge of the Convention among the Danish NGOs. Opportunities for co-operation among NGOs were supported, in to strengthen projects and to support SRM and UNCCD implementation in the respective partner countries in the South.

The Danish Government acknowledges that there is a need not only in the affected countries, but also in the developed countries to create awareness about the Convention. There is still a long way to full implementation of the UNCCD and to sustainable and well-integrated NAPs according to desertification and drought measures.

Within the frameworks of the , the GEF and the Organisation for Economic Co-operation and Development (OECD) Denmark has participated in debates to promote effective implementation of UNCCD.

National Report:

This report brings out the main results and initiatives of projects and programmes that are most closely related to UNCCD, and which are taken or supported by Denmark in order to promote the implementation of the Convention to Combat Desertification among especially the Danish programme countries in Africa. However, an additional list of projects relevant to desertification supported by the Danish Government is included in appendix two.

The purpose of this report is to update the former Danish National Report on the implementation of the convention and describe the thematic issues as agreed at COP 5 in 2001 and COP 6 in 2003.

So far two national reports have been prepared on the Danish support to the implementation of the Convention, for the fourth Convention of Parties (COP 4) in 2000, and the present report for the Committee for the third Review of the Implementation of the Convention (CRIC 3) in 2005. The first report covers activities and financial commitments from bilateral and multilateral funding channels. The present report is an update of the former report, but with a slightly distinct focus. It deals with selected thematic issues as determined at COP 5 in 2001 and at COP 6 in 2003, and focuses on Danish efforts since 2000. The themes in the report includes:

The report reflects the activities and experiences of the sector programmes and other Danish financed projects with regard to the implementation of the convention.

The main findings provide an overview of experiences and tendencies, according to the thematic requested by the UNCCD Secretariat. As it has mainly been countries South of Sahara that have been dealing with programmes related to the implementation of UNCCD, Danish support of the implementation process in Africa is included separately.

1. Danish Development Assistance

Poverty alleviation is the overall objective of Danish support to developing countries. In order to ensure maximum impact and sustainability of Danish aid the Government re-prioritised its development assistance in 2003 by strengthening the focus in five areas: Human rights, democratisation and good governance; Stability, security and the fight against corruption; Refugees, humanitarian assistance and regions of origin; Environment and Social and . Assistance is delivered in response to national priorities and plans for reducing poverty, partnership being the fundamental principle of Danish development cooperation.

In 2003 the Danish Official Development Assistance (ODA) totalled 1,747 mill. USD corresponding to 0.84 per cent of GNI. In 2004 Danish development assistance for the environment will total more than 2 billion DKK

In order to promote environmental sustainability the Government has increased the focus on environment. Environment is integrated in a number of ways in Danish development assistance. As a crosscutting issue environment has to be mainstreamed in all programmes and projects supported by Denmark. The multilateral cooperation on environment is strengthened as are the environment programmes in the bilateral sector programmes.

Support to the implementation of the Convention to Combat Desertification is not only given through support to the environment. Many of the bilateral and multilateral programmes supported by Denmark are supporting the implementation. Danish development assistance has always had a strong emphasis on issues related to land degradation and desertification, because some of the poorest people in the developing world live in semi-arid and arid ecosystems. This is reflected in the support for the agriculture sector, water and sanitation programmes, health programmes, programmes for indigenous people and public participation, etc. The interrelation between poverty and environmental degradation is at the very centre of Danish development assistance.

Denmark’s bilateral development assistance focuses at present on 15 developing countries1 (so- called programme countries) working with long-term national strategies for poverty reduction. The multilateral assistance aims at a selected number of multilateral organisations within the UN organisations and other international organisations. Africa South of Sahara remains the recipient of Danish bilateral aid.

In 2003 the Danish Government decentralised the administration of assistance to the Embassies and missions in programme countries.

Denmark is working to promote coordination and synergies between bilateral and multilateral environment measures, for instance through implementation of global environmental agreements and management of environment as crosscutting considerations, both in the cooperation and within the international organisations work. The measures are carried out in line with guidelines on development assistance.

Bilateral assistance is usually concentrated in 2–4 sectors in each programme country. Sector programme support makes it possible to focus energies, work on long-term initiatives and, in cooperation with ministries and other institutions in the recipient country, build knowledge and skills that provide better conditions for sustainable results.

2. Participatory processes involving civil society, non-governmental organisations and community-based organisations

The involvement of civil society and promotion of participatory processes have been central to all the support that has been provided by DANIDA concerning environmental and natural resources management, which is in accordance with UNCCD principles. Support has been provided in connection with capacity building of NGOs and CBOs, awareness rising to civil society and involvement of civil society in planning and decision making fora. For instance in Tanzania, objectives of UNCCD have been supported by activities in forestry that began in 1999 and are planned to continue until 2007.

In the Tanzanian National Steering Committees (NSCs) special NGO coordinating committees on desertification have been appointed with an NGO as NGO-National Focal Point. In these NSCs where NGOs, donors and the private sector are represented, Denmark has often been actively involved in participatory processes involving civil societies.

Support to direct involvement in the NAP planning processes as such is however little. Denmark has mostly been involved in implementing UNCCD at programme sector levels, rather than in the preparation of the NAPs. At the programme sector levels communities have been actively involved in the preparations, analyses and implementations of project activities. In Bolivia for instance vegetation analyses and estimations of the hillsides carrying capacity, with and without protection from grazing goats have been made. Local governments have often been involved too.

In many projects a co-operation has been established with NGOs. In Bolivia for example, CARE Bolivia has been responsible for constructing river protection works, where after the Danish sector programme for agriculture has implemented irrigation and cultivation of the recovered and protected areas.

In several of the Danish supported activities related to UNCCD, gender capacity building has been included as an important part of the projects. For instance, all the projects that are related to prevent land degradation/-erosion as a consequence of intensified goat breeding are addressed to women in the communities, as goat breeding in Bolivia is women's occupation.

In Tanzania support to gender-sensitive capacity generating arrangement is a feature of all Danish support to forestry programmes, and has also been included as explicit elements in the NAPs where Denmark has been working.

Also in Burkina Faso, support to the establishment of community councils that formulate micro projects, support to gender-sensitive capacity generating arrangements, emphasising participatory and synergy programmes are part of the implementation of the NAPs.

3. Resource mobilisation and co-ordination, including conclusion of partnership agreements

The funding channels for drylands provided by Denmark are partly through the bilateral programmes and projects, partly through the multilateral and international organisations, the Danish and international research organisations and the UNCCD Secretariat, and partly by co- financing NGOs.

Donor coordination and partnership agreements are strongly supported by Denmark. Conclusions of partnership agreements in the sector programmes where efforts are done to implement UNCCD, are mainly within the sectors of agriculture, forestry, nature conservation, reserves, and water and sanitation.

In Bolivia for instance, Denmark has supported the preparation of a new NAP, which is operating on a national as well as on a regional level. It is the intension to establish regional “focal points”. In 2004 a seminar was organised between the Vice Ministry of Agriculture, MOA, local communities and the Danish Embassy with the purpose of establishing regional guidelines for research and criteria for project approval related to management of land, water and natural vegetation. For 2003-2007 an action plan for implementation of UNCCD has been made, but as the national action plan has not yet been officially approved, it is not known how many of the activities have been carried out. With approval of the NAP, mobilisation of resources and coordination are expected to improve.

In Zambia the MoE is working on a document “Development of Country Partnership Framework Programme Assistance”, which aims at creating basis for mobilising necessary resources for the implementation of the NAP. The national UNCCD Steering Committee is meeting quarterly, and once in a year a work plan is made for the following year.

Concerning a partnership agreement with Zambia, the concept seems somehow imprecise. In the NAP, Denmark like other donors that support natural resources management areas is described as a partner, but yet no formal agreement has been signed.

In Tanzania forestry projects have been characterized by project steering committees that include broad local stakeholder representations. The programmes or components are managed by already existing national steering committees with both national and international representation. The government seeks advice in these fora, from stakeholders that include development partners. In addition to Denmark, forestry partners include NORAD, GTZ, DIDC (Finnida), WB, and UNDP.

Danish support to forestry programmes in Tanzania has included assistance to the mobilisation of local and international human, financial, and physical resources. Support has included provision of international and local technical advice. Danish support to UNCCD implementation has mainly been given to common objectives such as improved soil husbandry, sustainable land use, integrated water resources management, and increasing vegetation cover. Support to forestry activities in Tanzania totals USD 218,987,341. Other sectors that Denmark has supported in Tanzania with similar objectives include the agricultural sector, ERETO Pastoralist Project, and support to refugee-affected areas.

Eritrea, which is not a Danish programme country, has been supported by Denmark with the implementation of the UNCCD, by support to the NAP. Objectives for the project was to construct organisational and institutional structures, to further develop the national action plan for combating desertification, to support capacity building and civil society managed implementation of initiatives aiming at sustainable development and use of farm land, at the same time as the economies were improved.

On an interregional level Denmark has strongly supported and co-operated with Danish and international research institutes. Among Danish research institutions that have received financial support, is the Institute for Geography at . In 2003-2005 the Institute for instance received USD 567,500 for a network: "Environment and management of resources in the developing countries." Annual Sahel workshops were in 2000-2003 supported with USD 193,029. The Danish Institute for International Studies is another institute that has received support for various workshops and seminars dealing with the drylands perspectives.

International research institutes have been provided financial support related to the objectives of UNCCD within agricultural-, livestock-, agro forestry-, and crop research and water management, etc. Among the international research institutes and organisations that Denmark has co-operated with in the fields of environmental and sustainable development are IIED, IUCN, ICARDA, ICRAF, ICRISAT, OIITA, and ILRI. Support has also been provided to UNEPs Trust Fund and to GEFs small-scale programmes.

4. Measures for the rehabilitation of degraded land and for early warning systems

Many interesting and relevant projects have been supported by Denmark within natural resources management, sustainable agriculture and agro forestry practices, and soil and water conservation. Civil society participation and advocacy for local development has been strengthened, and capacity building supported.

With the preparation of a map of degraded areas in Bolivia, the Vice ministry of Environment has prioritised geographical areas for support. Support has mainly been in the nature of pilot projects.

Within the framework of the agricultural sector programme, the results demonstrated by the goat projects have awakened interest among the community members. It is on this background expected that major land areas might be included in natural resources management, and consequently that the rehabilitated degraded land areas might be extended.

In Zambia a few projects have been implemented, among them is a SADC financed community tree planting project and a WB financed environment support programme. Evaluations of the effects of the activities have not yet been carried out. According to the MoE it is still too early to measure positive long-term effects.

In Ghana Denmark has supported a number of small natural resources management projects in the of the country. In 2003 Denmark supported “Bushfires and Rural Livelihoods in Northern Ghana”, a project carried out by Care with a total of DKK 2,964,273 (app. 469,030 USD). The projects are all supporting the NAPs and the Ghana PRS that is prioritising increasing production and promoting sustainable livelihoods.

5. Transfer of appropriate technology, knowledge and know-how

Denmark stresses the important role of women and men in addressing the problem of land degradation in the drylands. It calls for the full participation of both sexes at all levels. Capacity building in the form of workshops, training programmes, etc. is essential in the programmes. Major support and cooperation are also provided and arranged with many research institutions.

In Tanzania the budget for long term technical advice in the support for forestry and wetlands has totalled USD 4,746,835 and for short term advice USD 1,975,000 and training, environment and research USD 2,172,500. Technical advice has included international, regional and national consultants, individuals and companies. Soil conservation and sustainable land use continue to be part of the support provided in both wetlands and forestry programmes. Awareness rising to enhance reflections regarding the global soil degradations threats, desertification and drought as well as their impacts is also supported. Awareness raising budgets have totalled USD 316,000 for forestry, and USD 197,500 for wetlands support.

In Burkina Faso Denmark has been broadly involved in providing access to technology, know- how and expertise. For instance through a WB project on transfer of technology for natural resources management, in which Denmark supports the monitoring component.

6. Linkages and synergies within the conventions

Denmark is working on integrating activities related to the major international environmental conventions, such as UNFCCC, UNCBD, and UNCCD with the activities related to national strategies and action plans. It is important to continue to work on the implementation of capacity building, information systems, institutional arrangements, and joint planning of activities. Training courses, national and regional synergy workshops have been supported among relevant stakeholders, and it has been an important issue in the Danish development work regarding the implementation of the conventions that the operative work is taking place in the developing countries, to make sure that the ownership is clear and support is given to the priorities of the developing countries mainly expressed in their PRSs.

The objects of the three conventions are best considered through concrete measures at a country level – and not primarily carried out through a global convention instrument. In Bolivia a major workshop was established in 2001 to improve the coordination and to utilize synergies between UNCCD and other environmental conventions (UNFCC, UNCBD and RAMSAR). In the light of the workshop a project suggestion was made, which was sent for GEF financial support. The suggestion is still under processing. In Zambia for instance, UNCCD has common objectives with the RAMSAR convention and UNCBD. The RAMSAR convention is supported by Denmark with wetlands support totalling USD 11,075,949, and forestry biodiversity conservation receives USD 7,594,937.

7. Drought and desertification monitoring and assessment

It is the impression of most of the Danish embassies that the present monitoring and assessments of drought and desertification are weak, and often the Embassies are not involved in the monitoring. On programme sector level several of the embassies are planning to initiate local monitoring systems in future.

In Zambia it is the Meteorological Office that is responsible for following developments of rainfall and temperatures, and a National Early Warning System has been established that announces crop weather bulletins every 10 days during the rainy seasons. The National Disaster Management Committee in Zambia under the Office of the Vice President might be seen as an Early Warning Unit. A broader coordinating agency is the UN-coordinated Emergencies and Recovery Strategy Group, which have meetings every month. The group includes representatives from government institutions, NGOs, donors and other stakeholders.

8. Legislative and institutional frameworks or arrangements

In for instance Bolivia, the experience of the sector program of agriculture shows that as a consequence of over-grazing, land degradation in particular is due to lack of proper administration of the community owned common land. A change of this situation is linked with a change of social conditions and traditions in the communities. In Bolivia the MoA has drawn up a national policy and a plan for utilization of lands, which includes criteria for selection of projects for , for cattle/goat grazing, forests and utilization of soil and water.

In Zambia the MoE is acting as the National Focal Point, and they are coordinating meetings in the National Steering Committee. Under the last mentioned committee, a technical committee had been established to support the government at provincial and district level. Legal and institutional structures and bills of agreement related to for instance the Zambian PRSPs, the National Environmental Action Plan, the National Conservation Strategy and a number of sector developing strategies (agriculture, forestry, conservation of natural habitats and of wild fauna and flora, etc). UNCCD is also going to be included in the preparation of a new national environmental policy, which has jus been initiated.

In other countries it is no longer the MoE that is acting as the National Focal Pont, and for instance in Egypt it was decided instead to implement three pilot projects that later are meant to become NAP projects. These are:

Each of the projects has established a national committee, which has to make an assessment report of the present situation. The intention behind the establishment of the mentioned three projects is to construct the best possible project form with respect to the Convention. The MoE is functioning as “the coordinating body,” and reports to the high national level authorities.

9. Perspectives from bilateral cooperation programmes of the implementation processes

Denmark has for many years been actively engaged in projects and programmes addressing desertification and mitigating its effects. As there is a close link between combating land and soil degradation and measures to reduce poverty, the bilateral assistance is focusing on integrating environmental assistance within the Danish support and within the frameworks of the PRSPs. By adopting an integrated approach, many of the projects and programmes focus on addressing the socio-economic factors, which might contribute to desertification by aiming at improved practices for agricultural land use and water management. Many projects aim to stimulate income generating cababilities of rural communities. Promotion of sustainable use of resources often have been linked to training activities and awareness raisings. In addition, various research programmes have been supported.

More than half of the bilateral assistance to the programme countries have been concentrated in major long-term sector support programmes, i.a. within agriculture, water mangagement, naturel resource management, health, energy, education, legal rights, etc. All Danish official development asssistance is based on partnerships and is usually concentrated in two to three sectors in each of the programme countries. The sectors are selected in respect of the PRS and in co-operation with the ministries and other institutions in the recipient country.

Danish bilateral assistance is rarely exclusively focused on combating desertification, but desertification issues are often part of the support for the development of sustainable agriculture and other sector support programmes. In most countries sustainable development needs bilateral assistance to be long-term efforts, and as a consequence the results might not always be visible in the short run. By promoting economic, socially and environmentally sustainable use of natural resources and management, Denmark contributes to preventing drought and environmental degradation, including environmental disasters.

In 2003 administration of Danish development assistance was decentralised to the Danish embassies in programme countries. Denmark is strongly supporting the harmonisation of the management of development assistance and integration of the assistance into national policy frameworks. With the decentralisation Denmark will become better able to fully harmonise procedures and demands to the recipient countries. With the decentralisation performance reviews of the embassies were introduced. This is expected to become one of the key management and quality assurance tools for Danish bilateral assistance to increase focus on management issues, including harmonisation; monitoring and lessons learned within individual recipient countries and across countries.

As shown below, Denmark supports a number of projets, which directly og indirectly concern implementation of the UNCCD. In appendix two is shown a list of projects that are as well directly as indirectly interlinked to combating desertification.

AFRICA:

Regional

Denmark provided in 2000-2004 USD 3,713,000 for NGO projects related to UNCCD, primarily in Uganda and Ethiopia, but also to Niger in . USD 7,228,500 was paid to 16 projects. The projects included work to mitigate degradation, incl. rehabilitation, irrigation and preservation of environmental resources, agricultural rehabilitation programs, Karamojan development projects, civil participation and advocacy for local development, food security, integrated development with focus on development, health and food security, projects for children in the deserts, bee-keeping and Jojoba cultivation, etc.

Sahel

Denmark provided in 2001-2004 USD 2,133,000 to control of grasshoppers in the Sahel through the International Institute of Tropical Agriculture. The project supported reduction of poverty for the rural population in the Sahel through sustainable improvement of food supplies. So far USD 1,750,000 was paid.

Denmark provides in 2000-2007 USD 4,483,250 for support of hydrological and agro meteorological educations at the regional agro meteorological centre AGRHYMET in Sahel. The institute is situated in Niger, and is an integrated part of the Regional Drylands Committee in Sahel, CILSS. The project provides support to the education programme, which includes education of technicians and engineers from the Sahel region within various areas, i.e. soil protection, sustainable use and water for irrigation and hydrology, agro meteorology and protection of plants, besides for pest control. Also broader subjects as ecological toxicology in the wetlands and protection of agro-pastoralist areas within natural resources management are included. So far USD 1,056,625 has been spent.

In 2000-2003 Denmark provided USD 1,451,625 for development of models for decentralised natural resources management in Sahel through the International Institute for Environment and Development (IIED).

Egypt

In Egypt Denmark supports the Environmental Sector Programme with a budget of USD 61,3 mill. for 2001-08. The purpose of the project is to assist the Egyptian Government’s effort to improve the environmental conditions, develop an Environment administration in the relevant institutions and to establish environmental regulations. Denmark also provides support to the of the Egyptian Environmental Administration in a second phase with a budget totalling USD 4,604,430. The overall purpose of the project is to secure an improved environmental standard in Egypt. This is done through a strengthening of the Environmental Administration’s capacity to facilitate and administer the implementation of the Environment Law both at central and decentralised level in Egypt. Further, Denmark supports a number of energy projects in Egypt.

Eritrea

Denmark provided in December 1999 to December 2000 USD 296,250 to support of the implementation of UNCCD in Eritrea. Only USD 118,881 was spent. The financial support was provided to the government of Eritrea to prevent land degradation, to improve the quality of soil, and to provide improved living conditions for and local communities in the rural areas of Eritrea

Zambia

In Zambia Denmark provided extraordinary connected to the drought- and provision crisis. In 2003 USD 133,313 was provided to prevent a food security crisis in the southern part of Zambia. The purpose of the project was to remedy the consequences of the problems connected to drought in Zambia’s most vulnerable areas through partly efforts in the Water and Sanitation Sector and partly through the distribution of seed corn and manure to the most exposed parts of the population. In the rural areas the project activities included the establishment of new water drillings and wells and the repair of these. In the urban areas the main focus was on the rehabilitation of both the water supply and sanitation installations. The activities of the project ended mid 2003. Additional USD 256,750 was provided for minor projects, i.e. for seed packets for especially vulnerable farmers and households due to the drought. The seed packets were supplemented with training programmes in conservation farming. The project was carried out through ADRA/Zambia. Extraordinary USD 1,757,750 was provided in relation to the drought and food crisis in 2003. USD 1,382,500 was used for improvement of water supply in the Southern part of the country and USD 395,000 was used for fertilizers and seed corns.

Denmark did also provide support to Natural Resources Administration in Mumbwa District in 2002-2003 with USD 1,718,250.The purpose of the project was to secure a sustainable and more productive use of the natural resources in Mumbwa District based upon administration through the democratically elected local institutions with the intention of improving the living standards in the area. The activities included establishment of fish ponds, bee-keeping production, chicken breeding, agro forestry, development of land use plans, etc

Kenya

Denmark provided in 2000-2004 USD 2,024,375 for agricultural projects in the south-eastern part of Kenya, which included protection of catchments areas; comprehensive water and soil conservation programmes; construction of structures for accumulation of rainwater in preparation for reduction of drains to the ocean; establishment of minor use forests close to the consumers of wood. Also the work for land titles was supported as it was regarded as a demand for the farmers wish to invest in the mentioned activities. However, only USD 1,609,230 was actually spent, mainly due to the target groups’ lack of capacity to pay their part of the costs. The overall purpose of the programme is to improve in an environmentally sustainable way the living conditions for the population that lives in the arid and semi arid areas.

Tanzania

In Tanzania Denmark provided support to two sector programmes that are relevant to UNCCD: Support to the sector programme for agriculture and to the sector programme for forestry and wildlife conservation. In 1997-2007 Denmark is providing USD 99,509,494 in support to the agricultural sector, in 2003-08 USD 18,9 mill for the forestry and wildlife conservation and in 2003-08 USD 4,7 mill for improving the living conditions for pastoralists in northern Tanzania.

From 2000-2003 a community based forest management programme was supported with USD 3,148,734 in the region of Lindi. In 1999-2002 Denmark provided USD 3,148,734 in support to management of forest and protection of biodiversity in Udzungwa in the southern part of Tanzania and in 1999-2003 Denmark provided USD 2,6 mill for management of forests in the Iringa region. For wetland management activities Denmark supported with USD 6,912,500, which included sustainable land use planning, assessment of land and water resources, and improved use of renewable energy. In 2000-03 Denmark supported the conservation of the RAMSAR area in Malagarasi-Muyovosi with a budget of USD 5 mill. In 1999-2007 Denmark provided USD 2,988,924 in support of capacity building of Wildlife Conservation Society of Tanzania (WCST) through Danish Ornithological Society in Denmark and Wildlife Conservation Society of Tanzania.

Ghana

In Ghana Denmark especially supports the water sector in regard to UNCCD related activities.

For the water sector programme Denmark provided in 1998-2003 USD 30,632,911. The programme included three main areas: 1) Drinking water and sanitations delivery in the rural areas 2) Capacity building and institutional development 3) Water resources. A drinking water and sanitation project in the Volta region was supported in 1997-2003 with USD 39,905,063. The overall purpose of the project was to improve the state of health among 400,000 people in the Volta region through improved access to pumps and latrines. In 1997-2003 Danish support was provided to Water Resources Institutions (WRIS) with USD 8,148,734 for management of water resources and water resource information. The support included technical support, training programmes, supplementary trainings, equipment and grants for management of the following four water institutions: Water Resources Commission, Hydrological Services Department, Meteorological Department, and Water Research Institute.

Denmark provided in 2003 USD 292,722 through CARE Denmark for a project supporting Bushfires and Rural Livelihoods in Northern Ghana.

Benin

Denmark supported in the period 1997-2003 the agriculture sector programme in Benin with a budget totalling USD 23,3 mill. The main purpose of the support was to improve the living conditions for the population in the rural districts. To support the sector reform, improve food security, improve conservation and processing of food products were some of the targeted areas in the project. Denmark also supported the Water sector programme from 2000-04 with a total budget of USD 18,26 mill. The main purpose is to support the supply of drinking water and sanitation in the rural districts in Benin

Burkina Faso

Denmark provided in 2000-2004 support to the sector programmes for agriculture; for water and for interdisciplinary research in Burkina Faso regarding UNCCD related programmes. For instance was USD 2,323,390 provided for two northern regions of Burkina Faso (Sahel), and USD 519,720 for natural resources in form of dams. For the entire sector support programme for agriculture USD 60,822,785 was granted. The programme aims at improving the living conditions of the rural population through increase in the agricultural production. Conditions for women are prioritised together with a transition to market economy, natural resource management, access to , and capacity building in the Ministry of Agriculture.

For the sector programme for water Denmark provided USD 41,471,519 between 2000-2004. The programme supports the national targets for the water sector in order for water to be provided in a sustainable way. The poorest population groups are prioritised.

Interdisciplinary environmental research was between 1994-2005 supported with USD 1,930,380. The of and Copenhagen and Université de Ougadougou were working together to continue a research capacity building project in Burkina Faso concerning interdisciplinary environmental research.

Niger

In 2001-06 Denmark is providing support for a water project in Diffa and Zinder with a budget totalling USD 14,24 mill in order to improve the infrastructure for drinking water for the village population and the pastoralists in the regions of Zinder and Diffa in the regions in the East of Niger. Furthermore, Denmark is supporting the agricultural development in the same regions in the period 1998-07 with a total budget of USD 7,16 mill.

Latin America:

Bolivia

Denmark supported various sector programmes in Bolivia between 2000-2004. The most important in relation to UNCCD were: The sector programme for indigenous people, public participation and decentralisation, sector programme for agriculture and development in rural areas, sector programme for forestry research and the sector programme for environment.

The Danish support to the Sector Programme for indigenous people, public participation and decentralisation in the period 1998-2002 totalled a budget on USD 44,83 mill. The overall purpose of the programme was to improve the living conditions of indigenous people and support their participation in the political and economic development. The support to the sector programme for agriculture and development in rural areas in Bolivia in the period 1999- 2004 had a total budget of USD 33,86 mill. The overall purpose of the programme was to improve the living conditions and to fight poverty of peasants of the Bolivian tableland. Support to Environmental Sector Programme in 1999-2008 has a total budget of USD 28,48 mill. The overall purpose of the programme is to contribute to sustainable development taking into consideration the environment and the natural resources. Focus is on the fight against industrial pollution and capacity building in general, on a central and decentralised level, in the public as well as in the private sector. Support for forestry research in Bolivia in done through co- operation between KVL and two Bolivian universities the purpose of the project is to participate in building an educational and research based capacity, which is able to support a sustainable forestry administration in the Bolivian tableland.

Denmark provided in 2000-2004 USD 2,468,750 for recovery of land areas (river banks) for irrigation (about 2400 ha), and (about 7300 ha) for sustainable and optimised irrigation. Denmark provided in 2000-2004 USD 64,681 for sustainable use and management of grazing areas and wetland areas.

Denmark provided in 2002-2004 USD 9,078,680 in support of demonstrating the effect of establishing slowly formed terraces. The project took place in 10 communities in areas along the Pilcomayo River (one of the most important rivers in Bolivia). Crops were grown at the very steep mountains and with soil erosion as a consequence. The project consisted in planting Falaris-grass along the contour lines, establishment of stone fences, propagating Falaris-grass and testing of plant species for greenish fertilizer. The project will be followed by productive projects.

In 2002-2004 USD 138,250 was provided for a and sustainable goat projects. Goat breeding and especially free-ranged goats are a major threat to the natural vegetation at the dry hillsides in several areas of Bolivia. These years a speedy degradation of the vegetation and increased soil erosion take place due to this form of goat breeding. The project works with local women groups.

10. Perspectives from multilateral assistance of the implementation processes:

International co-operation plays an important role for the Danish government in the combat of nature degradation. Denmark has within the framework of EU actively participated in financing programmes aimed at understanding and addressing problems experienced in the drylands regions. Besides, Denmark supports as part of the multilateral development co-operation with substantial donations to international organisations and programmes the struggle against environmental degradation and drought. Environment being a major priority, Denmark is a strong supporter of UNEP. Support is given to the UN system as well as other international organisations, including IFAD, WFP, the , the African Development Fund, and others.

International Institute for Environment and Development (IIED)

In 2001-2003 Denmark made a three-year framework contract with International Institute for Environment and Development (IIED) which was renewed in 2004. USD 2,848,101 was provided in the first phase. The overall purpose of supporting IIED is to promote sustainable development and poverty reduction within: Living conditions in drylands, Natural Resource Economy, Urban environment, information and communication in relation to the WSSD in Johannesburg in 2002 and strengthening IIED’s role as advisor and spokesperson for best practices within natural resource management.

UNSO (UNCCD related activities in the Southern Africa)

In 2000-2001 Denmark allocated funds in support of UNSO (through UNDP Office to Combat Desertification and Drought) programme activities in Southern Africa, which mainly focused on assisting countries to develop and launch their NAPs to combat desertification. The initial beneficiary countries included Botswana, Eritrea, Kenya, Tanzania, Uganda and Zimbabwe. From the Coordinating Unit (SADC-ELMS), a sub-regional institution based in Lesotho received funding to support the cross-cutting activities to support NAP implementation at sub-regional level, mainly the exchange of information and experiences and the monitoring and evaluation of the implementation process, Denmark supported in 2000 with USD 166,772 in 2001 with USD 17,179 and in 2002 with USD 9,583.

For strengthening the role of women in implementing the UNCCD, Denmark also through UNSO in 2000 supported a project with USD 11,995 and in 2001 with USD 1,057. Denmark stresses the important role of women in addressing the problem of land degradation in the drylands. It calls for the full participation of both men and women at all levels, in programmes to combat environmental degradation and mitigate the effects of drought. The countries involved were: South Africa, Uganda, Morocco and . Main partners in this programme included UNDP, UNIFEM, FAO, National Research Institutions and NGOs, National Governments and UNCCD Focal Points. In each of the countries a workshop was organised to increase awareness and develop a national action plan to mainstream gender into the implementation of UNCCD.

UNCCD Secretariat

Denmark provided in 2000 USD 33,796 to the Secretariat, in 2001 USD 53,080 in 2002 USD 45,267 in 2003 USD 44,019 and in 2004 USD 44,888.

In 2001 additionally USD 27,650 was given for support to parties and NGOs participation at an ad-hoc-working group meeting in Bonn 19 to April 6.

In 2000 Denmark provided additionally USD 47,400 for support to developing country parties and NGOs participation at UNCCD COP 4, in 2001 USD 47,400 for COP 5 and in 2003 USD 47,400 for COP 6.

Denmark provided in 2002 additional USD 79,000 for partly financing of a preliminary WSSD conference in Praia at the Capverdian March 5-8 for the 50 member countries of UNCCD that had formulated NAPs.

The Global Mechanism

Denmark provided in 2001-2003 USD 276,500 to GM funded through IFAD. The funds were provided to support of GM´s work to raise funds for the implementation of UNCCD, with special focus on the NAPs at a national, sub-regional and regional level.

Global Environment Fund (GEF)

Denmark provided in 2002-2005 USD 47,180,38 for the Global Environmental Facility (GEF). GEF supports activities that are strengthening integration of global environmental considerations mainly within the following areas: climate change, biological diversity, international waters and depletion of the ozone layer.

Water and Sanitation Programme (WSP)

Denmark provided in 2002-2004 USD 5,537,974 for WSP. The overall purpose of the programme is to assist governments, donors and NGO’s in developing ways to improve the development of sustainable drinking water and sanitation. The programme works in selected countries in Asia, Africa and Latin America to develop new methods to ensure poor communities access to clean drinking water and improved sanitarian conditions.

International Union for the Conservation of Nature (IUCN)

Denmark provided in 2000-2004 USD 7,900,000 for core support. The organisation is promoting sustainable use of natural resources through analytical work and development of methods and measures for conservation of the ecosystems and the biological diversity.

Lifestock, Environment and Development Initiative (LEAD)

Denmark provided in 1999-2001 USD 2,776,395 for a livestock and natural resource initiative. The overall objective was to protect natural resources by promoting positive and reducing negative environmental consequences of increased livestock and other animal production.

The immediate purpose of the project has been to improve information flow among decision- takers, administrators and researchers, to develop and increase knowledge of practical means for implementation, and finally to support development and dissemination of new technologies and approaches. The increased demand for animal productions is increasing the pressure on the global resources that are being used in animal production. The transition to industrial animal production is affecting areas for grassing and other feed resources that might be threatened by devastation. Water resources will be still more exhausted at the same time as remaining resources might be polluted, and valuable genetic resources might be lost forever. Other donors include EU, FAO, , Germany, , , USA, and the .

Global Water Partnership (GWP)

Since 1998 Denmark has provided financial support for GWP and supported the work of the network. In the reporting period, Denmark has contributed with USD 1,2 mill. GWP is an international network supporting the sustainable use of water specifically focusing on developing Integrated Water Resource Management Plans in as many countries as possible.

11. Danish NGOs

From 2000-2004 USD 3,713,000 was granted to Danish NGOs working with drylands, and USD 7,228,500 was spent. In the support to the NGOs there has not been an explicit priority for support of projects that relate to land degradation and combat of desertification. The NGO funds are distributed among applications, and reflect the NGOs priorities. DANIDA has not stipulated priorities or quotas for particular areas of support, but the applications are considered in the light of DANIDA's strategies and policy papers, especially according to the civil society strategy. As the targets of the Convention to Combat Desertification are integrated into DANIDA´s strategies and policy papers support to the NGOs reflects this.

Both environmental and developmental oriented NGOs are focusing on management of resources in rural areas, but are often not explicitly linked to UNCCD. Support to Danish NGO networks is an area that has been prioritised. Among the networks that have been supported, is the Danish 92-Group (Danish Forum for Sustainable Development). The 92- Group is a network representing 20 Danish NGOs, that particularly work to influence Denmark's, EU's WTO’s and UN's policies with regard to global sustainable development; to pass information and to create general debate in Denmark on global sustainable development; and to create contact between Danish NGOs and the global civil society in the work for global sustainable development.

Together with SIDA and NORAD, Danida in 2001-2004 supported the Danish 92-Group represented by the Danish Association for International Co-operation, Ibis and WWF- Denmark with contributions to increase participation of Southern NGOs in Africa, Asia and Latin America to the World Summit on sustainable Development (WSSD). The Danish 92- Group played an important role as the political umbrella for the Rio+10 Project, including highly pro-active involvement at international level. In Copenhagen, an international network coordinator was employed, and 25 countries in the South were included in the network. The three mentioned NGOs have regional offices in 20 of the countries. The Johannesburg Summit was regarded as a good opportunity to boost cooperation among environmental organisations and social/development organisations, which is crucial to the promoting of closer relationship between environment, poverty reduction and governance. This is considered necessary to identify situations that could remove implementation barriers.

Another Network that Danida supported in 2001 was the Danish NGO Drylands Network. In cooperation with the Danish 92-group and Care Denmark, Danida supported the Network to promote UNCCD among Danish NGOs. Some of the themes that the network worked with and that were considered important to follow-up regarding capacity building and potential cooperation were: Local knowledge and local survival strategies; conflict resolution; early warning systems; the linkage between disaster and development assistance; and the role of civil society in the implementation of the UNCCD. 12 of the major Danish NGOs and research institutions were represented in the Network.
