Introduction

A long time ago in a galaxy far, far away….

The Scouts were a clan-based cultural group, that was composed of member from multiple ethnic tribes all bound by a common culture, a scout oath, and scout laws. They originated from varies charter organizations, where scouts are trained in the outdoor code, earned merit badges, and skilled in leadership thru countless hours mentoring from their Scoutmasters in hopes to earn the sacred rank

of Eagle.

Welcome back to Bonner North!

Theme: Mandalorian – This is the way. “A Scout’s Journey to Eagle” Scouts with their patrol will make camp at Camp Bonner North. Units and their patrols will make camp within their traditional districts. Gateways are encouraged based on the current year theme. Patrol tenting and cooking methods are to adhere with current year guidance. All scouts ranking from first year scouts to seasoned Eagle scouts are encouraged to journey onto Camp Bonner North and visit the three Districts: Northern, Central, and Southern. Each district will showcase their sub-themes. In the South, scouts are to demonstrate their scouting skills and the knowledge of Citizenship requirement to reach the rank of Eagle Scout. The South will challenge scouts and their patrol to work together as a team. “Present Scout Skills” hosted by the Northern district will challenge scouts and their patrol on basic survival skill such as fire building and knot tying. “Future Scouts – STEM” hosted by the Central district will challenge scout patrols with a Geocaching event to retrieve hidden treasures. Scouts will also participate in a rocketry event, where each scout will compete with launching air-power rockets. Points are important, and patrol score sheets and logs should be maintained by the patrol leader. Ribbons will be awarded, and top patrol awards will be given based on their patrol score. Districts will compete for the Top Gateway award, and a Camporee wooden staff will be awarded to the best patrol. The Camporee wooden staffs mark their patrol’s achievement each year. Inaugural wooden staff will be etched with Troop number and patrol each year.

COVID-19 PRECAUTIONS Only those Scouts and Scouters who pre-register via Tentaroo are able to attend the Camporee. Same day registrations will not be permitted. To be able to hold this event, we must follow certain COVID-19 precautions that are either recommended or mandated by the State of NC. Please read the below instructions very carefully! IF YOU ARE SICK WITH ANY ILLNESS OR DISPLAYING ANY OF THE COVID-19 SYMPTOMS (SEE THE ATTACHED DOCUMENT) DO NOT COME TO CAMP. WE WILL REFUND YOUR REGISTRATION FEE. Any Scout or Scouter who falls under the HIGH RISK category for COVID-19 SHOULD NOT attend this event. Based on information from the CDC, those at high-risk for COVID-19 are:  People aged 65 years and older  People who live in a nursing home or long-term care facility People of all ages with underlying medical conditions, particularly if not well controlled, including:  People with chronic lung disease or moderate to severe asthma  People who have serious heart conditions  People who are immunocompromised  Many conditions can cause a person to be immunocompromised, including cancer treatment, smoking, bone marrow or organ transplantation, immune deficiencies, poorly controlled HIV or AIDS, and prolonged use of corticosteroids and other immune weakening medications.  People with severe obesity (body mass index [BMI] of 40 or higher)  People with diabetes  People with chronic kidney disease  People with liver disease

TRANSPORTATION. Per the State of North Carolina guidance for transporting to camping activities, have all riders wear face coverings when they are, or may be, within six (6) feet of another person.

Have adequate supplies of hand sanitizer (with at least 60 percent alcohol for safe use) to promote healthy hygiene. Separate riders with as much space as the vehicle allow while maintaining safe transportation practices. Consider keeping windows open to help reduce spread of the virus by increasing air circulation, if appropriate and safe. All attendees MUST bring a face mask. We ask that each attendee bring 3 masks with them (one for each day). All attendees will be REQUIRED to wear a face mask except when eating, drinking, utilizing the restroom/shower, or within their own tent. Masks will be verified during the pre-screening process. DO NOT PACK YOUR MASK IN YOUR PACK. YOU WILL NEED TO SHOW THIS PRIOR TO EXITING YOUR VEHICLE. Hand shaking is not permitted and frequent hand-washing or sanitizing is highly encouraged. All Scouts and Scouters will be required to wash or sanitize their hands immediately prior to eating meals or participating in events. We highly encourage attendees to bring their own hand sanitizer if possible. Please remember that all Scouts and Scouters are required to bring a completed Part A and Part B Medical form with them. All attendees must be pre-screened by medical staff upon arrival; this includes a temperature check. Attendees will be screened prior to getting out of their vehicles. Non-attendees are not permitted to exit their vehicle at camp. Anyone found to be displaying any COVID-19 symptoms upon arrival will not be permitted to attend this event. This includes all attendees that are in that particular vehicle. We ask that if individuals from different families are riding to camp together that they wear face masks on their way to camp. Medical personnel will conduct a daily screening of all attendees to verify if anyone is displaying any COVID-19 symptoms. This will be accomplished by utilizing a daily screening checklist combined with a temperature check. If an attendee is displaying symptoms, they will be immediately separated from all other attendees and either sent home or their parents will be notified to pick them up as appropriate. Districts will be assigned specific restrooms or port a johns which will be cleaned multiple times throughout the day to ensure that these areas are kept clean.

PLEASE MINIMIZE MIXING TO THE GREATEST EXTENT POSSIBLE DURING THIS EVENT. Sleeping arrangements – Only 1 attendee per tent is permitted (married couples and siblings who live in the same house may share a tent).

GENERAL RULES & HOUSEKEEPING ITEMS

It saddens me to no end to have to place these items in the Camporee Book.

If you are involved in any of these below items, you are NOT following the Scout Law, nor following the Scout Oath. These are at the core of what you are supposed to be as a Scout. Please think before you act!

It only takes a few scouts (or parents) to tarnish the reputation of many!!

1) Camp Bonner North is your home away from home, Scouts. Treat it as such! Vandalizing or destroying Camp property is a criminal offense. If you want to act like a criminal, you will be treated as such. Any Scout caught vandalizing or destroying camp property will be escorted to the camp headquarters. Your parents will be called. The police can be called and charges of vandalism can be filed against you. Your parents will be asked to take you home for the remainder of Camporee. In addition, since the buddy system is in effect, you would have had to act with a partner in doing your crime. Therefore, the patrols of each Scout caught vandalizing and destroying camp property will be disqualified from competition or winning any awards. In the past, at Camp Bonner North, there have been bathrooms vandalized or nearly destroyed. You will be watched! 2) Swimming in the Pamlico River (or anywhere at Camp Bonner North during Camporee) is strictly forbidden by scouts, or adults. This includes wading in the river. Please respect this rule! Parents, please set the example. Young eyes are watching! 3) Absolutely no drugs or alcohol should be brought on the Camp, nor used/consumed at the Camp. This includes in your vehicle. If you’re caught, appropriate actions will be taken. Also, as a general rule, there is to be no smoking or tobacco use in the campsites and around Scouts. This includes dipping and vaping! Please use the designated smoking areas.

LEAVE NO TRACE!! Again, this is at the core of what we, as scouts, are supposed to be doing. If you see trash laying on the ground, please pick it up and place it in the nearest trash can. Accidents do happen and sometimes wrappers and other items get loose. It’s understandable. However, we should be leaving Camp Bonner North better than we found it.

Camporee Information LOCATION: Welcome back to Camp Bonner North! This Camporee will encompass a wide array of scouting skills. Some are used every day while others are those that everyone needs to know--not only for Scouting, but in everyday use. Dress in a Troop activity uniform, typically a Class B type. Vehicles will be permitted to park along the road and only Troop trailers (one per unit) will be allowed in campsites. PATROL SIZE: A Patrol is no bigger than 10 youth, and no smaller than 4 youth. REGISTRATION: Early Rate ENDS on March 31, 2021 at 12:01AM To register for $17.00, you must use Tentaroo. Take advantage of Early Registration saving of $5.00 per person, which is a 23% discount. Registration fees are: Boy Scout/Venturing/Exploring/Sea Scouts Registration: $22.00 per Boy Scout, Venturer, Explorer, Sea Scout Webelos (attending with their troop and a parent or adult partner) Registration is $22.00 per scout and $22.00 per adult/adult partner. Late Registrations starts 4/16/2021 and fees will be $30.00 per participant. Registrations end 4/23/2021. REGISTRATION IS BASED ON INDIVIDUALS, NOT UNITS. FEE REFUND POLICY: All refund requests must be made in writing and mailed to the East Carolina Council Office. Refunds are not given at camp. Requests received prior to April 23, 2021 at 5pm will receive all fees returned. Requests received after April 23, 2021 5pm through Friday of the event will have a $5 per registrant penalty applied on fees refunded Any requests for refunds on ‘no shows’ will not be honored. Refund requests for scouts or adults who depart early from camp will not be honored.

MEDICAL FORMS: All Camporee participants are required to complete and submit an Annual Health and Medical form. Site Chiefs may ask units to see the Medical Forms and retain the right to remove a unit from camp if forms are not complete. This is the new A&B form on the newly released medical form. (A doctor’s signature is not required for this event). The Medical form can be found on the East Carolina Council (eccbsa.org) website under “Forms” which is under the “MORE” drop-down menu.

CAMPOREE PATCH: Extra patches, if any, will be sold after noon on Saturday at the Council Camporee trading posts. You will receive your Camporee patches at the Camporee Headquarters upon check in.

ARRIVAL AT CAMPOREE: Your unit should plan to arrive at the Camporee on Friday. All troops/crews should report directly to the HQ after getting screened and parking your vehicles in the designated areas. HQ will inform unit of campsite assignment at that time. After registering, it is suggested you go to your assigned site and set up camp. Vehicles will be allowed into the campsite area and vehicles park along the road side, except for Plantation Road as it is a private road. It is highly encouraged to have the Patrol pack it ALL in.

WEBELOS CAMPING: To promote Boy Scouting, Troops are encouraged to invite Webelos Scouts to attend and camp with the Troop. Each Webelos Scout must have one adult as a supervisor. From the Guide to Safe Scouting: A Webelos Scout may participate in overnight den camping when supervised by an adult.

In most cases, the Webelos Scout will be under the supervision of his parent or guardian. Refer to scouting.org website for current regulation https://www.scouting.org/health-and-safety/gss/ggs03 or to East Carolina Council NCAP Advisor, Rick Nezbeth. It is essential that each Webelos Scout be under the supervision of a parent-approved adult. Joint Webelos den/troop campouts including the parents of the Webelos Scouts are encouraged to strengthen ties between the pack and troop. Den leaders, pack leaders, and parents are expected to accompany the boys on approved trips. Only adult parents may sleep with Webelos, not approved adults.

In addition, those Webelos scouts who do attend will not be able to participate in the competitions. Instead, Webelos Patrols are encouraged to coordinate with their associated troops prior to registration so that they may arrange for their Webelos Patrols to shadow the Troop’s patrols. This will strengthen the bond between the Webelos and the Scouts and better prepare the Webelos for Camporee’s once the cross over into a Scouts BSA unit. LEADERS MEETING: All individuals who have volunteered to work an event will meet at 8:30pm Friday night at HQ. Unit Leaders and unit SPLs(or their designee)meeting at 9:30pm at Camp HQ. Make sure that your unit is represented at the leader’s meeting to get important information about Saturday’s activities for both Scout leader and the Senior Patrol Leader. Please limit participation to 2 people per unit to keep the gatherings small for our COVID precautions. FLAGS: Each Unit is requested to bring their Unit Flag to the Camporee and display them in their campsites. We ask that you also bring your unit flags and patrol flags to the Flag Ceremony on Saturday morning. Patrol flags should also be brought and carried when competing in the events. Please leave Troop flags in your campsites during the Campfire Service.

UNIFORMS: Scouts should wear their Class A Field Uniform to campfire and chapel. Scouting T-shirts/Class B/Activity Uniform, are to be worn for activities throughout Saturday. OA members are requested to wear their sash at campfire. CAMPFIRES IN THE CAMPSITES: Due to COVID-19 we have to pass modified guidance in regard to the utilization of campfires in the campsites. The reason for this is that campfires are a point of gathering that does not promote social distancing. The Council risk management team will make a call at the beginning of the camporee if campfires will be authorized in the campsites. If campfires are authorized, units will need to use multiple above ground fire pits in order to promote social distancing. In addition, all campers will be required to wear a mask and observe social distancing guidelines when gathering around campfires. FIRES: On-ground fires are ONLY permitted in the predefined, designated, established campfire ring. NO EXCEPTIONS. Any unit caught violating this rule will only be dismissed from camp by the Site Chief after he has confirmed that the unit has sodded the damaged area with Pinehurst No. 2 quality sod. Any unit wishing to have their own fire in their campsite must utilize a raised fire pit. The fire pit must have enough clearance so as to not damage the grass beneath it and stable enough as to not cause any potential danger to scouts. This includes Dutch ovens and charcoal chimneys. Don’t be that guy.

CAMPING: It is suggested to camp light--try a weekend that you truly pack it in on your back. This is a great time to introduce backpack and/or ultralight camping. Most of all, have FUN! Campsite assignments will be given to unit leaders prior to the Camporee.

COMPETITION:

*** Patrols will hand off their score card to the designated judges at the beginning of each event. Upon completion of the event, the judge will return the score card to the patrol with their final score for the event. The staff will then transfer the scores for the area to the Patrol Score Card***

HOW TO COMPETE – Prior to each event, Patrol Leaders will decide which patrol members will compete for that event. A participation score will be given for trying each event.

CAMPOREE EVENTS N01 Northern Fire (400 Points) Objective: Fire building is a scout skill and is a requirement for the Scout Rank of Second Class (see requirement 2b). Each patrol must successfully build a fire to burn two marks. First mark is a string set at 18 inches, which will reward the patrol with 300 pts. The second mark is another string at an additional height of 6 inches beyond the first mark for total height of 2 feet, which will reward the patrol with 400 points. This a time event and point deductions are applicable. Materials: Each Patrol MUST BRING fire building materials to the event area. The area will have stations prepared for each patrol to build a fire and to achieve the set objective. See Appendix N01and your scout Handbook for guidance. COVID Precautions: Gloves must be worn by all participants (will be provided). The exception is the Scout who is using the ignition source to light the fire. Patrols will be required to bring their own tinder, kindling, and fuel, as well as ignition source. No lighters or matches may be used, no artificial accelerants shall be used. Competition: The goal of this event is to build a fire meet and/or exceed the event objective. Each scout patrol builds a fire to reach new heights. See drawing below Patrols will receive 100 points for participating.

N02 Northern Knots Relay (400 Points)

Objective: Knot tying is basic scout skill and is a requirement for the Scout Rank of Tenderfoot and Second Class. Knowledge of knots and usage of individual knots is important for some daily applications. Most importantly, knot tying teaches problem solving skills. Scout will play a game to demonstrate their knowledge of various knots. A match game of knots on random puzzle boards. and tying two scout knots. This is timed event and max time is 15 minutes. Materials: No materials needed for this event. Hint: Bring your Scout Handbook. See Appendix N02 and your scout Handbook for guidance. COVID Precautions: Gloves must be worn by all participants (will be provided). Competition: Patrol will line up in a single file line, relay style, about 10 feet from the puzzle board. 10 pictures of various knots will be given to the patrol. One scout will match the picture with the name of the knot on the Random Puzzle board. After puzzle completion, the patrol will be given to two knots to tie.

C01 Central Geocaching (400 Points) Objective: Central Geocaching event is test each patrols for their knowledge, skills, and abilities with an handheld electronic global positioning system, GPS device. Materials: GPS device will be provided. COVID Precautions: Gloves must be worn by all participants (will be provided). Competition: Upon arriving at the White shelter, a patrol will be given the coordinates of the six caches along with clues to help find the caches. Each patrol will be assigned a starting cache. After finding the first cache each patrol can then go to the caches in any order desired. The caches will be small plastic boxes or metal pill bottle containers containing zip lock bags with scripted messages. When a patrol is looking for a cache, the Scouts should: 1. Find the coordinates by going to the waypoint manager and selecting a cache numbered 1-6. 2. Find the cache (Remember the GPS will get you within 20ft of the “hide”). 3. Open the cache box. 4. Retrieve the scripted message in the zip lock bag(s) inside the cache box. 5. Return the cache box to its exact hiding spot. 6. Return to the White shelter with your geocache scripted message bags. Patrols can choose to find all six caches before attempting assembly of the scripted messages or can assemble the scripted messages as the caches are found.

** Using a GPS device to find the six caches should satisfy the 1st Class requirement 4b.

S01 Southern Team (400 Points)

Objective: A patrol needs to cross a river to get back to their camp and the bridge has been completely washed out. The patrol consists of four scouts and they have found two 8ft boards. The patrol must use the boards to bridge remaining three pylon in the river and return to camp. It is puzzle and team work is key. All four scouts must cross the river. If a scout touches the river, then the fallen scout must return to the start and the fallen scout must tie a rescue knot for no points deduction. If no rescue knot tied, then 10 points are deducted and the fallen scout must return to the start. This is timed event and max time is 15 minutes. Materials: No materials needed for this event. COVID Precautions: Gloves must be worn by all participants (will be provided). Competition: Patrol of four scouts must use the two planks to transverse the river safely. Scouts and planks cannot touch flowing river. Planks are used with cinder block to make a bridge for the patrol cross the river safely. See Appendix S01 for guidance.

S02 Southern Traditions – Citizenship (400 Points) Citizenship (400 Points) Equipment: 4 Scout staves, rope, stakes, and flag (provided by Camporee). All equipment will be sanitized in between patrols. COVID Precautions: Gloves must be worn by all participants (will be provided). 1) The patrols will construct a flagpole by lashing together 4 scout staves with round lashings. 2) Each patrol will fashion a halyard and secure the halyard to flagpole. 3) They will then raise the flagpole by securing 3 lines to the pole with 2 half hitch knots and two stakes with taunt line knots. 4) Once the pole is secured, they will raise the flag in a flag ceremony. 5) They will recite the Pledge of Allegiance in unison. 6) They will sing the first verse of the National Anthem. 7) They will lower the flag and fold it properly. Constructing the flag pole is worth 100 points. 5 points will be deducted for each poorly formed lashings or knots. Judges will deduct points subjectively for poor performance or behavior. After the patrol has completed the flag ceremony and folded the flag, they will untie the knots and lashing for the next group. The scouts will then answer questions related to the United States Government. Each correct answer is worth 10 points. The patrol will divide into pairs. The questions will rotate through the pairs. If a pair does not know the answer and does not guess, they can ask another scout in the patrol to assist for a reduction of 5 points.  Name the President  Name the Vice President  Name the Speaker of the House  Who is the Commander-In-Chief of the US Military Forces?  What document is considered the supreme law of the United States?  Name the 3 branches of the United States government and what is their primary function?

OTHER EVENTS & ACTIVITIES (Bonus Points)

Promoting scouting (50 POINTS) CAMPING/ DISPLAY AREA Camping, Summer Camp, and Order of the Arrow are vital components to the Scouting Outdoor Program.

Camporee Staff (100 Points) Each patrol will receive 100 points if an adult leader volunteers to be on Camporee Staff. For clarification, any unit providing volunteers for events (half day, full day, or all weekend), will be awarded the 100 points. People volunteering to make Camporee a better experience for the youth will be rewarded.

 Assist with Camporee Event Adult leader can earn bonus points for their scouts by volunteering to run an event.

 Camp Trading Post The Camp Trading Post will be open throughout the evening on Friday and the Day on Saturday.

25 Point: COVID Precaution Compliance Any judge can award 25 bonus points to a unit (all patrols) if they observe everyone wearing a mask and practicing social distancing when they enter the unit’s campsite.

Prior to Camporee Certifications (200 Points) These certifications are signed off by the Scoutmaster or DE. Remember, a Scout is Honest!

Church Attendance (50 Points) Each unit will receive 50 points for having at least 1/3 of their unit attend a Church service together prior to Camporee. If ¼ of the troop attends a Church service the troop will score 25 points.

Scouting Community Involvement (50 Points) Each unit that shows involvement in their community any time prior to the council Camporee will receive 50 points. Examples include marching in a parade, adopting a school, collecting road trash, or other service projects. This must be submitted by using the hashtag #scoutsdothingsthatmatter and posting an image to Council Social Media sites (https://www.facebook.com/eccbsa ) or submitting to the Tarheel Scouter Newsletter by email photo to [email protected] . These service hours should also be logged into https://servicehours.scouting.org.

Short-Term Camping Experience (50 Points) Each patrol/crew/ship will receive up to 50 points for turning in a schedule of their previous and upcoming Short-term camping experiences. (Camporee does count as 1). The schedule should be for January 1,2020 to February 28, 2021. Units should submit a one-page schedule listing containing the month of the camping trip and location of the campout. (Ex. Goose Creek State Park, Washington, NC). Up to 4 Campouts: 10 points/ Up to 8 Campouts: 25 points / Up to 10 Campouts: 50 points.

Bonus 50 points Service to Camps Carry out or plan a unit service project at one of the council camps before end of year. Written notice from Camp Ranger or Council Personnel of completion or plan to do will be required to get bonus points.

CAMPSITE INSPECTION

CAMPSITE INSPECTION (300 TOTAL POINTS)

During the day on Saturday, SPL’s and/or members from the Camporee Staff will be inspecting unit campsites. The inspection group will be checking to make sure that the unit campsite is properly set up. The following criteria will be used in judging the campsite.

1) Gateway: Each unit may build a gateway as an entrance to their campsite. Up to 40 points will be awarded for design, consistency with camporee theme, ingenuity, and creativity. 2) Tents and sleeping arrangements: The patrols/crew’s sleeping arrangements should be neat, clean, and properly protected from the elements. If tents do not have floors, cots or ground cloths should be utilized. Do not ditch tents. Maximum Points 40. 3) Adequate Food & Equipment: There should be adequate and proper storage of all food and cooking utensils. Perishable food storage may be shared with another patrol/crew. All equipment is stored properly. Maximum Points 25. 4) Proper Maintenance: The area should be maintained in a neat and clean manner (including surrounding area) at all times. The driving of nails into trees is prohibited. Area should be returned to its natural state at the end of the Camporee. All garbage bags must be removed from the Camporee site. Trees should have no limbs under 10 feet (They are ripping up the mowers). Maximum Points 45 5) Sterilizing: All cooking and eating utensils must be washed after each meal with hot water, and then sterilized. The 3-pot method will be used. Sterilizing can be done with boiling water or an approved disinfectant. A central troop system may be used. Maximum Points 50. 6) Unit Fire Fighting Station: Traditional method - Each unit site must be equipped with firefighting equipment. Two (2) large buckets, one (1) with sand and one (1) with water. A dedicated shovel for fighting fires must be available. The area must be posted. Maximum Points 25 7) First Aid Kit: Each patrol/crew must have an adequate first aid kit. All patrol/crew members should know its location. Maximum Points 25. 8) Bulletin Board: The unit should have a bulletin board posting duty rosters, schedule, score sheet, other pertinent information and a plan for emergency action. The plan should include emergency names and phone numbers of persons to reach outside of the Camporee site. A lost Scout plan and unit assembly times should be included. A patrol/crew roster of all those in attendance should be posted. Maximum Points 25. 9) Scout Spirit/Scout-like Conduct: The unit should be displaying Scout Spirit/Scout Like Conduct throughout the events. A Patrol will be reduced to the next lowest ribbon for poor spirit. 10) Flags: Each district should designate a patrol to host the flag ceremony and to display the United States flag during Camporee Saturday. Maximum Points 25.
