A. INTRODUCTION

1. The Government of India and Government of Assam have requested ADB to provide US$200 million loan funding via a Multi-tranche Financing Facility (MFF) to support continued investment in power sector in the state of Assam. 2. The project is implemented in 3 Tranches viz. Tranche 1, Tranche 2 and Tranche 3. The original Loan Agreement (LOAN NUMBER 2592 - IND) for Tranche 1 was signed on 15 February 2010 between India and Asian Development Bank. While the Loan Agreement (LOAN NUMBER 2677 - IND) for Tranche 2 was signed on 17 January 2011 and Loan Agreement (LOAN NUMBER 2800 - IND) for Tranche 3 was signed on 27 February 2012 between India and Asian Development Bank. 3. As per the original Loan Agreement ADB has agreed to make to the Govt. of India, GOI (Borrower) the loan on the terms and conditions set forth in the Loan Agreement, but only on the condition that the proceeds of the Loan be made available to the State and through the State (Govt. of Assam, GOA) to Assam State Electricity Board (ASEB). ASEB was the Executing Agency (EA) for all the three tranches. The Borrower in its letter of 11th June 2014 has informed ADB of the dissolution of erstwhile EA for the Projects i.e., the ASEB and its place of its successive entities namely the Assam Power Generation Corporation Limited (APGCL), Assam Electricity Grid Corporation Limited (AEGCL) and Assam Power Distribution Company (APDCL). The letter further requests ADB to accordingly make the relevant change in the EAs as AEGCL for Tranche 1 and 2, and APDCL for Tranche 3. ADB has approved the request and communicated to Department of Economic Affairs (DEA), Ministry of Finance, GOI on 5th August 2014 for Amendment related to Minor Change in MFF. 4. Now, as per the amendment Government of Assam (GOA) and Assam Electricity Gird Corporation Ltd. (AEGCL) are the Executing Agencies (EA) and Assam Electricity Gird Corporation Ltd. (AEGCL) is the Implementing Agency (IA) for Tranche 1 and Tranche 2. While Government of Assam (GOA) and Assam Power Distribution Company Ltd. (APDCL) are the Executing Agencies (EA) and Assam Power Distribution Company Ltd. (APDCL) is the Implementing Agency (IA) for Tranche 3. 5. The proposed Project is classified as Category B under Asian Development Bank (ADB) Safeguard Policy Statement (2009). The Initial Environmental Examination (IEE) for Tranche 1 and Tranche 2 was prepared in April 2010 and that for Tranche 3 was prepared in August 2011 following the Asian Development Bank’s (ADB) Safeguard Policy Statement (2009), Environmental Assessment Guidelines (2003) and the Government of India (GOI) environmental assessment regulations and guidelines. 6. As per the original IEE, Mariani - Namrup Line is 140 km connecting the existing Mariani and Namrup substations. The line has been routed across the existing Namrup power plant site, avoiding reserved forests adjacent to the power plant site. The proposed transmission line does not pass through the forest area and lies about 200 meters away from forest area on eastern side. The line mainly crosses tea estates, tea gardens, paddy fields, bamboo groves and irrigated agricultural land. The line will carry power from the new 100 MW gas- fired power plant on the existing Namrup power plant site. 7. The contract was awarded to M/S NECCON POWER & INFRA LTD, on 12th November, 2011. After detailed survey by the Turnkey Contractor, the total span length of transmission

line was increased to 145.778 km excluding the gantry length and total numbers of tower were 444 Nos. 8. During the execution of work, the transmission line was realigned at four locations. The layout map showing original alignment and four diverted realigned sections are shown in Annexure - I (A) to Annexure - I (E). The details of four realigned sections are as below: I) Realignment No. 1: From Tower Location No. 43 (AP No. 16/0) to Tower Location No. 49 (AP No. 17/0). The realignment in this section is from tower location No. 43 (AP No. 16/0) to tower location No. 49 (AP No. 17/0) with a slight shift in two tower locations only, at tower No. 47 and tower No. 48. This shift is near Borhaat College area and Borhaat Tea estate area with a change of tower type to facilitate adequate ground clearance for road crossing. The original line span length in this section was 2.432 km which was reduced to 2.392 km. Correspondence related to this realigned section is annexed as Annexure - I (F).

II) Realignment No. 2: From Tower Location No. 83 (AP No. 30/2) to Tower Location No. 86 (AP No. 30/6). The realignment in this section is due to transmission line passing over a dormant oil well of Oil India Limited at village Dhekikhunda near Sapekhati. The original line span length in this section from Tower Location No. 83 (AP No. 30/2) to Tower Location No. 86 (AP No. 30/5) was 1.395 km. Due to realignment there was a slight shift of Tower Location No. 84 & Tower Location No. 85.Also there was addition of one new Tower Location No. 85/1 (AP No. 30/5). Thus, the final realigned line span increased to 1.438 km. Correspondence related to this realigned section and profile drawing is annexed at Annexure - I (G).

III) Realignment No. 3: From Tower Location No. 284 (AP No. 98/1) to Tower Location No. 287 (AP No. 99/1). The realignment of transmission line in this section was required for making adequate space for drilling operations by ONGC at Geleki. Due to realignment, there was addition of two new towers i.e., Tower Location No. 284/1 (AP No. 98A) & Tower Location No. 284/2 (AP No. 98B).There was a slight shift of Tower Location No. 286 (AP No. 99/0). The original span length in this section was 1.372 km which after realignment was increased to 1.536 km. Correspondence related to this realigned section and profile drawing is annexed at Annexure - I (H).

IV) Realignment No. 4: There was a slight shift at Tower Location No. 371 (AP No. 129/9) and change of tower type with extended height to maintain adequate ground clearance for a public road over which the line was crossing. The original line span length from Tower Location No. 370 (AP No. 129/8) to Tower Location No. 371 (AP No. 129/9) was 0.34 km which was increased to 0.351 km. Correspondence related to this realigned section and profile drawing is annexed at Annexure - I (I).

9. After, realignment, there is an increase in the line length by 0.178 km and thus the final line length is 145.956 km. Due to this realignment there is an increase of tower numbers from 444 to 447 as per detailed survey conducted by the contractor. But, in comparisons to original IEE report, the line length has increased by 5.956 km from

140 km to 145.956 km. There is no conspicuous environment impact anticipated since minor ground disturbances are carried during the construction of tower footing in realigned sections.

10. This report is proposed as “Addendum” to the ADB-approved original IEE report on account of realignment of the transmission line route that was assessed and accepted by ADB. Therefore, the report would capture the information on the environmental implications associated with the realignment. This addendum is also a due diligence report and based on the assessment of the residual environmental impacts it has been observed that no further corrective action are required to be undertaken.

B. DETAILS OF REALINGED SECTION OF TRANSMISSION LINE 11. The details of start and end point of the realigned section, its length and location are provided below in Table No. 1.0: Table 1.0: Details of the Realigned Section Sl. In the realigned sections, only 3 nos. of new towers has been constructed. Considering about 100 square meters (m2) of land required per tower, it is estimated that 3 new tower locations shall require about 0.03 Ha of land. The Details of land required for 3 new towers and land use breakup is provided in Table No. 2.0. 13. A Right of Way of 35m has been considered to assess the impacts in realigned sections. About 55 trees:- Sirish (Aquilaria malacensis) -29, Kadam (Hymenodictyon excelsum)-3, Teak (Tectona grandis)-2, Gamar (Gmelina arborea)-2, Hangalu (Litsea monopetala) - (2, Bakul Mimusops elengi) -2, Simul (Bombax ceiba) -1, Mango (Mangifera indica) -1, Honaru (Cassia fistula) -1, Jamun (Syzygium cumini) -1, Others 11 and about 90 Bamboos were impacted in the realignment section.

14. The contract was awarded to M/S NECCON POWER & INFRA LTD, on 12th November, 2011. Survey work for this transmission line was completed by 29th February, 2012. Tower foundation work started from April, 2012 and the work was completed on this transmission line (including the realigned section) by January, 2016. Transmission line is yet to be charged. 15. In order to prepare this addendum to originally prepared IEE Report a team of Environmental and Social professional visited the realigned site area in the month of December, 2015 and Rapid Environmental Assessment (REA) checklist has prepared based on the observations recorded during the site visit. REA checklist and photographs of project site are enclosed as Annexure - II and Annexure - III respectively.

C. DESCRIPTION OF ENVIRONMENT 16. The description of Environment is detailed out in original IEE report 20101. Since the geographical area of the realigned sections is similar as that of original line hence not much change in description of environment is anticipated. Thus, the details under section 3.1 on physical resources as provided in originally approved IEE Report may be referred. However, the details of environmental monitoring carried out for air, noise and water quality during implementation has been updated and provided in below paragraphs. 17. There is no baseline environmental data available in the original IEE Report for this transmission line. However, the environmental monitoring for parameters air, noise and water quality have been conducted by En-Geo Consultancy & Research Centre (ENGECORC), Guwahati once during pre-construction between December 2012 - April 2013 and twice during construction period in October - November, 2013 and May - June, 2014. 18. Ambient air quality & noise level monitoring along the transmission line has been conducted at 30 locations following standard methods and guidelines of CPCB with respect to the following parameters:

 Particulate matter (Size less than 10 µm) or PM10.

 Particulate matter (Size less than 2.5 µm) or PM2.5.

 Sulphur Dioxide (SO2).

 Nitrogen Dioxide (NO2). 19. The transmission line mainly passes through rural agricultural areas followed by residential areas and tea garden. The samples for all parameters were collected on 24 hour bases at each location. Ambient air quality monitoring results for PM10, PM2.5, SO2 and NO2 concentrations are discussed below and summarized results are given in Table 3.0. While the detailed monitoring results, including site photographs for pre-construction and construction stages are enclosed as Annexure-IV.

PM10: During preconstruction stage (December 2012 - April 2013), the mean PM10 at ambient air quality monitoring (AAQM) locations found to be 132.45 μg/m3. The maximum 3 3 and minimum PM10 measured at various AAQM stations are 212.3 μg/m and 72.02 μg/m , respectively. At majority of locations, the PM10 concentration is above NAAQS 2009 limit of 100 μg/m3 due to smog formation during time of monitoring.

During construction stage (October- November 2013), the mean PM10 at ambient air quality 3 monitoring locations found to be 103.47 μg/m . The maximum and minimum PM10 measured 3 3 at various AAQM locations are 145.25 μg/m and 67.55 μg/m respectively. The PM10 concentration is within NAAQS 2009 limit of 100 μg/m3 except at fifteen (15) monitoring locations. The probable reason could be due to blowing of dusty wind during the monitoring period and movement of motor vehicles on the nearby roads.

During construction stage (May-June, 2014), the mean PM10 at ambient air quality 3 monitoring locations found to be 97.32 μg/m . The maximum and minimum PM10 measured 3 3 at various AAQM stations are 135.66 μg/m and 72.62 μg/m , respectively. The PM10 concentration is within NAAQS 2009 limit of 100 μg/m3 except at ten (10) monitoring locations.

PM2.5: During preconstruction stage (December 2012 - April 2013), the mean PM2.5 at 3 monitoring locations found as 68.63 μg/m . The maximum and minimum PM2.5 measured at 3 3 various AAQM locations were 109.89 μg/m and 21.5 μg/m , respectively. The PM2.5 concentration is above the NAAQS 2009 limit of 60 μg/m3 at twenty one (21) locations due to smog formation during time of monitoring.

During construction stage (October - November 2013), the mean PM2.5 at monitoring 3 locations found to be 50.25 μg/m . The maximum and minimum PM2.5 measured at various 3 3 AAQM locations are 68.45 μg/m and 32.25 μg/m , respectively. The PM2.5 concentration is below the NAAQS 2009 limit of 60 μg/m3 except at four (4) locations.

During construction stage (May-June, 2014), the mean PM2.5 at monitoring locations found to 3 be 51.13 μg/m . The maximum and minimum PM2.5 measured at various AAQM stations are 3 3 66.54 μg/m and 36.92 μg/m , respectively. The PM2.5 concentration is below the NAAQS 2009 limit of 60 μg/m3 except at five (5) locations.

SO2: During preconstruction stage (December 2012 - April 2013), the mean SO2 at 3 monitoring locations found as 2.47 μg/m . The SO2 concentration is within the NAAQS 2009 limit of 80 ug/m3 at all monitoring locations.

During construction stage (October- November 2013), the mean SO2 at monitoring locations 3 found to be 9.4 μg/m . The maximum and minimum SO2 measured at various AAQM 3 3 locations are 12.45 μg/m and 7.36 μg/m , respectively. The SO2 concentration is within the NAAQS 2009 limit of 80 ug/m3 at all monitoring locations.

During construction stage (May-June, 2014), the mean SO2 at monitoring locations found to 3 be 9.75 μg/m . The maximum and minimum SO2 measured at various AAQM locations are 3 3 13.66 μg/m and 6.54 μg/m , respectively. The SO2 concentration is within the NAAQS 2009 limit of 80 ug/m3 at all monitoring locations.

NO2: During preconstruction stage (December 2012 - April 2013), the mean NO2 at 3 monitoring locations found as 7.48 μg/m . The maximum and minimum NO2 measured at 3 3 various AAQM stations were 11.78 μg/m and 4.5 μg/m , respectively. The NO2 concentration is within the NAAQS 2009 limit of 80 μg/m3 at all monitoring locations.

During construction stage (October- November 2013), the mean NO2 at monitoring locations 3 found to be 14.01 μg/m . The maximum and minimum NO2 measured at various AAQM 3 3 locations are 16.35 μg/m and 11.25 μg/m , respectively. The NO2 concentration is within the NAAQS 2009 limit of 80 μg/m3 at all monitoring locations.

During construction stage (May-June, 2014), the mean NO2 at monitoring locations found to 3 be 13.71 μg/m . The maximum and minimum NO2 measured at various AAQM locations are 3 3 15.41 μg/m and 10.37 μg/m , respectively. The NO2 concentration is within the NAAQS 2009 limit of 80 μg/m3 at all monitoring locations.

20. Noise level monitoring along the transmission line has been conducted at 30 locations, once during pre-construction and twice during construction period. The summarized results and analysis of monitored results are given in Table 4.0. While the detailed monitored results including site photographs for pre-construction and construction stages are enclosed as Annexure V. Day Time Noise Levels: During preconstruction stage (December 2012 - April 2013), the day time Leq varied between 74 to 47 dB(A). The noise levels were within prescribed limits of CPCB except at twelve locations where it was marginally high and at three locations bit high. Movement of heavy vehicles near the monitoring locations is the cause of high noise levels at these three locations. During construction stage (October-November 2013), the day time Leq varied between 58 to 45 dB(A). The noise levels were within prescribed limits of CPCB except at one location where it was marginally high. During construction stage (May-June, 2014), the day time Leq varies between 57 to 47 dB(A). The noise levels were within prescribed limits of CPCB except at two locations where it was marginally high. Night Time Noise Levels: During preconstruction stage (December 2012 - April 2013), the night time Leq varied between 70 to 42 dB(A). The noise levels were within prescribed limits of CPCB except at three locations where it was high. Movement of heavy vehicles near the monitoring locations is the cause of high noise levels at these three locations.

During construction stage (October-November, 2013), the night time Leq varied between 48 to 38 dB(A). The noise levels were within prescribed limits of CPCB except at four locations where it was marginally high.

21. Water quality both Ground Water and Surface Water were monitored to examine for physico-chemical and heavy metals along the transmission line. These water samples were taken as grab samples. Ground water samples were collected from tube wells and analysed for various parameters and the results of ground water quality parameters were compared with Indian Standard IS: 10500:2012. Surface water samples were collected from various rivers and other sources and the results were compared with Class A & Class C standards as per IS: 2296-1982. The analyzed results are discussed below while the detailed monitoring results including site photographs for pre-construction, construction stages are enclosed as Annexure VI. During preconstruction stage (December 2012 - April 2013) Ground Water: Turbidity in water samples was found to be above permissible limit as per Indian standard (IS: 10500:2012) except at five locations. pH values were found in the range of 5.57 to 6.85, which showed that the water was slightly acidic. Total hardness values varied from 20 to 124 mg/l. Chloride content ranged between 2 to 34 mg/l. Total dissolved solids (TDS) in the water samples ranged between 30 to 230 mg/l. Calcium content were in the range of 0.49 to 2.74 mg/l. Sulphate content varied between BDL (Below Detectable Limit) to 18.8 mg/l. Alkalinity ranged from 30 to 170 mg/l. It was observed from the results that all essential parameters of water samples were well below the prescribed limit for potable water as per IS: 10500:2012 except turbidity. Surface Water: All the parameters were observed within class C tolerance limit (IS 2296: 1982) at all sampling locations except dissolved oxygen (DO) at all locations and lead slightly exceeding the standard limits at one location. During construction stage (October- November 2013), Ground Water: Turbidity in water samples was found to be above permissible limit as per Indian standard (IS: 10500:2012) except at two locations. pH values were found in the range of 6.2 to 6.9. Total hardness values varied from 38 to 114 mg/l. Chloride content ranged between 4 to 28 mg/l. Total dissolved solids (TDS) ranged between 50 to 170 mg/l. Calcium content were in the range of 0.18 to 4.12 mg/l. Sulphate content varied between 2.5 to 20.5 mg/l. Alkalinity ranged from 50 to 120 mg/l. It is observed from results that all essential parameters of water samples are well below the prescribed limit for potable water as per IS: 10500:2012 except turbidity. Surface Water: All the parameters were observed within class A tolerance limit (IS 2296: 1982) except dissolved oxygen (DO) and Total Coliforms at all locations. During construction stage (May-June, 2014), Ground Water: Turbidity in water samples was found to be above permissible limit as per Indian standard (IS: 10500:2012) except at three locations. pH values were found in the range of 6.14 to 7.1, which shows that the water is slightly acidic. Total hardness values varied from 38 to 114 mg/l. Chloride content ranges between 5 to 27 mg/l. Total dissolved solids (TDS) ranged between 50 to 170 mg/l. Calcium content were in the range of 1.1 to 4.12 mg/l. Sulphate content varied between 2.5 to 20.5 mg/l. Alkalinity ranged from 45 to 120 mg/l. It is observed

from results that all essential parameters of water samples are well below the prescribed limit for potable water as per IS: 10500:2012 except turbidity. Surface Water: All the parameters were observed within class A tolerance limit (IS 2296: 1982) except dissolved oxygen (DO) at four locations and Total Coliforms at all locations. 22. The environmental monitoring location maps showing sampling locations of air, noise and water during pre-construction and construction stages are given in Annexure VII, Annexure VIII and Annexure IX respectively. The National Standards for air, noise and water are given in Annexure-X. 23. The details under section 3.2 on ecology: fauna, flora, and forests as provided in originally approved IEE Report may be referred. The realigned sections do not pass through any forest or protected area nor do they have any endangered flora and fauna species. 24. The details under section 3.3 on socioeconomic conditions as provided in originally approved IEE Report may be referred. However, the information on demographic aspects in originally approved IEE report is as per 2001 census which have been updated as per 2011 census.

25. According to Census of India 2011, the population of Assam stands at 31,205,576 of which 15,939,443 are males and 15,266,133 females. The decadal population growth has come down to 17.07% in census 2011, compared to 18.85% in census 2001. The overall sex ratio in the state has improved to 958 during census 2011 from 932 in census 2001. The population density (398 person/km2) has also increased in census 2011 compared to recorded 340 person/km2 in census 2001. Assam literacy rate is 72.19% (census 2011) and holds 26th position in this regard among the Indian States, which is at par with recorded national value (72.99%) in census 2011. 26. Religious and cultural resources, hospitals have not been observed within right-of-way along the diverted section of T/L.

D. POTENTIAL ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES 27. Screening of Potential Environmental Impacts and Mitigation Measures as provided in originally approved IEE Report under chapter 4.0 may be referred. However the following text may be included as addendum: 28. At para 126 of original IEE Report the following text may be added: About 55 trees :- Sirish (Aquilaria malacensis) -29, Kadam (Hymenodictyon excelsum)-3, Teak (Tectona grandis)-2, Gamar (Gmelina arborea)-2, Hangalu (Litsea monopetala) -2, Bakul (Mimusops elengi) -2, Simul (Bombax ceiba) -1, Mango (Mangifera indica) -1, Honaru (Cassia fistula) -1, Jamun (Syzygium cumini) -1, Others 11 and about 90 Bamboos were impacted in the realignment section. All trees falls in private land and hence been compensated accordingly. Compensation details are provided in updated Resettlement Plan prepared for this line. 29. Tower foundation work has completed on this transmission line (including the realigned section) and stringing works are in process. 31. Compliance to Environmental Management Plan is mandatory as per loan agreement and same has been reiterated by Implementing Agency vide its email communication to all contractors date 1st October, 2015. (Ref. Annexure XI).

F. PUBLIC CONSULTATION AND INFORMATION DISCLOSURE 32. Consultations were undertaken for the transmission line during the route survey work on 1st & 2nd April, 20092. Since, no consultation was conducted till construction period hence additional consultations were undertaken as part of the continuous participation with local community during the preparation of this addendum report to obtain their view on the realignment. Informal consultations with the project affected person in these realigned sections were undertaken at Geleki & Sapekhati village on 10th December, 2015. The mode of consultation was informal meeting and one to one interaction. During consultation no concerns of significance were raised on environmental aspects of the project. The affected persons have welcomed the initiative taken by AEGCL and perceived certain benefits from the proposed investment program, such as improved electricity, good power supply, better irrigation and better living condition etc. The list of participants during consultation and photographs are attached as Annexure-XII. 33. The addendum to IEE shall be disclosed to the affected people. It shall be translated in local and shall be made available to the public. G. CONCLUSION 34. This addendum to IEE is based upon the Environmental Assessment and Review Framework (EARF) which is in consistent with the ADB‘s Safeguard Policy Statement (SPS) 2009. The subproject is classified as Category “B” for Environment and does not require further Environmental Impact Assessment.
