Royal Freshwater Bay Yacht Club 2021 Dinghy Winter Series Instructions

The notation “(DP)” in a rule in the SI means that the penalty for a breach of that rule may, at the discretion of the Protest Committee, be less than disqualification.

1. RULES 1.1 The Series will be governed by the rules as defined in the Racing Rules of Sailing (RRS), the AS Prescriptions and Special Regulations, the rules of the respective Classes (except as any of these are altered by the Sailing Instructions) and by these Sailing Instructions. 1.2 RRS Appendix T – Arbitration – will apply. 1.3 and O’pen Skiff Intermediate Fleet competitors shall a pink coloured streamer, supplied by the Organising Authority, from the top of the sprit or .

2. NOTICES TO COMPETITORS Notices to competitors will be posted on the Official Notice Board located on the wall outside the Regatta Office at the RFBYC Junior Clubhouse.

3. CHANGES TO SAILING INSTRUCTIONS 3.1 Any changes to the Sailing Instructions will be posted on the Official Notice Board no later than sixty minutes prior to the scheduled start time of the race for which it will take effect. 3.2 Flag ‘L’ will be displayed from the Official Flag Pole in front of the Junior Club when a notice is displayed. It shall be the responsibility of each boat to obtain any instructions. This flag shall be displayed until the start time of the first race to which the change applies. 3.3 Change to the Sailing Instructions may be made on the water in accordance with RRS 90.2 (c) using the following procedure: a) Flag ‘L’ to be displayed with a sound signal. Competitors should come within hailing distance of the Committee boat. b) Instructions may be given orally from the Committee Boat. c) Instructions may additionally be given by other official boats on the course area. d) It is each competitor’s responsibility to ensure that they have received the change in its entirety.

4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the Flag Mast outside the front of the Junior Clubhouse. 4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in Race Signal AP.

7. RACING AREA The racing area will be within Freshwater Bay and surrounding areas.

8. COURSES AND COURSE SIGNALS 8.1 The diagrams in Attachment A and B show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each is to be left. 8.2 Course Flags The course will be signalled by the corresponding numeral pennant on the Start Boat. If a numeral pennant is displayed beneath a class warning signal, the class shall sail that designated course rather than any course number which may be displayed on a separate halyard.

8.3 Multiple Races When the ‘Q’ flag is displayed at the finish, another race will be started as soon as practicable. Multiple sound signals will indicate that a new starting sequence will commence within 1 minute. 8.4 Shortening Courses Courses may be shortened in accordance with RRS 32.2. In addition, if Flag ‘S’ over Flag ‘F’ is displayed from an official boat in the vicinity of a mark, competitors shall pass that mark on the required side and proceed directly to the finish line.

9. MARKS 9.1 Course marks 1 & 2 will be orange inflatable buoys. Course marks A, B & C will be red inflatable buoys. 9.2 The starting pin mark will be a black and white checkered inflatable buoy. 9.3 The finishing pin mark will be a red inflatable buoy with a yellow band.

10. THE START 10.1 All races will be started using RRS 26 modified such that the warning signal will be displayed 3 minutes prior to the start and the preparatory signal 2 minutes prior to the start. 10.2 Will be between a mast displaying an orange flag on the Committee Boat at the starboard end and a black and white checkered buoy at the port end. A clearance mark may be streamed from the start boat. This clearance mark is deemed to be part of the start boat for the purpose of RRS 31 and shall be passed on the same side as the start boat when starting. 10.3 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races (DP). 10.4 A boat that does not start within 6 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes Rule A4 and A5. 10.5 General Recalls When there are other classes yet to start, the Warning Signal for the first recalled fleet will be displayed at the start signal for the last fleet in the sequence. This changes RRS 29.2.

11. THE FINISH The Race Committee boat will display a blue flag signaling ‘on station’. The finish line will be between a flag mast displaying an orange flag on the Race Committee boat at the starboard end and a red inflatable buoy with a yellow band at the port end.

12. PENALTY SYSTEM 12.1 A scoring penalty (DP) will be equal to three points (places). No boat will be scored worse than DSQ and all finish positions will be adjusted accordingly. 12.2 For all classes RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13. TIME LIMITS Boats failing to finish within 15 minutes of the first boat which sails the course and finishes will be scored ‘Did Not Finish’ (DNF). This changes RRS 35, A4 and A5.

14. PROTESTS AND REQUEST FOR REDRESS 14.1 Protest forms are available at the Race Office, located in the Junior Clubhouse. Protests and requests for redress or reopening shall be delivered there within the time limit. 14.2 For each class, the protest time limit is 45 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later.

15. ARBITRATION RRS Appendix T will apply.

16. SCORING 16.1 The Low Points scoring system of Appendix A will apply. 16.2 4 races are required to be completed to constitute a series. 16.3 When fewer than seven (7) races have been completed, a boat’s series score will be the total of her race scores. 16.4 When eight (8) to ten (10) races are completed, a boat’s series score will be the total of her scores excluding her worst score. 16.5 When eleven (11) to thirteen (13) races are completed, a boat’s series score will be the total of her scores excluding her two worst scores. 16.6 When fourteen (14) or more races are completed, a boat’s series score will be the total of her scores excluding her three worst scores.

17. SAFETY REGULATIONS 17.1 All helms shall sign on, on the sheets provided at the Junior Clubhouse, prior to going afloat for racing in any session (DP). 17.2 All helms shall sign off within 45 minutes of completing racing or retiring for that session (DP). 17.3 A boat that retires from a race shall notify the race committee and complete a retirement form at the sign on/ off desk. (DP).

18. SUPPORT AND COACH BOATS 18.1 With the exception of the Optimist and O’pen Skiff Intermediate Fleets, coaches and other support boats shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment (DP). 18.2 Coaching will be permitted in between racing. 18.3 Coaching in the Optimist and O’pen Skiff Intermediate fleets will be permitted during racing without interfering with other competitors. 18.4 All coach and support boats must register with Royal Freshwater Bay Yacht Club using the online entry system - otherwise they will not be allowed into the race area.

19. RADIO COMMUNICATIONS Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats (DP).

20. PRESENTATION OF PRIZES Prizes will be awarded at the discretion of the Organising Authority and will be dependent on the number of participants in each Class. A presentation to placegetters in the series will be held at the Junior Clubhouse on Sunday, 12 September as soon as practical after racing.

21. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 3, Decision to Race. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.

22. INSURANCE Each participating boat shall be insured with valid third party liability insurance with a minimum cover of $10M per incident or equivalent.
