King County Metro’s Community Access Transportation Program CAT Program Goals

. Complement Access service by filling gaps in service . Provide alternative transportation options for seniors and people with disabilities (including low-income populations) that are more efficient and cost effective . Increase access to existing transportation options by providing information and resources to people with special needs CAT helps more people & costs less

. Agencies benefit since they can customize their transportation services to meet their clients’ needs. . Metro benefits because CAT programs increases the availability of services and it is very cost effective compared to Access Transportation:

o CAT agencies cover in-kind expenses (such as labor, rent, admin) and have lower operating costs CAT Provides For social service agencies that serve seniors and/or people with disabilities . Accessible vans . Van maintenance . Operating grant funds . Technical assistance CAT Agencies Provides . Van service for their customers . Drivers and insurance . Provide 150+ one-way rides a month per van for customers with special transportation needs Note: Service expansion is based on available funding or if the expenses can be covered from cost savings created by Access diversion Benefits to CAT Agencies . More flexible schedules (shorter pick-up times/trips) . Affordable for low-income populations and CAT agencies (no fares) . Vehicles for errands, field trips or weekend service . Consistent transportation environment for riders:  pick up and drop off times  routes  drivers  seat location  ridesharing passengers . Transports customers not eligible for Access, outside of the service area or who may be suspended from the service Benefits to King County Metro . Fills gaps in service . . Free rides for low income populations and those who access heath and human service in downtown . Partnership with the City of Seattle. The service was developed in response to the loss of the Free Ride Area. . Provided 61,233 rides in 2017 at a cost of $5.51 per boarding. Domestic Violence Emergency Transportation Program . Provides free taxi rides to domestic violence clients so they may flee their homes to travel to a shelter (may include trips to a hospital or clinic for non-emergency medical care before a ride to a shelter) . Caseworkers from 11 community service agencies can call a taxi to provide the service for their clients . A one-stop center for people with limited transportation options. Getting There provides ADA paratransit eligibility evaluations and information on other transportation resources that may be easier to use and often more cost effective to King County than Access service.
