On Energy  Just this past legislative session, under your leadership CT enacted a first-ever Comprehensive Energy Strategy a plan that will bring cheaper, cleaner, more reliable power to residents and businesses and create jobs. It will advance clean energy projects, electric vehicles and energy efficiency eforts while, modernizing our renewable energy portfolio standards.

 You look forward to talking about a power purchase agreement with HydroQuebec in the future.  You are pleased that there is a new route proposed for the Northern Pass.

On NEG/ECP Conference with regard to climate change  CT agree with Quebec on the broad vision to address climate change and advance clean energy.

2 Quebec Premier Meet & Greet 07/18/2013

Economic Development – CT & Quebec  Canada is CT’s #1 trading partner, and within that, Quebec is the most significant province. Connecticut and Canada have a robust trade relationship and amicable ties.

 CT has a strong relationship with Quebec, and work with Quebec’s local office in Boston.

One example of a successful Connecticut-Canadian partnership involves Pratt & Whitney and Bombardier. The two companies are partnering on the Bombardier CSeries aircraf. The CSeries will be powered by P&W’s PurePower PW1000G engines, which reduce fuel burn, environmental emissions, engine noise and operating costs. CSeries PurePower engine R&D is conducted in Connecticut; final assembly and flight testing takes place at the Mirabel Aerospace Centre in Mirbael, Quebec.

In terms of recent events, Connecticut sent 7 companies to the AeroMart Montreal business matchmaking trade show in April 2013, worked with the U.S. Department of Commerce on a Connecticut-Canadian oil sands event in January 2013 and hosted an October 2012 meeting in Hartford for the Quebec delegate to New England and the Federation of the Chambers of Commerce for the Province of Quebec

Northern Pass Update

 A new route has been announced and re-started the DOE environmental review process  The new route avoids the controversies of the original route. It undergrounds nearly 8 miles of lines under existing roadways, avoiding the controversial 800 feet through conservation land. Eminent domain is not used on the new route.  Public hearings and meetings will begin shortly in the communities along the new route. There is and will be a lot of talk about the economic environmental benefits to New Hampshire by building the Northern Pass.  The cost of the new route is estimated at $1.4 billion (org. $1.2b) – this is at the upper end of HQ’s budget.  Anticipated timeline – 2013-14 – environmental impact study 2014-15 – New Hampshire siting process 2016-17 – construction 3 Quebec Premier Meet & Greet 07/18/2013 Late 2017 – in service

 Governor Hassan has not committed to the project. She says she likes it but appears to be keeping her powder dry. Hassan is worried about her biomass producers and needs to bring something special back for her constituents. HQ is moving slow to protect their money, but understands the issue.

New England Govs/Eastern Canadian Premiers Conference – Quebec, September 2013

Quebec is hosting this year’s NEG/ECP Conference, and thus, driving several of the proposed resolutions.

Climate Change Resolution - In particular, Quebec has pushed an extensive climate change resolution that includes mandates. CT, nor other states, are comfortable with it and together we will be pushing back for something simpler. Part of Quebec’s emphasis on climate change is to more quickly move New England to be a large hydro customer.

The New England states have made revisions to the draf resolution to include recommendation to develop a strategic near-term work plan that includes an update on emerging technologies and trends. It accepts the 2013 Climate Action Plan as a "report" to the Governors and premiers in recognition that while the goals are consistent, the specific actions were not agreed to by current governors and . We are not ready to commit to it at this particular level of detail.

CT and our fellow New England states agree with Quebec on the broad vision on climate change and clean energy, and that we need to develop a concrete near-term work plan. Before a midterm goal is set, CT needs to do more analytic work to understand what these steps and mandates would mean for our state and consumers. However, CT remains focused on advancing clean energy in a cost effective manner.

EVs and alternative fuel resolution – Quebec is drafing a resolution for a regional vision for charging stations and other alternative fuel initiative – i.e., seek a common standard for recharging/refueling. Quebec trade/economic officials seek to have QC become the center for supplying EV-related technology.

Emergency Management and Mutual Aid Resolution - Quebec is also drafing a proposed 4 Quebec Premier Meet & Greet 07/18/2013 resolution on emergency management and mutual aid (which already exists through the International Emergency Management Group IEMG).

Energy presentations – Quebec has added a presentation on the import of large scale hydro. Also, someone from CT will present on fuel cells. Gaz Metro, the QC company that has developed the corridor of heavy truck NG refueling stations, will present.

Background Biography of the Premier

 Premier of Québec  Member for Charlevoix–Côte-de-Beaupré

Pauline Marois is the first-ever female Premier of Québec. Originally from Québec City's Limoilou district, Pauline Marois grew up in Saint-Étienne-de-Lauzon. She holds a bachelor’s degree in social services from Université Laval and an MBA from HEC Montréal business school.

Very early on in her career, Pauline Marois proved she had the makings of a pioneer and a leader. In the seventies, she helped establish the Association des coopératives d’économie familiale de l’Outaouais, a consumer rights advocacy group. She was also involved in creating the province's first television cooperative and setting up social emergency services at the Centre des services sociaux du Montréal métropolitain.

In 1978, she made her official entry into the political arena as the press attaché to then Minister of Finance . A year later, she was named Chief of Staf for the Minister of State for the Status of Women, . She was elected to the National Assembly for the first time in 1981, as the Member for La Peltrie, and would be re-elected four times as Member for (1989, 1994, 1998 and 2003). Pauline Marois has headed numerous ministries, including the Status of Women, Labour and Income Security,

Pauline Marois has occupied more ministries than anyone else in the history of Québec, giving her a profound understanding of the issues facing the people of Québec and the inner workings of the Québec State. She was also Deputy Premier from 2001 to 2003.

Elected as representative for the riding of Charlevoix in 2007, and again in 2008, Pauline Marois led the second opposition party before heading the official opposition. On September 19, 2012, following the September 4 general election that brought her party into power, the Member for Charlevoix–Côte-de-Beaupré was sworn in as Premier of Québec.

In her 30 years in politics, Pauline Marois has helped advance Québec's position in many regards. She played a role in introducing the AccèsLogis program for the construction of social housing. She was also the driving force behind the province's first-ever family policy, which spurred the creation of educational childcare services, parental insurance and numerous work-life balance measures. Throughout the nineties, she was also instrumental in balancing public finances, while at the same time helping to introduce An Act respecting prescription drug insurance. As Minister of Finance, faced with the economic downturn following the attacks of September 11, 2001, she managed to bring Québec's job creation levels to record highs in 2002.

She is married to Claude Blanchet, with whom she has four children and four grandchildren.

Quick Facts: Quebec Train Crash  Montreal Maine & Atlantic Railway train carrying 73 cars, 72 oil tanker cars, crashed on July 6 in the center of Lac-Megantic, a lakeside town near the Maine border.  50 people killed, 37 bodies recovered as of July 16, only 11 bodies have been identified  Montreal Maine & Atlantic Railway has said the engineer who parked the train in a nearby town, uphill from Lac-Megantic, likely failed to set sufficient hand brakes.  Quebec Premier Pauline Marois arrived in town [July 11] and renewed her criticism 6 Quebec Premier Meet & Greet 07/18/2013 of Edward Burkhardt, president and CEO of US-based Rail World Inc, which owns the runaway train."The leader of this company should have been there from the beginning," Marois said at a news conference.

(Reuters) - Two residents of the Quebec town of Lac-Megantic, where a runaway train derailed and exploded into a wall of fire that killed 50 people, have launched a class action lawsuit to win compensation for the small community.

The plaintifs, Guy Ouellet and Yannick Gagné, are seeking damages afer the Montreal Maine & Atlantic Railway train of 72 oil tanker cars crashed on July 6 into the centre of the lakeside town near the Maine border, destroying buildings and businesses, and leaving a community in mourning.

Ouellet lost his partner, Diane Bizier, in the explosion, while Gagné's popular bar, the Musi-Cafe, was leveled by the blast and subsequent fire. The bar was filled with people at the time of the accident, and most are presumed dead.

Thirty-seven bodies have so far been recovered from the blackened remains of the town's historic downtown, with around 13 people still missing and presumed dead in what is one of the worst railway disasters in Canada's history.

The railway's chairman, Edward Burkhardt, apologized to the town of about 6,000 last week and acknowledged corporate liability. The company has said the engineer who parked the train in a nearby town uphill from Lac-Megantic likely failed to set sufficient hand brakes.

The centre of Lac-Megantic remains closed to residents and visitors as police and investigators sif through wreckage and tear down buildings considered structurally unsound afer the explosions, which have reopened the debate over the safety of moving crude oil by rail.

The probe, which could take months to complete, is also likely to also spur tougher regulations for companies operating in the railway industry.

The motion to bring a class action suit, to be filed in the district of Saint-Francois, in south-eastern Quebec, seeks compensation for those who have lost loved ones or were injured in the explosions. It also includes claims for property or business losses.

Burkhardt and railway President Robert Grindrod are named in the document, along with numerous other company executives, as is Thomas Harding, who was the train's engineer.

Representatives from the company did not respond to email and telephone requests for comment. Harding has remained out of sight and Reuters has not been able to reach him for comment.

"The sufering endured by this community and the sufering that is still ongoing has been truly incomprehensible," Daniel Larochelle, a Lac-Megantic based lawyer who assembled the legal team, said in a statement.

That team includes the Consumer Law Group of Montreal, Rochon Genova LLP of Toronto and Lief Cabraser Heimann and Bernstein LLP of New York and San Francisco.

"These firms have extensive experience pursuing large tort actions and in seeking compensation for victims following disasters including the BP Gulf oil spill litigation and in Exxon Valdez," Toronto law firm Rochon Genova said.
