From: [[email protected]] Sent: 16 August 2012 11:23 To: Reviews@ Subject: Electoral Review of Milton Keynes Dear Sir, Thank you for the opportunity to comment on the electoral review of Milton Keynes Council. Milton Keynes Council arrangements Under the current arrangements the Milton Keynes Council (MKC) ward of Onley consists of 6791 electors served by 2 councillors giving an average of 3,396 electors per councillor. This is a variance of ‐ 3.0% compared to the MKC average of 3,500. Increasing the number of MKC councillors to 57 will ereduce th MKC average to 3,132. This will change the variance in Olney to +8.4% based upon the 2012 figures. However, given the MKC projected growth in electorate from 178,504 in 2012 to 190,576 in 2018 the MKC average number of electors per councillor will increase from 3,132 to 3,343 in. 2018 This will then lead to a variance in Olney of +1.0% from the MKC average in 2018. This is shown in the table below. 2012 2018 2012 2018 Number of councillors: 51 51 57 57 Overall electorate: 178,504 190,576 178,504 190,576 Average electorate per Cllr: 3,500 3,737 3,132 3,343
Olney Electors 6,791 6755 6,791 6755 electorate per Cllr: 3,396 3,378 3,396 3,378
Variance ‐3.0% ‐9.6% 8.4% 1.0% We therefore believe that the MKC Olney ward should remain as it is consisting of the following polling districts Polling District Parish MK Electors Ward 2012 2018 PA Olney West Olney Olney 3,366 3,345 PB Olney East Olney Olney 1,642 1,645 PC Weston Underwood Weston Underwood Olney 189 187 PD Ravenstone Ravenstone Olney 181 179 PE Cold Brayfield Cold Brayfield Olney 70 70 PF Lavendon Lavendon Olney 994 983 PG Clifton Reynes Clifton Reynes Olney 123 122 PH Newton Blossomville Newton Blossomville Olney 192 190 PI Warrington Warrington Olney 34 34 Total 6,791 6,755

Olney Town Council arrangements Olney Town Council (OTC) has had a long standing policy of opposition to the subdivision of the parish into wards. The current arrangement reflects the natural community identity of there being one Olney community. Shops and local facilities such as the Market are predominantly on the High St which runs through the town from north to south. These facilities serve the whole town and act as the focal point for the town. Any subdivision of the parish into wards would lead to a weakening of their being just one community in Olney. OTC would therefore request that the current arrangement whereby there is no subdivision of the parish into wards remains as is. Regards

WOBURN SANDS TOWN COUNCIL Memorial Hall, 4 High Street, Woburn Sands, Milton Keynes, MK17 8RH Clerk: Mrs L. J. Stapleton
The Review Officer (Milton Keynes) Layden House 76-86 Turnmill Street London EC1M 5LG
13th September 2012
Dear Sir/Madam
Milton Keynes Boundary Review 2012 Response from Woburn Sands Town Council
Woburn Sands Town Council is disappointed to see the proposed disappearance of the Danesborough Ward. This is a distinct area within rural Milton Keynes whose character and identity is quite different from the urban parishes with which Milton Keynes Council now wishes to link it to make up a three councillor ward. In particular, a link with Broughton and Brooklands is inappropriate given the very different nature of the latter’s development and the distance which separates it as well as the major road artery, the A421, from Danesborough.
It would be far more appropriate to await the Inspector’s comments on the Core Strategy and the finalisation of plans for the development of the former Strategic Reserve Areas of Church Farm, Glebe Farm and Eagle Farm. All of this Strategic Land Allocation area is much closer to Danesborough and with the establishment of a secondary school in its plans, will form a much more cohesive area with the current Danesborough Ward.
Woburn Sands therefore rejects the proposals to link this ward as a three member ward with Broughton and Brooklands in favour of the retention of the present single member ward until such times as it may be appropriate to link Danesborough with the developments which will take place south of the A421 in this southeastern part of Milton Keynes.
Yours sincerely
Lynne Stapleton Town Clerk

Name: Bradwell Parish Council Address 1:
Area your Milton Keynes submission refers to: Organisation you parish/town council belong to: Your feedback: Bradwell Parish Council in Milton Keynes wishes that its entire area be incorporated within one Milton Keynes Council ward. This includes the "grid square" areas of Bradwell, Bradwell Abbey, Bradwell Common, Heelands and Rooksley. We do not want any of these areas split between different MK Council wards.
We understand that Bradwell itself has insufficient electorate to warrant it being a single council ward. In view of this, we recommend that the best outcome would be to incorporate Bradwell Parish with another complete parish. The most logical would be to make a ward comprising Bradwell and Central Milton Keynes Town Council, as most Bradwell Parish residents regularly travel to Central Milton Keynes for shopping leisure and cultural activities However it is likely
05/10/2012 Page 2 of 2
that the combination of Bradwell and Central MK is still too small to form a viable three member ward. In this case, we suggest the linking of Bradwell Parish with Abbey Hill Parish, to the west, to form a Milton Keynes Council ward comprising two whole parishes. THe ward could be called "Bradwell & Abbey Hill" File upload:

The members of the Kents Hill and Monkston Parish Council agreed that they would prefer the Parish to be kept together (Monkston, Monkston Park, Kents Hill, Brinklow and Kingston) with the addition of Walton and Walnut Tree to complete a full Ward. These areas are linked geographically, by facilities and through school catchments, and the boundaries would reflect the interests of our local communities.

From: Jane Munn [c Sent: 11 October 2012 11:15 To: Re views@ Subject: Ward Boundary Review - Milton Keynes Good Morning
Shenley Church End Parish Council would like to propose the following change to the current ward boundary for Loughton Ward:
That the ward boundary replicates the parish boundary (coterminous) therefore incorporating the whole of Oxley park into Loughton Ward.
Currently there is part of Oxley Park to the East which whilst in Shenley Church End Parish is not in Loughton Ward. The map available as a link from your website does not accurately reflect our parish boundary, and is currently showing the parish and ward boundaries as the same which is the not the case. The correct representation is available on the Milton Keynes Council website.
I hope you take our thoughts into consideration during this review.
Thank you
Jane Munn Parish Clerk

From: Lisa Courtney Sent: 11 October 2012 10:41 To: Re views@ Subject: Electoral Review of MK I write on behalf of Bletchley & Fenny Stratford Town Council (BFSTC) regarding the electoral review of Milton Keynes. At its Full Council meeting on 25.09.12, BFSTC agreed the following response to the consultation:
The Bletchley and Fenny Stratford Ward Boundary should emulate that of the Town Council/parish area of Bletchley and Fenny Stratford. To have differing ward and town council boundaries is confusing and unhelpful to the electorate. The railway line should be used as a natural boundary for the Bletchley & Fenny Stratford ward in line with that used for the Town Council boundary.
People in the Bletchley & Fenny Stratford area would tend to access local facilities within Central Bletchley, including shops and leisure services – all of which are concentrated in the Central Bletchley area although there are additional facilities in more localised shopping areas.
Please accept this email as the formal response from Bletchley & Fenny Stratford Town Council.

Stantonbury Parish Council
Friday, 12 October 2012
The Review Officer(Milton Keynes) Local Government Boundary Commission for England Layden House Turnmill Street LONDON EC1M 5LG
Dear Sirs,
Stantonbury Parish Council discussed the imminent Boundary Review with regard to the new development of Oakridge Park, formerly known as “Stantonbury Park”.
Oakridge Park was transferred into Stantonbury Parish in the boundary changes which came into effect in April 2011. It remained in Haversham/Hanslope Ward for the purposes of Borough Councillor representation and has received excellent representation over the last 3 years since building began.
There was a rumour that Oakridge Park would be placed with New Bradwell and Wolverton in the Review. This would be totally unacceptable as it has no connections with either and is very different in character. It is really a rural fringe area with a vast Country Park around it and through it!
We urge you to include it either in Stantonbury, or, as MK Council has recommended, allow it to remain in Haversham /Hanslope which has been such a successful situation thus far. Most residents would prefer to remain in Haversham. They feel strongly that they would not receive appropriate support from Wolverton as it is far removed and so different in its needs. Indeed most people in Wolverton do not know where Oakridge Park is!
Yours sincerely
Helen

From: Wendy Austyn [ Sent: 12 October 2012 14:38 To: Re views@ Subject: Parish Ward Boundary review At its meeting on Tuesday 2nd October Sherington Parish Council had the following comment to make:
Firstly councillors voted against the proposals, therefore maintaining the status quo of one ward councillor for Sherington ward; and then if the proposals to share the councillors equally over wards do go ahead, voted to be attached to the Olney ward rather than the Newport Pagnell ward. In the second vote the chairman exercised his second casting vote.
