CONFERENCE PROGRAM State of the North San Joaquin Valley

Analysis of Regional Economic and Social Indicators

Sponsored by: elcome to the 5th annual State of the North San Joaquin Valley conference. The conference Whas been held in Modesto, Tracy, and Stockton, and we are pleased to again be in Stockton this year, the largest city in the NSJV and site of our second State of the NSJV conference in 2015. The conference also marks the occasion for the annual launch of the NSJV Index. Over the years, we have continued to expand and enhance our NSJV project. In 2016, we created an interactive website to complement the Index: www.pacificcbpr.org. This site contains all the indicators from the Index plus many more that were not possible to include in the constrained space of a publication. Since the original study, the NSJV Index and the annual conference became tools to help build regional identity, and spark conversation and action about opportunities for regional action to further common goals for economic and community development. One example of positive regional cooperation and action is the ACE Forward project which will extend regional rail service beyond San Joaquin County to Stanislaus and Merced. This year attention is focused on developing human capital and workforce skills in the NSJV that will help ensure its residents find and retain good jobs today and into the future.

SESSION ONE: The 2018 North San Joaquin Valley Index In the first session, the Center for Business and Policy Research’s own Jeff Michael will present the 2018NSJV Index. The NSJV is the intersection of the Bay Area, the Sacramento Capital Region, and the South San Joaquin Valley Region, and the NSJV’s changing relationships with these regions distinguish it as a cohesive area and substantially define its economic future. The Index is focused on key elements that define the NSJV as a distinct region and the evolution of those elements. The presentation will highlight emerging and developing economic issues across the region and include economic and demographic outlooks. SESSION TWO: Transforming Skills Ecosystems There are a host of challenges and opportunities facing the NSJV if its to create a more skilled workforce and transition its historically low skilled economy onto a more knowledge intensive foundation. The second session explores these issues. It will begin with a keynote address by Stockton Mayor Michael Tubbs who will discuss transforming employment opportunities in Stockton, and the City’s Workforce Development Action Plan. That local context will be followed by a panel of skills development experts who will discuss initiatives and efforts to facilitate development of workforce skills.

LINDA BIDROSSIAN is Senior Vice President for the Bay Area Council, heading up the Workforce of the Future program. Under her leadership, her team has secured $2.5M in funds from public and private sectors designed to increase local diverse hires by major employers. Her expertise is building scalable partnerships between employers and educators that result in income growth for diverse talent populations. Linda graduated from the University of Southern ’s School of Public Policy and has worked in the private and public sectors building partnerships designed to improve system efficiencies. She has led corporate transformations with Linda Bidrossian PricewaterhouseCoopers and traveled the world working with the U.S. Department of State and the United States Agency for International Development on public private partnerships that have resulted in new jobs and growth in the technology sector. DR. JEFFREY MICHAEL is Executive Director of the Center for Business and Policy Research at the University of the Pacific. Jeff’s areas of expertise include regional economic forecasting and environmental economics including work on the economic impacts of the Endangered Species Act, climate change, and regulation on land use, property values, and employment growth. His research has received numerous grants and has been published in scholarly journals such as the Journal of Law and Economics, Energy Policy, and Ecological Economics. He makes frequent presentations to regional business and government audiences and is cited over a hundred times per year in the local and national press including the Wall Street Journal, New York Times Magazine, Times, San Francisco Chronicle, NBC, NPR, and PBS. Before coming to Pacific in 2008, he spent nine years as faculty, Associate Dean, and Director of the Center for Applied Business and Economic Research at Towson University in Maryland. Jeff received his Ph.D. from North Carolina State Dr. Jeffrey Michael University, M.S. from the University of Maine, and B.A. from Hamilton College.

DR. THOMAS POGUE is Associate Director of the Center for Business and Policy Research (CBPR) at the University of the Pacific. His expertise and research interest revolve around three inter-related themes: regional economic development, human resource mobility, and systems of innovation. At the CBPR, he has led its efforts to advance understanding about changing socio-economic relationships between communities in the North San Joaquin Valley (NSJV) and the Northern California Megaregion. Originally from the Northern California/ Nevada area, Dr. Pogue has worked at research institutes in the United States, Europe, and Africa. In that work, Dr. Thomas Pogue an initial concern with sustainable development in resources dependent communities evolved into an interest in the economics of technological change, collaboration, and human capital development.

ANN ROGAN is FUSE is FUSE Executive Fellow in the City of Stockton Mayor’s office. Ann combines entrepreneurial and global partnerships experience to help define business strategy and new services for early- stage companies. Currently leading a workforce and economic innovation portfolio for the Mayor’s Office in Stockton. Her work in emerging markets has spanned sectors, including education, healthcare, clean energy, and digital identity. Ann has co-founded two companies, one in renewables, and one in 3D printing. Most recently, she served on the Government of Estonia’s e-Residency Advisory Group to advance digital entrepreneurship. Prior to that, she led the team responsible for global strategy and community development at Singularity University in Silicon Valley. Ann earned a BA from McGill University in International Development and English Literature. Ann Rogan ROBERT TIBBS is Founder, Chairman and CEO, ConSol USA. Robert brings more than 30 years experience as an executive, entrepreneur, and investor with successful ventures in Europe, Asia, Africa, and in the U.S. He is passionate about learning, about impact and purpose, and about building businesses that are at the intersection of technology and human behavior. Robert is bilingual (French and English), and a dual U.S. and Swiss with experience and relationships in both developed and emerging markets. He has professional experience in nearly 60 countries. Robert has had an extraordinary personal journey. He was born into poverty, originating from humble, yet caring beginnings, very similar to the talent population ConSol USA serves…hence his sense of commitment to the underserved. He is a U.S. military veteran and a summa cum laude graduate in Behavioral Science from the Institute of Technology of State University of New York.

MICHAEL D. TUBBS On November 8, 2016, Michael Tubbs was elected to serve as the mayor of the City of Stockton, California. Upon taking office in January 2017, Michael Tubbs became both Stockton’s youngest Robert Tibbs mayor and the City’s first African-American mayor. In his first year, Mayor Michael Tubbs secured $20,000,000 to launch the Stockton Scholars, a place-based scholarship that aims to triple the number of Stockton students entering and graduating from college. Tubbs also brought Advance Peace to Stockton, a data driven program that works to reduce gun violence in communities. With an innovative public-private partnership supported by a $1,000,000 grant, Tubbs launched the nation’s first ever municipal level basic income pilot. Before becoming mayor, Michael Tubbs served as Stockton’s District 6 City Councilmember. Elected at age 22 in 2013, he became one of the youngest City Councilmembers in the country. As a councilmember, Tubbs created the Reinvent South Stockton Coalition, championed the creation of the City’s Office of Violence Prevention and was part of the council that led the city out of bankruptcy as Chair of the Audit and Legislative Committee. Mayor Tubbs graduated in 2012 from with a Bachelor’s and Master’s degree with honors. Mayor Tubbs is focused on poverty reduction, public safety, workforce development, community engagement and organizing, and collective impact strategies. Tubbs has been a college course instructor for Aspire Public Schools and a Mayor Michael D. Tubbs Fellow at the Stanford Institute of Design and the Emerson Collective.
