President’s message Glasgow and Nanjing 2014: Africa looks forward to a befitting participation

Dear readers, In the weeks ahead, the sporting world will celebrate two major events: the 20th billed for Glasgow, Scotland, from 23 July to 4 August, and the 2nd edition of the Youth , which will be hosted by the city of Nanjing, China, from 16 to 28 August. These are two separate events which, however, target the same goal, the promotion of sport and Olympism among youths who need a direction and are in search of glory. Here again, Africa will be represented by huge delegations led by ANOCA member NOCs. Hundreds of youths are thus expected both in the splendid Scottish city of Glasgow, and the glowing city of Nanjing, to fly the continent’s colours in the sports disciplines on schedule, just after the 2nd edition of the African Youth Games held from 22 to 31 May this year. I entertain no doubts as to the potential of our athletes, most of who are well versed with elite competition. First celebrated in 1930 as the British Empire Games, the Commonwealth Games have today become a major gathering that goes beyond the mere quest for medals. As such, apart from competing in sports disciplines, participants share diverse values and cultures using a common medium, the English language. Africa’s massive participation in this festival of English speaking nations organised by the Commonwealth Games Federation is thus patent proof of our continent’s standing in the concert of Commonwealth member nations. As concerns the summer founded and organised by the IOC, they are a demonstration of the role of the trinity Elite Sport-Education-Culture among young athletes. The maiden edition, which took place in Singapore from 14 to 26 August 2010, was occasion for young Africans to shine in sport and celebrate Olympic values. It also afforded the Continent an opportunity, from 17 to 19 August, to showcase its cultures at the Youth Olympic Village, which played host to an exhibition of world cultures. As a matter of fact, this was the event that brought the South African swimmer, Chad Le Clos, to the world limelight prior to his Olympic gold later in London. ANOCA Newsletter - August 2014

I hereby call on all young Africans, a few days to these events, to conduct themselves in manner befitting of Africa on and off the pitches and tracks of Glasgow and Nanjing. Of course the latter are two capital sports appointments for, the quest for glory aside, they are opportunities for our athletes to once more brace themselves up ahead of major events. And we should not lose sight of the fact that Rio de Janeiro 2016 is just around the corner. We thus wish all African

representatives in Glasgow and Nanjing unforgettable moments which, beyond competitions where we of course expect to see some outstanding performances, shall afford them the opportunity to discover other cultures and customs while sharing sports values.

ANOCA Executive Committee complete Up to the celebration of the Africa Youth Games in from 22 to 31 May 2014, there was one vacancy at the Executive Committee of the Association of National Olympic Committees of Africa (ANOCA). That vacuum has now been filled, as Zone 4 took advantage of the Gaborone come together to designate its representative in the continental Olympic Executive. The 15th ordinary session of the ANOCA General Assembly held on 12 and 13 July 2013 in Abidjan, Côte d’Ivoire, during which the Executive Committee of the supreme governing body of the African Olympic family was voted, could not ratify the election of all representatives of various zones in the executive committee for the 2013-2016 tenure. Zone 4 had no representative, and so delegates from the zone who were present in Gaborone, availed themselves of the opportunity to correct this. They held a consultative meeting on 26 May 2014, which was attended by the 1st Vice President of ANOCA, Mustapha Berraf, during which they elected the President of the Cameroon Olympic and Sports Committee, Colonel Malboum KALKABA, to head their zone. It should be noted that the newly elected zone 4 President is also the President of the Confederation of African Athletics (CAA).

Nanjing 2014 : A multidimensional world youth jamboree

he 2nd edition of the summer youth Olympic Games shall take place from 16 to 28 August 2014 in Nanjing, China, with some 3600 young athletes from 200 countries expected to compete in 28 Tsports disciplines on schedule. Most of them will for the first time be representing their countries in an international sports event. The YOGs are capital in the development of the careers of budding athletes, enabling them to have a foretaste of the Olympic Games experience and learn how to stretch themselves to the limit when the need arises. An IOC initiative, the event is an essential stage in the training that various NOCs offer to their budding talents. Apart from the competitions per se, a central aspect of the Youth Olympic Games is the “Culture and Education” programme, through which the IOC seeks to disseminate the Olympic values of excellence, friendship and respect. Participants in the Nanjing Games have the possibility of registering for a number of workshops and activities on the themes of Olympism, social responsibility and better life styles. Besides, 39 elite athletes in active service or retired will be around to counsel the youths on the way forward.

Moreover, each delegation has a “Young Ambassador.” The latter’s role shall be to encourage budding ANOCA Newsletter - August 2014

talents in Nanjing to spend their time usefully, even off the pitches, and to continue respecting Olympic values after returning to their respective NOCs. The IOC “Young Reporters’” programme also targets a similar goal. Here, 35 young people from the five continents will participate in promoting the Youth Olympic Games and Olympic values across the world. The maiden edition of the YOGs, a real sports and cultural bonanza, took place in Singapore from 14 to 26 August 2010.

Flashback : African rankings at the 19th Commonwealth Games

he 19th Commonwealth Games took place from 3 to 14 October 2010 in New Delhi, India. It was a highly colourful event where Africa, once more, made a good showing, with an overall medal haul of T120, 37 of them in gold. The first African country, South Africa, was ranked th5 with 33 medals, 12 ANOCA Newsletter - August 2014

of them in gold. Ranked 6th in the overall rankings, the 2nd African country, Kenya, bagged 32 medals, 12 of them in gold as well. Following are the African rankings after that event.

South Sudan, the IOC and Olympism

South Sudanese athlete invited to Nanjing 2014

eeting on 8 July 2014 in Lausanne, Switzerland, the IOC Executive Committee extended an invitation to a South Sudanese athlete to take part in the athletics events during the 2nd Msummer Youth Olympic Games (YOGs) scheduled from 16 to 28 August in Nanjing, China. The invitation, which was approved by the IAAF, was given to a promising young female runner chosen by the country’s sports officials, the IOC pointed out. As is the case for all other athletes participating in the event, the invited athlete’s transportation, accommodation and other expenses shall be borne by the IOC, the statement further revealed. Since South Sudan is yet to have an NOC, the young woman shall participate under the IOC banner as an independent Olympic athlete. The IOC is currently lending assistance to South Sudan to establish an NOC. South Sudan, which became independent on 9 July 2011, is the newest member of the world sports and Olympic movement. The Nanjing Games aside, the IOC has been working with NOC Sudan, international federations and training centres in the region in a bid to identify and assist budding South Sudanese athletes likely to qualify for the 2016 Olympic Games in Rio. Special Olympic Day Celebrations in Africa Burkina-Faso he 2014 edition of Olympic Day was celebrated in Burkina Faso in the city of Koudougo, the major highlight being a cross-country race. The celebrations Twere placed under the theme: “Let’s contribute in building a peaceful world through sport.” Several sports stakeholders took part in the celebrations, notably the various sports federations and the military and paramilitary corps. Led by the Governor of the Region, Désirée Marie Chantal Boni/Nignan, participants jogged through the various streets of Koudougou, before heading for an aerobics session at the Nation’s Square. “I wish to thank all those who accepted to jog along with us, despite their tight schedules,” Chantal Boni/Nignan said, expressing satisfaction with the choice of his region to host the festivities. As for the NOC President, Jean Yaméogo, Koudougou was not chosen by chance. “Since our election in 2013, we decided to decentralise the celebrations. In 2013, we were in Bobo-Dioulasso; here we are today and, in 2015, another town will surely host us” he said, adding that the goal was to disseminate messages on the values of Olympism. Celebrations of this edition rounded off with the award of IOC attestations of recognition to stakeholders who were outstanding by their commitment in sports promotion in the country.

Kenya yayo Stadium in Nairobi, Kenya, on 23 June 2014 was the scene of the 2014 Olympic day celebrations. The event featured a race under the Nauspices of Dr Evans Kidero, Governor of Nairobi, who availed himself of the opportunity to laud all authorities for their efforts to promote the practice of sports in primary and secondary schools. He added that Nairobi city is full and bursting with young talented sportsmen and women who have always done the country proud by their performances, reason why there was need to improve sports infrastructure. He equally hailed the collaboration of various schools for encouraging their students to take part in the event. He noted that the number of student-participants has been rising over the years. The President of the Kenya Olympic Committee, Kip Keino, on his part encouraged the youth to practice sports and uphold Olympic values. The event featured many other sports disciplines, notably hockey, karate, Judo, cycling and taekwondo. A total of 21 schools participated in the celebrations this year. Mali lympic Day celebrations in Mali took place on 23 June 2014 at the Independence Boule- Ovard, Bamako. The Malian Olympic and Sports Committee (CNOSM) thus joined the entire interna- tional sporting family to commemorate a day insti- tuted on 23 June 1948 by the IOC. The event was attended by a host of dignitaries, pro- minent amongst who was the first lady, who doubles as President of the National Olympic Academy, Mrs Keïta Aminata Maïga, the Secretary-General of the Ministry of Sports, Seydou Dawa, the Deputy Commander of the Integrated Multidimensional Mission for the Stabilisation of Mali (MINUSIMA), Nigeria’s Abdoul Kaza, and a representative of Operation SERVAL. In his opening address, CNOSM President, Habib Sissoko, acknowledged the di- gnitaries in attendance, before placing the event in context: Like in past years, we avail ourselves of this year’s opportunity to help people of all ages and from diverse horizons to share the Olympic spirit, given that the Olympic Day is meant for all without distinction,” he observed. “Today, in our country, the Olympic Day is more than just sports event. It is a platform for the culti- vation of peace and national cohesion. This is the Olympic and Sports Movement’s way of contributing to humanism, since Olympism entails fulfilment and surpassing oneself in friendship, breeding peace among men and nations,” he went on. The event then continued with a series of other activities. There was a race by school children, the Malian armed forces, the French contingent of Ope- ration SERVAL and MINUSIMA, which included ECO- WAS forces. Presentations by Ghanaian and Beninese nationals, together with the choral group, the Eagles of Mali, added colour to the event. Zimbabwe imbabwe celebrated the 2014 edition of Olympic Day on 28 June. The White City Stadium was the venue for the event, which was organised by the Zimbabwe ZOlympic Committee. It featured two races of 5 and 10 kilometres respectively, which brought together some 500 persons, amongst them primary school pupils and secondary school students, as well as amateurs and professional sportsmen and women. Justifying the celebration of the day in Zimbabwe, ZOC President, Anna Mguni, said that the aim was to promote and share Olympic values and called on participants to consider sports as a factor for youth emancipation.

Somalia

omalia, like other world sporting communities, observed the Olympic day on 23 June 2014. NOC Somalia was the hub of festivities, which featured a host of Sactivities including basketball, taekwondo and traditional dances. A 3 km cross country brought together some 500 youths and elderly persons. They ran through the main streets of the capital, Mogadiscio, in keeping with the Olympic spirit. The Deputy Secretary-General of NOC Somalia, Mohamed Hurshe Hassan, thanked all those who took part in the activities marking the celebrations, as well as all those who contributed materially and morally for the success of an event that more than 4 million individuals observe each year. He particularly expressed satisfaction with the huge number of participants. As for Hagi Mohamed Olow, Executive Committee member, he stressed the importance of this day, which was launched on 23 June 1948 by the International Olympic Committee, and which aims at furthering Olympic values and commemorating the advent of modern Olympism. Duran Farah, NOC Somalia’s Secretary-General declared that his institution organises a series of events every year to mark this historic day. ANOCA Newsletter - August 2014

Niger he National Olympic and Sports Committee of Niger (COSNI) joined the rest of the sporting world on 23 June to observe the 2014 edition of the Olympic Day. The event was graced Tmany dignitaries, notably Dan Tonka Harouna Director of Cabinet at the Ministry of Youth and Sports, COSNI President, Mamadou Doula Talata, as well as various Presidents of Sports Federations and other distinguished sportsmen and women. In his address, Dan Tonka Harouna declared that the day is for all, the young, adolescents, adults and the old. He added that there was need for concerted action in order to promote sports, education, health and peace for all. The President of COSNI said that this day was instituted in 1948 to mark the anniversary of modern Olympic Games founded in Paris, France, on 23 June 1948. He declared that the goal of such a day was to promote the practice of sports worldwide irrespective of age, sex or sporting talent. In addition, he said that for the past twenty years, the world over, the event is associated with the race organised to mark it. «That is the reason why since the institution of this day by the International Olympic Committee (IOC), COSNI and the National Sports Federations have always commemorated the anniversary by placing its activities under the theme: move, learn and discover,» he declared. The COSNI Steward seized this opportunity to hand to Issaka Dabore (a former boxer) a copy of the bronze medal he won during the 1972 Olympic Games in Munich. It should be recalled that the medal won by this emblematic Nigerien boxer went missing years ago. The ceremony continued with the race and visits to the various workshops of sports disciplines that featured on the event’s schedule.

Olympic Day 2014: Nationwide celebrations in ANOCA Newsletter - August 2014

Instituted in 1948, Olympic Day is commemorated every year in various countries. It was in this light that NOC Tunisia from 13 to 15 June 2015 organised nationwide events in several cities under the supervision of CNOT President, Mehrez Bousayane. CNOT justified the organisation of Olympic Day celebrations in different towns by its commitment to contribute in“disseminating the Olympic Culture, by bringing the various components of the society to hold hands in the fight against violence, extremism and terrorism, thus reviving hope, especially in marginalised regions.” In one of the cities, Kasserine, the Day was highlighted by the relay of the Olympic flame from the Olympic Square to the football stadium, and an Olympic race on Mount Chaambi. Other highlights included sports and culture talks at the Youth Centre prior to the closing ceremony. In Sidi Bouzid, another city, the ceremony was highlighted by the lighting of Olympic flame in front of the Governor’s office, sporting activities in the multipurpose sports hall and award of certificates to participants. The story was not different in Kairouan, with a show staged before a swimming pool, the relay of the Olympic flame, hoisting of the national, IOC and CNOT flags, an Olympic race, workshops on Volleyball, basketball, athletics, judo and taekwondo, cultural exhibitions and award of prizes in the presence of dignitaries like Mohamed Gammoudi, Khemaies Laabidi and Moncef Wada. It was also the case in Gafsa, where the lighting of the Olympic flame was followed by an Olympic race and workshops of various disciplines like gymnastics, bowling, taekwondo, karate, horse riding, aerobics and rugby. The celebrations rounded off with the award of prizes and tributes to former administrators and sportspersons of the area.

NOC Togo sets retirement age for administrators he Togo Olympic Committee (CNOT) has set the retirement age for all its Executive Bureau members at 70. The decision was taken pursuant to an amendment of the CNOT constitution Tby the ordinary General Assembly held on Saturday 21 June 2014. The Olympic body also decided to limit the tenure of office of the president to four years renewable thrice. A Mediation and Reconciliation Committee was also set up to settle sports related disputes. NOC Togo has for one year been under the stewardship of former handball player, Auguste Dogbo. African sports Algerian sports stakeholders brainstorm future challenges takeholders of the sports movement converged on to reflect on the country’s participation in future competitions. SThe meeting brought together the Sports Minister, Mohamed Tahmi, and Officials of National Olympic Sports Federations. Tahmi insisted on the preparation of athletes, especially in view of the 2020 Olympic Games in Tokyo (Japan), the 2017 in Alexandria (Egypt), and the African Youth Games slated for Algiers come 2018. Amongst others, he hailed “the encouraging performances of Algerian sportsmen and women on the international scene this season, especially in the youth category… Taking care of the sporting elite by placing the necessary means at their disposal is amongst the State’s top priorities » Tahmi declared, while urging Federations to reason along these lines. According to, preparations for the 2020 Olympic Games «should begin right away.» The Minister also made reference to the training programme scheduled for 7 to 27 July 2014 in Tikdja for young athletes’ selected for the Youth Olympic Games, urging the Federations to “think of how to start the new season in August». Tahmi rounded off that the African Youth Games to be hosted by Algeria in 2018 should be a«priority in the action plans of Federations and public authorities.»

lgeria and Tunisia won the team tournaments respectively in the men’s and women’s categories during the third and last days of the 35th African Judo Championships recently organized at the Swani Vivekananda International AConvention Centre (SIVCC), Pailles. Moreover, Mauritius won bronze in the katas competition (Kime-No-Kata) thanks to the duo Nigel Quirin and Fabrice Cataperman. The Algerian men’s team overwhelmingly dominated the Egyptian team 4-1. Rwanda to host 2015 edition of CISA

APPO Sports and Entertainment Co. on 30 June 2014 signed a partnership agreement with the Rwanda National Olympic and Sports Committee for the organisation of the 2015 edition of CISA. JScheduled for Kigali, Rwanda, from 11 to 15 March 2015, the event will bring together more than 400 leaders and policy makers of African and International Sports Movements as well as athletes and specialists. This 9th edition will focus on the celebration of famous stakeholders of African sports, together with discussions on the future of the All Africa ANOCA Newsletter - August 2014

Games, the CISA Kids programme, the training seminar for African sports journalists, induction into the African sports hall of Fame and the Sports Ministers’ forum. «Organising CISA in Rwanda is a wonderful opportunity to raise the standards of the Convention while broadening its participation base to include Anglophone nations. During my first coordination visit, I was highly impressed by Rwanda’s professionalism and level of organisation. It is with much pleasure that we will, in the coming months, work in synergy with NOC Rwanda and President Robert Bayigamba,” declared Diamil Faye, the organiser and JAPPO President.

On his part, the President of NOC Rwanda, Robert Bayigamba, expressed satisfaction, saying he was honoured to be chosen to host a major event in Kigali. «I wish most sincerely to thank JAPPO for choosing Rwanda. Hosting CISA next year is part of our dream to become a leading African sports nation. The organisation of sports events in Rwanda will help our Olympic family to develop skills and build capacities, and contribute to the growth of our economy through sports tourism.»

Initiated in 2007, CISA is an event which brings together African and International sports professionals each yearly and in a different African city.

Algeria becomes 85th ISA member ANOCA Newsletter - August 2014

lgeria recently joined the International Surfing Association (ISA), thus becoming the association’s 85th member. AAlgeria is the 13th ISA member country in Africa, after South Africa, Liberia, Ghana, Senegal, Cape Verde, Côte d’Ivoire, Morocco, Namibia, Nigeria, Sao Tome and Principe, Gambia and Somalia. ISA will celebrate its golden jubilee this year.

Looking forward to fruitful IOC-Gambia cooperation

he Gambian government has approved of a meeting in Lausanne between the country’s NOC and the IOC to especially discuss the Testablishment of future fruitful ties based on mutual respect, an IOC spokesperson said after an Executive Committee meeting on 8 July at the IOC Headquarters in Lausanne, Switzerland. In the meantime, the Gambian Government has taken an appeasement measure with the commitment to hand back, “in day days ahead,” the local NOC headquarters to the latter. The Executive Committee was thus updated on the situation of NOC Gambia, whose headquarters was to be handed back following an undertaking by the Gambian government, the IOC statement further stated. Last April, the government ordered police officers to seal the NOC building, which move the IOC denounced in no uncertain terms as “unacceptable interference.”

Birth of a Baseball and Softball Association of French speaking Nations ANOCA Newsletter - August 2014

ix African federations are among the founding members of the Baseball and Softball Association of French- speaking Countries (AFBS), which saw the light of day last month on the sidelines of the World Baseball and Softball SConfederation (WBSC) conference in Hammamet, Tunisia. They are: Burkina Faso, Cameroon, Côte d’Ivoire, Ghana, Togo, and of course Tunisia. The other founding members are Belgium, Bulgaria, Estonia, France, Lithuania, Poland, Rumania and Switzerland. AFBS seeks to promote and develop baseball and softball in French speaking countries. The President of the French Federation, Didier Seminet, was appointed as pioneer AFBS president. Tunisia to host Junior World Weightlifting Championships in 2016 ANOCA Newsletter - August 2014

he Executive Committee of the International Weightlifting Federation (IWF) met recently in Kazan, Russian Federation, prior to the Junior World Championships, and chose Tunis, Tunisia, to host the T2016 edition. In other African news, Botswana’s suspension was uplifted, while Equatorial Guinea was given provisional membership.

African Boxing Championships: Algeria and Morocco hold sway

he 5th senior men’s and women’s African Boxing Championships kicked off on16 June and ended on Saturday 21 June 2014 in East London, South Africa, with Algeria (men’s) and Morocco (women’s) Tcarrying the day. The Algerian men’s team bagged 7 medals (5 gold and 2 bronze), confirming its continental supremacy in the discipline, over which it has held sway for the past four years. South Africa were runners up (4 gold, 1 silver and 2 bronze) followed by Seychelles (1 gold and 1 bronze). Tunisia were ranked 4th with 2 silver and 5 bronze medals, followed by Morocco with 1 silver and 3 bronze medals.
