II. ACTIVITY OVERVIEW The Workforce and Access to Higher Markets (WHAM) Activity is stimulating job creation by advancing BiH’s trade integration with, and expansion into, the EU and regional markets. The Activity is accomplishing this goal primarily via a grant program for BiH private enterprises. Grants prioritize high- growth, exporting, or export-ready enterprises aiming to expand capacity, reach more markets, and generate employment. The Activity’s efforts focus on BiH organizations and enterprises working in, or linked to, four main sectors: wood processing, metal processing, textile/apparel, and information and communications technology (ICT). The Activity includes smaller high-growth enterprises by ensuring qualifying participation criteria can be measured as a percent of growth, not just the overall value of growth.

The WHAM Activity includes the following three key intervention areas:

Intervention 1: Workforce Development. The objective of this intervention is to help the BiH workforce gain the skills needed for employment in high-growth enterprises.

Intervention 2: Access to Markets. The objective of this intervention is to support high-growth enterprises in identifying and accessing new customers in existing or new markets to increase exports from BiH.

Intervention 3: Product Quality and Capacity Building. The objective of this intervention is to enable enterprises to meet the product and quality requirements of target markets in the EU and the region.

The WHAM Activity is a United States Agency for International Development (USAID) funded activity implemented by the International Executive Service Corps (IESC), in conjunction with local sub-recipient ENOVA. The WHAM Activity is governed under Cooperative Agreement No. AID-168-LA-17-00001. The period of performance for the award was originally from June 9, 2017 to June 8, 2020. On October 24, 2019, USAID approved a two-year extension to the Cooperative Agreement. The end date of the Activity is June 8, 2022.

In the extension period, the WHAM Activity is implementing the two additional intervention areas described below:

Intervention 1: Workforce Training Grants. The workforce grants serve immediate, specific training needs with capacity building packages that are completed in three to six months’ time.

Intervention 2: Educational Centers of Excellence Grants. The excellence grants help develop and showcase cutting edge workforce training and re-training learning centers in a targeted sector.

This quarterly Activity performance report is submitted in accordance with Attachment A, Section A.5 Reporting and Evaluation, of the Cooperative Agreement.

This report covers the period of January 1 to March 31, 2021.

III. EXECUTIVE SUMMARY During this quarter, the WHAM activity maintained positive momentum with 14 current grantees, published a new RFA which generated significant interest across BiH, and planned for upcoming activities as successful grantees continue to close activities. WHAM also organized a visit to MBT for the USAID Mission Director Nancy Eslick, during which Ms. Eslick learned about training activities MBT organized, challenges the grantee has faced and mitigated, and future plans. Notably, WHAM also supported a new store opening in which grantee KAVAT will sell its new domestically produced brand of shoes.

To date, WHAM has supported 1,903 new jobs and 1,757 trained persons. In this quarter, WHAM grantees trained 251 people. WHAM also supported an additional 32 SMEs during the period, achieving 82% of the planned life of activity indicator target. Other indicators also increased as planned and WHAM is on track to achieve all planned results. The Activity supported a total of 14 active grants this quarter, signed one new grant, and successfully completed three grants. Current grants activities are going as planned. Grantees are implementing activities according to planned timelines, and only requesting extensions with reasonable justifications provided. During this period, four grantees requested activity extensions for various reasons, a number much lower than what WHAM received when the pandemic started.

From RFA 011, aimed at supporting the development of sector-specific workforce learning centers of excellence, the WHAM team signed it first center of excellence grant with INTERA. The grantee identified the need for a CNC training center and will establish a sustainable learning center of excellence in . WHAM also published RFA 011A for similar centers, focused specifically on RS organizations. Currently, the evaluation and approval process for RFA 011A is still ongoing.

The WHAM team completed evaluation for applications received under RFA 012. Out of 34 applications, WHAM selected five to support for a total estimated value of . The Activity is currently developing Environmental Review Checklists (ERC) and seeking USAID approval for these applications.

WHAM also published RFA 013 with a total estimated funding of . The public call will close on April 14, 2021. WHAM organized two webinars to promote the RFA and answer questions from potential applicants. To further publicize the public call, the WHAM team traveled extensively to conduct one on one presentations in Bihać, , , , and Sarajevo. In particular, efforts were made to publicize the funding opportunity in towns and regions where WHAM had not previously worked with grantees. Finally, during this period WHAM grantees developed four videos featuring training activities and their results. WHAM also prepared one success story about grantee SIK ’s improved manufacturing processes and newly hired workers. WHAM continued to promote activities on social media channels and in printed media. One of the featured stories for this period focused on women in non-typical female jobs, promoting successful women as welders, engineers, etc.

By February 28, 2021, the company completed all planned grant activities. They achieved CE mark for their fireproof door product, which will open new potential markets and clients across the EU.

2. KAVAT On July 9, 2020, WHAM signed a grant agreement with KAVAT Novi . The grant was valued at (approximately ). With this grant, KAVAT designed and manufactured a new line of children’s shoes, to be sold under a contemporary KAVAT brand. WHAM support also helped the company design the prototype series and execute a marketing campaign for the new brand.

KAVAT completed all planned project activities and held a very successful opening ceremony of its new store that features this BIH brand. Although only a small number of people were at the ceremony in- person due to gathering restrictions, the event was well publicized and received by the public. KAVAT’s store is located in Sarajevo, and the company plans to open similar shops in other cities throughout BiH. This event was promoted in newspapers and online news portals. Following the completion of activities, the grant closed on March 15, 2021.

3. SIK On July 10, 2020, WHAM signed a grant agreement with SIK Mostar. The grant was valued at (approximately ). With this grant, SIK improved its manufacturing processes with a new type of welding and new materials. These requests came from the need to manufacture cranes and the required new technologies and techniques for production.

During this quarter SIK successfully completed remaining activities, hired 10 new workers, and completed a promotional video of the company. WHAM also developed a success story featuring workers from this company. As one trainee stated in an interview for the success story, "The training for welders at SIK is my first work experience. I am grateful for the opportunity that enabled me to find

a permanent job, make progress in life, and achieve personal job satisfaction." The grant was closed on March 15, 2021.

4. MBT On September 4, 2020, WHAM signed a grant agreement with MBT Tuzla. The grant is valued at (approximately ). WHAM is supporting MBT in CNC trainings for local companies and trainees. As originally anticipated, the Activity expects MBT will complete 2 trainings with a total of 30 trainee participants.

The first training for CNC operators was completed in January with 14 trainees participating. By the end of this reporting period, six successful training participants have already found new jobs. In February MBT started a second round of trainings with 17 participants.

On January 21, 202,1 USAID Mission Director Nancy J. Eslick visited the company to learn more about the type of trainings they offer, challenges they are facing and their future plans. During her visit, MBT engineers also demonstrated training equipment.

5. ACADEMY 387 On September 29, 2020, WHAM signed a grant agreement with Academy 387 Sarajevo. The grant was valued at (approximately ). WHAM will support 12 trainings for workers in the ICT sector. These training will upgrade needed workforce skills in order for trainees to apply for junior positions in ICT companies or start part time work on their own. So far, the Academy has organized eight trainings. Training activities are on schedule and there is significant interest from the potential trainees for these trainings. Academy and trainees are still having a difficult time organizing trainings due to indoor gatherings limits. All trainings are conducted under the rules of proper social

distancing and masks are worn at all times. So far Academy has trained 97 people, 50 of whom were women.

6. LAFAT On September 30, 2020, WHAM signed a grant agreement with Lafat . The grant is valued at (approximately ). The company will train workers in various welding technologies. Most of the workers will come from the local technical high school. When youth trainees complete the training, they will be well-equipped to find what for many of them will be their first employment. Trainings will continue until September when the Activity expects they will complete all activities.

Lafat continued to organize trainings. During this period, WHAM visited Lafat to check on the status of trainings and discuss challenges and plans with trainees and mentors. Trainees are satisfied with the trainings provided as they move from one work area to another, learning the entire process of manufacturing and entire factory setup.

7. INTERA TECHNOLOGY PARK (INTERA) On October 22, 2020, WHAM signed a grant agreement with INTERA Technology Park (INTERA) in Mostar to support the implementation of INTERA’s project IMMERSE - IMparting practical skills in MEtal pRoceSsing tEchnologies. Through this grant, WHAM is supporting INTERA trainings for CNC operators (milling/turning/sheet metal processing), CNC programmers, and CAD mechanical design (SolidWorks). These trainings will enable participants to implement state of the art metal processing techniques within the sector. The grant was valued at (approximately ).

During this period, INTERA completed the first round of trainings with a record group of 61 participants. From that group, four trainees already found full-time jobs and others are in the process, equipped with new marketable skills. The second group of 26 participants also began training before the end of this reporting period. So far, all activities are going as planned and INTERA remains on schedule.

8. ZEDA On October 15, 2020, WHAM signed a grant agreement with Zenica Development Agency (ZEDA) from Zenica, BiH. Through this grant, WHAM supported ZEDA in organizing digital design and manufacturing trainings. The grant is valued at (approximately ).

During this quarter, ZEDA completed AutoCAD training for 16 participants. So far 32 trainees passed the final exam. ZEDA is now preparing the second part of the FUSION 360 trainings for 14 participants and practical trainings in companies. Companies have not been identified yet. Other activities are going as planned.

9. TRA On October 21, 2020, WHAM signed a grant agreement with Tešanj Development Agency (TRA) from Tešanj. Through this grant, WHAM supported TRA in the organization of various trainings. The grant is valued at (approximately

During this reporting period TRA completed all the planned trainings for this grant. Successfully implemented trainings included CAD CAM training, training for welders, assembly technicians, and selected IT trainings. The company cooperated with more than 30 companies that supported the training effort and hired trainees. So far, 48 people have found full-time employment as a result of these trainings. Additionally, 6 people received welding certification.

10. REZ On October 22, 2020, WHAM signed a grant agreement with REZ Agency from Zenica. Through this grant, WHAM is supporting REZ as they organize prequalification trainings. The grant is valued at (approximately ). The initial plan is to support a total of 15 trainings, implemented for 37 existing employees and 17 new workers.

REZ completed most of the trainings planned for CNC operators, welders, controllers, carpenters and other targeted trainings with the goal of teaching practical skills. Three companies that started trainings in December 2020 have already completed all activities. A local TV station produced several video stories related to trainings REZ is organizing. MK-CNC and A&F are companies featured in this video and this video respectively. Training in company NOBIL was also completed and the following short video report was produced as well. As a result of these trainings 28 people were trained so far, and 13 already employed.

REZ continues with training activities as planned and in the next period additional beneficiary companies will organize training activities.

11. TECHNICAL SCHOOL GRADIŠKA On November 3, 2020, WHAM signed a grant agreement with Technical School Gradiška. This grant supported vocational training in metal and wood CNC programming. The Technical school has CNC training facilities and WHAM support enabled them to respond to market demand from local businesses. The grant is valued at (approximately ).

During this period the school implemented training activities as planned. The grantee conducted over 100 educational cycles for CNC operator for metal processing and for CNC operator for wood processing. These trainings require in person participation and the school made an excellent effort to organize trainings between lockdown periods and the intensive health crisis.

Through this grant, the school purchased “Swood” an additional module to the Solidworks CAD program which will allow the school to provide the specialized training needed in the region.

Trainees have consistently expressed their satisfaction with how the trainings are organized. Gradiška is a municipality with solid industry and local companies are eager to hire newly trained members of the workforce.

12. ASSOCIATION OF EMPLOYERS OF THE FEDERATION OF BIH On November 4, 2020, WHAM signed a grant agreement with the Association of Employers of Federation of BIH. This grant supported vocational training in the wood industry. The grant is valued at (approximately ).

Three companies (Wood Team, Fen, and Nobil) completed workforce trainings. About 150 people were trained and so far 26 people have found a new job within the three beneficiary companies. The plan is for most of the other trainees to get a job, however, companies will gradually add the new full-time employees.

During this period the grantee produced a video featuring training activities they organized. On April 15, 2021 the grantee plans to organize a closing ceremony that will present results and promote success stories.

13. LINK On December 1, 2020 WHAM signed a grant agreement with LINK Mostar. This grant supports trainings in new technologies in the metal industry. The grant is valued at (approximately ).

LINK started with training activities as planned and during this period WHAM made several site visits. During one such visit the WHAM team observed a number of practical trainings LINK organized in production facilities on machines and equipment used in partner companies. This training methodology is the best way to ensure trainees receive proper practical skills. All trainings are facilitated and supervised by professors from Mostar University and supported by local skilled workers.

LINK trained 72 people and nine already found a job. As an unexpected, but welcome outcome of this training, one training participant started their own business.

14. INTERA – LEARNING CENTER OF EXCELLENCE On March 16, 2021, WHAM signed a grant agreement with INTERA Technology Park (INTERA) in Mostar to support the creation of a learning center of excellence in Sarajevo. This grant is in response to RFA 011 and was the only successful application. Through this grant, WHAM will support INTERA to create a sustainable new training center in Sarajevo for CNC technologies. The grant is valued at (approximately ).

INTERA is currently looking for an appropriate location to establish the center. Parallel to this, INTERA has begun the procurement process for the CNC equipment to secure the machine and start training activities as planned.

B. VOLUNTEER ASSIGNMENTS During this period, the WHAM Activity did not plan for or engage any volunteers. Due to COVID-19 travel restrictions and overall social distancing rules, no in-person workshops were organized. As of the end of this period, the Activity does not have any plans to engage volunteers but will continue to look for innovative ways to incorporate volunteer support, perhaps virtually, in the coming months.

During this quarter WHAM grantees hired 38 new employees. WHAM has achieved a total of 1,903 new jobs created to date, 79% of the Activity goal. During this period, 32 new SMEs received technical assistance. Furthermore, 251 people were trained for a total to date of 1,757 trained, 88% of the Activity target. Overall, WHAM has continued to consistently achieve indicators in line with Activity plans and goals. The results for sales and export will be available in May 2021 for the previous year. WHAM does not expect significant sales increases as external factors in 2020 contributed to a very challenging year for BiH companies and national industry overall. However, WHAM anticipates that Activity beneficiaries performed better than the average market and will conduct an empirical analysis when the data becomes available.

V. KEY ACTIVITIES During this quarter, WHAM continued to conduct site visits to current grantees in order to monitor trainings, talk to trainees to gain insights from their perspective, and meet with companies to understand challenges and confirm future plans. During some of these visits, the Activity was pleased to have USAID mission staff also join to learn more about WHAM activities and results. WHAM also supported grantees’ closing ceremonies. During the period, WHAM published two success stories, one for the company SIK and another focused on WHAM’s response to the COVID-19 pandemic and Activity support to companies that produced protective equipment. Some WHAM grantees also produced video stories providing more details on their successful training activities and the positive impact they achieved.

A. CEREMONIES AND EVENTS On January 21, 2021, USAID Mission Director Nancy J. Eslick visited MBT Tuzla. During this visit MBT presented their training program for robot welding, CNC technology and automation of industrial processes. MBT representatives discussed how WHAM support has contributed to their future plans for the company as they aspire to become a regional leader in robot welding training.

On March 6, 2021, KAVAT organized an opening ceremony of its new store that featured a new brand of shoes called “MIBH.” This contemporary brand is supported by the USAID WHAM activity. The new store is located in the shopping center in Kolodvorska in Sarajevo. The opening event resulted in great

PR for the new brand as this story was featured in major online and printed news which will help attract new potential customers.

B. RFA 011A PUBLISHED

On February 19, 2021, WHAM published RFA 011A, with the goal of supporting the development of learning centers of excellence. This RFA was focused only on organizations from the RS. The total value of the RFA was with the deadline for applications set for March 12, 2021.

During this period the entire country faced serious restrictions for in-person gatherings and meetings. WHAM in-person roadshow efforts were focused only in the Banja Luka region, attempting to target high potential organizations previously identified by the WHAM team. From the RFA, WHAM received nine applications from which WHAM evaluators selected two. Currently these applications are pending Environmental review approval prior to USAID final review and approval.

C. RFA 013 PUBLISHED On March 17, 2021, WHAM published RFA 013, centered on the workforce development intervention area. The public call will be open until April 14, 2021. The total value of the RFA was estimated at .

WHAM staff organized a roadshow making presentations in Bihać, Banja Luka, Zvornik, Bijeljina, Tuzla, and Sarajevo. The Activity held several one-on-one meetings and provided information to many interested potential grantees.

The WHAM team organized two webinars on March 24 and 31, with close to 100 participants interested in learning about the RFA 013 opportunities.

WHAM plans to complete the evaluation for all applicants by May 26, 2021. WHAM anticipates around 10 grants will be signed for the anticipated total funding value.

D. MONITORING ACTIVE GRANTS During this period, the Activity conducted limited site visits and conducted 50 meetings and visits for the entire period. Site visits were organized when it was necessary to verify equipment or materials had arrived as purchased by grantees, or in-person conversations were critical. In all other instances, meetings were conducted online and via telephone.

E. PROMOTING THE WHAM ACTIVITY ON SOCIAL MEDIA WHAM continues to promote its activities via LinkedIn and Facebook platforms. WHAM published 12 posts on social media highlighting successes and new grantees during this period. In addition to the WHAM social media channels, WHAM news was published in various local newspapers and on local TV. Links for several news articles in local language can be found below.

One of the noticeable featured posts WHAM produced during this period was centered on International Women’s Day on March 8. To celebrate this event, WHAM showcased four women in non-traditional jobs in order to recognize and celebrate their achievements and work.

The cost-share amounts are primarily in-kind contributions from the grantees themselves, which include costs such as employee salaries, transportation for trainees, per diem for participants attending foreign trade fairs, certification fees, office space, and other costs related to the implementation of grant activities. These costs are included with the donated services provided by IESC volunteer experts who provide short-term and long-term technical assistance to the Activity and grantees. Cost share has exceeded WHAM Activity expectations, reaching 493 percent of the planned amount. WHAM has consistently sought a high contribution of cost share in all grants, and WHAM grantees provided cost share often in much larger amount than anticipated.

VII. CHALLENGES, LESSONS LEARNED, AND RECOMMENDATIONS The most significant challenge during this reporting period was continuing to telework and monitor grantees with strict social distancing rules due to the COVID-19 pandemic.

During this quarter BiH experienced a third wave peak of COVID infections throughout BiH. The continued health crisis resulted in even tighter restrictions and justified general discomfort with in- person meetings and traveling. WHAM grantees and staff were not directly infected during this period and WHAM continued operations.

A. TRAININGS FOR KNOWN EMPLOYERS By now, the WHAM team has gathered enough evidence to recommend that whenever possible the focus should be given to trainings in conjunction with a known employer which in turn guarantees employment for training participants. A few of the trainings organized by WHAM grantees did not have identified companies in which trained people could find future employment. Activity experience implementing training grants shows, only in cases in which the training was done for a known employer at the time of the training, achieved or overachieved planned results. For grants in which this was not the case, several instances occurred in which trainees finished planned training courses and received a certificate, but they were not able to achieve employment in the short term. For example, grants with PREDA and Academy 387 had poor results in terms of realized employment compared to what was planned. On the other hand, Cromex, ELAS and other grants with specific companies directly incorporated into their plans achieved over 100% of targeted employments.

To ensure as many new employments as possible, the best alternative is to support trainings for a known employer. In cases where overall increase of skills in the market is the objective, mass trainings for market is solution.

VIII. ACTIVITIES PLANNED FOR THE NEXT REPORTING PERIOD

A. REVIEWING RFA 011A APPLICATIONS AND FINALIZING RELATED GRANT AGREEMENTS The WHAM team evaluated and accepted two application from RFA 011A. The WHAM team will work with the potential grantees to complete ERC forms after which the grant applications will be submitted to USAID for review and approval.

B. RFA 013 APPLICATIONS REVIEW By the end of May 2021, the WHAM team will finalize the review process for applications received in response to RFA 013. The Activity anticipates granting an estimated

C. RFA 014 PREPARATION Per the Year 4 Work Plan, the WHAM team will prepare RFA 014 to publish by July 2021. The total amount available for this RFA will depend on funding left from previous RFAs. WHAM anticipates will be the last RFA for the WHAM Activity.

D. TELEWORKING During the next period, the WHAM team will continue teleworking following a decision made in November 2020. The Activity will continue to monitor local conditions in 2021 and will make an update related to teleworking status when it is safe to do so. Currently a third wave of infections is peaking, and WHAM expects to maintain the teleworking option for the rest of the year unless conditions improve.
