Subject: SOUTHWEST MONSOON-2008: DAILY FLOOD SITUATION REPORT

SUMMARY OF IMPORTANT EVENTS AS ON 10.09.2008

RAINFALL SITUATION IN THE COUNTRY • No significant rainfall has been reported in the State during last 24 hours. • About 40,43,000 people from 2349 villages in 16 districts have been affected due to flood in the State. • 3,15,662 houses are reported to have been damaged due to flood so far. • 3521 boats have been pressed into service for rescue and relief operations in the flood affected areas of the State. • 1021608 persons have been evacuated from the affected areas so far. • 350 relief camps have been opened in the flood affected area in which 2,93,571 people have been accommodated. • 151 cattle camps are opened in the affected areas in which about 21105 animals accommodated. • 177 medical teams have been deployed and 341 Health Centre have also been opened in the flood affected areas. UTTAR PRADESH • No significant rainfall has been reported in the State during last 24 hours. • 29 human deaths have been reported by the State since 07 - 10 September, 2008. • In all, 25,02,581 people from 4,661 villages in 21 districts have been affected severely and 732 villages marooned in the State so far due to flood. • About 1,77,375 houses (5217 fully and 172158 partially) have been damaged so far. • About 46,209 people from the affected areas have been evacuated so far. • 3312 cattle/livestock are reported to have been perished. • 2.37 lakh ha areas have been damaged. • 444 relief camps have been opened in the flood affected areas in which 40140 people have been accommodated. • 4,354 boats have been pressed into service for rescue and relief operations in the affected areas. 1 ASSAM • No significant rainfall has been reported in some parts of the State during last 24 hours. • About 16.01 lakh people have been affected in 14 districts and 1518 villages in the State due to flood so far. • 20350 people continued to be accommodated in 184 relief camps in the flood affected areas of the State. • 85 boats continued to be deployed in the State for relief and rescue operations. WEST BENGAL • No significant rainfall has been reported in some parts of the State during last 24 hours. • About 37.99 lakh people, in all, are reported to have been affected in the State due to flood so far. • 03 relief camps opened in the State in which about 428 people have been accommodated • 02 Medical teams continued to be deployed in the affected areas of the State. • 119858 ha cropped areas has been damaged. • 3920 cattle livestock have been perished so far. • 406585 houses are reported to have been damaged due to flood so far. Human deaths o As per provisional information received from the affected States/UTs, 33 human deaths (Uttar Pradesh – 29 and Maharashtra -04) were reported, raising the total death toll to 1949 to 1916. METEOROLOGICAL DEPARTMENT • A low pressure area has formed over west central Bay of Bengal off south Orissa-north Andhra Pradesh coasts with associated upper air cyclonic circulation extending upto mid-tropospheric level. • The upper air cyclonic circulation over Madhya Maharashtra and neighbourhood persists and extends upto 2.1 km a.s.l. • Under this scenario, fairly widespread rainfall activity with isolated heavy to very heavy falls is likely over Andhra Pradesh, coastal Orissa and along the west coast during next 48 hours. INDIA METEOROLOGICAL DEPARTMENT Chief features • A low pressure area has formed over west central Bay of Bengal off south Orissa-north Andhra Pradesh coasts with associated upper air cyclonic circulation extending upto mid-tropospheric level. • The upper air cyclonic circulation over Madhya Maharashtra and neighbourhood persists and extends upto 2.1 km a.s.l. • Under this scenario, fairly widespread rainfall activity with isolated heavy to very heavy falls is likely over Andhra Pradesh, coastal Orissa and along the west coast during next 48 hours.

2 Outlook for next two days • Fairly widespread rainfall activity is likely over Madhya Maharashtra and parts of peninsular & adjoining central India.

CENTRAL WATER COMMISSION

According to the Central Water Commission (CWC) report dated 10th September, 2008, there are 05 Moderates and 23 Low flood situation sites. The details of moderate flood sites are as under:- Assam River Brahamputra at Dibrugarh is flowing at 105.14m against the danger level of 104.24m with a steady trend. River Brahamputra at Neamatighat is flowing at 85.80m against the danger level of 85.04m with a steady trend. River Brahamputra at Dhubri is flowing at 29.08m against the danger level of 28.62m with a falling trend. Bihar River Bagmati at Benibad is flowing at 48.99m against the danger level of 48.68m with a falling trend. West Bengal River Ganga at Farakka is flowing at 22.71m against the danger level of 22.25m with a falling trend.

Detailed situation

BIHAR • No significant rainfall has been reported in the State during last 24 hours. • On 18.08.2008, a long embankment was swept away at Kushaha in Nepal, about 7 km away from the Kosi Barrage at Birpur in Supaul. • Due to above breach, river Kosi has changed its course and shifted over 120 km eastwards. As a result, large areas of Supaul, , Katihar, Saharsa and Araria have been flooded/inundated and affected severely. More areas in these districts are getting inundated, submerged under deep water and numerous other embankments are under threat of being breached. • In , about 8,93,790 people in 243 villages and 73 Panchayats (68 fully & 5 partially) have been badly affected. • Basantpur, Chhattapur, Pratapganj, Triveniganj and Raghopur are the worst affected blocks in the district. • Electricity, Water supply and traffic movement in these blocks have totally been cut off. • Link road from Bhimnagar to Birpur has been washed away at four places. • 42 relief camps are opened in the district in which about 62,695 people have been accommodated. • 456 local boats, 01 government boat and 28 motor boats have been pressed into service for relief and rescue operations. 3 • About 3,70,000 people have been evacuated from the affected areas so far. • 22,367 Kachha, 2233 pacca houses and 1,98,846 juggis have been damaged so far. • 20 cattle camps established in the district in which about 21,105 cattle accommodated and 3354 cattle were given treatment. • About 66830 ha area has been damaged in the State so far. • In , about 11.55 lakh people in 378 villages have been badly affected. 130 Panchayats have been affected severely.. • About 11 blocks in the district have been partly submerged. The worst affected areas are Alamnagar, Uda Kishanganj, Kumarkhand, Gwalpada, Bihariganj, Purani, Chawsha, Shankerpur, Sindgheshwar, Madhepura and Murliganj. • Flood water has been reported to be receding from the affected areas. • 418 boats have been pressed into service for relief and rescue operations. • 97 Relief Camps have been opened in the affected areas in which about 54,222 people have taken shelter. • More than 3,27,458 people have been evacuated so far from the affected areas. • 29 cattle camps opened in which about 5191 cattle were given treatment. • 34 medical camps have also been established in the affected areas. • Rice -1650 Q, Chana -8 Q, Chura-1326.5 Q, Gur & Sugar -295.5 Q, Sattu-284.5Q, Polythene Sheets-27660, Match Box -65,000 Candle, 1,30,000 and K/Oil 15,800 ltr have been distributed in the affected areas so far. • Water pouches have also been distributed in the affected areas. • Railway track at Dinapatti between Saharsa – Purnea has been submerged under water. As a result, the rail movement on this section has been suspended. • Vehicular movement on National Highway between Kumarghat- Murlighat has also been suspended due to submergence of water. • In Araria District, about 3,86,328 people in 04 blocks and in 96 villages have been badly affected. • The worst affected areas in the district are Forbishganj, Raniganj, Bhairgama and Narpatganj. • 66 Relief camps have been opened in the district in which about 81,439 people have been accommodated. • 89 boats and 84 motor boats are pressed into service for relief and rescue operations. • 26432 people have been evacuated from the affected areas so far. • 15 cattle camps and 40 medical camps have also been established in the affected areas. • 37,220 ha agricultural land and 5732 ha non agricultural land are reported to be affected in the district. • Water has started receding from the affected areas. 4 • In , about 4,31,089 lakh people in 06 Blocks, 57 Panchayats and 145 villages have been badly affected. • The worst affected Panchayats are Patanghal, Saurabazar and Sonbarsa. • 83 relief camps opened in the district in which 40,613 people have been accommodated. • 310 Govt. boat and 27 motor boats have been pressed into service for relief and rescue operations. • About 1,15,945 people have been evacuated from the affected areas so far. • 17 cattle camps are opened in the affected areas in which 768 cattle have been accommodated. • 28 medical camps have been opened in the affected areas in which 10,907 persons were given treatment. • 1,08,400 ha agricultural land and 66,890 ha non-agriculture land have been reported to be affected in the district . • In Katihar District, about 3,01,156 people in 13 Blocks, 86 Panchayats, and 402 villages have been affected. • Several Pucca and Kachcha houses have been damaged. • 427 private boats have been pressed into service for rescue and relief operations. • 94 medical camps have also been opened in the district for treatment of affected persons. • About 38,034 halogen tablets and polythene sheets to 499 families have been distributed. • 32 cattle camps established in the affected areas in which about 4,819 cattle have been given treatment. • 0.267 lakh ha agricultural land and 0.148 lakh ha non-agricultural land have been affected in the district. • Crops of 0.2216 lakh ha land have fully damaged in the district. • About 67 temporary laboratories and 102 hand-pumps have been erected/constructed in the affected areas. • In Purnia District, about 1,50,000 people in 20 Panchayats have been affected. • 06 relief camps are running in the district in which several people have been accommodated. • In all, about 40,43,000 people from 2349 villages in 16 districts (Muzaffarpur, Supaul, Patna, Katihar, Nalanda, Araria, West Champaran, Shekhpura, Saharsa, Purnea, Saran, Begusarai, Bhagalpur, Madhepura, Vaishali and Khagaria) have been affected due to flood in the State. • No human death has been reported by the State during last 24 hours. The total human death toll of the State is 87. • 3,15,662 houses are reported to have been damaged due to flood so far. • 3521 boats have been pressed into service for rescue and relief operations in the flood affected areas of the State. • 1021608 persons have been evacuated from the affected areas so far. 5 • 350 relief camps have been opened in the flood affected area in which 2,93,571 people have been accommodated. • 151 cattle camps are opened in the affected areas in which about 21105 animals accommodated. • 177 medical teams have been deployed in the affected areas of the State. • 341 Health Centre have also been opened in the flood affected areas of the State for providing medical care. Food packets distributed by the State o Wheat & Rice-20519.00 Q, Chana-357.50 Q, Chura-4296.10 Q, Sattu- 435.50 Q, Gur-740.33 Q, Salt-18.25 Q, Matchboxes-151022, Candles- 211526 K.Oil-32066 ltr, Polythene Sheets distributed-109410. o Ready Food distributed by DM – Araria/ Supaul/Madhepura/ Saharsa: 182856 packets Food packets airdropped by the State: o Food packet airdropped – 111031 (Chura-3334.05 Q, Sattu-1107.87 Q, Gur-555.26, Salt-555.26 Q, Hallogen Tablet-438680) Cash distributed by the State • 103.13 lakh has been distributed so far. Position of rivers • River Bagmati is still flowing above its danger level at Benibad. Measures taken to prevent outbreak of epidemics • Health department in the State has reportedly undertaken massive vaccination drive against the contagious viral disease in the districts of Supaul, Madhepura, Katihar, Araria, Purnea, Bhagalpur and Saharsa which have been badly affected. • A few diarrhea cases have also been reported in the affected districts. However, anti-diarrhoeal tablets are being distributed in such area. Apart from this, bleaching powder and chlorine tablets are also being distributed. Relief assistance provided by Government of India NDRF o Total 19 teams of NDRF (796 personnel including 11 Officers) alongwith 158 boats (104 inflatable, 19 BAUTs & 35 country boats/rafts) continued to be deployed in Supaul, Madhepura, Araria and Purnia for flood rescue and relief duties. o BSF/ITBP (NDRF) Medical Teams led by three Medical Officers remained engaged in providing medical aids to approximately 700 patients by establishing 03 Medical Camps at respective places in area Banmankhi block (Distt Purnia) on 8th Sep 2008. Shortage of medicines is being felt. o Food packets provided by NGOs/Local Administrations distributed to flood affected persons by NDRF Teams. o 740 drinking water Bottles, 05 Bag Chura and Halgen Tablets distributed by NDRF teams in District Supaul and Banmankhi Block, District Purnia). o One welfare/State officer has been attached by the State Government with CISF/ITBP teams to co-ordinate the supply of 6 relief materials including food and evacuation from Mirganj, Muraliganj, Dinlati, Rampur, Digha, Sukha and Khusropatti villages in Madhepura district. o One State Officer has been deputed by the State Government with 106 BSF (NDRF) Bn in Purnia to co-ordinate the supply of relief materials and evacuation from marooned villages of Muraliganj, Rajani Gopal Patti, Birgaon, Siswapatti, Tanglila, Bhargam and Fatehpur in district Madhepura. Army 37 Army columns with 37 ETFs and 39 Medical teams continue to be deployed for rescue and relief operations in Madhepura, Supaul, Araria, Purnea and Saharsa districts. 282 BAUTs, 40 BAPs (Boats Aslt Penumatic), 79 Rescue boats and 378 OBMs are deployed for rescue operations. Navy Three relief teams consisting of 08 officers, 208 OR and 66 Geminies with OBMs continue to be deployed for rescue operations and providing food air Air Force Three MI-17 helicopters lifted 03 passengers and dropped 13.20 tons of relief material in 06 sorties in the affected areas. One MI-8 helicopter lifted 09 passengers and dropped 5.80 tons of relief material in 03 sorties in the affected areas. One Chetak helicopter carried out five sorties and lifted 0.30 ton relief material and three passengers. A total of 19.30 tons of relief material and 15 passengers were airlifted in 14 sorties on 9th September, 2008. 7 • 17 Companies of PAC have been deployed with 184 motorized boats and 88 wooden boats in the affected areas for relief and rescue operations. ASSAM • No significant rainfall has been reported in some parts of the State during last 24 hours. • No human death has been reported by the State during last 24 hours. • About 16.01 lakh people have been affected in 14 districts and 1518 villages in the State due to flood so far. • 20350 people continued to be accommodated in 184 relief camps in the flood affected areas of the State. • 85 boats continued to be deployed in the State for relief and rescue operations. • 33,700 People have been evacuated from the affected areas and shifted to safer places. Deployment of NDRF 05 teams (about 190 personnel) deployed at Hailakandi, Kendukona, Dakuakhana, Golakganj and Simon Chapori along with 07 motorized boats (Inflatable -03 and BAUT -04) for flood rescue operation. NDRF team organized a medical camp at Simon Chopori High School, Sub-Div. Jonali with the help of Dr. Balakant Dorey, PHC Dekapamp and Dr. Profulla Chayengia, PHC Telam and approx 400 patients were treated NDRF team deployed at Barahi Distt Barpeta, Assam and NGO namely Bahari Aptha Development Society distributed relief material to flood affected villagers in villages Majerar Dhampara, Japradia, Bordia, Artia and Dhakin Guduli. NDRF team organized a medical camp at Puthimari under revenue circle Kamalpur, Kamrup, treated 328 patients and medicines also distributed to 800 patients. WEST BENGAL • No significant rainfall has been reported in some parts of the State during last 24 hours. • No human death has been reported by the State during last 24 hours. • About 37.99 lakh people, in all, are reported to have been affected in the State due to flood so far. • 03 relief camps opened in the State in which about 428 people have been accommodated • 02 Medical teams continued to be deployed in the affected areas of the State. • 119858 ha cropped areas has been damaged. • 3920 cattle livestock have been perished so far. • 406585 houses (240424 fully and 166161 partially) are reported to have been damaged due to flood so far. 8

LOGISTIC SUPPORT PROVIDED BY THE MINISTRY OF DEFENCE ON 10th SEPTEMBER, 2008 State of Bihar Army 37 Army columns with 37 ETFs and 39 Medical teams continue to be deployed for rescue and relief operations in Madhepura, Supaul, Araria, Purnea and Saharsa districts. 282 BAUTs, 40 BAPs (Boats Aslt Penumatic), 79 Rescue boats and 378 OBMs are deployed for rescue operations. Air Force Three MI-17 helicopters lifted 03 passengers and dropped 13.20 tons of relief material in 06 sorties in the affected areas. One MI-8 helicopter lifted 09 passengers and dropped 5.80 tons of relief material in 03 sorties in the affected areas. 9 One Chetak helicopter carried out five sorties and lifted 0.30 ton relief material and three passengers. A total of 19.30 tons of relief material and 15 passengers were airlifted in 14 sorties on 9th September, 2008.

RAINFALL SITUATION IN THE COUNTRY DURING LAST 24 HOURS • Light to moderate rainfall with isolated heavy falls has been reported in some parts of Andaman & Nicobar Islands, Andhra Pradesh, Gujarat, Goa, Kerala, Karnataka, Maharashtra, Rajasthan and Tamil Nadu during last 24 hours. • The rainfall activity in the rest of the country is not significant.
