ELECTORAL BOUNDARIES REGULATIONS 2017 2017 WHEREAS an Instrument of Dissolution was issued by His Majesty Tupou VI on 25th August 2017 dissolving the Legislative Assembly with effect from 24 August 2017 and Commanding that new Representatives of the Nobles and the People be elected to enter the Legislative Assembly at Elections to be held no later than 16 November 2017;

WHEREAS the Writ of Election was issued by His Majesty King Tupou VI on 5th September 2017 Commanding that Elections of the Representatives of the Nobles and Representatives of the People be held on 16th November 2017;

WHEREAS section 20 of the Electoral Boundaries Commission Act 2010 provides that the Electoral Boundaries Commission shall make regulations to determine, define and establish the boundaries of electoral constituencies;

AND WHEREAS the Electoral Boundaries Commission has determined the boundaries of the electoral constituencies in accordance with the Electoral Boundaries Commission Act 2010;

NOW THEREFORE the Electoral Boundaries Commission, in exercise of the powers contained in sections 16(b) and 20 of the Electoral Boundaries Commission Act 2010 hereby makes the following regulations:

1 Short Title, commencement (1) These Regulations may be cited as the Electoral Boundaries Regulations 2017 2017. (2) These Regulations shall come into force on the date they are published in the Gazette.

2 Electoral Boundaries for next general election (1) The boundaries of the 17 electoral constituencies for the 2017 general election of the representatives of the people shall be the same as for the 2014 general election, as set out in the Schedules to these regulations. (2) The boundaries hereby established shall continue in force until altered by other regulations made under section 20 of the Electoral Boundaries Commission Act 2010.

3 Electoral Boundaries Regulations 2014 repealed The Electoral Boundaries Regulations 2014 are hereby repealed.

TONGATAPU 1 ELECTORAL CONSTITUENCY

GENERALLY Tongatapu 1 contains many of the settlements of Kolomotu’a (including Sopu-‘o- Taufa’ahau,‘Isileli, Hala-’o-vave, Tu’akatakilangi, Longolongo, Vaololoa, Tongata’eapa, Kapeta and Tufuenga). These are all on government estate areas on the west of the Greater Nuku’alofa.

TONGATAPU 2 ELECTORAL CONSTITUENCY

GENERALLY Tongatapu 2 includes the CBD and the main seat of Government in , including the Royal Palace. It contains part of Kolofo’ou, Fanga-’o-Pilolevu, Mailetaha, Haveluloto and the Northern part of Tofoa/Koloua. All of these areas are Government estates except Haveluloto which is an estate of the noble Fielakepa. The Western boundary around Haveluloto follows the boundary of this estate. Tofoa/Koloua was divided along the road on the South side of the Talamahu market (Tofoa) in order to comply with population tolerances. Other boundaries follow major roads through the Kolofo’ou district.

TONGATAPU 3 ELECTORAL CONSTITUENCY

GENERALLY Tongatapu 3 contains the majority of Kolofo’ou (including the settlements of ‘Amaile, Pahu, Fasimo e-Afi ‘a Tungi, Ngele’ia, Mataika and Halaleva) and part of Ma’ufanga. Kolofo’ou is government estate while Ma’ufanga is a noble estate of the title Fakafanua. The boundary that divides the estate was drawn along roads for ease of recognition.

GENERALLY Tongatapu 4 contains most of Ma’ufanga (including Houmakelikao, ‘Umusi and ‘Anana), Fangaloto, Patangata, Popua, Tukutonga and Nukunukumotu. It also includes the islands of Pangaimotu, Fafaa and Velitoa Hihifo. Of these areas, only Ma’ufanga is a noble estate: the rest are government estates. Tongatapu 4 also includes the uninhabited islands North of Nuku’alofa: Mata’aho, Talakite, ‘Oneata, Manima, Makaha’a, Mounuafe, Velitoa Hahake, ‘Onevai, ‘Onevao, Malinoa, Motutapu, Fukave, Nuku, ‘Ataa, and Tau.

TONGATAPU 5 ELECTORAL CONSTITUENCY

GENERALLY Tongatapu 5 is the Western region of Tongatapu Island and it includes the village of Ha’atafu, Neiafu, Kanokupolu, ‘Ahau and Ha’akili, Kolovai, Ha’avakatolo, Fo’ui, Masilamea, Te’ekiu, Nukunuku, Matafonua, Matahau, Vaotu’u, Ha’utu, Fahefa and Kala’au. ‘Atataa Island is also included in Tongatapu 5 because, like Kolovai, it is an estate of Noble Ata. This constituency also includes the uninhabited islands of Toketoke, Tufaka, ‘Alakipeau, and Polo’a. In addition the more distant uninhabited islands of ‘Ata, Telekitonga and Telekitokelau have been included in Tongatapu 5. The Eastern boundary of the constituency follows Vimahi Rd and the boundary between the estates of Tu’ivakano and Noble Vaea.

TONGATAPU 6 ELECTORAL CONSTITUENCY

GENERALLY Tongatapu 6 contains the rest of the Western villages namely, Hofoa, Puke, Sia’atoutai, Fatai, Lakepa, Houma (including Matangiake and Makapaeo), Ha’akame, Ha’alalo, ‘Utulau and part of Pea (the settlements, Liahona, Kahoua and Lomaiviti). The boundary through Pea follows the road and estate boundary behind the Royal Villa.

PRECISE BOUNDARIES All of the land area enclosed by the line following the Mean High Water Mark of the islands of Matu’anua, Motu Lekaleka, Pousini and Koloa; and all that portion of Vava’u Island which is enclosed by the following boundary lines – Beginning at the point where the imaginary continuation westward of the boundary between the estates belonging to Luani and Fotu meets the Mean High Water Mark on the western coast of Vava’u Island (18° 35’ 59”, 174° 00’ 35”), thence eastwardly and southeastwardly along that estate boundary to its junction with the boundary of the estate belonging to Tu’ipelehake (18° 36’ 06”,174° 00’ 12”), thence southeastwardly along the boundary between the estates belonging to Tu’ipelehake and Luani and along the imaginary continuation of that boundary to the point where it meets the Mean High Water Mark on the coast (18° 36’ 21”, 173° 59’ 53”), thence northwestwardly along the Mean High Water Mark around the coast of Vava’u Island to the point where the imaginary continuation westward of the boundary between the estates belonging to Tu’iha’ateiho and the Government meets the Mean High Water Mark on the coast north of Neiafu (18° 27’ 15”, 173° 58’ 37”), thence eastwardly, northeastwardly, southeastwardly, northwardly and southeastwardly along that estate boundary to its junction with an unnamed road (18° 37’ 18”, 173° 57’ 53”) thence continue southeastwardly along the centreline of that unnamed road and the imaginary continuation of that unnamed road to the point where it meets the Mean High Water Mark on the east coast of Vava’u Island, thence northwardly along the Mean High Water Mark around the eastern, northern and western coast of Vava’u Island to the point of commencement.

GENERALLY Ongo Niua 17 contains the entire Niua Group (Niuafo’ou Is, Niuatoputapu Is and Tafahi Is). The uninhabited islands include Motulahi, Motusi’i and Motumolemole, located in the Niuafo’ou lake known as Vailahi, as well as Hunganga and Hakautu’utu’u in Niuatoputapa.
