DATE: January 20, 2014 Special TOPIC: CBT Grant Funding 2014 PROPOSAL: 2014 CBT - Community Initiatives Program funding applications PROPOSED BY: Staff ______ANALYSIS SUMMARY: Columbia Basin Trust Community Initiative Program (CBT-CIP) funds are allocated to the City of Nelson each spring. A Council resolution is required to finalize the City’s approach and Council’s allocation of the 2014 CBT-CIP grant funding.

BACKGROUND: In the fall of 2012 Council reviewed the CBT-CIP application process and implemented changes for the 2013 application intake. The following key areas guided changes made to the City of Nelson application process in 2013:

Planning: A number of strategic goals and objectives have been identified through various community planning projects over the past few years and it is important to keep this planning alive for the City of Nelson to thrive. Some of the planning initiatives include the Active Transportation Plan; Affordable Housing Strategy; Path to 2040 Sustainability Strategy; Sustainable Waterfront and Downtown Master Plan and the Community Energy & Emissions Action Plan. Each plan was a considerable community undertaking. One way to keep these initiatives alive and central is to use the plans as the guiding tools whenever possible. Council agreed that the annual CBT granting process provides an ideal opportunity to encourage the greater community to become familiar with the city’s planning documents and work towards meeting the goals and recommendations that have been articulated by the community through this planning.

Arts & Culture: Council has supported the cultural sector through the creation of the Cultural Development Committee and appointment of the City’s Cultural Development Officer. In past years Council has continued to support development of this sector by continuing to allocate up to 35% of the funding to the cultural sector.

The Path to 2040 Sustainability Strategy recognizes four pillars:

In 2014 Council needs to determine whether • To allocate equally to each pillar • To continue to allocate up to 35% to the culture sector and request the CDC continues to adjudicate Arts, Heritage and Culture applications separately • To not preset an allocation but determine each application based on its merit and benefit to the community.

Administration, RDCK and Basin Communities: RDCK is in year 4 of a 5 year contract to administer funding on behalf of the Columbia Basin Trust. Under this contract, the RDCK administers applications on behalf of 20 jurisdictions including the City of Nelson. The City of Nelson has communicated with the RDCK regarding changes made to the application process. Council makes all final recommendations for grant funding allocation to the RDCK Board.

Council asked staff to ensure that applicants were adequately educated and supported while changes to the City of Nelson application process were implemented. Staff undertook the following approach in 2013: • Two grant workshops were hosted by the City and were well attended; • The CBT hosted two grant writing workshops for Nelson applicants (staff attended); • Ample advertising and information was provided in 2013 including ads, workshop handouts, presentation materials, links to resources etc. In addition a staff contact provided support whereby the RDCK referred City of Nelson applicants to City hall for assistance wherever requested. • The ‘en masse’ presentation evening was revamped allowing community groups to book convenient timeslots managed in hourly time blocks for easy meeting flow; • The annual presentation / review process went paperless (except the large matrix sheets); • The decision matrix included weighting for alignment with Council’s priorities.

This process provides ample support and education to applicants, streamlines the presentation evening and focuses intently on promoting the City’s planning initiatives to all involved.

BENEFITS, DISADVANTAGES AND NEGATIVE IMPACTS: Volunteer and charitable community groups contribute immeasurable to the quality of life enjoyed by everyone in Nelson. While the CBT funds and RDCK administers the CIP community grants in our region, Council’s role in the approval process is considerable. Promoting a spirit of collaboration towards the community’s strategic planning goals and objectives is an approach which benefits the whole community. Further, a regular review of Council’s approach to supporting community groups is recommended.

LEGISLATIVE IMPACTS, PRECEDENTS, POLICIES: The RDCK administers the Community Initiatives Program on behalf of the CBT.

COSTS AND BUDGET IMPACT - REVENUE GENERATION: The total CBT-CIP funding available to the City of Nelson over the past 3 years is as follows: 2010 $120,856 – up to $42,300 (35%) allocated to the Arts, Culture and Heritage (ACH) sector 2011 $132,882 – up to $46,509 (35%) allocated as above 2012 $126,445 – up to $44,256 (35%) allocated as above

IMPACT ON SUSTAINABILITY OBJECTIVES AND STAFF RESOURCES: The City’s planning initiatives were intended to build and sustain a healthy and vibrant community both now and in the future. By aligning community grants with the identified goals, objectives and key focus areas, the community’s planning initiatives should become the lens which is forefront in all decisions which impact the community and City of Nelson. These goals and objectives may be advanced more successfully with a collaborative effort to move Nelson forward in this way.

COMMUNICATIONS: Based on feedback received from Council during funding deliberations, staff proposes that the 2014 communication strategy contain the following:

The City of Nelson recommends that 2014 Community Initiative Program applications be strengthened by ensuring that these five key areas are carefully considered: 1. All initiatives that benefit the region as a whole should indicate that proportional funding is being requested from the other jurisdictions that benefit mutually in the region. 2. Applications should show any other funding streams available for the proposed initiative. (NB: The City website will provide links to funding resources as well as CBT and RDCK staff contacts for further information). 3. Demonstrated alignment between the initiative goals and the City’s Path to 2040 Sustainability Strategy goals and objectives. 4. Complete and solid supporting financial information is provided for all initiatives/projects. 5. The end result of any application should not see displacement of higher levels of government funding. Granting CBT-CIP funds should not result in higher levels of Government (provincial or federal) downloading its responsibilities to municipal jurisdictions.

OPTIONS AND ALTERNATIVES: • Council allocates equally to each pillar of sustainability • Council continues to allocate up to 35% to the culture sector and requests the CDC continue to adjudicate Arts, Heritage and Culture applications separately • Council does not preset funding allocations and determines the merit of individual applications received in 2014 • That the communication strategy and process used in 2013 continue with five key recommendations to strengthen applications added to replace the need for workshops

RECOMMENDATION: That Council passes the following resolutions: 1. That Council set a soft target of allocating funding equally between the four core areas of sustainability based on the quality of applications and how they meet with community goals; 2. That staff maintains the same administrative process and communication strategy implemented in 2013 and continues to educate City of Nelson applicants; and THAT, workshops be hosted every other year (as required) with web based resources and staff support available to assist applicants in strengthening their applications and aligning with the City’s Path to 2040 goals and objectives.

Project Proposal Application Deadline - Monday, March 3, 2014 4:30 p.m. PST Program Description

Columbia Basin Trust’s (CBT) oldest programs - the Community Initiatives Program (CIP) and Affected Areas Program (AAP) support projects identified as priorities within individual communities.

The CIP and AAP are funding programs designed to help address the needs of Basin communities. The programs are flexible and able to accommodate individual processes and incorporate community-based funding decisions to better meet local priorities. CIP funds are allocated on a per capita funding formula. AAP uses a combination of per capita and lump sum funding criteria. Funds are distributed once a year to CBT’s local government partners: the Regional Districts of East Kootenay, Central Kootenay and Kootenay Boundary, City of Revelstoke, Town of Golden, Village of Valemount and the Ktunaxa Nation Council. Criteria for Projects "Program Funds are for Meeting Community and Public Needs rather than Private Needs"

i. The Columbia Basin Trust Act requires CBT funding not relieve any level of government of its normal obligations. Program funds are not to be used to fund basic infrastructure activities such as roads, sewers, water systems, and core services provided through any level of government taxation. ii. Non-registered, non-profit groups, societies, and organizations are entitled to a “maximum payment of $4999 per project proposal”. iii. Registered non-profit groups, societies, and organizations may request funding support from each electoral area up to and exceeding $4,999 per project proposal. iv. Sponsor Organizations assume financial and project responsibility on behalf of sponsored organizations. Individual and private sector proposals must be sponsored by a non-registered or registered non-profit group, society or organization and clearly demonstrate community benefits. The amount of funding a sponsored proponent may apply for is conditional on the status of the sponsor as outlined above (items ii and iii). v. Proposals must include project budget information. Project startup costs are acceptable however; ongoing operational costs that pose potential multi-year expense implications will not be accepted. vi. It is anticipated the project described in Attachment A be completed during the 2014/2015 funding year and a final financial report accompanied by copies of invoices/receipts in support of project expenditures be submitted to this office upon completion of the project or upon expenditure of funds, whichever comes first. vii. CBT is committed to ensuring that other funding opportunities are sought to support projects in the Basin. Accordingly, project proponents are encouraged to seek funding from other sources to assist with their projects and not to rely solely on CBT CIP/AAP funding. viii. Failure to adhere to these conditions will affect consideration for the 2014/2015 funding year.
