BOARD CHANGES AT THE COMPETITION AND CONSUMER COMMISSION OF (CCCS)

1. The Ministry of Trade and Industry (MTI) today announced board changes at the Competition and Consumer Commission of Singapore (CCCS). These changes will take effect on 1 January 2021.

2. MTI has appointed a new Chairman and three new Members to the Board of CCCS:

3. Current CCCS Chairman Mr Aubeck Kam, Permanent Secretary (Ministry of Manpower) and Board Member Mr Kwek Mean Luck, Solicitor-General (Attorney-General’s Chambers) will be stepping down upon the completion of their term.

4. Mr Lee Chuan Teck, Permanent Secretary (Development) for MTI, expressed his appreciation to Mr Aubeck Kam for his contributions to CCCS during his time as Chairman of CCCS. Mr Lee said, “Under Aubeck’s leadership, CCCS

Annex Current Chairman (until 31 December 2020)

Mr Aubeck Kam Tse Tsuen Permanent Secretary Ministry of Manpower

Mr Kam joined the Singapore public service in 1989. He graduated with a law degree from King’s College London (1992), and was admitted to the Overseas Bar of Lincoln’s Inn (1993). He holds a Master in Public Management (2001) from the Lee Kuan Yew School of Public Policy.

He has held senior appointments in various public sector organisations, including the Singapore Police Force (1989 to 2002; 2004 to 2006), the Ministry of Trade and Industry (2002 to 2004), the Deputy Secretary of the Ministry of Manpower (2006 to 2010), Chief Executive Officer of the Media Development Authority (2010 to 2012) and Permanent Secretary of the Ministry of Communications and Information (2012 to 2016). He has been Permanent Secretary (Manpower) since May 2016.

Mr Kam was appointed Chairman of CCCS on 1 January 2015. Under his guidance and stewardship, CCCS continued rigorous enforcement against anti- competitive conduct, building a robust and credible competition regime in Singapore. In April 2018, CCCS took on an additional role of Consumer Protection, which empowered CCCS to harness the synergies of enforcing both the Competition Act and the Consumer Protection (Fair Trading) Act.

New Chairman and Board Members

Mr Max Loh Khum Whai Managing Partner, Singapore & Brunei Ernst & Young

Mr Loh is the Managing Partner, Singapore and

Brunei, at Ernst & Young (EY) since 2019. He was also the former Managing Partner, Singapore and ASEAN, and has more than 18 years of experience as a Partner at EY.

He has vast experience in providing assurance and business consulting services to a broad range of clients spanning from technology, food and beverage, construction, manufacturing and trading companies, hotels, financial institutions and Governments.

Mr Loh has led assignments as reporting accountant for companies across Asia-Pacific on the Singapore Exchange, Hong Kong Stock Exchange and Shenzhen Stock Exchange. He has also been in the reporting auditor role in reverse takeovers. He is highly experienced in helping companies perform due diligence reviews in their acquisitions as well as in strategic planning, reorganization and transformation projects for companies.

He sits on the Board of Health Sciences Authority, Singapore Polytechnic and Enterprise Singapore, Singapore Institute of Directors, Singapore Management University (School of Accountancy) and Economics Society of Singapore.

He is also a Fellow Certified Public Accountant (CPA), Institute of Singapore Chartered Accountants. He is the Deputy President and Fellow CPA, CPA Australia (Singapore) and Deputy Chairman of ISCA Cares Ltd. Mr Loh graduated with a Bachelor in Accountancy from the National University of Singapore.

Ms Koh Puay Eng Agnes Chief Risk Officer Singapore Exchange

Ms Koh is the Chief Risk Officer at Singapore Exchange Limited (SGX) since 2014. As Chief Risk Officer, she is responsible for championing and

leading enterprise risk management activities across the organisation, formulating the risk framework and assessments for new products and business strategies, and managing the clearing risks of SGX’s securities and derivatives clearing houses.

Prior to her appointment as Chief Risk Officer, she was the Vice President in risk management and has worked through various roles within risk management in her 15 years with SGX.

Before joining SGX, she had 11 years of experience at the Monetary Authority of Singapore in managing foreign reserves and was an auditor at Arthur Andersen & Co for 2 years.

She is the Chairman of Energy Market Company (EMC), a wholly owned subsidiary of SGX, Vice Chairman of CCP12 Global Association of Central Counterparties (CCPs) and Board member of the People’s Association – Investment Advisory Committee and U.S. Commodity Futures Trading Commission.

Ms Koh is a Chartered Accountant and a member of the Institute of Singapore Chartered Accountants and a Chartered Financial Analyst. She graduated with a Bachelor of Accountancy (Hons) from National University of Singapore.

Ms Mallika has over 20 years of private sector experience in the Banking & Finance industry. She is currently the Chief Operating Officer (Asia Pacific) &

operations in the region and ensure the successful implementation of any business expansion plans.

Prior to her current role, Ms Mallika held management positions within Deutsche Bank including Chief Operating Officer of Corporate and Investment Bank, Asia Pacific and Chief Operating

Officer for the Global Markets Division.

Over the course of her financial career, Ms Mallika also held positions with the Consulting Group and the Cargill Strategic Investments Unit in the United States. She had 11 years of experience at the Monetary Authority of Singapore in various roles relating to banking supervision and financial centre development.

Ms Mallika graduated with a Bachelor of Business Administration from the University of Singapore.

Mr Jaspal Singh S/O Gurbachan Singh Senior Research Fellow Institute of Policy Studies

Mr Singh is currently a Senior Research Fellow (part- time basis) at Institute of Policy Studies.

Prior to his appointment as Senior Research Fellow, he was the Chief Executive Officer (CEO) of ComfortDelGro (UK & Ireland) for 14 years from 2004 to 2018. As CEO, he headed 12 passenger land transport (bus, coach, taxi and private hire) businesses. These businesses collectively accounted for £500m in revenue in 2017, or 22% of ComfortDelGro Group’s annual turnover.

Prior to joining the private sector, he had over 26 years of Senior Executive/ Board-level experience in the Singapore public sector. His key past appointments in the Singapore public sector include Deputy Secretary at the Ministry of Finance and Ministry of Transport, and Director of Budget at the Ministry of Finance.

In 2018, he was awarded the “Outstanding Overseas Executive of the Year, 2017” at the Annual Singapore Business Awards organised by DHL and Singapore
