CHURCH BUILDING--PARSONAGE COMBINATION PLAN:

A statement concerning a Church Building and Parsonage Combination Plan was presented from the General Conference Officers. After consideration, it was--

VOTED, To approve the statement concerning a Church Building and Parsonage Combination Plan, and recommend it to the 1970 Autumn Council for inclusion in the Working Policy, as follows:

CHURCH BUILDING -- PARSONAGE COMBINATION PLAN

Suggestions and examples were presented of a combination church building-- parsonage type of construction plan which is particularly adapted to some of the smaller congregations where financial support is limited. This plan includes two types of such a combination—one where the emphasis is on a future enlargement of church facilities by taking over the space temporarily utilized for a parsonage, and the other where it could be used exclusively as a residence, but tete some area is included for use as a church meeting place.

The question considered was whether or not such combination plans could be developed on the basis of borrowing funds through a bank mortgage plan with repayment of principal and interest over a period of twenty years similar to that of an ordinary residence financing plan. Favor was expressed for such a plan provided the following conditions are observed:

1. That the church building or meeting area be an integral part of the parsonage or vice versa so in appearance it would be one building.

2. Such plans be limited to construction by the smaller congregations with maximum seating capacity in the meeting hall area of approximately 100/125 persons.

3. Not more than one such plan to be constructed in a district. 70-39 April 2, 1970

4. The land to be fully paid for and the property to be titled in the name of the conference association.

5. The size or total cost of such a construction project be limited so that monthly financing payments not exceed double the conference rent allowance to the worker in the area.

6. The amount of the mortgage loan and monthly payments to the bank would follow the usual banking rules, but we would encourage a relatively high mortgage pay-off ratio on the basis of a time period not to exceed twenty years.

7. Only conference workers to be "assigned to live in the parsonage area.

8. Union conference committees should exercise caution in approving too many such projects in the same conference.

9. projects costing $35,000.00 or over require General Conference Com- mittee approval in harmony with the policy (GC Policy, p. 233, par.12).

MINISTERIAL INTERNS-- NINTH QUARTER FINANCIAL POLICY:

Recommendations from the General Conference Officers concerning Ministerial Interns who return to the Seminary from the field were considered, and it was --

• VOTED, To adopt the recommendations as follows:

MINISTERIAL INTERNS, 9th QUARTER FINANCIAL POLICY

Recommendations for 9th Quarter Financial Policy covering Ministerial interns who return to the Seminary from the field:

1. That salary and allowances be the same as the field rate.

2. That the policy on pages 293/94 of the Working Policy entitled "Assistance for Currently Employed Workers Attending the Seminary," be adhered to in relationship to the attendance at the ninth quarter. Briefly stated this is:

a. Travel to and from the Seminary to be paid by the General Conference Seminary Student Subsidy Fund.

b. The employing organization to reimburse the worker for regular tuition charges, matriculation,and library fees and up to $15.00 for textbooks.

c. If the employing organization authorizes a worker to take his family with him and retain his living quarters in his field of labor, the full rental at the Seminary be paid by the employing organization.

d. If the worker returns to the Seminary without his family, that up to $35.00 a month be allowed for rent charge for the worker's single room by • his employing organization. April 2, 1970 70-40

e. If his family is not with him n special living allowance of one- half the General Conference daily travel allowance be granted by the sending organization.

3. That this plan be operative for two years and restudied at the end of that time.

SUSTENTATION POLICY-- DATE FOR DETERMINATION NUMBER OF FULL-TIME EMPLOYEES:

The present sustentation policy provides that Publishing Houses and Medical Institutions use June 30 as the date for determining the number of full-time employees which is used in setting the contribution rates for the ensuing year. Some institutions have indicated that a little later date would be preferable.

VOTED, That the date which is used for the determination of the number of full-time employees in our Medical Institutions and Publishing Houses for the purpose of setting the contribution rate to the Hospital Retirement Fund and the Publishing House Sustentation Fund be changed from June 30 to September 33, and that this change be incorporated in Paragraphs 17 and 18 of the North American Division Sustentation Policy and Paragraph number 3 of the North American Division Hospital Retirement Plan.

• Further VOTED, That the foregoing action be recommended to the 1970 Autumn Council, for insertion in the Working Policy.

LOMA LINDA UNIVERSITY-- GOVERNMENT GRANTS:

On request of the Loma Linda University, and in harmony with the pro- visions made in the decision at the 1969 Autumn Council, it was--

VOTED, That authorization be given to Loma Linda University to renew the existing grants (and grants of a similar nature that replace existing grants); and that these grants be renewed with the approval of the Executive Committee of the Loma Linda University Board.

1970 GENERAL CONFERENCE SESSION-- YOUTH OBSERVERS:

Recommendations from the North American Division Union Presidents' Council, held in Loma Linda, California, January 28-February 1, 1970, and from the General Conference Officers and Union Presidents, concerning General Conference session youth observers were presented, and adopted as follows:

In order to provide representation at the 1970 General Conference session from among the younger members of the church constituency, it was-- 411 VOTED, 1. To recommend to the respective unions that provision be made for young people to he sent from the unions as "observers," age 18-25, as follows: April 2, 1970 70-41

1--Caucasian from each union; • 1--Black from the Atlantic, Columbia, Lake, Pacific, and Southern Unions; 1--Spanish or other minority representative from the Atlantic, Columbia, and Southwestern Unions;

2. The individuals to be appointed under this plan will receive the same allowances as regular delegates.

The General Conference Officers are requested to appoint a group to pre- pare guidelines to implement the above recommendations.

REGIONAL CONFERENCES AND HUMAN RELATIONS:

Recommendations from the General Conference Officers and Union Presidents were presented and adopted as follows:

1. Seventh-day Adventist churches open their doors to any would-be wor- shipper or prospective member regardless of race or color and welcome such with brotherly love and concern. Where it is felt that this principle is violated it is the duty of the next higher organization to investigate and recommend effective measures to correct.

2. The following additions to the baptismal vow and Church Manual are being recommended to the General Conference session:

"6. All who enter the kingdom of heaven must have experienced conver- sion, or the new birth, through which man receives a new heart and becomes a new creature. Thus, regardless of ethnic or social background, he becomes a member of 'the whole family in Heaven and earth.'" (Matt. 18: 3; John 3: 3; 2 Cor. 5: 17; Eze, 36: 26, 27; Heb. 8: 10-12; 1 Peter 1: 23, 2: 2; Eph. 3: 15; Acts 17: 26.)

"13. Do you believe that the Seventh-day Adventist Church is the remnant church of prophecy into which people of every nation, race, and language are invited and accepted, and do y$22:1 desire membership in its fellowship?"

At an appropriate time during this session a forthright statement should be made by the leadership of the Church dealing with and giving support to the position of the Church on race relations.

3. Conferences selecting qualified spiritual leaders as pastors shall not be limited by race or color. Should some black pastors be appointed to white churches and some white pastors to black churches, a very desirable example of church fellowship and understanding would result; therefore programs to this end should be undertaken with the support and guidance of unions.

4. In order to make our public ministry more effective and to help members • and potential members realize the importance of this brotherhood, conference administrators are urged to make clear to pastors and evangelists that it is their duty to teach these principles as a part of the gospel and our special message for the world. We further recommend that prospective members be so instructed either in the baptismal class or in personal Bible studies. April 2, 1970 70-42

5. Special emphasis should be given to human relations workshops to implement resolutions which unless carried out, are useless. These workshops should include all workers--field, educational, and institutional, and leading laymen from both black and white conferences and churches. It is recommended that union and or conference-wide human relations workshops be conducted in every union in North America before the 1971 Autumn Council.

6. Where normal entrance requirements are met, all Seventh-day Adventist schools from the elementary to the university level shall admit Seventh-day Adventist youth to the school of their choice without regard to race or color. Where a church-supported school fails to follow the counsel of the Church as stated on this point, it is the duty of the next higher organization to investigate and recommend corrective measures.

7. A bi-racial commission of not more than 7 members shall be appointed in the North American Division to deal with complaints of discrimination or exclusion and other problems that arise in the area of race relations that may be appealed to it for help. This commission in cooperation and in counsel with the union conferences and/or the local conference and/or the institution shall have authority to act immediately, making a thorough investigation and seeking solutions to these problems.

8. On the union conference level positive steps should be taken to open doors in the area of administrative and departmental leadership for those who have demonstrated their ability and qualifications to serve all segments of the Church. In unions where there are regional conferences or where there is an organized Regional Department, the administrative officer level should include black leadership.

9. Black personnel shall be selected to serve in our publishing houses, hospitals, academies; colleges, universities and other denominational insti- tutions on the staff and/or administrative levels. Where it seems advisable institutions should institute training programs for the development of black personnel in technical and administrative skills.

10. There is a missionary magazine dedicated to the black community in North America. The circulation of this journal is primarily the responsibility of the regional churches. The Autumn Council of 1967 voted to help finance an /WO- tiate Circulation Manager for Message Magazine. We reaffirm that recommendation on the basis of the 1967 agreement on union participation and ask that this be implemented in the immediate future.

11. At the time of the annual North American Union Conference Presidents' meetings one or more black administrators on the union level will be invited to participate as well as representation from the Regional Department of the General Conference.

12. In order to provide opportunity for the presidents of Regional Conferences (including the Secretary of the Regional Department of the Pacific Union) to consult together regarding problems distinctive to their work, Autumn Councils will schedule two meetings of this group each year, under North American Division leadership, in conjunction with other regularly called meetings. When additional meetings are required such would be arranged • by the North American Division administration. April 2, 1970 70-43

13. The next edition of the Ministers' Manual should include as a part of the ministerial candidate's examination before ordination questions regard- ing the candidate's attitude toward human relations.

14. We recommend that the General Conference lay plans to provide literature that would be useful in operating human relations workshops, setting forth standards, guidelines and procedures in this area.

15. We recommend that the General Conference Officers develop some plan whereby reports of progress in human relations may be publicized throughout the constituency in North America on local as well as general levels.

16. We recommend the adoption in principle of the following plan of financial relationships involving Regional work:

The General Plan

It is suggested that in addition to funds provided by existing policies and union appropriations for Regional work, a new fund be set up by the General Conference which would be reverted to the unions, who in turn would allocate amounts to the Regional work to be used only for capital improve- ments and denominational scholarships. The amounts reverted to the unions would be in proportion to tithe income received by the General Conference for each union. The fund would be known as "Regional Capital Reversion Fund." This plan is to be reviewed at the end of three years. The General Conference portion of these funds will remain with the General Conference to be distributed by the North American Division Committee on Administration upon recommendation by the union conference presidents at the time of their annual meeting.

This fund would be made up from sources of non-tithe income calculated on the following basis:

1. From the unions--20 % of the union share of tithe received from Regional conferences or Regional churches.

2. From the General Conference--6 % of the General Conference share of tithe received from the Regional conferences or Regional churches.

Based on 1969 figures this would result in a fund total as follows:

Implementation

This plan could be effective as from January 1, 1971 (if approved by the Autumn Council of 1970).

Unions would remit amounts to the General Conference monthly along with their regular report.

The General Conference would also credit its share to the fund monthly.

Then beginning with the close of April, 1971, the amounts would be reverted to the unions following the close of each quarter. This would keep the rever- sions to the unions quite current and result in four regular remittances each year. The unions could then be flexible in relation to the Regional conferences and local churches according to the allocations or needs as they arise. Distribution of the General Conference share through the unions to the desig- nated projects would be done on an annual basis to begin after the total for the first year had been credited to the fund.

NOMINATING COMMITTEE AT 1970 GENERAL CONFERENCE SESSION-- REPRESENTATIVES ON:

Study has been given to a method for the selection of the members of the Nominating Committee from the Regional Department delegates at the 1970 General Conference session.

VOTED, That at the time when the various delegations assemble at the 1970 General Conference session for the purpose of selecting their personnel for the Nominating Committee, the Regional Department delegation meet as a group with the Vice-President for North America as Chairman, for the purpose of naming their representatives for the Nominating Committee.

ANDREWS UNIVERSITY—HUMAN RELATIONS WORKSHOPS:

A statement was made concerning Human Relations Workshops which have re- cently been held at Andrews University. We have had workers attend, primarily pastors, from the various conferences, and mostly from the Lake Union Conference. They have come from other unions, though in small numbers. The group has been evenly divided between black and white. They share their service and ideas. Many concepts have been broadened. Ties of friendship and recognition have been also deepened. Not only does this program need to be continued for ministers, but also in the institutions. We hope that as adminis- trators become aware of this program they will be willing to send a few indi- viduals, both black and white, to Andrews University to participate in some of these Workshops. It is felt these Workshops can help bridge the communications gap. April 2, 1970 70-45

Announcements were made of Workshops planned for the future. The Workshops are held on the campus from Monday evening until the next Sunday noon.

MESSAGE MAGAZINE CIRCULATION:

VOTED, To reaffirm the 1969 North American Division Committee on Administration Autumn Council action on Message Magazine circulation as re- corded in the 1969 NADCA Autumn Council minutes.

LOMA LINDA UNIVERSITY-- GOVERNMENT FUNDS FOR DENTAL SCHOOL:

The request of the Loma Linda University for permission to apply for a government grant for a new dental facility at Loma Linda was brought through the Church and State Committee to the North American Division Committee on Administration. Under existing policy, it is impossible to grant permission for the University to take advantage of government funds for the construction of a new teaching facility.

We recommend,That further study be given to the policy on government grants, and that a report be given to a North American Division Committee on Administration meeting to be called at the time of the 1970 General Conference session.

INNER CITIES AND OTHER DISADVANTAGED AREAS:

The Vice-President for North America gave a progress report on the work being done by the committee studying this problem. Further study will be given to this item before it is presented to the 1970 Autumn Council.

VOTED) To approve the request to borrow $20,000.00 in connection with the construction of a church in Tunkhannock, Pennsylvania; with the understanding it will be repaid within five years and is underwritten by the union and local conferences.

NORTH PACIFIC UNION CONFERENCE-- REQUEST TO BORROW FUNDS:

On request of the North Pacific Union and Upper Columbia Conferences, and in harmony with the recommendation of the Committee to Consider Borrowing of Funds, it was--

VOTED, To approve the request to borrow $46,000.00 in connection with the construction of the Blue Mountain Church in Athena, Oregon; with the understanding it will be repaid within three years and is underwritten by the union and local conferences.

CALLS:

Since the deadline for passing calls for educational workers is May 1, it was--

VOTED, To grant clearance to the Secretarial Office to pass on until May 1 all calls for educational workers for which clearance has been given.

L. M. MORNS—SYMPATHY:

Report was given of a tragedy in Oshawa, Ontario, Canada, when the daughter of L. M. Mohns, the Ontario-Quebec Conference Publishing Secretary, was killed by assault in the home, during the absence of Elder and Mrs. Mohns who were in attendance at a meeting. This solemnizes our hearts.

VOTED, To send to Elder and Mrs. L. M. Mohns our condolences in the loss of their daughter.
