I. 1 SCOPE AND APPROACH OF THE SIXTH SUPERVISION AND EVALUATION

The sixth supervision and evaluation was taken between January, 2010 by the supervision and evaluation team. The main approaches are data research, keyman interview, field survey, and so on. The emphases of this report are the resettlement progress, resettlement fund distribution, resettlement policy, institutional arrangement of the resettlement, and to evaluate the resettlement effect in terms of family finance,living standard and income by interviewing affected people and resettlement cadres and field survey. II. 2RESETTLEMENT FUND AND PROGRESS

Resettlement of Gansu Luoding expressway project had been completed in the mass by December 31th, 2009. Project construction is complete. Gansu Land&Resource Department would distribute the land acquisition fee to each county. Then affected people get their land compensation from each county according to related policy. Resettlement fund payment met this project’s demand. Because the fragmentary land acquisition is ongoing uninterruptedly in the progress of the construction, so the land acquiristion compensation and the quantity of land occupied changes continually.

Changda Road Co., Ltd of Gansu Transportation Department has signed implementation agreement with each affected county’s people government about compensation for demolished houses and other attachments. Each county distributes compensation fee for demolished houses and other attachments to affected households. Resettlement fund of 804591000 RMB has been distributed. Information about resettlement fund is shown in table 1.

Land acquisition had been completed by the end of 2009. 23336.719 mu land has been acquired,including 9344.187 mu irrigable land, 7535.749 mu river dry land, 2040.127 mu hill dry land, 993.634 mu construction land, 54.87 mu land managed by city, 350.022 mu forest land shifted from agricultural use and 3073.0 mu afforestation land on barren mountains. Land acquisition affected 13508 households ,including 58316 people.

Houses of 1244 households, including 58316 people had been demolished by December 31th, 2009.

The status of land acquisition and new house construction progress is shown in table 2.

Comment: Resettlement fund payment satisfied this project’s demand. The progress of land acquisition and house demolishing can basically satisfy this project’s demand for construction land.

III. 3 LAND ACQUISITION AND RESETTLEMENT IN JINGCHUAN COUNTY

The land acquisition and resettlement made some progress in 2009, and 98% of the work has been completed.Land compensation fund has been distributed to the group. The use of the 20% land compensation fund which left in village collective must be censored by villagers’ committee, town government, county agricultural economy station, county financial dapartment, and land&resource department. The fund management is strict. In 2008, the compensation for land and demolished house has been made in Shuiquan group Xiangming village Wangchun town.

3.1Interview Record Interviewee: Lv Wenxiao Time: January 29th, 2010 Place: Wulipu Village in Jinchuan County Our village is open to traffic.The expressway is beneficial to us and it’s very beautiful.But people around it are affected after the expressway is complete. It’s not convenient to the masses. The drainage of stagnant water is not smooth because some of the former irrigation facilities are affected. The loud noise of the expressway affects people’s daily life.The subsidy of 20 Yuan per day which was formerly promised to the villages’ officials is not carried out. In general land acquisition and resettlement is stable.

Interviewee: Zhu Yongping Director Time: January 29th, 2009 Place: Duntai Village 9 mu land has been acquired and 60 houses have been pulled down in our village.Now the houses have been basically built . The compensation standard is the same as the former one.The houses are built up as planned and it took one month to build them.The existent problem is that residents living around the expressway are affected to some extent.It will be better after a long time.

Interviewee: Wang Hongbing Director Time:January 29th, 2010 Place: Shandixia Village The expressway has been completed and it is open to traffic. The settlement has been fully built up.The affected people have been settled well.As for production, because land is contracting by an individual,people decide their own mode of production on their own after gaining land compensation fund.There are many migrant workers in our village.So now land acquisition is over.

Interviewee: Tao Bureau Chief Time: January 29th, 2010 Place: National Land Bureau of Jinchuan County Now the expressway is open to traffic.95% of the work of land acquisition and resettlement has been completed.Now people are satisfied.The main work in our village is to settle people’s production well. The main work of our National Land Bureau is to solve the problem of agricultural land.There are a little land

1 SUPERVISION AND EVALUATION REPORT to be acquired .New land acquired is 29.7 mu.And there are 230 households who are collected.The collected are compensated according to the related policy.Now the rural road hae been completed basically and the affected people are liveing and working in peace and contentment. Comment: The land acquisition and resettlement work in Jingchuan County has basically been completed.The expressway has been open to traffic.The land compensation fee has been paid to the villagers according to the related policy and stipulation.There are no residual problems. It suggestes that the daily life of the household has restored.

3.2 Analysis on household sample family property change 28 household samples from 3 villages were chosen in Jingchuan county for analysis on the family property and cultivated land per capital.The land and house status of the household sample from Jingchuan county is shown in Table 3.The family property status is shown in Table 4.The cultivated land per capital changed after the land acquisition.But the change is not big.The land acquisition has big effect on the production and life of the affected people. The household sample investigation shows that, the new houses were built from the brick concrete.The quatily of the new house is better than the demolished houses, 16 of which are built from brick-wood and sand-wood.In the 3 years the family property such as color television refrigerator,washing machine,tractor,motor has increased.This shows that the daily life of the household has restored.The household sample status is shown in appendix.

IV. 4 LAND ACQUISITION AND RESETTLEMENT IN KONGTONG COUNTY

There is still some fragmentary land acquisition in Kongtong County in 2009.The compensation standard for the fragmentary land acquisition is still conducted according to the

4 SUPERVISION AND EVALUATION REPORT related stipulation. 98% of the work of land acquisition and resettlement has been completed. 4.1 Interview Record Interviewee: Time: January 29th, 2010 Place: Meixian Village We did a little work of land acquisition and resettlement. Now the work has been done already.In general the daily life of the household has restored. Comment: There are still some roadbed construction which is not been completed in Kongtong county. If it needs land acquisition and resettlement in the process of construction,we should compensate them according to the

ADB’s land acquisition policy.

4.2 Analysis on household sample family property change 26 household samples from 5 villages were chosen in Kongtong county for analysis on the family property and cultivated land per capital.The land and house status of the household sample from Kongtong county is shown in Table 5.The family property status is shown in Table 6.The cultivated land per capital changed after the land acquisition.But the change is big.The land acquisition has big effect on the production and life of the affected people. The household sample investigation shows that, the new houses of 6 households were built from the brick concrete. The demolished houses of 5 househoulds are built from brick-wood and sand-wood.In these 2 years the family property such as color television refrigerator, washing machine, tractor, motor has increased.This shows that the daily life of the household has restored.The household sample status is shown in appendix.

V. 5 LAND ACQUISITION AND RESETTLEMENT IN JINGNING COUNTY

The land acquisition and resettlement of Jingning County has been completed.. 5.1 Interview Record Interviewee: Wang Junwei Time: January 30th, 2010 Place: Gaochengzhai Village The land acquisition and resettlement of our village has been completed.The living and production of the affected people has restored.The restoration of production is decided by t themselves.For example,Zhang 7 SUPERVISION AND EVALUATION REPORT

Hua rented his house ,Zhou Shizhong bought a truck to transport things,Yang Tuijiang planted apple garden.The income of the affected people all changes a little and increase .This is the achievement of the development of economic and the land acquisition and resettlement the compensation makes all of us gain compensations.These compensations play a part in expediting the development of economic and increasing the levels of income. 5.2 Analysis on household sample family property change 26 household samples from 5 villages were chosen in Jingning county for analysis on the family property and cultivated land per capital.The land and house status of the household sample from Jingning county is shown in Table 7.The family property status is shown in Table 8.The cultivated land per capital changed after the land acquisition.But the change is not not big.The land acquisition has big effect on the production and life of the affected people. The household sample investigation shows that, the new houses of 18 households were built from the brick concrete. The demolished houses of 18 househoulds are built from brick-wood and sand-wood.In these 2 years the family property such as color television refrigerator, washing machine, tractor, motor has increased.This shows that the daily life of the household has restored.The household sample status is shown in appendix.

The land acquisition and resettlement work smoothly in Huining County.All the land acquisition and resettlement are arranged by the related regulation. 6.1 Interview Record Interviewee: Chai Weizhang Time: January 28th, 2010 Place: Jierzui Village During 2009 a few pieces of land was collected.Lands of 6 households was collected and one househould removed.The compensention standard does not change .In the process of construction of the 10 SUPERVISION AND EVALUATION REPORT expressway,some pieces of landin the field corner got 1.3 million RMB.The agreement has been signed.There are no residual problems in the process of land acquisition and resettlement work of Pingding Expressway. 6.2 Analysis on household sample family property change 42 household samples from 5 villages were chosen in Huining county for analysis on the family property and cultivated land per capital.The land and house status of the household sample from Huining county is shown in Table 9.The family property status is shown in Table 10.The cultivated land per capital changed after the land acquisition.But the change is not not big.The land acquisition has big effect on the production and life of the affected people. The household sample investigation shows that, the new houses of 24 households were built from the brick concrete. The demolished houses of 24 househoulds are built from brick-wood and sand-wood.In these 2 years the family property such as color television refrigerator, washing machine, tractor, motor has increased.This shows that the daily life of the household has restored.The household sample status is shown in appendix.

VII. 7 LAND ACQUISITION AND RESETTLEMENT IN ANDING COUNTY

The land acquisition and resettlement has been completed. 7.1 Interview Record Interviewee: Liu Dongping, Director of district Time: January 28th, 2010 Place: Dingxi district In 2009 5 households were removed in the process of Pingding Expressway project.The area comes to 998 sq.m..The compensation is 295434 RMB,which has been given out.Land acquisition is 48.364 mu,which needs compensation 777522 RMB.The compensation is not paid out all. In 2009 project office signed an agreement to solve residual problems.Total compensation is 1544798 RMB, which is all been paid out.The main problems to solve are that restoration of rurual road and closure due to expressway affects living and production level in 2009. People earn money mainly by planting potato and corn, while some others by working for others.These

13 SUPERVISION AND EVALUATION REPORT two years,income of workingfor others increases a lot.Now the wholeline is open to traffic and houses has all been built. Living and production standard of the affected people has restored.

Comment: The land acquisition and resettlelment progressed smoothly in Anding County.At the same time.It attached great importance to the internal monitor work.Now Anding County is setting up the database with project office.The living and production of the affected have restored..

The sample village survey shows that the per capita net income of these villages did not decrease in the four years of expressway construction, and increase in varying degrees. This is the result of socio-economic development; on the other hand expressway compensation fee is also one of the reasons for the increase in per capita net income of farmers.

IX. 9 CONCLUSION AND SUGGESTION

9.1 Conclusion

(1) Pingding Expressway is open to traffic. The land acquisition and resettlement work has been completed basically. The living and production of the affected people has restored.

(2) The five counties along Luoding Expressway attached great importance to the land acquisition and resettlement for this project. They held many cooperative meetings to solve the different problems rising from the land acquisition and resettlement.

(3) The land acquisition and resettlement work of the west line has been completed, and the fragmentary land acquisition and resettlement in the progress of the construction is under way.

(4) The distributing of the land compensation fund in every county has been completed, and the land compensation fund has been paid to the affected village groups and households.

(5)The sample househould survey shows that all the new house are made of brick and concrete.The quality of the house is much better than that before.

(6)The sample househould survey shows that the sample household property has increased after land acquisition in varying degrees,which shows that the daily life of the sample household is improved a lot.

(7)The related department in Jingning County should solve residential land problem of one household in Siqiao village.

(8)The project office sets up the database for tha land acquisition and resettlement of this project, which has got some progress.

(9)The project office has established internal monitor network of Changda Company General Project Office,project office,on-the-spot office,city,county,town,villageand the affected people,which functions as internal monitor all the time.

(10)The land acquisition and resettlement work of Jinghui road has been completed.

9.2 Suggestions

(1) We should make every effort to do the land acquisition and resettlement work of the pavement construction on the east section of expressway in 2010.

(2) We should make every effort to do the work of inspections of completion of land acquisition and resettlement of this project and complete the report of inspections of completion of land acquisition and resettlement.
