Incidents Update: During the reporting period 6 natural disaster incidents (five floods and one earthquake incident) were

reported.

North Region: (Update)

Sar-e-Pul Province:

Update: Flood incident was reported by ANDMA and the initial information indicated that an unknown number of families were affected in two villages (Alaghan Afghania and Arab Bay villages of Sangcharak district) on the 12th of April, causing one death. ANDMA, WFP, SC, and NRC representatives conducted a joint assessment on the 15th of April and found that 20 families have been affected and they are in needs of NFI and food items. Save the Children will provide NFIs and ANDMA will cover their food needs. Alaghan Afghania village, assessment of flood incident, IOM, 12 April 2013 : Update: In continuation of heavy rain, ANDMA reported that an unknown number of families affected by flash flood in four districts (Pashtonkut, Koshistan, Bilchragh, and Gorziwan), on the 12th of April. The assessment team consisting of ANDMA, WFP, ARCS, IOM, CHA, NRC, SC and RRD representatives initiated an assessment in the affected districts on 14th of April. 170 families were affected by flood in Bilchragh district, out of them, 21 families completely lost their houses, houses of 93 families were severely damaged and the rest families’ houses were partially damaged. SC will provide NFIs for 21 families and WFP will provide food items to 114 families.

The assessment result in Pashton district showed that 110 families have been affected (70 families’ houses completely destroyed and 40 families’ houses severely damaged). SC will provide NFIs to all families while WFP will cover their food needs. In addition, as per the assessment findings, in Gorziwan district of Faryab province, 84 families affected in three villages. Their main needs are: NFI, Food items, clothing and hygiene kits. IOM will provide NFI items, ARCS and SC the children will provide clothing and hygiene kits, while WFP will cover their food needs.

North Region (New Incident)

Balkh Province: Due to the recent flash flood that resulted in very harsh jelly and massive rainfall, huge number of families were severely affected and displaced in Sholgara, Kishindeh, charkent, Zari, Khulm and Nahr Shahi districts of province. An extra-ordinary PDMC meeting took place in Balkh governor’s office late evening on the 23rd of April 2013. The preliminary information indicates that two individuals died, five others missing and a number of the families severely affected in Sholgara district. Aid team consisted of ARCS, SC, Provincial council members and Nahr shahi district Governor rushed to Camp Sakhi and relocated the affected population to the closest schools. They found that 400 cattle were killed, some agricultural lands damaged and unknown number of families severely affected in above 6 villages in Charkent district. In response to the decision of the PDMC meeting, two joint

[2] assessment teams (DoRR, IOM, ANDMA, PIN, SC, NRC and WFP deployed to Kishindih and Sholgara districts to assess and verify emergency needs of the affected population. In addition, another assessment team (ARCS, IOM, SC, Provincial Council, and ANDMA) will assess affected villages in Nahr shahi district. Another PDMC meeting was held on the 24th of April in the presence of Minister of Agriculture and livestock and Member of Parliament. ARCS committed to provide lunch for 1000 displaced families in Kamp Sakhi, Ala Chapan School and Balkh new university building. Minister of Agriculture promised 200 tons of fouler, 100 tons of rice, seeds and the fertilizers to the affected population. Also the assessment team has found the following;

Sholgara District: 220 families affected, 7 persons died in three villages in Sholgara district. The assessment is still ongoing and the results are expected during 25th of April. Kishindi District: Two villagers, 4 shepherds and 420 cattle were killed and 4000 Jeribs of agricultural land affected, however no damages to the houses are reported.

Nahri Shahi Disrict: 131 families affected in one village. The affected families are living in the open space because the flood destroyed their houses. The assessment in the remaining villages is ongoing.

Sar-e-Pol Province: As per initial information from OCHA, on 24th of April, flash flood occurred in Center of Sari Pul province, affecting 100 families. ANDMA, ARCS, DoRRD, SC and WFP will conduct rapid assessment.

Central Highland Region:

Ghor Province (Lal Wa Sarjangal): According to the report from Lal District Governor Office and local community elders, on the 16th of April, around 36 families are affected as a result of flash flood in Lal Wa Sarjagal (Pikhil Jaw Qol village). ACF and District Governor office had mobilized their teams to the village to identify the needs of the affected families. In a separate incident on the 14th and 15th of April, as a result of thunderstorm/Lightening, 1 individual injured, 1 died in Lal district.

East Region:

Kunar Province: As per preliminary information from ANDMA, due to heavy rainfall, around 89 families are affected in 7 districts of (Sarkani, Asmar, Ghaziabad, Shegal, Marawara, Nurgal, Watapur). IOM together with Kunar ANDMA, IMC and WFP have started the assessment of the affected areas on 24th of April.

South Region

Kandahar Province: According to ANDMA, OCHA and community elders, 500 families are affected by flash flood, hail and storm in 4 districts of Kandahar ( (Karam Karaiz and Dawalak villages), Daman (Gari Kalay village), Dand (Haji Mawladad village), Arghandab (Baber village) on the 22nd of April. One person also died in Arghandab. The incident has also resulted in destruction and damages to agricultural land/crops. An ad hoc coordination meeting held on the 24th of April to form a joint assessment team. The team will start assessment on the 25th of April. Hilmand Province: IOM field staff in Helmand reported that approximately 250 families were affected by floods in two districts (Nad Ali and Marja) on the 9th of April. The same day, a PDMC meeting was held and a joint assessment team (WFP, IOM, IRC, HAPA, UNHCR and government line departments) was mobilised to the affected areas. The findings of the assessment were finalized on the 13th of Hilmand, Nad Ali, Distribution of IOM NFIs and WFP Food items, IOM, 21 April 2013 April. Out of 744 families, 191 families were in need of NFIs, emergency shelter and food items. IRC assisted all 191 families with household, hygiene, latrine kits and tents. IOM provided clothing and tarpaulins to 191 families on the 21st of April. WFP will provide food items to all 744 families and the distribution is still ongoing.

Urzgan Province: On the 12th of April, flood affected several houses in Tirinkot and Dehrawud districts. A joint assessment team (Save the Children, ARCS, WFP, and ARPD) assessed the area on the 14th of April. The finding of the assessment did not indicate any damages to houses; however agricultural land and surrounding walls of a house collapsed. Two children (9 and 11 years old) died as the wall of a house collapsed. Needs for NFIs and food items were identified by the team. UNICEF and WFP is in the process of distributing family kits, tarpaulins, hygiene kits and food items to 75 families.

Nangarhar: Nangarhar, Jalalabad, injured teen ager at Nangarhar Hospital, IOM, 224 April 2013 As per the initial information from different sources (governor Office, ANDMA and DoPH) 68 injuries and 3 deaths are reported, IOM is following and will mobilize the team for assessment in case damages to the houses are reported.

Kunar:

As per the initial information from different sources (ANDMA and DoPH) 6 injuries, one death and 40 houses are reportedly damaged. IOM field staff is in touch with relevant Gov. Departments, partners and will soon coordinate the assessments in the affected areas.

Kabul:

As per the report from CDCs, one house collapsed in Sorubi district (Gas Awlyia village), 2 women are injured and one person died. IOM is following with ANDMA and partners and will coordinate the response to the family.
