Based on the recommendation of the ministerial committee charged with following up on the preventive measures and procedures for the Coronavirus in its meeting on the morning of 11/1/2021, the Supreme Defense Council, convened under the presidency of the President of the Republic on 11/1/2021, issued a decision regarding the complete closure of the country as of the morning of Thursday corresponding to the 14th / 1/2020 until Monday morning, corresponding to 1/25/2021. The main highlights of the decision:

• Compelling the arrivals from Baghdad, Istanbul, Adana, Cairo and Addis Ababa to take specific measures • Prevent the movement of travelers across land borders, except in transit • The requirement to fill out the dedicated form on the electronic application (# Together Against Coronavirus) for all arrivals • Conduct periodic evaluation by a committee composed of the ministers of the interior, municipalities, public health, tourism, public works and transportation • Request to the concerned ministers to tighten the procedures provided by the law and the declared general mobilization situation • Tightening of the application of laws that penalize hospitals when they do not receive emergency cases, including cases of corona • Preventing going out and entering the streets and roads from five o'clock in the morning on Thursday corresponding to 01/14/2021 until five o'clock in the morning of Monday, corresponding to 1/25/2021, with some specific exceptions • Closure of all administrations, public institutions, independent interests, universities, public and private schools, various kindergartens, public parks, docks, public and private sports stadiums, both internal and external, and the Casino du Liban, with some specific exceptions.

• Excluding the main institutions of the Ministry of National Defense, the Ministry of Interior and Municipalities, in addition to the General Directorate of State Security, the Lebanese Red Cross, Civil Defense and firefighting groups of all kinds. Except for the General Directorate of Social Security, the General Directorate of State Employees' Cooperation, Mutual Guarantor Funds, insurance companies, health monitors, auditors and the TPA, in relation to hospital, health, pharmaceutical and laboratory approvals. An exception is also made for the Ministry of Public Health and its field and volunteer teams, hospitals, government clinics, social care centers, and everything related to the health sector in the hospital, pharmaceutical, laboratory, and pharmaceutical fields. The exception of Rafic Hariri International Airport and everything related to its management as well as the management of all sea and land ports, with the exception of the Electricity of Lebanon Corporation and all other institutions and companies that secure and distribute electrical current in all Lebanese regions, with everything related to production, feeding, distribution and emergency maintenance. In addition to the exception of the General Directorate of Oil at the Ministry of Energy and Water and the management of oil installations, with everything related to securing, storing and distributing fuels, including fuel stations, companies and institutions that import, store and distribute gas, the General Directorate of Water and Electrical Resources, water institutions, the National Authority of the Litani River and the General Directorate of Investment, And that is related to securing, storing and distributing water, and the private companies and institutions that undertake the mobilization and distribution of water. The Ministry of Communications, the Ogero Authority, and everything related to the telecommunications sector in terms of securing the continuity of the Internet service and the fixed and cellular telephone networks, in addition to the judges and lawyers related to securing remote trials for the purpose of deciding the requests for the release of detainees, as well as looking into emergency cases and urgent matters, and excluding the heads and members of the corps The diplomat, the International Red Cross, and United Nations personnel to the extent that would conduct emergency matters according to a decision issued by the UN Special Coordinator. An exception is also made for clerics who are assigned to tasks in social centers, provided that they possess a card of this capacity issued by the competent religious authorities and whose use is restricted during the period of closure

The General Directorate of Civil Aviation issued Circular No. 4/2 dated 01/12/2021 regarding passengers arriving to Lebanon from 01/14/2021 until 01/25/2021, and the most prominent of what was stated in it:

• A commitment by airlines to reduce the number of passengers to 20% • The necessity to bring a negative PCR test result before boarding the plane, within a maximum of 96 hours • It is necessary to fill out the Ministry of Public Health form before boarding the aircraft coming to Lebanon • Passengers must undergo a PCR examination upon arrival at the airport • Require quarantine for a period of 7 days in one of the approved hotels for those coming from Addis Ababa, Istanbul, Adana, Cairo, and Baghdad, and re-examination on the sixth day

• Obligating those coming from other countries to quarantine one of the approved hotels until the airport inspection results are issued • The exceptions are: diplomats and their families, officials, official delegations, UNIFIL, transit passengers to Syria, children under the age of 12, persons who received the vaccine according to an official medical report to be examined at the airport, persons who left Lebanon and returned to it within a period 7 days and complete quarantine in a hotel for a period of 72 hours or until the results of the examination are issued, the plane crews coming to Lebanon for a period not exceeding 48 hours, provided that they complete the quarantine in one of the approved hotels

• The Supreme Defense Council issued an exception to the media from the general closure decision, provided that the press card is approved to facilitate passage.

Examples of lack of adherence to safety measures

- Overcrowding in foodstuff stores, failure to organize roles on payment boxes, failure to respect the safe distance between customers, and the obligation to wear masks.

- Overcrowding inside banks and gatherings in front of cash withdrawal machines and money transfer offices.

- Violations of the car transport decision (single - legal).

- Failure of those in contact with confirmed cases to adhere to home isolation procedures until the results of the laboratory tests are issued.
