PREFACE The annual report of Handlooms, Textiles and Handicrafts Department contains the important activities taken up during 2018-19 for development of Handlooms, Sericulture, Textiles & Handicrafts sector in the State. Several initiatives have been taken to implement number of new activities with thrust on increasing the socio-economic conditions of weavers, artisans and sericulture farmers. Assistance have been provided for implementation of components like Technology up-gradation, construction of common facility centre, exposure visits, organization of exhibitions, design interventions and publicity for meeting the need of the sector. 24 Projects under Block Level Clusters Development Programme are under implementation for holistic development of handloom clusters. The life insurance schemes have been implemented successfully to ensure social security to weaver families. E-commerce activities of State level Organisations like Boyanika and Utkalika have been strengthened to establish sustainable market linkage with the buyers of both inside the country and abroad. Retail brands like FABINDIA, a Community Owned Company (COC) i.e. Odisha Artisans & Weavers Ltd. functioning in the State were associated with handicrafts and handlooms Sector with an objective to boost the marketing of Odisha hand-wovens and artifacts. The new projects have been introduced for i) Production of Odisha Handloom Fabrics in Natural colours and ii) Establishment of Women Weaving Complex at Atta in Keonjhar district, iii) Development of Quality Dyeing Manual for improvisation of colour fastness in dyeing, iv) Capacity Building for skill up-gradation of weavers, exposure visits, awareness camp, workshop, v) Development of Tourist village at Jaipur in Jagatsinghpur district etc. Foundation stone was laid for Setting up of Bunakar Haat Project at Balijuri and the construction work is under progress. In Sericulture, Cluster based sericulture activities have been proved viable through implementation of MGNREGA, RKVY, up-gradation of seed infrastructure and social security through AABY. Exposure visits and training were also carried out for sericulture farmers and private gainers to improve productivity. The raw silk production in tassar and eri has also shown an upward trend. Government in Handlooms, Textiles & Handicrafts Department has given importance to ensure growth and development of the textile sector in the State. In the present scenario of textiles requirement, garment industries is very much in the peak. With this vision, setting up of an Incubation center in Apparel manufacturing is under progress, to incubate future generation professional entrepreneurs of the State. Revival of the existing spinning mills through PPP and privatization mode has become a priority looking to huge cotton production in the State and to bridge the value chain in the textiles sector right from cotton production to ginning, spinning, weaving and garmenting. Further, looking to the future vision of textiles the importance of a separate structured Textiles Policy has been felt for which steps have been taken to develop the textile policy taking into account the Textile Policy of other States, present voids and gaps felt in the value chain of textiles. The first ever Odisha Handicraft and Handloom Development Council have been created to advise Government on plan and policy for development of Handicrafts and Handlooms sector in the State. The achievements of the Department are manifestation of the result that is achieved by effective team work. The team has worked hard, consistently and with clarity to achieve the objectives set out before it. The annual report provides a glimpse into the efforts put in and the outputs achieved by the Department. HANDLOOM SECTOR

Odisha, the land of art and culture is famous for its age-old handloom weaving particularly for its intricate IKAT design on handloom weaving. It is among the few states in the country that have excelled in this traditional craft and well known abroad as well for the highly artistic products, most of them not replicable in power-loom. The significant contribution to the country’s economy is also admirable as it provides a large scale of employment in the rural areas next to the Agriculture simultaneously preserving country’s heritage, culture. Sambalpuri Ikat, Bomkai of Sonepur and Boudh, Khandua, and Maniabandhi of Athagarh, Habaspuri of Kalahandi, Natural coloured Kotpad of Koraput, Tassar of Gopalpur, Fakirpur & Makidia etc, are some of the unique products of State which reflects the essence of traditional way of life with expression of their unparallel craftsmanship. Several developmental and welfare schemes of Government viz. National Handloom Development Programme, Promotion of Handloom Industries, 10% Rebate on sale of Handloom cloth, Barista Bunkar Sahayata Yojana, Yarn Supply Scheme, Handloom Mark Schemes etc. are being implemented by Government. Under the programme “Special package for weavers” declared by the Hon’ble Chief Minister, weavers are being provided with work shed, 100% assistance towards weavers share of premium for enrollment under insurance schemes of Government, Solar Lantern etc.. Various need based interventions for holistic development of the handloom clusters are also being taken up under the scheme “Block Level Cluster Development Programme”. The scheme “Micro Units Development Refinance Agency” (MUDRA) is implemented for providing credit linkage through financial banks with subsidized rate of interest. To provide raw material (yarn) at a competitive price 10% price subsidy is allowed under “Yarn Supply Scheme” to protect the weavers from competition in various fields. Handloom Brand and handloom marks are implemented to assure the customers on purchasing quality handloom materials. A brief note on different activities taken up in the handloom sector during 2018-19 under various schemes is given below. 1. STATE PLAN: 1.1 PROMOTION OF HANDLOOM INDUSTRIES: This is an ongoing scheme under State Plan and the activities have been expanded from time to time including “Special Package for Handloom Weavers” announced by the Hon’ble Chief Minister. In the year 2018-19, an amount of Rs. 3531.28 lakh was provided in the scheme and the amount was utilized under different

A. SPECIAL PACKAGE FOR HANDLOOM WEAVERS:

v. Construction of Work-shed – Government assistance is extended to provide fire proof work sheds to needy handloom weavers for better working environment, installation of looms and carrying out weaving activities in a safer place with higher efficiency. During the year 2018-19 it was targeted to provide work shed assistance to 1680 nos. of weaver families (Backlog years - 738 nos. and current year - 942 nos.), against which 783 nos. of weaver families have been benefitted against Backlog target.

v. Skill Up-Gradation Training of Weavers:

To provide regular and sustainable employment for day to day livelihood of the weavers as well as to develop their socio-economic status, skill up-gradation training in Basic Weaving, Tie-Dye making & weaving, Dyeing, Jalla & Dobby and Jacquard weaving are organized under Capacity Building programme for production of qualitative and value added products as per the demands of the consumers both in domestic and outside market. 54 training programmes were organized during the year 2018-19 covering 1060 weavers in different modules like Basic weaving, Weaving with Jacquard, Weaving with Jalla & Dobby, Dyeing and Tie & Dye making & weaving as detailed below. Additional sales of Rs.1.29 lakh generated due to visit of Tourists in the village.

Concretization of Loom Pit:

Government assistance is being extended for concretization of loom pits to save it from dampening and facilitate the weavers to work smoothly during rainy season. Loom pit of 1739 nos. of weavers have been concretized in different districts like Bargarh, Subarnapur, Sambalpur, Bolangir, Boudh, Dhenkanal, Sundergarh etc.

Marketing Activities:

Funds have been provided to organize and participate in National Handloom Expo /Special Expo /Exhibitions including International Fairs for wide publicity and sale promotion of Odisha hand-woven fabrics.

Technological Intervention :

Assistance is being provided to weavers & ancillary workers / PWCs to adopt modern techniques in pre-loom, on-loom and post-loom activities for product diversification and improvement in efficiency. 2862 nos. of new looms and weaving accessories have been provided to the weavers from different districts to improve quality and increase productivity so as to earn more. Supply of Fly Shuttle Frame Loom:- It is the vital machine for the weaver, in which he is producing the fabrics. So, Govt. has assisted the weaver to procure a new fly shuttle frame loom. In which the weaver is to bear only 10% of its cost (@ 90:10 ratio). After availing of the fly shuttle frame loom a weaver can be able to produce & earn more than double.

Haribandhu Kundu,Birabarpur WCS Manas Ranjan Das, Niladribihari WCS In this component weaver namely Haribandhu Kundu, Birabarpur WCS&Manasranjan Das, Niladribihari WCS have been assisted & their earning capacity raised from Rs.5000/- to Rs. 6800/- and above per month. Supply of Weaving Accessories: - In this component the weaver adds some new technique as well as replace the old & damage weaving accessories in his loom, by which he can able to produce the fabrics smoothly. Govt. has assisted the weaver to procure & replace the weaving accessories by financing the cost of accessories @ 90:10 ratios. After availing of the component a weaver can able to produce & earn more than earlier.

For this purpose weaver are using manual method hand winding machine like wooden charkha & cycle rim charkha. To improve workmanship & more quantity with reduction of time, 4-spindle Bobbin Winding M/C is developed which is running both by the electricity & manually in case of failure of power supply. So, these machines are providing by the Govt. under the scheme Promotion of Handloom Industries (POHI). Further an ancillary weaver can also able to engage him/ herself and earn more than manual process. \ In this scheme weavers namely Ashok Katual&Puspalata Das of Nuapatna No.2 WCS, have been assisted such assistance of Rs.13,500/- during the year. By this way winding of yarn is increased 4-5 times and earning capacity is also increased in similar ratio.

Exposure Visit of Weavers:

To improve the skill, knowledge, awareness of weavers, Government assistance is provided for exposure visit to important handloom clusters both inside and outside the State. During the year 2018-19, 104 nos. of weavers were taken for exposure visited outside the State. Weavers from Bargarh & Cuttack zone visited Handloom cluster of Pochampali, Hyderabad & Santipur & Fulia of West Bengal respectively to adopt new technology.

For publicity of Odisha Handloom products, assistance is being provided for advertisement in print & electronic media and publication of reports, journals, brochures and documentation of items for dissemination of information. 1.2 State Agency for Development of Handloom Clusters (SADHAC): The “State Agency for Development of Handloom Clusters (SADHAC)” is an Autonomous Organisation, under Handloom, Textiles &Handicraft Dept., Government of Odisha with Registration No. 22911/121 of 2008-09, under Societies Registration Act No-XXI of 1860. Activities undertaken:

1. Community Owned Company (COC):

To create a path way for growth of rural craft an MOU was signed between Govt. of Odisha and M/s Artisans Micro Finance Pvt. Ltd. (AMFPL), New Delhi, a subsidiary of Fabindia, on 16th Aug 2010 for formation of a Community Owned Company (COC) in Odisha. The total cost of the project is Rs.450.00 lakh. Further, an amended MOU was signed between Govt. of Odisha, M/s Artisans Micro Finance Pvt. Ltd. and M/s Fabindia Overseas Pvt. Ltd. (FOPL), New Delhi on 16th Dec 2016 for continuation of the progressive work of COC and completion of the pending Phases and targets by FOPL and backlog of procurement target. Out of the 10 Phases, Phase No. I to Phase- VII (a) and (c) have been completed and cost of these phases to the tune of Rs. 275.00 lakh has been released and UC submitted to Govt. During the year 2018-19, the COC has procured Handloom & Handicraft Products worth of Rs. 790.28 lakh from the weavers and artisans as against procurement of Rs.409.25 lakh during the year 2017-18. The shortfall of procurement relating to the backlog years (2010-11 to 2017-18) has been completed during this year.

2. Advanced Computer Training.

SADHAC has been declared as the nodal agency for implementation of “IT Oriented Handloom Sector Development Program for creative design, development and deployment by artisans / weavers and enhancement of marketability through web portal for Handlooms” in collaboration with Centre for Development of Advanced Computing (C-DAC), Kolkata. 320 weavers Master trainers will be trained through 04 centres such as Bhubaneswar, Nuaptna, Bargarh and Sonepur in a batch of 20 for a period of 06 months. 9. Development of Quality Dyeing Manual: A Project on Development of Quality Dyeing Manual has been sanctioned by Govt. of Odisha in HT&H Dept. The objectives of the project are as follows:

i. To empower & strengthen the Handloom Clusters, Raw material banks (RMBs), Primary Weavers Cooperative Societies (PWCSs), Self Help Groups (SHGs) and Consortium of handloom clusters for production of quality handloom fabrics using eco-friendly dyestuffs. ii. To eradicate use of harmful Dyestuffs & Chemicals being used by the stakeholders. iii. To reduce effluent load on environment. iv. To encourage product innovation using linen, bamboo yarns with wide range of modern colors. v. To educate the handloom weavers about Do’s and Don’ts in dyeing. vi. This guarantees the buyer that the products are genuinely hand woven and enables in identifying the product’s manufacturing origin. It would be a hall mark of powerful clarity, distinguishing it from competition and connecting it with customers. Textile Committee, Ministry of Textiles, Government of India is the Implementing Agency for Handloom Mark Registration.

During the year 2018-19, Textile Committee sold 386000 Handloom Mark labels to the registered societies. 2.3. Pradhan Mantri Jiban Jyoti Bima Yojana (PMJJBY)/ Pradhan Mantri Surakshya Bima Yojana (PMSBY) & Converged Mahatma Gandhi Bunkar Bima Yojana (MGBBY): 32,666 weavers have been covered under the Life Insurance Scheme i.e. Pradhan Mantri Jiban Jyoti Bima Yojana (PMJJBY)/ Pradhan Mantri Surakshya Bima Yojana (PMSBY) & Converged Mahatma Gandhi Bunkar Bima Yojana (MGBBY) by Govt. of India & implemented from the year 2017-18. During the year, 32,666 weavers have been enrolled under the PMJJBY / PMSBY & converged MGBBY scheme and death claim benefit of Rs.19.20 lakh have been released to the families of 32 deceased weaver beneficiaries covered under MGBBY. Similarly, 1383 children of the weaver families have been provided scholarship of Rs8.30 lakh under Sikshya Sahayak Yojana (SSY). Yarn Supply Scheme: Two components of Yarn Supply Scheme namely (i) Supply of yarn at Mill gate Price and (ii) 10% price Subsidy on cotton hank yarn, domestic silk and wool are implemented at the State level. National Handloom Development Corporation is the Implementing Agency for implementation of Yarn Supply Scheme. Supply of yarn at Mill Gate Price has the objective to make available all types of yarn at Mill gate Price to the handloom weavers so as to facilitate regular supply of basic raw materials to the handloom sector and help utilise the full potential of the sector. In the other component i.e, 10% price Subsidy on cotton hank yarn, domestic silk and wool, 10% price subsidy is allowed on the specified categories of yarn for use by weavers in weaving handloom fabrics. During 2018-19, hank yarn of 3.942 lakh kgs valued at Rs 32.32 Crore has been provided to the weavers in the State under Yarn Supply Scheme for weaving handloom fabrics out of which 2.56 lakh kgs valued at 20.63 Cr was supplied under 10% price subsidy scheme and rest under Mill Gate Price Scheme (MGPS). BAYANA GRAMA - A HANDLOOM CRAFT VILLAGE The Handloom Craft village at Jaipur of Raghunathpur block in Jagatsinghpur district, is located at a distance of 15 km from District Headquarter and 75 km from State Capital, is set up to promote the rich handloom tradition of Odisha by showcasing its intricacies to the tourists who are potential buyers and vice versa. The village is having 90 weavers’ households with 442 weaver population. It is a platform to preserve the rich traditional heritage by giving the weavers a chance to boost their income by linking their profession to tourism, to encourage livelihood and entrepreneurship potential of the village youth, to encourage the participation of private sector in linking the art and craft with tourism and also an opportunity to attract young talent to the fold may be as a hobby if not as profession. See the weavers at work in their own house in this buzzing handloom village. v. Go through the collection of Handloom fabrics in the showroom that has products of this area and also of other handloom pockets as well.

Bhagamunda Tasar Silk Park Concept of “Tasar Silk Park” at Bhagamunda in Harichandanpur Block of Keonjhar District is a new initiative of the Government aiming to create livelihood for women and gradually transformed Tasar farming to a “zero waist” livelihood activity.

Major Activities of Boyanika during the year 2018-19 Odisha State Handloom Weavers Co-op. Society Ltd. (Boyanika) Odisha State Handloom Weavers’ Coop. Society Ltd, widely known by its trade name as“Boyaniika” is the association of the Primary Weavers Co-operative Society of the state. It is the state level apex organization functioning under the administrative control of the Handlooms, Textiles & Handicrafts Department, Govt. of Odisha for marketing of odisha hand-wovens. It was registered in the year 1956 under the Co-operative Act & Rules bearing Regd. No.72/CU/56 dated 05/05/1956. 624 nos. of PWCS from all over the state have been affiliated as members of this organization. The main objective of the organization is to provide marketing support to the products of the rural weavers artisans, national & state awardees by showcasing their products in big towns/ cities & metros both in & outside the state through its established modernized show rooms. By organizing the National Handloom Expo/Special Handloom Expos., Boyanika is also creating common platforms for the PWCS as well as weavers of the state to showcase their products & to exchange the technical ideas with the weavers of the other part of the state & country. Boyanika has established e commerce cell to promote online sale through its website www.boyanika.com. & it is also associated with Amazon for online sale. During the year 2018-19 online sale of the handloom fabrics is Rs.82.00 lakh, out of which fabrics of Rs.12.32 lakh has been sold in other countries. In order to ensure the quality of products, Boyanika also provides quality yarn of NHDC to the weavers through PWCs/SHG/ Master Weavers through its raw material Bank. Boyanika has taken initiatives by organizing Expos/ Fairs, participating International fairs to spread out market for Odisha handloom fabrics in & outside the State and overseas as well. During the year 2018-19 Boyanika has achieved record sales turnover of Rs.117.63 Crore. It has positioned itself as a trend setting example of a business model in handloom sector where commercial results are integrally tied to the sustainable livelihoods of weavers of the state. Boyanika Exclusive Showroom at Boyan Bhawan, Bhubaneswar Expos & Exhibitions Organisation of National Handloom Expos Being the state level apex marketing organization of the state, Boyanika is the Implementing Agency for organization of the National Handloom Expos & Special Handloom Expos sanctioned by Development Commissioner for Handlooms, Govt. of India, New Delhi. The Expo provides ample opportunity to sale Handloom products of state as well as of different parts of the country in one platform. It also facilitate the weavers of our State to interact with other state participants & to update their knowhow on the skill and techniques involved, cost effectiveness, colour and design patterns prevailing in contemporary markets in different parts of the country. Boyanika successfully organized the 16th N.H.Expo at IDCO Exhibition Ground, unit III. Bhubaneswar from 01/03/2019 to 31/03/2019. The Expo was inaugurated by Sj Sesha Kumar Meher, President, Boyanika in Presence of the Director of Textiles & Handloom, Odisa, Joint Secretary to Govt, HT&H Dept. & other dignitaries. For organizing N.H.Expo, Govt. of India provided financial assistance of Rs.22.00 lakh and the rest expenditure is borne by the participants. As Implementing Agency, Boyanika organized the celebration of “National Handloom Day” on 07.08.2018 at Jaydev Bhawan on behalf of the Handlooms, Textiles & Handicrafts Dept, Odisha. About 450 weavers from all over the state participated in the celebration of National Handloom Day. ACTIVITIES REPORT OF SAMBALPURI BASTRALAYA -2018- 19

S. BASTRALAYA (Sambalpuri Bastralaya Handloom Co-operative Society Ltd., Bargarh) It is the largest Primary Handloom Weavers Co-operative Society of State, a paradigm in the Handloom Sector of Odisha. Production of Handloom cloth of the society estimates to about 1/4th production of the state. It plays an important role in the socio-economic development of weavers by providing large-scale employment in the rural areas which includes a significant representation of S.C., S.T. & economically backward classes of the society including women. The society has its activities across the State, A Regional Office of the society is functioning at Bhubaneswar to take care of the activities in the coastal region. The society being a production-cum sale organisation, provides regular inputs and technical know-how as well as marketing supports under co- operative frame work to its weaver members. It also implements various developmental programmes of Government sanctioned from time to time meant for the weavers of the society. As per the recent amendment of rule on Election of Cooperative’2014 of the OCS Act & Rules, Election to the Committee of Management was held during January’2015 & the Board of Management of the society has been formed and assumed charges on dt.28.1.2015.

During the year, the society has achieved production of cloth worth of Rs.55.83crore and sold fabrics to the tune of Rs.53.60crore, engaging 5718 nos of looms and provided employment both directly and indirectly to about 11436 weavers. Stoles for World Cup Hockey: Sambalpuri Bastralaya has the pride for manufacturing the stoles for Hockey Players and Officials of all the participating nations including stoles for the officials of the Hockey Federation of India. The programme was executed in association with the Sports & Youth Services Department, Government of Odisha.

MoU with Handloom Export Promotion Council: The Society executed an agreement with Handloom Export Council of India (HEPC) on dt 13.02.2019 at New Delhi in presence of Smt Smruti Irani, Hon’ble Minister Textiles, Government of

a) Promotion of Handloom Industry (POHI.) Assistance of Rs 26.075lakh has been utilized under the scheme towards activities like, organizing 8 outside state exhibitions, 26 nos. of inside exhibition, Participating in 2 nos. of NH EXPOs and achieved sales of Rs.803.62lakh. Infrastructure development works of the society have been undertaken under POHI by utilizing 3.00lakh towards Interior decoration of Newly opened Show room at Barpali. Similarly, under publicity component, funds of Rs.57.0982lakh has been utilized for the advertisement through print and electronic medias as well as erection of Hoardings and Sign Boards. b) M.G.B.B.Y. Scheme During the year, 236 weaver members have been covered under the scheme. c) P.M.J.J.B.Y. During the year, 1091 weaver members have been covered under the scheme. d) Barista Bunakar Sahayata Yojana. During the year, 12 weaver members have been covered under the scheme. e) Workshed scheme Provided one workshed to weavers for which a sum of Rs.0.70lakh have been utilized. f) Participation in 13th Toshali Craft Mela’2018. Sambalpuri Bastralaya has participated in the sale during 13th Toshali Fair and achieved sales of Rs. 36.12lakh during Dec’2018 and also live demonstration of handloom weaving was done.

h. Functioning of Garment Manufacturing Unit, at Bargarh.

The Soiciety has its own garment stitching unit functioing in the premeises of the organisation at Bastralaya. The unit was etablished during the year 2014-15 availing assistance from the State Government. Ranges of garments like kurtees, paijama, jackets, coats and other fashion garments for all clasess of customers are manufactured here through professionally expert designers.

One Regional office is functioning at Bhubaneswar to provide work to the weavers of coastal belt through Primary WCS of Cuttack, Khurdha & Nayagarh Zone. During the year 2018-19, cloth worth of Rs.1.97crore were produced through 30 affiliated Weavers Cooperative Societies.

iv. Dyeing Unit:-

Society has been supplying dyed yarn to its weaver members by dyeing yarn through its own dyeing unit equipped with Cabinet Dyeing Machine.

Sri Pal has largely been influenced by different Designers of national repute like Neeru Kumar, PankajaSethy, Ritu Kumar, Rta Kapoor Chisti, Rajesh Thakur, Anoop Chowdhury and many others. Around 20 nos. of weavers/allied workers are employed by the unit. The current turnover of the unit is around 8 to 10 lakhs per annum. Sri Pal faced many challenges for producing particular shade of required natural dyed Tie & Dye yarn with desired motifs given by the Designers at different times. To overcome such problems necessary training (Natural Dyeing process on cotton & silk yarn at Nuapatna No-1 WCS, Nuapatna under POHI) as well as technical support was provided by the Zonal Asst. Director of Textiles, Athagarh, as and when required by the entrepreneur. Provide with MUDRA Weavers’ Loan of Rs. 0.50 lakh in 2016-17. Sri Pal was sponsored for one 18 days Dyeing training programme at Central Silk Board, Bangalore during the year 2008 for acquiring updated knowledge on silk dyeing process and sent for one 3 days exposure visit to Color Tex, Surat by NHDC, Bhubaneswar to acquire knowledge on Dye stuff and its properties. The entrepreneur has planned to establish the unit as a Common Work Shed – cum- training Centre for providing training to the interested artisans on different process of handloom activities and create consciousness among young weavers to produce natural dyed fabric, which gives more remuneration and has great impact on green revolution. Sri Sarta Patra started weaving as a hereditary weaver since his childhood and started the production Unit in the year 1985 for providing training to local youth and some of the trainees has also been awarded with State Award in Tie & Dye in different years. Sri Patra mainly produce traditional tie & Dye products in Natural Dye with innovative ideas. Sri Patra has largely been influenced by his elder brother Sri Surendra Kumar Patra, who is a Handloom Technocrat. With the help of his elder brother, Sri Patra developed one Wall Hanging with in Tie & Dye on “Gita Gobinda”, which brought him “National Award in 1993. Sri Patra is awarded with “Santa Kabir Award” for his outstanding work on Wall Hanging with in Tie & Dye on the life of Lord Buddha, which brought him “National Award in 1993. Around 05 nos. of weavers/allied workers are employed by the unit. The current turnover of the unit is around 03 to 04 lakhs per annum. Sri Patra has not faced any specific challenges for producing innovative products with natural dyed Tie & Dye yarn with desired motifs. For boosting up of his skill and display of his outstanding works Sri Patra was sent for Exposure visit to Varanasi in 1995-96, to Malaysia in 2013 and to Myanmar in 2014. Sri Patra was sanctioned with a loan of Rs. 2.50 lakh by PNB, Maniabandh for development of his unit. x. Previous Status of the weaver:-

Earlier the weaver was producing Chagala Saree in a loom under the local Master Weaver. The Master Weaver was supplying him warp & finished tie & dye weft yarn & getting back finished product Saree by paying only the conversion charges @Rs.220/- per pcs. to the weaver. So the extra benefit and profit goes directly to the pocket of the Master Weaver. The details monthly income of the weaver was as follows:-

xi. Present Status:-

But now he is installing another loom for his family and his brother & father are also engaged for production work. So, he is producing 52pcs. of cotton saree per month in 2 looms. Due to having sufficient raw materials, he is able to maintain continuity of regular processing chain for producing fabrics in time. He is also getting extra benefit by way of own raw materials and owned profit margin. Hence present monthly income of the weaver is as follows:-

Thus the beneficiary is earning more of Rs.13,028/-per month and maintaining livelihood happily. Due to more earning last year the beneficiary has constructed a latrine for his family, purchased a bike for maintaining his living standard & expended about Rs.20,000/- in the marriage ceremony of his nice & relatives. The beneficiary has been covered under Mahatma Gandhi BunakarBimaYojana. He is also repaying his loan instalment regularly. At present his loan outstanding is Rs.30,743/- as on March’2019. Lastly as per the statement of Sri Bardhan, the scheme saved his family from the exploitation of the Master Weaver and also gave engagement other members of the family, by which he can able to earn more & save money for his future life in the “Mudra Scheme”.

TEXTILE SECTOR ******************* COOPERATIVE SPINNING MILLS: At present six nos. of cooperative spinning mills are existing under Odisha State Cooperative Spinning Mills Federation Ltd., and almost all the spinning mills have ceased their production activities. Out of these Shree Gopinath Weavers Cooperative Spinning Mills Ltd., Baliapal have been privatized by Govt. and handing over possession (except land) as well as execution of sale deed except land has been completed. As regards to other five spinning mills, three spinning mills namely Shree Jagannath Weavers Cooperative Spinning Mills Ltd., Nuapatna, Cuttack; Shree Sarala Weavers Cooperative Spinning Mills Ltd., Tirtol, Jagatsinghpur and Utkal Weavers Cooperative Spinning Mills Ltd., Khordha have been put under liquidation. The liquidation process is going on and the other two spinning mills i.e. Orissa Weavers Cooperative Spinning Mills Ltd., Tora, Bargarh and Kalinga Weavers Cooperative Spinning Mills Ltd., Govindpur, Dhenkanal are under privatization process. ONGOING PROJECTS OF GOVERNMENT IN TEXTILE SECTOR SPINFED is implementing different project and schemes for promotion of Textile Industries in the State sponsored by MoT, GoI and GoO. Incubation Centre: (To Create 1st Generation Entrepreneurs in Apparel Manufacturing)

It is pilot phase project of MoT, GoI to create 1st generation professional entrepreneur in the field of textile sector to fulfill the objective to create successive acumen ship entrepreneurs to set up their Garment / Apparel industries in the State. SPINFED is the Implementing Agency (IA). The scheme was sanctioned by MoT, GoI with an estimated cost of Rs.12.93 Cr. out of which, Rs.12.00 Cr. for infrastructure purpose and Rs.0.93 Cr. as CBS (Capacity Building Services). After finalization of land at Chandaka Industrial Estate, the civil construction work has been assigned to CPWD, Bhubaneswar and the same is under progress. POTI (Promotion of Textile Industries): SPINFED is implementing the scheme availing assistance from Govt. of Odisha to promote textile industries in the State and have undertaken initiatives for following promotional activities.

Conducting different programmes on awareness and training for the power loom weavers / entrepreneurs, Ginning and Pressing operators, stake holders in and outside and cotton growing pockets through workshop, seminar, exposure visit etc. Up-gradation of cotton testing laboratory to provide quality parameter of cotton to cultivators to determine the right price as per MSP guidelines. Govt. of Odisha have sanctioned Rs.45.00 lakh for the purpose. Govt. of Odisha organized Make in Odisha Conclave during November 2018. Textiles & Apparel is one of the focus sector of the State. A session on “Odisha a Hub for Value added Textiles” was organized to show case potential of the State in Textile & Apparel manufacturing and to explore investment opportunities by Govt. In HT&H Deptt. Prominent key speakers from Textiles & apparel sector have been invited for sectoral session chaired by Hon’ble Minister, HT&H, where Development Commissioner-cum-ACS & Commissioner-cum-Secretary, HT&H were also speaker in the session.

Odisha Apparel Policy 2016:

Odisha Apparel Policy 2016 have been launched by Govt. of Odisha during November 2016 and SPINFED is the nodal agency to facilitate the investors / entrepreneurs for setting up of Garment & Apparel industries in the State. In this connection road shows/ investors meet have been organized during January 2018 at Kolkata, and Govt. have also sanctioned Rs.30.00 lakh for organizing more and more road shows. M/s Shahi Exports Pvt. Ltd., have started their commercial production since January 2017. They have engaged 2740 no. of workers in their unit especially women workforce. Govt., have released Rs.63,85,167/- towards incentive for the year 2017-18 in favour of unit under Odisha Apparel Policy 2016.

Establishment of a Training Hub:

A proposal for setting up of Odisha State Textile Training Centre is also approved by the Govt. and the funds required for the purpose has been sanctioned and released for construction of the Training Centre. Identification of land is under process and after possession of the land, the construction work shall be taken up.

Setting up of power loom units in BPOAA, Jamujhari:

The Govt. of Odisha in Home Deptt. have sanctioned Rs.1.22 Cr to set up a power loom unit at Biju Pattnaik Open Air Ashram (BPOAA) premises. The DPR and machinery installation work has been allotted to SPINFED at a cost of Rs.47.50 lacs. The construction work of the building has already been completed by the Police Housing Corporation. Raw Material Bank

The Govt. of Odisha have provided Rs.50.00 lakh for establishment of a Raw Material Bank at Siminoi, Dhenkanal to cater the need of raw material i.e. yarn of the local power loom weavers. A society to this effect has already been registered.

MAKE IN ODISHA CONCLAVE

SERICULTURE SECTOR

The main Sericulture activities comprise of plantation of silkworm host plants to feed the silkworms, rearing of silk worms to pass through different stages of its life cycle to spin silk cocoons, harvesting of cocoon crop, its marketing and unwinding the silk filament for value added benefits such as reeling, twisting and weaving in the forward chain. Odisha is predominantly a Tasar producing State. Tasar farming is adopted mostly by tribal farmers in different forest rich Districts of the State. Tasar cultivation is done in 14 districts viz. Mayurbhanj, Keonjhar, Sundergarh, Deogarh, Dhenkanal, Angul, Jajpur, Boudh, Sonepur, Kalahandi, Nuapada, Nawarangpur, Balasore & Sambalpur. There are 62 Primary Tasar Rearer’s Co-operative Societies which are affiliated to Odisha State Cooperative Tasar & Silk Federation (Serifed) at the Apex level. During 2018-19, an estimated 77050 Kahans (1232.80 lakh Nos.) of Tasar cocoons have been produced and more than 16000 tribal farmers have earned their livelihood through Tasar farming. Apart from Natural forest, systematic plantation of Asan/Arjun trees are taken up under MGNREGS and RKVY Schemes which are being distributed to farmers after 3 years of maintenance for rearing of Tasar silkworms for production of cocoons. Castor plantation raised in 1720 acres with involvement of 3440 beneficiaries and an estimated 6590 Kg of cocoons were produced during 2018-19. Castor cultivation not only helps the farmers in earning their livelihood but also contribute for oil seed production. Mulberry Sericulture is non-traditional to the State and is cultivated in limited pockets of 11 districts namely Gajapati, Koraput, Rayagada, Kalahandi, Deogarh, Phulbani, Keonjhar, Mayurbhanj, Nayagarh, Subarnapur & Khurda due to climatic limitations. During 2018-19, an estimated 24941 Kg. of mulberry cocoons were produced with involvement of more than 1216 farmers. Different Schemes such as MGNREGS, RKVY, Promotion of Sericulture Industry (State Plan), Up-gradation of seed infrastructure for production of Tasar Dfls and Restructured Central Sector Scheme (Silk Samagra) & Tribal Sub Plan Scheme of Govt. of India are being implemented through the primary societies to support the Sericulturists in Tasar, Eri & Mulberry cultivation. Farmers are supported for systematic plantations, high yielding variety food plants, seed / cutting / saplings, disease free layings, chawki worms, rearing house, rearing equipments, grainage house, disinfectants and marketing supports through the co-operative system. The object of the scheme is to augment different Sericulture activities by providing necessary infrastructural support, high yielding varieties of planting materials, supply of quality disease free layings (Dfls), chawki worms, disinfecting materials, utility items to tasar growers, study tour and training of officials / Staff / Farmers, organization of awareness camps, publicity & propaganda, working capital to societies & computerization, etc. During 2018-19, Rs. 785.62 lakhs have been sanctioned under the scheme (including the sub scheme Reimbursement Cost on procurement of Reelable Tasar cocoons and State matching share of Silk Samagra) for implementation of the programme. A. UPGRADATION OF SEED INFRASTRUCTURE FOR PRODUCTION OF TASAR Dfls. This is in implementation since 2013-14 and became a sub-scheme under PoSI scheme since 2016-17. The main objective is to upgrade the tasar seed production infrastructure of the State PPCs. Each upgraded centre will have an enhanced preservation capacity of 160,000 nos. of tasar seed cocoons which will be utilized for production of disease free basic seed and supplied to seed farmers for 1st seed crop rearing every year. B. REIMBURSEMENT COST ON PROCUREMENT OF REELABLE TASAR COCOONS: The basic object of the scheme is to encourage Tasar growers to achieve higher productivity and maintain quality in rearing for producing more reelable Tasar cocoons and sale it to the Primary Tasar Rearers Cooperative Society. It also envisages for checking smuggling of cocoons by the unauthorized private operators. The scheme aims to provide additional income to Tasar rearers by way of incentive bonus @ 0.25 Paisa for each reelable tasar cocoon sold to the Primary Society. This is over and above the cost price of the cocoons paid to the farmers. It not only increases the income of the farmers from Tasar cultivation but also encourage them to stay on the activity for their economic upliftment through the co-operative network. Under the sub scheme, Rs.52.06389 lakhs has been sanctioned during 2018-19 for 20,825,556 nos. of reelable tasar cocoons. Modal silkworm spins superior grade cocoons showing least signs of deformity and diseases in comparison to other Tasar races. This ecorace is utilized in its pure form for production of Dfls which are then utilized by farmers for commercial production of Bogei crop. Considering the unique quality of its silk, a special Project for Conservation of Modal Eco-race was implemented from 2001-02 to 2005-06 with assistance and support of Central Silk Board, Govt. of India. The first phase of the project was completed successfully. In order to encourage Bogei rearing and to continue the benefits to more tribal rearers, the State Govt. extended the project for a further period of three years from 2006-07 to 2008-09 and subsequently for another five years from 2009-10 to 2013-14. From the year 2014-15, the Govt. decided to continue the programme as a regular component under Promotion of Sericulture Industries. During the year 2018-19, an amount of Rs.24.00 lakh have been sanctioned to continue the Modal Conservation Programme which was carried out in 8 nos. of base camps in Mayurbhanj district and 1.398 lakh population of Modal Seed cocoons were preserved and 38,900 standard Dfls were prepared and clipped in Sal trees of Similipal biosphere for recharging the modal fauna in the natural biosphere.

HANDICRAFTS SECTOR OF ODISHA Odisha is considered as land of handicrafts which is an integral part of our cultural heritage. Assistance is also provided for participation in GIFT Fair/ Organization of Buyer-Seller Meet/Fairs/Exhibitions being organized by other agencies. During 2018-19, 2909 handicraft artisans have participated in different exhibitions organized at the district level, state level and outside the state exhibitions and sales turnover was Rs.2121.94 lakh. A theme based exclusive Natural Fibre and Languishing craft exhibition was organised at Adivasi Exhibition Ground, Unit-I, Bhubaneswar for the 1st time from 13.03.2019 to 19.03.2019.

5. Craft Village Programme

Under craft village scheme, need-based interventions are made in selected craft clusters with formation of SHGs to provide sustained livelihood support to the artisans. Skill up-gradation training provided to all the artisans along-with distribution of tools & equipments. During the year 2018-19, the following clusters with coverage of 2010 artisans in 134 S.H.Gs have been assisted with need based interventions.

6. Silpi Unnati Yojana (SUY):

Under the scheme Financial assistance up to Rs.10,000/- (20% of the Project Cost) is provided as margin money for availing bank finance up to Rs.50,000/- for setting up own production unit in 43 crafts. For remaining seven crafts namely Stone Carving, Wood Carving, Patta & tasar Painting, Brass & Bell Metal, Dhokracasting, Applique & Tribal Jewellery maximum project cost will be Rs.1,00,000/-. During the year 2018-19, there was a budget provision of Rs.50.00 lakhs to assist 700 handicraft artisans with margin money support to avail bank finance in order to establish own production units. The unit cost under the scheme “Construction of Workshed-cum-Housing” has been enhanced from Rs.70,000/- to Rs.1,20,000/- for non-IAP districts and Rs.1,30,000/- for IAP district through revision of guidelines during 2017-18. During the year 2018-19, there was a budget provision of Rs.80.00 lakhs to assist 66 handicraft artisan households under the scheme. The 13th edition of Toshali National Crafts Mela was organized at Janata Maidan Bhubaneswar from 28th December, 2018 to 13th January, 2019 . This year the theme of the event was “Tantukruti (Craftsmanship Natural Fiber)”. The Directorate of H&CI, Odisha was entrusted to organize the Theme Pavilion. A number of handicrafts are made using natural fibers as raw material. During the current year the focus was on four major crafts i.e. Gloden Grass Craft, Sabai Grass Craft, Coir Craft and Jute Crafts. Display of Products The natural fibre products displayed in the Theme Pavilion were developed in different product development programmes organized at Gop of Puri district for Golden Grass Craft, Baliapal of Balasore district for Sabai Grass Craft, Nimapada of Puri district for Coir Craft and Shergarh of Balasore district for Jute Craft. Besides, Golden Grass products of Kendrapara district were also displayed. Live Demonstration Live Demonstration on making of Natural Fibre Crafts was organized for all the days of 13th Toshali National Craft Mela. The artisans involved in the product development programme also participated in the Live Demonstration Programme. The visitors were highly impressed with the workmanship of natural fibre crafts. Video Documentary Film on Natural Fibre Crafts A video documentary film of 15 minutes duration was prepared specially for the Theme Pavilion with support of I & PR Department. The video was played on large LED Screens in the Theme Pavilion throughout the Mela period. b) 1-year Certificate Course in Craft Design: 18 nos. of trainees completed training in 1-year Certificate Course in Craft Design at SIDAC. c) Design-led Training Programme: 40 trainees (2 batches) completed training in 4-month design-led training programme in Regional Design & Training Centre at Balasore d) Test Marketing of new Designs: More than 200 newly designed products developed in different Design/Product Development Programmes were test marketed in the Toshali National Craft Mela-2018. e) Empanelment of Designers: 12 nos. new Designers were empanelled by SIDAC for their engagement in different Design Development Programmes. f) Participation of SIDAC in outside the State Exhibitions: SIDAC participated in the following outside the State Exhibitions.

1.15 Activities of Odisha Crafts Museum-Kala Bhoomi during 2018-19 https://oswas.gov.in/PageMapper?_targetPage=MainLayout&privName=Worklist&PrivilageId=1&BottomRightPage=Q2FzZVZpZXc/ZmxhZz1BbGw… 88/90 6/18/2020 Rich Text Editor, uCsPhu-cnt a) Footfall in Kala Bhoomi: A total number of 28009 visitors visited Odisha Crafts Museum-Kala Bhoomi during 2018-19 b) Visit of Kala Bhoomi by Students: 7332 students from different schools & colleges in and around Bhubaneswar visited Kala Bhoomi as part of its outreach initiatives. c) Corporate visit to Kala Bhoomi: Curated tours were organised for 721 corporate participants from Mindtree and NALCO. d) Visiting Dignitaries: 109 dignitaries both from inside and outside the country including High Commissioners of 25 countries visited Kala Bhoomi during the year.Other notable visitors are Ambassadors of France, U.S.A, Brazil, Vietnam and Myanmar. f) Curated Museum Walks: 43 curated Museum Walks were conducted during the year by Ekamra Walks in collaboration with BDA. The Walk included a guided tour, pottery demonstration & cultural programmes. The Walk is conducted at 3.30 P.M. on all Sundays. g) Organisation of Workshops/ Demonstration Programmes: In order to develop the Kala Bhoomi in to a vibrant cultural space, a number of Workshops, Demonstration Programmes, Trail, Story Telling and Craft Conversation programmes were organized during the year. g) Social Media Presence: Kala Bhoomi averages a daily online engagements of 65 views through its social media handles on Facebook, Twitter and Instagram. h) New additions to Kala Bhoomi during 2018-19:

Display of Hockey World Cup Souvenir along with a replica of the Trophy Opening of Kala Bhoomi Café by Bocca English Subtitling of Videos played in the AV Room of Kala Bhoomi Addition a You-tube channel for Kala Bhoomi Daily Guided tour in Hindi apart from Odia and English introduced Handlooms Trail conducted on every Thursday, Saturday and Sunday Walk through the Weaves, a handlooms activity kit launched for a different visitor experience
