ACTION POINTS • Organisation were requested to submit planned logistics activities in the 3Ws matrix. • Organisations were requested to share updates on road accessibility if they receive from staff in the flood affected districts. • The results of IRA field assessments will be discussed during the next cluster meeting. 1. Logistics Operational Update

Road Access Constraints

• It is reported that all major highways have re-opened, but there are several sections where only one-way traffic is possible. Please consult the latest road access constraints map.

• Save the Children as the District Lead Support Agency (DLSA) and Nepal Red Cross Society are supporting District Disaster Relief Committee’s (DDRC) for transportation of relief items in the West, Banke and Bardiya.

• World Vision International, DLSA in Morang, reported that there are no major challenges for the transportation, as the East is an industrialised part of the country. DDRC’s are using trucks of security forces for transportation in Jhapa, Morang and Sunsari districts.

• Overall sufficient commercial transporters and transport capacity is available in the affected districts in the East, Central and West. Local transporters can be reached through the Nepal Transporters association. Contact details are provided in section AOB below.

• UNICEF informed that they are awaiting information from Nepal Rafting Association on the option of using rafts for transport by water. Currently, they have limited resources available.

• IFRC shared their success story of using boats for search and rescue in Nepalgunj and Banke district. They are now using the same boats for distribution of relief items. Air Transportation

airport is not functional, but expected to resume operations 19 August. The other domestic airports in the floods affected districts are reported to be functional.

• Mission Aviation Fellowship informed that they are able to support and expedite contracting of commercial helicopters in case of need and assist with selecting landing zones. Storage

Fuel

• There are currently no fuel shortages in the affected area or Kathmandu. Regular fuel supply from India has resumed and Nepal Oil Corporation has substantial fuel reserve in all its depots.

• Organisations were informed that the Humanitarian Staging Area (HSA) at Tribhuvan International Airport (TIA) has a contingency stock of 30,000 litres of diesel which can be provided to humanitarian agencies on cost-recovery basis in case of need.

• Mission Aviation Fellowship shared that it heard about a shortage of aviation fuel in . Nepal Oil Corporation confirmed that Bharatpur Airport normally has no aviation fuel supply available.

2. Gaps and Constraints

• Organisations were advised to share the information on road accessibility if they have any updates from their sub-offices and partners in the flood affected districts.

• Additional information is required on accessibility of rural roads in the affected districts.

• There are no gaps in transport, warehousing and fuel.

3. AOB

• The press release by Ministry of Home Affairs (MoHA) on the “single-window” collection of relief supplies at the central level was clarified. All humanitarian agencies may co-ordinate directly with DDRC’s supply and distribution of the relief items, or contribute the supplies in Kathmandu to the “single-window” supply mechanism. Both options are welcomed, as per the information received from Head of Disaster Management Division, MoHA.

• Organisations were provided with the following contact details of the MoHA dealing with Relief Collection Committee (for further details, please contact National Logistics Cluster):

o Overall Relief Items Coordination: Mr. Kedar Neupane, Joint Secretary, Ministry of Home Affairs

• Upon request from MoHA and in coordination with UN resident Coordination Office (UNRCO), organisations were requested to submit the planned logistics activities in the 3W matrix. MoHA requested this information to prioritize and find potential gaps.

• Organisations were advised that the next National Logistics Coordination meeting is scheduled to take place on Tuesday 22 August 2017 at 14:00 at the HSA, Tribhuvan Airport.
