Chair Jim Dailey recognized Weston Lewey as coordinating host in conjunction with Forrest City Chamber of Commerce and Mallard’s Grill for a great dinner in Forrest City the previous evening.

Superintendent Vicki Trimble welcomed Commissioners and staff to Village Creek State Park (VCSP). Trimble gave a brief presentation of the many amenities that VCSP has to offer.

FINANCIAL REPORT

Cynthia Dunlap presented the year-to-date financial report for the period ended March 31, 2016. The expenditures were: Parks Division, $61,652,500 - including construction and grants; Tourism Division, $9,264,646; Keep Arkansas Beautiful, $403,139; Administration Division, $2,415,929; and History Commission, $1,375,316. Expenditures for the Department totaled $75,111,530 an increase of 8.5% over the same period FY15. The year-to-date revenues included - operating revenue for Parks Division of $19,744,168, an increase of 17% over the same period FY15; 1/8% Cent Tax revenues of $23,069,414, an increase of 4.0% over the same period FY15; and 2% Gross Tax collections of $11,571,188, an increase of 8.4% over the same period FY15.

Ness Sechrest moved to approve the Financial Report as presented. LeRoy Dangeau seconded and the motion carried.

EXECUTIVE DIRECTOR’S REPORT

Clinton National Airport Presentation

Executive Director Kane Webb introduced Ron Mathieu, who is the Executive Director of the Clinton National Airport. Mathieu stated that the Little Rock Municipal Airport Commission consists of Chair Virgil Miller, Jr., Vice Chair Jim Dailey, Secretary Jesse Mason, Stacy Hurst, Gus Vratsinas, and John Rutledge. The three main roles of the airport are a transportation hub, a market place, and an economic engine. The five year total tax generator is $ 45,418,750. It was stated that the airport does not receive tax dollars, which means it operates as a business SPRTC Minutes April 21, 2016 Pg 4 which requires generating its own revenue. The airport serves 62 Arkansas counties, nearly two million passengers annually, has more than 70 flights a day, and has a 94% satisfaction rating; the national benchmark is 82%. Approximately 4,000 people are employed with the airport within the 2,100 acres. Six airlines serve Little Rock; American Airlines, Delta, Southwest, United, Allegiant, and Glo. Mathieu presented slides on how the airport has been remodeled over the last five years with plans to continue the upgrades.

Vendor Contract Update

Executive Director Webb informed the Commission that beginning FY18, the contracts with CJRW and Aristotle would be up for renewal. In accordance with Governor Hutchinson’s initiative to reduce sole source contracts, Webb recommended rolling both ADPT’s advertising contract and internet contract into one. Webb stated this would provide more efficiency for ADPT staff, industry partners, and taxpayers. Webb stated it would be fiscally responsible to have only one vendor that could provide both advertising and internet services. Webb is currently working on a timeline for a request for proposal (RFP). Commissioners agreed unanimously to move forward with RFP process to award one vendor the contract to provide advertising and internet services to ADPT. Webb stated that this is a priority for the agency.

TOURISM DIVISION

Director’s Office

Joe David Rice, Tourism Director, asked the Commission to approve a correction to the September 2015 Minutes; the correction being a motion for approval of the Spring/Summer 2015 Advertising and Marketing Campaign.

John Gill moved to adopt the correction to the September 2015 Minutes. Mike Mills seconded and the motion carried.

Communications

Leah DiPietro, Communications Manager, informed the Commission that Jill Rohrback accompanied Jerre Repass on a tour of Bentonville including the Museum of Native American History, The Hive at 21c Museum Hotel, The Amazeum and Crystal Bridges Museum of American Art. Rohrbach also gave Phillip Rhodes of Garden and Gun a tour of Crystal Bridges while in the area for the Governor’s Conference on Tourism. Pam Serbert returned to the to write a story on Historic Helena and the Adventure Tour at State Park.

DiPietro shared top social media posts for February and March along with photography taken by Kirk Jordan and Casey Crocker.

DiPietro shared how the Communications section was advertising Paul McCartney coming to North Little Rock’s Verizon Arena via Arkansas.com. The section has also compiled several trip ideas for incoming visitors.

Kim Williams, Travel Writer, informed the Commission that there are over 100 geocaches in the Delta area. There have currently been over 12,000 finds. She stated that geocaches cost the Department nothing, other than some time.

The American Music Triangle has had over 798.5 million media impressions. ADPT has provided information for the website, but no money has been put forth.

It was announced that the grand opening of the Theatre in Dyess would be May 21 at 10:30 am.

Group Travel

Tracy Morales, Group Travel Manager, stated that Amanda Glover and Cassie Crane of the Group Travel section joined Bob Major of North Little Rock CVB and Kelly Parker of Visit Rogers for the Select Traveler Conference. The team facilitated 28 pre-scheduled appointments.

The Northwest Arkansas FAM tour consisted of 18 participants who had not visited Arkansas before. Morales shared photos with the Commission of the many stops the tour visited, along with a letter in regards to the wonderful time had by one of the participants. Commissioner John Gill inquired what is the economic impact anticipated from the FAM tour. Morales stated that no one on the tour had visited Arkansas before and everyone left having a wonderful time in the state. A total of 10 tours have been booked following the FAM, and she predicted $400,000 in economic impact.

Amanda Glover and Bob Major attended the Family Motor Coach Association’s Family Reunion. Morales shared that she is currently working on the 2017 Motorcycle Guide.

Research and Information Services

Miranda White, Research Manager, presented the Research report to the Commission. The Research and Information Services Section processed a combined 26,102 requests for travel information during February and March of 2016. February’s requests declined 68.9%; this decrease is due to an unusually high inquiry rate in February of 2015. March’s requests increased 61.4%. Online media requests continue to out-perform traditional inquiries at a ratio of 3:1. Both February and March 2016 saw online inquiries as more than 70% of all inquiries.

The total number of vehicles stopping at Arkansas Welcome Centers increased 29.8% in February and 14.3% in March compared to 2015. The total number of visitors increased 31.8% in February and 15.3% in March from 2015. The ratio of travelers to vehicles for February 2016 remained constant at 1.98. However, March saw an increase in the ratio, with 2.14 travelers per vehicle. 9.4% of all vehicles stopping during February and March 2016 had pets.

White presented survey results for the 2016 Arkansas Governor’s Conference on Tourism. Total satisfaction for the conference was: 40% Highly Satisfied, 52.4% Satisfied, 6.7% Dissatisfied, and 1% Highly Dissatisfied.

Welcome Centers

Miranda White gave a brief report on the Welcome Centers in Tiffany Knox’s absence and reported that groundbreaking is underway at the Red River Welcome Center.

Auction sales were over $77,000 and Gift Shop sales were over $4,300 for the 2016 Arkansas Governor’s Conference on Tourism. Photos were shared of the Welcome Center Managers working the conference.

Tourism Development

Kristine Puckett, Tourism Development Manager, shared media coverage of the Tourism Hall of Fame Banquet, along with the Henry Awards Banquet at the 2016 Arkansas Governor’s Conference on Tourism.

Puckett announced that the Feasibility Study Grant has been completed for the current fiscal year. Hot Springs received $12,000 for its performing arts venue while Helena-West Helena received $10,000 for the Cleburne Conference Center, leaving $588 unused of the $22,588 allotted funds.

Puckett gave a brief overview of the Festival Advertising Grants. It was stated that the population of the city must be less than 10,500 with a minimum of $500 and a maximum of $2,000 spent. $150,000 is budgeted annually from the 2% tourism tax. It is a 2/3 matching grant. This is the second year for the grant. 16 cities have applied, one retracted, one denied, 14 funded. $24,499.99 was awarded to the 14 cities. The next deadline is March 1, 2017.

Puckett informed the Commission that National Tourism Week is May 1-7. All 14 Welcome Centers will be promoting the week with the hashtags #VisitArkansas and #nttw16.

Advertising Items

Joy Phillips and Bill Fitzgerald informed the Commission that the newspaper insert had gone out in all newspapers throughout the state, with sticky notes on seven. Weston Lewey stated that SPRTC Minutes April 21, 2016 Pg 7 the Times Herald of Forrest City always places the insert in their paper, and the readers always look forward to it. A copy of the Times Herald, along with the insert, was distributed to the Commission.

Phillips and Fitzgerald presented two Meet the Locals videos to the Commission, featuring Garbo Hearne and Claire Kolberg with Steve Clark.

Three Point of View (POV) videos were presented to the Commission featuring Blanchard Springs, Cedar Falls, and Triple Falls.

An update was given on the P. Allen Smith Satellite Media Tour National PR partnership between the Department and P. Allen Smith. Video footage was shown on Moss Mountain Farm, along with Smith promoting the state.

Shash Goyal moved to approve the Meet the Locals videos, along with the Point of View videos as presented to the Commission. Montine McNulty seconded and the motion carried.

Internet-Related Items

Laura Kirk and Jennifer Peper presented the Commission with Aristotle’s internet-related items. There was 498,515 Visitor Sessions in March 2016, a 28.7% increase over March 2015. Phone and tablet devices saw 291,048 visitor sessions in March 2016, a 44% increase over March 2015. There were 223,600 sales leads to industry partners for March 2016; this equals to 7,212 sales leads a day.

Jim Shamburger asked about exit links. Joe David Rice stated that the staff had received reports of commission meetings taking too long, so Aristotle shortened their report. Shamburger stated that the information should still be available to the Commission to read via The Box.

Tourism Miscellaneous

Joe David Rice distributed an article from Talk Business and Politics entitled: “Arkansas Jobless Rate Falls To Lowest Level In State history.” The following paragraph was of interest to the Commission:

“Arkansas’ growing tourism sector (leisure & hospitality) employed 115,100 in March, up 7.2% from a year ago as the national summer driving season gets underway. Last year, there were 107,900 workers in the state’s tourism industry.”

Rice stated that he will give a full report at the May meeting regarding the three focus groups that took place in Phoenix, Dallas, and Minneapolis.

Delta Heritage Trail, Land and Water Conservation Fund Resolution, Rohwer to Watson

Randy Roberson requested approval for the resolution for Federal-Aid - Land Water Conservation Funds grant application.

R E S O L U T I O N

A RESOLUTION EXPRESSING THE WILLINGNESS OF THE ARKANSAS DEPARTMENT OF PARKS AND TOURISM TO UTILIZE FEDERAL – AID: NATIONAL PARK SERVICE – LAND AND WATER CONSERVATION FUNDS

WHEREAS, the Arkansas State Parks, Recreation and Travel Commission and the Arkansas Department of Parks and Tourism, State Parks Division (Grantee) understands that Federal-Aid National Park Service (Grantor)-Land and Water Conservation Funds are available at 50% federal participation and 50% local match for the following project:

Delta Heritage Trail State Park – Trail Construction (Rohwer to Watson)

WHEREAS, the plans and specifications for extending the trail are being prepared and the estimated cost is being established; and

WHEREAS, this governing body understands the grantee and grantor shall enter into a binding agreement which obligates both parties to policies and procedures contained in the Land and Water Conservation Fund Grants Manual including, but not limited to the following; the park area defined by the project boundary map, submitted in the application, must remain in outdoor recreation use in perpetuity, regardless if the property is bought or developed with matching grant funds and; all present and future overhead utility lines within the project boundary must be routed away or placed underground and; the project area must remain open and available for use by the public at all reasonable times of the day and year; facilities can be reserved for special events, league play, etc. but cannot be reserved, leased or assigned for exclusive use; and; the project area must be kept clean, maintained, and operated in a safe and healthful manner.

NOW THEREFORE, BE IT RESOLVED BY THE ARKANSAS STATE PARKS, RECREATION AND TRAVEL COMMISSION, THAT:

SECTION I: The Grantee will participate in accordance with its designated responsibility, including maintenance of this project.

SECTION II: The Director of Arkansas State Parks is hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite the implementation of this project.

SECTION III: The Arkansas State Parks, Recreation and Travel Commission pledge its full support and hereby authorize the Arkansas Department of Parks and Tourism, State Parks Division and the National Park Service to initiate action to implement this project.

THIS RESOLUTION adopted and approved this 21st day of April, 2016.

Jim Shamburger moved to approve the resolution for Delta Heritage Trail Rohwer to Watson Land and Water Conservation Fund. Bill Barnes seconded and the motion passed.

John Gill questioned the necessity of a formal resolution for the Federal-Aid Nation Park Service Land and Water Conservation Fund. Randy Roberson responded Nation Park Service requires an authorizing resolution as part of the grant process.

Structure Removals

Randy Roberson reported Moro Bay State Park’s old well house was being used as a storage building but new equipment shed has made the well house obsolete. Toltec Mounds Archeological State Park’s mobile home has been used for several years as a residence for park staff but is no longer needed due to newly constructed staff housing. maintenance yard storage shed was being used as a storage building; however a new, larger equipment shed will be built at the current site. State Park’s mobile home is in a state of disrepair with major maintenance expenses greater than the value of the structure. Devil’s Den State Park mobile home has been used for several years as a residence for park staff but is no longer needed due to newly constructed staff housing. Lake maintenance shop building has deteriorated beyond repair and will be replaced by a new structure.

Mike Mills moved to approve based on the information presented; the commission finds the structures obsolete notwithstanding their insured value and approves the removal from Arkansas State Park inventory as follows:

Capital Improvement Progress Report

Randy Roberson reported that Capital Improvement Progress (CIP) quarterly report reflects that $59,501,815 in projects is currently underway, with one method of finance closed for $80,000. The Amendment 75 expenditures to date show over $143 million in projects completed with $26,335,633 projects currently underway.

Montine McNulty moved to approve the Capital Improvement Progress quarterly report. Danny Ford seconded and the motion carried.

Campground Renovation Analysis

Randy Roberson summarized the recent campground renovation analysis return on investment (ROI) requested at the State Parks Recreation Travel Commission (SPRTC) during the February meeting. ROI regarding campground renovation is highly variable due to numerous factors in the project development. Major infrastructure development, not typically associated with ASP campground renovations efforts had a significant impact on the ROI.

John Gill recognized Planning and Development Section for the research that went into the report. The information was requested to justify the expenditure for rebuilding and renovating ASP campgrounds and to safeguard the use of taxpayer’s dollars.

John Gill moved the report be accepted by the State Parks, Recreation and Travel Commission. Mike Mills seconded and the motion carried.

Grady Spann announced archeologists with the Arkansas Archeological Survey have excavated a wooden post segment believed to be the remains of Hernando de Soto’s cross from the largest mound in Parkin Archeological State Park. The preserved segment was sent to the University of Arkansas for possible dating by Dr. David Stahle, an expert in cypress tree rings. Dr. Jeff Mitcham has sent ten samples for Carbon-14 dating.

PARK OUTDOORS RECREATION GRANTS

John Beneke introduced Robert Kacir, Geographic Information System (GIS) Technician, and Zach Foster, Project Officer, Outdoor Recreation Grants Program (ORGP) staff. Kacir and Foster demonstrated the ORGP customized mobile app to increase government efficiency. ORGP Project Officers must periodically inspect parks that have received funding in past years. This app has reinvented the park inspection process.

Formerly, park inspections were cumbersome and difficult to complete. These inspections required countless hours of preparation and travel. ORGP has now consolidated thousands of paper and digital files into a single, user-friendly app. ArcGIS Collector, designed by software developer ESRI, was the program used to customize this app.

Armed with geospatial technology, the Project Officer can see a map of park locations, access park information, and receive turn-by-turn directions. This mobile app can then be used to complete a park inspection anywhere in the state. Once the inspection has been saved to the mobile device, the saved information is then sent to a database and updated instantaneously. The ease and usefulness of this process has made ORGP’s new app an irreplaceable tool for all Project Officers.

Though government efficiency was a goal from the beginning, this app has exceeded all expectations. Time and money has been saved now that inspections can be completed without any preparation. Immediate access to park information has capitalized the hours Project SPRTC Minutes April 21, 2016 Pg 14

Officers spend in route from office to destination. This technology has shown great promise in initial testing. During this pilot program, a Project Officer has completed 60% of his assigned parks in roughly two months; an achievement that would not have been possible before the app was developed.

In addition to Arkansas State Parks, Arkansas’s Tourism’s Communication Section will also utilize this app. Tourism’s pilot program will improve trip efficiency when scheduling photoshoots. ORGP is very proud to announce the initial success of this app and expects to see a continuation of favorable outcomes in the future.

Search and Rescue

Jon Brown introduced Terry Rutledge, Chief Ranger of ASP. Operations focus has been certifying ASP rangers thus reducing training expenditures.

Terry Rutledge reported that during recent training for Search and Rescue (SAR) at the team was called out to locate two missing children. ASP cooperates with other governmental agencies to provide personnel and equipment during call out incidents.

Mike Mills inquired about the use of drones, Jon Brown noted ASP is considering drones and will host an interagency demonstration in the future.

Spring Break Highlights

Kelly Farrell presented an overview of ASP Spring Break Programing, “School’s Out – State Parks Are In!” ASP staff coordinated with Marketing and Revenue to utilize social media to promote over 600 programs offered in the 52 state parks connecting visitors to the resource.

Miscellaneous

Grady Spann reported Ozark Highlands Radio (OHR) is, produced at the Ozark Folk Center State Park utilizing ASP staff, Daren Dortin, executive producer, who produced Beale Street Caravan in Memphis. John Gill highlighted the news story on Stewart Taylor, Interpreter at Bull Shoals-White River State Park, who was giving fishing lures to children from his own tackle box. This act of kindness SPRTC Minutes April 21, 2016 Pg 15 caught the attention of a local sporting goods store AtoZ Outdoors, LLC who has since donated 500 fishing lures to Stewart to give to park visitors.

John Gill moved to approve a resolution of appreciation for Stewart Taylor for his dedication to Arkansas State Parks. Randy Wolfinbarger seconded and the motion carried.

R E S O L U T I O N

WHEREAS, Stewart Taylor, Interpreter at Bull Shoals-White River State Park; and,

WHEREAS, Stewart Taylor, for his dedication and unselfish care of young visitors; and,

WHEREAS, Stewart Taylor, generously provided fishing lures to Bull Shoals - White River State Park’s young visitors; and,

WHEREAS, Stewart Taylor, for his attention to the Arkansas State Park mission to provide optimum quality recreational and educational opportunities and his efforts to fulfill the mission on a daily basis;

WHEREAS, Which inspired AtoZ Outdoors, LLC, to donate 500 fishing lures to Bull Shoals – White River State Park to bestow upon their young visitors;

NOW, THEREFORE, BE IT RESOLVED that the Arkansas State Parks, Recreation and Travel Commission extends its sincere appreciation to Stewart Taylor for his dedication to young visitors and outstanding service to the State of Arkansas.

This RESOLUTION was adopted by the State Parks, Recreation and Travel Commission on the 21st day of April, 2016.
