Pfizer PAC and Corporate Political Contributions Report January 2017 – December 2018 Pfizer PAC – Supporting Policies and Policymakers that Put Patients First. A Message from Sally Susman, Chair, Pfizer PAC

I am pleased to share our annual political contributions report, which includes a list of candidates and political committees supported either by Pfizer Inc. or the Pfizer PAC from January 1, 2017 through December 31, 2018.

Like our Pfizer employees, we are proud that the Pfizer PAC is bipartisan; we contribute to candidates of both political parties and we do not contribute to Presidential candidates. Pfizer PAC and Pfizer Inc supported 2,241 candidates and multiple political committees at all levels of the government during the 2017-2018 election cycle. Of the candidates our PAC supported, 87% were elected or re-elected. Sixty percent of the Pfizer PAC disbursements went to Republicans and 40% went to Democrats. I hope you will take some time to review the report to see which candidates the PAC supported in your state and community.

The Biopharmaceutical industry and patients continue to face significant legislative and regulatory challenges, and each election cycle is a new opportunity for lawmakers to either help or hinder patient access to innovative medicines. We are focused on making sure it’s the former. Our elected officials are making difficult choices, including focusing on cost reductions that could fundamentally alter our ability to discover and develop new cures and therapies for those who are counting on us to help make their lives better.

Our priority is to help build a constructive discourse in the political and regulatory environment while supporting policies – and policymakers – that put patients first. Those policy priorities include the protection of intellectual property, supporting a patient centric healthcare system that enables access and encourages innovation, protecting patients from unnecessary insurance barriers and counterfeit medicines, protecting Medicare Part D - a program with 90% satisfaction among beneficiaries, and ensuring patients have modern insurance that includes affordable out-of-pocket costs.

At the state level, we are working to reduce out-of-pocket costs for patients, reform insurer barriers that delay and deny care, eliminate regulatory and legislative barriers to accessing biosimilars, innovative vaccines and consumer products, and pass civil justice and tax reform legislation.

As Pfizer’s PAC Chair, and through my interactions with elected officials, I see first-hand how decisions are made that impact our ability to discover and bring to market innovative medicines and vaccines as well as off-patent medicines that patients and physicians rely on every day. We must ensure our voice is heard so that we can continue to put patients first in everything we do.

3 Pfizer PAC & Political Contributions Governance Policy

Pfizer complies fully with all federal, state, and local laws and reporting requirements governing PAC and corporate political contributions.

Pfizer has a Corporate Policy Procedure (#802a) that requires all PAC and corporate political contributions to be compiled and published annually in a report that is made available to employees, shareholders, and the public, and posted on the Company’s website at www.pfizer com in “Lobbying and Political Contributions” under the “About Pfizer” tab within the “Corporate Governance” section. At the end of each Federal cycle (every two years), the Pfizer PAC is audited by Withum, a certified public accounting and advisory firm.

Pfizer also requests that trade associations receiving total payments of $100,000 or more from Pfizer in a given year report the portion of Pfizer dues or payments used for expenditures or contributions that, if made directly by Pfizer, would not be deductible under section 162(e)(1)(B) of the Internal Revenue Code. We are disclosing such information received from our trade associations in this report.

Pfizer has a PAC Steering Committee comprised of eight colleagues who review and approve all PAC and corporate political contributions on a monthly basis. To ensure adequate representation, Steering Committee members represent different divisions within the Pfizer organization. The PAC Steering Committee evaluates candidates on a basis of their views on issues that impact Pfizer and its colleagues. It also takes note of whether Pfizer facilities or colleagues reside in a candidate’s district or state. In addition, all PAC and corporate contribution requests are shared with the Pfizer Political Contributions Policy Committee for review. The Political Contributions Policy Committee is responsible for governing the Pfizer PAC.

Pfizer does not traditionally make contributions to 527 Issue Organizations. If we were asked to make such a contribution, it would have to be reviewed and approved by the Political Contributions Policy Committee and subsequently disclosed in our semi‐annual report.

Finally, in light of the Supreme Court decision in the Citizens United case, Pfizer has determined that it will not make any direct independent expenditures, a decision which has been discussed at the executive level as well as with the Corporate Governance Committee of our Board.

1. COMMITTEE DESCRIPTION

The Pfizer Inc. Political Action Committee (the Committee) was formed by Pfizer Inc. (the Company) to solicit and receive voluntary political contributions from employees and stockholders of the Company and certain subsidiaries to assist candidates for elective office. The Committee was registered with the Federal Election Commission in April 1976. During 2018 and 2017, contributions could be designated by the contributor to a specific candidate or political party for political office. Designated contributions are remitted directly to the candidate or political party by the Committee on behalf of the contributor. There were no such designated contributions in 2018 and 2017. Contributions to the Committee which are undesignated are subsequently designated by the Committee's Steering Committee.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

Basis of Accounting The combined financial statements of the Committee have been prepared using the cash basis of accounting, which is a comprehensive basis of accounting other than accounting principles generally accepted in the United States of America. Under this basis, revenue and the related assets are recognized when received rather than when earned, except for contributions withheld at year end from employees of the Company, which are recognized as revenue when the withholding occurs. Expenses are recognized when paid rather than when the obligation is incurred. The combined financial statements of the Committee include several political action committees which were formed to comply with certain state laws.

Accounting Estimates The preparation of financial statements requires management to make estimates and assumptions that affect the reporting of contingencies, if any, at the date of the financial statements and the reported amounts of revenue and expenses during the reporting period. Actual results could differ from those estimates.

Revenue and Expense Recognition Contributions are recognized as revenue in the period cash is received or withheld from the Company's payroll. Contributions to candidates at the discretion of the Committee are recognized when distributed. Interest income and bank charges are recognized when reported on the bank statement. State filing fees are recognized in the period paid.

The Company pays all administrative salaries and benefits, legal fees, and other administrative fees on behalf of the Committee. These costs are not reflected in the accompanying combined statements of revenue and expenses arising from cash transactions.

Net Assets Net assets are considered restricted if they arise from contributions received with donor stipulations on their use. When a donor restriction expires, that is, the purpose of the restriction is accomplished, net assets with restrictions are reclassified to net assets without restrictions and reported in the statements of activities and changes in net assets as released from restrictions. There were no net assets with donor restrictions held by the Committee at December 31, 2018 and 2017.

Functional Expenses For the years ended December 31, 2018 and 2017, political expenses are shown as program expenses, and state filing fees are shown as administrative expenses on the combined statements of revenue, expenses and changes in net assets arising from cash transactions. No costs have been allocated among program and administrative expenses.

Change in Accounting Principles In preparing these financial statements, management adopted new accounting guidance in accordance with Financial Accounting Standards Board Accounting Standards Update 2016-14, Not-for-Profit Entities (Topic 958) – Presentation of Financial Statements of Not-for-Profit Entities. The financial statement presentation has been adjusted in these financial statements to the extent that this standard applies to financial statements prepared in accordance with the cash basis of accounting. New disclosures have been added related to information regarding liquidity and availability and functional expenses.

Subsequent Events In preparing these combined financial statements, management of the Committee has evaluated events and transactions that occurred after December 31, 2018 for potential disclosure in the financial statements. These events and transactions were evaluated through April 1, 2019, the date that the financial statements were available to be issued and no items have come to the attention of management that require disclosure.

3. INFORMATION REGARDING LIQUIDITY

As of December 31, 2018, the Committee has $465,723 of cash available to meet the cash needs for general expenditures within one year. None of the cash is subject to donor or other contractual restrictions that make is unavailable for general expenditures. As the Company pays the operating expenses of the Committee, the Committee generally uses the cash to make political contributions.

4. INCOME TAXES

Under Internal Revenue Code Section 527 and applicable state statutes, the Committee's activities are exempt from taxation with the exception of investment income received, which is taxed at the highest corporate tax rate.

Management of the Committee evaluates tax positions taken and will disclose an uncertain tax position if it is more likely than not that such position taken will not be sustained upon examination by the Internal Revenue Service. Management has analyzed the Committee's tax positions, and has concluded that as of December 31, 2018, there are no uncertain positions taken or expected to be taken that would require disclosure in the financial statements. The Committee is subject to routine audits by taxing jurisdictions; however, there are currently no audits in progress for any tax periods. In addition, there have been no tax related interest or penalties for the periods presented in these combined financial statements. Should such penalties and interest be incurred, the Committee’s policy is to recognize them as state filing fees. Management believes the Committee is no longer subject to income tax examinations for years prior to 2015.

5. CONCENTRATIONS

The Committee maintains its cash in bank accounts which, at times, exceed federally insured limits, subjecting the Committee to concentrations of credit risk. The Committee has not experienced, and management does not anticipate, any credit losses on such accounts.
