The Invocation was given by Reverend Michael Anglin, Arlington Church of Christ. oooooOooooo ELECTION OF CHAIRMAN. On nomination by Mr. Detwiler and carried by a vote of 5 to 0, the Board elected Dorothy T. Grotos as Chairman for 1979. oooooOooooo ELECTION OF VICE CHAIRMAN. On nomination by Mrs. Grotos and carried by a vote of 5 to 0, the Board elected Walter L. Frankland, Jr., as Vice Chairman for 1979. oooooOooooo APPOINTMENT OF CLERK. On motion by Mr. Frankland, seconded by Mrs. Grotos and carried by a vote of 5 to 0, voting recorded as follows: GROTOS - AYE; FRANKLAND - AYE; DETWILER - AYE; BOZMAN - AYE; PURDY - AYE; the Board appointed Dottie Bowen as Clerk for 1979. oooooOooooo SCHEDULE OF MEETINGS FOR CALENDAR YEAR 1979. Work Sessions are scheduled as needed, usually for Tuesday evenings. oooooOooooo COUNTY BOARD MEETING PROCEDURES FOR 1979 AND PROCEDURES FOR ANNUAL BUDGET PUBLIC HEARING. On motion by Mr. Frankland, seconded by Mr. Detwiler and carried by a vote of 5 to 0, voting recorded as follows: GROTOS - AYE; FRANKLAND - AYE; BOZMAN - AYE; DETWILER - AYE; PURDY - AYE; the Board adopted procedures for 1979 Board Meetings and the Annual Budget Public Hearing, a copy of which is attached to and made a part of this Minute Book page. oooooOooooo APPOINTMENTS TO REGIONAL GROUPS. On nomination by Mrs. Grotos and carried by a vote of 5 to 0, the Board appointed Mr. Frankland, Mr. Purdy and Mrs. Grotos to serve on the Northern Virginia Transportation Commission. On nomination by Mrs. Grotos and carried by a vote of 5 to 0, the Board designated Mr. Frankland to serve on the Washington Metropolitan Area Transit Authority. On nomination by Mrs. Grotos and carried by a vote of 5 to 0, the Board appointed the following Board members to serve on the Washington Metropolitan Council of Governments groups: Board of Directors Stephen H. Detwiler Economic & Development Administration Advisory Committee Stephen H. Detwiler Public Safety Committee John W. Purdy Water Resources Committee(208 Board) Dorothy T. Grotos Human Resources Committee Ellen M. Bozman Transportation Planning Board Walter L. Frankland, Jr. Land Use Committee Stephen H. Detwiler On nomination by Mrs. Grotos and carried by a vote of 5 to 0, the Board-appointed Mrs. Grotos to serve on the Northern Virginia Plannning District Commission. oooooOooooo TIE BREAKER RESOLUTION. On motion by Mr. Purdy, seconded by Mr. Frankland and carried by a vote of 5 to 0, voting recorded as follows: GROTOS - AYE; FRANKLAND - AYE; BOZMAN - AYE; DETWILER AYE; PURDY - AYE; the Board adopted the following resolution: BE IT RESOLVED that the Arlington County Board determines that there shall not be a tie breaker whose duty it would be to cast the deciding vote in the case of a tie vote of the members of the Arlington County Board during the Calendar Year 1979. oooooOooooo ADJOURNMENT . The Board received Analysis of Contingent Accounts showing a balance of $445,291 in General 01.7013-901; $ -0- in Hospice 01.7013-902; $25,000 in Cash Management 01.7013-903; $ -0- in Schools Revenue Shortfall 01.7013-921; $ -0- in Schools Enrollment Increase 01.7013-922; and $ -0- in Schools Accrued Salaries 01.7013-924 -- as of December 26, 1978. oooooOooooo APPROVAL OF MINUTES. On motion by Mrs. Grotos, seconded by Mrs. Bozman and carried by a vote of 5 to 0, voting recorded as follows: GROTOS - AYE; FRANKLAND - AYE; BOZMAN - AYE; DETWILER - AYE; PURDY - AYE; the Board approved the Minutes of the Regular Session of December 2, 1978, the Recessed Session of December 12, 1978; the Work Session of December 14, 1978; and the Organizational Meeting of January 1, 1979. oooooOooooo CORRECTION TO MINUTES OF AUGUST 5, 1978, PAGE 108, RE AMENDMENT OF CHAPTER 43, COUNTY CODE, RELATING TO ELIGIBILITY AND BENEFITS FOR TAX RELIEF FOR THE ELDERLY AND DISABLED. On motion by Mrs. Grotos, seconded by Mr. Frankland and carried by a vote of 5 to 0, voting recorded as follows: GROTOS - AYE; FRANKLAND - AYE; BOZMAN AYE; DETWILER - AYE; PURDY - AYE; the Board corrected the Minutes OF August 5, 1978, page 108, regarding amendment of Chapter 43, County Code, relating to eligibility and benefits for tax relief for the elderly and disabled, to correct a typographical error by changing "$378" to "$278" in the last column under "Exemption." oooooOooooo REQUEST TO COUNTY ATTORNEY RE APPOINTMENTS TO REGIONAL GROUPS. Mr. Frankland stated that he considered regional appointments, made on January 1, 1979, were made to serve at the pleasure of the Board; and, if the County Attorney had a different opinion, he should so advise the Board. oooooOooooo PAYROLL AND BILLS. On motion by Mr. Purdy, seconded by Mrs. Grotos and carried by a vote of 5 to 0, voting recorded as follows: GROTOS - AYE; FRANKLAND - AYE; BOZMAN - AYE, DETWILER - AYE; PURDY - AYE; the Board gave authorization for payment of Payroll and Bills for the periods ending December 13 and December 27, 1978. On motion by Mr. Purdy, seconded by Mrs. Bozman and carried by a vote of 5 to 0, voting recorded as follows: GROTOS - AYE; FRANK LAND - AYE; BOZMAN - AYE; DETWILER - AYE; PURDY - AYE; the Board: 1. Authorized the Libraries Department to submit a grant request to the United States Office of Education for a program in consumer education and information; and 2. Appropriated $65,567 to the Libraries Department (01.5010) from Unanticipated Federal Revenue (800.21), contingent upon grant approval.
