Call to Order and Determination of Quorum: The meeting was called to order by Vice - Chair Riki Snyder at 3:16 pm. There was a quorum.

Minutes: Presented November 29, 2018 minutes – Motion to accept. MSP: Denise Kinzie/Karen Sneary.

Officer Reports: Chair – No report Vice-Chair – Riki Snyder  Welcome to Molly Wehrenberg, newly appointed Commissioner  Acknowledged and congratulated all newly elected and incoming officials – Governor, Lieutenant Governor and other statewide representatives and senators, judicial and county officials. Special recognition was given to Kendra Horn, US Representative District V, Chief Justice Supreme Court , Oklahoma House of Representative Members - Kelly Albright (95), Meryleyn (45), (83), (71), (20), Shelia Dills (69), (65) Nicole Miller (82), (99), (79), (34), (42), (100), (48);

 Report in the Packet  Recommended to Kitti that she send an email to all Commissioner and Advisory Council Members when she is invited to speak on behalf of the Commission and event is open to the public.  She announced that at the March meeting, we will have a presentation on the Open Meeting Act. Advisory Council – Karen Sneary

 She acknowledged and welcome the Advisory Council members attending.  She reviewed the procedure for submitting nominations to the Advisory Council. The nomination form is on the website and nominations are to be submitted to Kitti for review and then are forwarded to the Advisory Council Chair.

Kate Barnard Event – Karen Sneary

 Event will be February 28 from 11:30 a.m. to 1:00 p.m. at the Judicial Center, Great Room on the 3rd Floor, 2100 N. Lincoln. Formal Invitations will be available and sent.  4 nominations were received: Claudia Griffin, Cindy Trong, Leslie Osborn and Representative , and Labor Commission Leslie Osborn was selected. She was selected for her previous service as a former State Representative.  Comments from the floor – several Commissioners voiced concerned as to the procedure of selection and why only the Executive Committee choose the awardee. The procedure was reviewed and a motion was attempted to amend the operating guidelines (by-laws). Commissioners Kohlman and Snyder both stated that according to the Open Meetings Act the motion is out of order. The procedure for requesting a change to the operating guidelines (by-laws) is to send a request to the Chair for the request to be an agenda item.  We are in need of sponsorships to fund this event. Several members of the planning team have suggested ways to sponsor the event such as table donation or a group of Commissioners or Advisory Council members could purchase a table (cost of the lunches).  Need donated table decorations – let the planning committee know if you can furnish a decoration.  Press releases will be developed and a note will be posted on Facebook page.

(OCSW Minutes 11/29/18 cont.) Community Conversations – Karen Sneary Topic for Community Conversations this year is Access to Educational Opportunities. A contact has been made with Connors State College to host a conversations. Commission Kohlman also recommended Rogers State College. Commission Banks-Monroe volunteer to submit this topic to the Lawton Mayor Commission on Women. Advisory Council Survey – Karen Sneary A survey has been developed of 13 questions to be answered. The survey will be conducted by Survey Monkey. Commissioner Yerkes has volunteered the use of her Survey Monkey app to deliver the survey to the council members. New Business Commissioners discussed the procedure for the submission for changes in the operating guidelines (by-laws) and procedures. The correct procedure was read by Commissioner Snyder from the Open Meeting Act. Issues of concern and a request for the issue to be changed should be submitted to the Chair for the issue to be placed on the agenda.

Announcements

 Pipeline for Politics will be held in Tulsa January 26, 2019. This event is an event of the Oklahoma Women’s Coalition and Young Leadership  Year of the Women - Legislative Kick-off will be hosted by the Oklahoma Women’s Coalition, January 31 from 5:30 to 7:30 pm

Next Meeting Kate Barnard Event will be held Judicial Center, 2100 N. Lincoln, and the Commission meeting will be held at the same facility and room.
