PLAN FOR NUCLEAR VICTORY IS CIVIL DEFENSE,

THE RUSSIANS UNDERSTAND THAT, WITH PROPER

PREPARATION, THEIR NATION CAN SURVIVE A

NUCLEAR WAR AND MOVE ON TO MEANINGFUL WORLD

DOMINATION THEREAFTER.

IN FACT, BECAUSE OF SpVIET MULTI_-BILLIQN

DOLLAR EXPENDITURES ON CIVIL DEFENSE, THE

SOVIETS CAN NOW CONSIDER THE POSSIBILITY OF

A NUCLEAR CONFLICT, IN WHICH THEY WOULD

LOSE FEWER THAN TEN MILLION OF THEIR POPULATION,

AS COMPARED TO THE MORE THAN TWENTY MILLION

FATALITIES THEY SUFFERED DURING WORLD WAR II.

AS LONG AS THE SOVIETS KNOW THAT, IN THE EVENT

OF A NUCLEAR EXCHANGE, THERE WOULD BE 15

DEAD AMERICANS FOR EVERY DEAD RUSSIAN, THEY

ARE LIKELY TO TAKE GREATER RISKS WITH THEIR

FOREIGN POLICY AND TO MORE SEVERELY CHALLENGE

THE INTERESTS OF THE UNITED STATES AT EVERY

KEY POINT OF INTERNATIONAL TENSION. IRONICALLY, WE/WITH MANY AUTOMOBILE!^COULD EVACUATE MORE EFFECTIVELY THAN THE RUSSIANS^ BUT IF WE CONTINUE TO NEGLECT PLANNING, MOST AMERICANS WILL DIE IN A NUCLEAR ATTACK. BEING ABLE TO SURVIVE AN ATOMIC ATTACK MAKESTHE ATTACK LESS LIKELY. IF 1VE ARE PREPARED TO EVACUATE, THE RUSSIANS COULD

HERE ARE SOME SPECIFIC STEPS IVHICH T7E CAN TAKE TO STRENGTHEN OUR CIVIL DEFENSE AND PREVENT NUCLEAR WAR: 1. PROVIDE TAX INCENTIVES TO FAMILIES THAT INITIATE : FOOD STORAGE PROGRAMS. THE AVAILABILITY OF FAMILY SDPPLII OF FOOD WILL GO FAR TO INCREASE THE SURVIVABILITY

OF THE POPULATION. 2. ENCOURAGE THE USE OF ARCHITECTURE WHICH USES

BASEJ4ENT SPACE FOR SHELTER. 3. PROVIDE TAX INCENTIVES FOR VACATION HOMES WHICH CAN BE USED IN CONNECTION WITH THE PLAN FOR EVACUATION OF CITIES AND DISPERSAL OF POPULATION. 4. PROVIDE TAX BREAKS FOR FAMILIES IVHICH DEVELOP BLAST SHELTERS. . : ' 5. FEDERAL POLICY SHOULD ENCOURAGE INDUSTRIAL

DISPERSAL. 6. HARDENING OF KEY INDUSTRIAL LOCATIONS SHOULD BE ENCOURAGED ALONG WITH RESEARCH IN NEW TECHNIQUES OF

INDUSTRIAL CONSTRUCTION. THE RUSSIANS NOW SPEND $1.2 BILLION ANNIIALI^ ON CIVIL DEFENSE. THE UNITED STATES ONLY ABOUT $100 MILLION. OVER A TEN YEAR PERIOD, THE RUSSIANS HAVE SPENT MORE THAN $65 BILLION ON CIVIL DEFENSE, WHILE THE UNITED STATES HAS SPENT ONLY ABOUT $1 BILLION. THE RUSSIANS HAVE 100,000 CIVIL DEFENSE WORKERS. THEY PLACE THEIR CIVIL DEFENSE LEADERS IN THE ARMED.'FOSSES ON..'AN EQUAL FOOTING WITH THEIR ARMY, NAVY, AND AIR FORCE. PAGE 16
