Based on our meeting, site visit and review of your Request for Qualifications, DGL recommends utilizing a Full-Depth Reclamation (FDR) approach to improve Fayette’s East Industrial Parkway. We have elaborated on this process in the Technical Approach section of our Statement of Qualifications.

Parker Road | Full Depth Reclamation (FDR) Client Village of Metamora Location Metamora, Ohio Services Transportation, Surveying, Construction Services Construction Cost $360,000 DGL performed the design and subsequent on-site inspection required for the full depth reclamation of approximately 1 mile of County Road 2 (Parker Road) in Metamora. The Full Depth Reclamation (FDR) process was used to reconstruct old asphalt pavements by recycling the existing roadway materials. The existing asphalt and base materials were pulverized, then mixed with cement and water for stabilization. The recycled material was graded and compacted to produce a strong base for an asphalt surface course. Along with the FDR of County Road 2, other work included the grading and shaping of a new roadway drainage ditch, the installation of new catch basins and storm sewer cross-overs, and new pavement markings and signage. Shawnee & Wildflower Drives | Full Depth Reclamation (FDR) Client Village of Metamora Location Metamora, Ohio Services Transportation, Surveying, Construction Services Construction Cost $170,000 This project consisted of improving Shawnee and Wildflower Drives for their entire lengths. Improvements included reconstructing the roadway by use of full depth reclamation. The improved roadways maintained their current alignments and cross-section. Minor width improvements were made around curves. Traffic control improvements includes pavement markings and new signage. The scope for this project was divided into three phases. Bryan High Street Mill and Resurface and Streetscape Client City of Bryan Location Bryan, Ohio Services Site Development Construction Cost $1.1 million and $635,000 (Streetscape) The City of Bryan contracted DGL to mill and resurface 2.8 miles of SR 2 / SR 34. This included base repair and curb repair as well as updated curb ramps and walks. DGL also developed plans to enhance the City’s downtown square. The City is the county seat for Williams County and the downtown square is home to the Williams County Courthouse. DGL’s focus was from the curb to the face of buildings along each of the four streets that make up the square. Miami Street Improvements Client City of Tiffin Location Tiffin, Ohio Services Transportation, Traffic Engineering, Construction Services Construction Cost $800,000 DGL performed the on-site inspection and field engineering required of this roadway improvement project. A primary feature of the project was the introduction of a cul-de-sac at the Jackson and Miami intersection with a boulevard street section also occurring. The project was performed as an ODOT LPA project, therefore, all work was required to comply with ODOT specifications to ensure reimbursement. DGL was responsible for all aspects of the construction administration process, including the completion of EEO forms and the periodic review of certified payrolls for the city. Construction work consisted of resurfacing, streetscape, lighting, landscaping, sidewalks with ADA crosswalks, and concrete curb installation. Services also included resolution of as-built quantities for use in processing pay requests. Items having substantial bearing on the project schedule included significant truck movement at the Miami and Sandusky Street intersection; proper maintenance of traffic signage to avoid blockage of deliveries to the area; and the protection of pedestrians as they traveled through the construction work area at the Jackson / Miami intersection. George Hardy Drive Client Toledo-Lucas County Port Authority Location Toledo, Ohio Services Transportation, Structural Engineering, Surveying Construction Cost $900,000 This pavement rehabilitation project extended from the intersection of John Q. Carey Drive, to the railroad track, just past the guard shack on the northerly end of George Hardy Drive. The project scope consisted of removing existing pavement and replacing with a new pavement buildup on an improved subgrade. New pipe underdrains were designed and installed while maintaining the existing curbs. Existing catch basins were inspected and repaired as necessary. A waterline replacement was included as a project alternate. A new rail crossing was also designed and installed part width. The project was designed to maintain heavy truck traffic during construction.

“The design for the above-referenced project was cost efficient. The engineer was able to salvage and utilize the existing curb while reconstructing the remainder of the project, saving the owner a considerable amount of money. The existing topo matched what was on-site, and proposed plan lines and elevations were constructed with minor changes. There were minimal change orders, and the project came in 3.5% under the original bid amount. The traffic phasing sequence proposed in the plans was followed and implemented. Overall, this project design was one of the most accurate we have seen for a reconstruction project - from start to finish.” ~Tom Allen, President, Diversified Road & Pipe, Inc. (now Gerken Paving).

Roadway, Parking and Retaining Wall Improvements Client The Location Toledo, Ohio Services Transportation, Structural Engineering, Construction Services Construction Cost $1.4 Million DGL was hired to provide design for three bid packages that included 1) roadway milling and resurfacing, 2) parking lot resurfacing and landscape improvements and 3) loading dock drive and retaining wall repairs and a new 40 spot parking lot for The University of Toledo. DGL performed construction cost estimates of proposed work, defined the scopes of each project to best use the available funds. The projects were bid separately with aggressive schedules for completion during summer break. DGL was responsible for design, bid and construction administration. As part of bid package 3, the HEB Loading Dock project included removing the existing sidewalk, retaining wall, curb, and 3 inches (+/-) of concrete overlay on the driveway. The concrete overlay was removed by use of a milling machine, with care taken to not damage the existing underlying reinforced concrete slab. After removal of the overlay, the cleaned underlying slab was sounded and all unsound material was removed by use of hand chipping. ODOT’s Supplemental Spec 848 was referenced for cleaning and preparing repair areas. DGL’s design included using temporary bracing on retaining wall during installation of low strength mortar backfill, installing dowels with 9 inch curb and retaining wall, low strength mortar backfill in 18 inch lifts (allowing mortar to cure between lifts), 6 inch deep sidewalk and 3 inches of Type S Concrete with synthetic macro fiber reinforcement as a bonded overlay.

The East Industrial Parkway Roadway project will be assigned to Josh O’Neil, a DGL Project Manager and Lead Engineer, who will maintain responsibility through all project phases. His responsibilities will include client contact, proposal preparation, preliminary investigation and design as well as contract administration during construction. This continuity of responsibility is a major factor to our superior project performance. Rick McGuckin, Principal in Charge, will ensure Josh has the appropriate resources and support available for this project. RJ Lumbrezer, Survey Manager, will work with Josh to coordinate the required topographical survey needs for this project. Matt Myers, should you choose Construction Services from DGL, will perform on-site inspection/observation during construction. Joshua J. Hollywood Casino, , Toledo Lead Designer for Hollywood Casino development. Responsibilities included all site design as well as the public infrastructure improvements - drainage design activities including storm sewer design, a storm water detention pond and a Storm Water Pollution Prevention Plan (SWPPP). The SWPPP was prepared to address storm water runoff concerns during construction. In addition, provided inspection of storm water mitigation items per OEPA requirements during project construction. Coordinated with ODOT and the City of Toledo to bring the project to completion on a very aggressive schedule; attended progress meetings for both site and public work; worked with the various contractors and ensured all permits were obtained. This project showcased Josh’s ability to work with multiple government agencies, contractors, suppliers and the project Owner to create a finished product that met all expectations of stakeholders. US 24 (Fort to Port) Improvements, from the City of Napoleon to the City of Waterville Roadway/Drainage Engineer for design of 22 miles of new US 24. This project consisted of a 4- lane divided highway on new alignment including various side road intersection and cul-de-sacs as well as three new cross road interchanges. Drainage design included many large culverts, roadway and median ditches along entire project, storm sewer work and grading plans to ensure proper drainage of the interchange areas. Design also included Post Construction BMPs (Best Management Practice) and erosion control as part of the Storm Water Pollution Prevention Plan. North Sandusky Street, City of Tiffin Project Engineer for pavement planing and resurfacing of 1.2 miles of North Sandusky Street. A new profile grade for the street was established to ensure no reduction in pavement build-up would occur with planing and resurfacing. Along with pavement work, project included construction of all new curb and gutter, minor drainage/storm design, new sidewalk at intersections and new curb ramps along project length. Airport Highway Widening, Reynolds Road to Byrne Road & Holloway Road to Holland- Sylvania Road Project Engineer for these two projects, both included widening of existing roadway. The Reynolds to Byrne Road portion added three lanes as well as turn lanes, installed new traffic control devices, included a new storm sewer system and added a new pedestrian/bike path. From Holloway to Holland-Sylvania, the roadway was widened to a six lane divided highway, and including widening of on and off ramps to I-475 and installation of new traffic controls.

Technical Approach DGL believes the most necessary ingredients for project success are communication, combined with a reliable, cost-conscious design. We are community focused and, in this case, the community consists of the Village of Fayette, the design team and of course Fayette’s residents, businesses and visitors who are directly impacted by this improvement / reconstruction project. Declining road conditions are a continuous problem for communities like Fayette’s and DGL has a successful record of helping correct these problems. The Village of Fayette has invested a tremendous amount of time, research and money in developing a safe environment for its community. With regard to the reconstruction project, the preliminary numbers and initial grant identification is well underway. DGL has visited the site, met with Steven Blue and reviewed the project description. We believe this project can be completed by utilizing a Full-Depth Reclamation (FDR) approach. The FDR process rebuilds worn out asphalt pavements by recycling the existing roadway. Old asphalt and base materials are pulverized, mixed with cement and water, and compacted to produce a strong, durable base for either an asphalt or concrete surface. Full-depth reclamation utilizes the materials from the existing, deteriorated road. Cement is added to those materials which creates a new stabilized base. With FDR, the existing asphalt does not need to be removed or disposed. This reduces truck traffic as well as recycling costs. It also results is a stronger, even, more moisture-resistant, low-maintenance road. The FDR approach is rather straightforward and an ideal process for Fayette’s project due to:  No to very few utilities in roadway  No curbs and side ditch drainage  Minimal driveways  Tangent alignment

For the size of this project, the complete “recycling process” can be completed in one to two days. This results in local traffic resuming almost immediately. We would want to investigate the site to fully determine the cause of failure. We would utilize a geotechnical firm to perform appropriate testing to determine layer thicknesses and obtain samples of the material to be recycled. The actual process will include the following steps:  Scarification and Pulverization  Spreading Cement  Water Application  Mixing  Compaction  Curing  Pavement Surface

Our team provides an adept ability to respond to unforeseen project demands with personnel that are experienced in their specific areas of expertise. This staffing flexibility and capacity to perform is further augmented by cross-training that provides added flexibility in the staffing of project assignments. Grant Experience and Successes

DGL understands grant identification and application. We have various examples where we have assisted our clients with various funding formats, and approach each identification or application accordingly. In most cases, qualification for grant assistance is dependent on four criteria: location, type of organization, size and project purpose. Eligibility for funding is usually dependent in part on the location of the activity for which funding is being sought. Although many grants are available, some activities such as community health, agriculture and other specialist interests may be targeted for additional funding. We also keep in mind that grants may be aimed at businesses or groups of a certain size within your community, employing a minimum or maximum number of people, targeting growing businesses as opposed to self-employed individuals or large, well- established organizations. Finally, one of the most significant factors for the qualification of grant assistance is the focus of the proposed project. This may be related to improvements, community development, rural diversification or training and skills development. It is, therefore, important to explain what it is you want the money for, being clear about the intended outcomes of your project. DGL can assist you with these efforts. To reach your specified funding target, Fayette will likely need to match fund costs by applying to more than one funding source, or to supplement grants by utilizing your own budget or income. We understand Fayette’s goal is to remain under $200,000. An oversight clients have made in the past is assuming only one funding source is needed, versus marrying multiple sources to meet your total funding requirements. We understand you have been working with ODOT for grant identification and we can certainly help with those communications, as well as researching additional resources. DGL has been successful in assisting our clients obtain funding by ensuring application requirements are fully met. Our familiarity with various processes guidelines saves our clients time and effort. Our success in increasing our client’s chances of securing grants is based on leading or assisting with the following:

The have managed submission and obligation processes, as well as fulfilled reporting requirements. Following are examples of these efforts. Village of Metamora Shawnee & Wildflower Drives | Full Depth Reclamation (FDR) DGL led this project which consisted of improving Shawnee and Wildflower Drives for their entire lengths. Improvements included reconstructing the roadway by use of full depth reclamation. The improved roadways maintained their current alignments and cross-section. Minor width improvements were made around curves. Traffic control improvements includes pavement

Grant Experience and Successes markings and new signage. The scope for this project was divided into three phases. The first phase (Project Scoping) consisted of activities in preparation of grant application submission (i.e. field review to define work items, budgetary cost estimating and preparation of Issue 1 grant application). Liberty Center Master Plan DGL assisted the Liberty Center community in the development of their Master Plan document which consisted of a series of prioritized work items, as well as project financing sources. Following acceptance of the Master Plan, DGL was successful in securing OPWC funding to correct a deficient roadway alignment that had been listed as one of the top priorities. Bryan Downtown Streetscape Phase 2 DGL developed the plans for the enhancement of the City’s downtown square. The City of Bryan is the county seat for Williams County, and the downtown square is home to the renovated Williams County Courthouse. This project’s limits were from 10’ in front of the outside face of curb to the face of buildings along each of the four streets along the square. Primary work elements included: sidewalk and architectural elements, including color, stamping, patterns, pavers; improvement of ADA accessibility at intersections and parking spaces; decorative light poles and luminaries design; reconstruction of curb drains for positive drainage flow; tree replacement and urban tree planting systems; hardscape, including benches, trash containers, and planters; and the facilitation of meetings with business owners during the Preliminary Design Phase, followed by a public meeting for citizens. The majority of funding for this project was provided through ODOT’s Transportation Enhancement Program. Findlay Tiffin/Blanchard Safety Study A safety study was conducted at Tiffin/Blanchard in Findlay to successfully procure ODOT funding for safety improvements for a six-legged intersection. Traffic counts, crash history, sign and pavement marking inventories and capacity analyses were conducted to determine needed safety improvements. Roadway widening, new signage, new pavement markings and a signal modification were recommended, funding was approved and design was completed. City of Toledo Traffic Control System Developed projects and acquired $13.5 million in Federal CMAQ funds to design and replace the City of Toledo’s 1970’s-era traffic control system. Worked with consultant and in-house Operations & Maintenance teams to develop specifications and phased implementation plan; managed installation of system. Developed operations plans and programming for over 500 intersections and programmed each traffic signal controller; designed plans for fiber optic communications cable and managed LPA contracts for installation. All project phases completed under budget. Project greatly reduced system operation and maintenance costs, including significant reduction in overtime, and allowed the development and implementation of a Preventative Maintenance program. City of Toledo LED Developed projects, acquired ODOT Safety funding, designed, managed, developed and programmed new timing plans for upgrade of signals to improve safety with installation of LED’s, detection and backplates. Projects occurred on Airport Highway, Alexis Road, Cherry Street and Reynolds Road and involved 46 signalized intersections.

Grant Experience and Successes

The City of Toledo began installation of LED indications in 1997, with the installation of a single lamp at a high profile location, as an experiment as to their visibility and longevity. At that time, the benefit of reduced O&M costs was recognized, as well as the reduced liability exposure, but the b/c was questionable. As time passed, technology advanced and the cost of these units continued to drop, resulting in positive b/c ratios, and The City of Toledo began active replacement of red indications without the benefit of dedicated funding. In 2009, a $550,000 ARRA funding request was approved which allowed complete replacement of all remaining indications (Y, G,

DGL was assigned to ODOT Districts 1, 2, 3, 4, 7 and 8. In all, DGL completed engineering assignments for 31 school districts in this program. The school districts included Anna, Antwerp, Arcadia, Colerain Township, Elyria City, Elyria Township, Green, Hamilton, Hicksville, Marion Local, Napoleon, New Madison, Perrysburg, Pettisville, Swanton, Urbana, Van Buren, Vermilion, Wapakoneta, and Wilmington. DGL has also completed four, two year general engineering contracts for ODOT District 2 and two, two year agreements for District 1. Tasks have varied, but generally serve to augment the District’s in-house design staff. Specific tasks have included Right-of-way plan development; bridge plan review; traffic signal design; slope stability design and bridge replacement/overlay; and miscellaneous bridge design tasks. We also completed site and structural design tasks at the Henry and Wood County Maintenance Garages for District 2. Based on DGL’s ODOT procedures and standards knowledge, most tasks assigned were streamlined through the electronic transfer of data. DGL’s responsiveness and overall performance were greatly enhanced by DGL principals taking a direct role in the task management and completion.
