Annex: Training provision in the East of for the Environmental Economy and a Summary Statement of Training Needs

Introduction

A.1 The principal aim of this whole study has been to demonstrate the breadth and depth of the inter-connections which define the environment-economy nexus in the . In so doing, it has sought to quantify aspects of that relationship with as much precision as the data will allow; to understand geographical variations - on both a large and small scale - in the manner in which the environment and the economy interact; and to consider interventions that have been, and might be, developed as the basis for a win-win scenario of environmental conservation and enhancement, and sustainable economic growth.

A.2 The report has demonstrated that the environmental sector is small but significant, and indeed is more significant in some parts of the region than others. Within each of the Chapters 4 to 7 in the main report the issues for skills demand are set out in detail. These are summarised in Table 1.

A.3 The discussion of these skills needs in the previous chapters demonstrated that employers seek to employ workers with key skills and basic skills as well as the more job-specific skills and knowledge required by their industry. They also point to the fact that the more knowledge intensive sub-sectors require higher level skills in the main, but a constant theme throughout the analysis is to improve skills levels across the board.

A.4 This annex sets out the context regarding the supply of training and education in the East of England. Our approach to this element of the study has been to review the prospectus of each FE and HE provider in the Eastern region to identify course availability. Admissions tutors have then provided us with number of places available where possible. Analysis of student registrations and qualifications achieved is provided through analysis of HESA, FEFC and DfEE data.

The challenge of measuring skills – definitions and data

A.5 The Chapters within the main report have identified skills issues specific to each sector within the environmental economy. These are often of a rather generic nature. In particular the need to improve key skills across the workforce is which cuts across several of the sub-sectors. Key skills (also known as core skills) relate to a person’s ability to operate in a workplace, alone or with others. They are valued by employers because they facilitate flexibility in learning and work. The six key skills are1:-

A.6 In addition to an improvement in key skills there is a need among several of the sub-sectors whose employment is dominated by low skilled occupations, to improve levels of basic skills (literacy, numeracy and IT) among the workforce. According to data from the Basic Skills Agency, nationally one in six adults have low levels of literacy and numeracy. It is also important to note that in some sectors in which overall employment is set to decline, the replacement effect will ensure that recruits with appropriate skills and qualifications are still required by employers. The table below shows their assessment of the levels of Basic Skills in the East of England. The national average for literacy is that 15% have low or very low literacy – all counties in the East of England perform better than average, although there is much variation within the region. Similarly, nationally 21% of the population have low levels of numeracy (while 12% have very low numeracy levels), while in the East of England all counties perform better than this, but again there are pockets of relatively poor basic skills. However, just because the region is at or better than the national average, it should not be complacent.

A.7 EEDA's skills strategy and action plan sets out the key dilemmas which employers and training providers face when they seek to develop provision which matches the needs of employers. In particular, the lack of appropriate Labour Market Information is highlighted. This has been an issue with the preparation of this report, in particular the variable quality of skills surveys and the absence of research into skills shortages, gaps, and needs2.

A.8 The first report of the National Skills Task Force defined the term “skill shortage” as referring to a situation in which there is a shortage in the accessible labour market of types of skills being sought, and which leads to a difficulty in recruitment. “Skills gaps” however arise where employers feel that their existing workforce has lower skill levels than necessary to meet the needs of the business. Skills needs are expressed as the difference between the levels of skills currently available within a company and what it will need in the future to meet business objectives. These distinctions are important as they clarify the nature of skills issues within a sector, their causes, and remedial measures. However, much of the survey work which has been undertaken with employers in the past has only sought their views on

“skill shortages”. A more recent employer survey (East of England Employer Survey, 2000) provides some indication of skill gaps and skill needs across the counties that make up the region in the major sectors and occupations.

A.9 Both FE and HE providers find difficulty in planning courses on the basis of current LMI. According to a recent report3 less than half of all providers regarded LMI as very important in the planning of their courses. This issue must be addressed if the providers are to meet both learners’ and employers’ expectations of student progression after learning.

Learning provision in the East of England

A.10 This Annex sets out to identify the type and level of FE and HE provision in the East of England for skills specific to the environmental economy. All the major institutions in the region were contacted for course information and numbers of students. Some 40 provided information (although this does exclude some horticultural colleges). While course information has been available, the number of places was provided by only a few providers and this has not then been part of the current analysis.

A.11 This approach does have some drawbacks. One such is that the analysis has excluded provision from outside the area, so for example we have not included the De Montfort Agricultural College campus at Lincoln, although this may be commutable by people living in the region. For the purposes of this study, it is important to know whether the opportunities to train match the sectors’ needs; and to include organisations whose interest lies in the East of England.

A.12 The approach here also does not acknowledge unaccredited training which people undertake mostly at work, or as a volunteer which is provided either by the employer directly or a private training company. There are many training organisations offering courses in the region. Some of these are featured in the Green Jobs report, such as the Environmenta l Services Association, the Institute of Wastes Management, or the Institution of Civil Engineers. There are many other training organisations offering more generic communication or business skills training for instance. These “top up” or refresher courses are highly responsive to market demand. Within the public domain there are two inter-related concerns, the first is to ensure students’ employability, and the second is to create a vibrant learning market by encouraging reluctant learners to learn. The focus of this work therefore is on mainstream FE and HE provision.

A.13 A total of 40 FE and HE providers gave information on 560 courses. The colleges contacted are listed in Table 2.

A.14 This shows that a small number of institutions are responsible for offering large blocks of courses. In particular the agricultural colleges (Easton in Norwich, Writtle college near Chelmsford and Otley in Ipswich) offer a good range of courses and account for over a third of all related courses in the East of England. Other institutions which offer a more extensive range of courses are the University of Luton, Oaklands College at St. Albans, Cambridge Regional College and the College of West Anglia.

A.15 The full range of courses offered at each Institution is provided at the end of this Annex. Each course has been coded with its NVQ equivalence from 1 through to 5, and also coded to reflect the sector and sub sector of the environmental economy. The classification which has been adopted, together with examples of the types of courses included under each sub- category is summarised in Table 3 below.

A.16 Given the predominance of the few agricultural colleges in the East of England offering courses directly related to the environmental economy a la rge number of courses (205) are offered which relate to developing skills appropriate to the high quality environment sector (essentially hospitality, tourism and recreation) and to the environment sector (192). However, there are also many courses (157) relating to the primary sector. There are only 6 courses directly related to the process of greening the economy, although many of the other courses will include modules or elements which focus on this area.

A.17 It is of course possible that many other courses contain modules which provide a good grounding in issues associated with “greening business”. In a review of prospectuses for HE institutions throughout the Eastern region we found that the majority of business management degrees did not include any ele ments of the course relating to “greening the economy”. A more in-depth analysis of specific course details may have yielded some environmental component but it is clear that the institutions did not perceive this to be a marketable aspect of the course.

A.18 Only three institutions offered some environmentally related topics within their business degrees – The University of Hertfordshire, the University of Luton and Anglia Polytechnic University (see table below for more detail). The first two offered one or two modules as options, but the Business Studies/Business Admin BA at APU offered a wider selection of modules relating to the environment sector (Strategic Financial Management Tourism, Countryside Recreation, Heritage Tourism and Management in Sport & Recreation). However, we are aware of a proposed new MSc course in Environment, Economics and Business at Cranfield University.

A.19 The analysis of course type by course level in Table 4 demonstrates a number of key points:-

n nearly half of accredited provision offered by FE and HE courses in the East of England is of degree or post-graduate degree level

n Courses at NVQ levels 1 and 2 comprise only a third of the total offer. Given the large numbers of workers in the environmental economy with low or no qualifications, the lack of provision at this level offers few opportunities for the progression of adult learning

n The most popular type of courses on offer are environmental studies (23% of courses), horticulture (10%), leisure and tourism (12%) and hospitality and catering (12%). The predominance of environmental studies is partly due to the very broad nature of the study area, and most of this is at NVQ level 4 and 5. The other courses listed here are more often offered at lower levels

n Five of the six environment management courses are offered at degree and post- graduate level.

A.21 The Table and Chart above demonstrate that there is a concentration of types of courses offered in the different counties. Primary sector courses dealing with agriculture, horticulture and animal care are mostly offered in Essex, Norfolk and Suffolk – corresponding with the location of the agricultural colleges.

A.22 There is also a concentration of courses offered in the hospitality and tourism areas in Essex, Bedfordshire, and Cambridgeshire. As the magnet for many visitors Cambridge appears to be well served for appropriate courses, but this may be less so for Suffolk and Norfolk. It is Norfolk and Essex where there is the greatest amount of tourism activity, in terms of trips, and in Cambridgeshire where the most overseas visitors stay. Tourism spend is greatest in Norfolk and Cambridgeshire6. There is therefore an element of spatial mismatch between tourism activity in the economy and tourism related training.

A.23 A comparison can be made between the specialisms in the environmental economy and the local availability of relevant training to address those specialisms. In the main report the distribution of sub-sectors of activity within the region was analysed. This found that Norfolk has strengths in a number of agricultural and tourism based activities, Cambridgeshire had advantages in market gardening, and Suffolk had advantages in animal husbandry. In terms of course availability, Norfolk is quite well served for agriculture and horticulture.. Cambridgeshire has only one course offered in horticulture (although there are rather more in nearby Hertfordshire). Suffolk meanwhile is well served for courses in animal husbandry.

A.24 There is therefore a partial mismatch between the strengths of the sub-regional economy and the local availability of courses specifically related to those strengths. This is more of an issue with lower level qualifications than is it for higher ones. People seeking to train for NVQ levels 1 and 2 are much less likely to want to travel far to take up a course due to their propensity to have a low income, to value qualifications less and to experience more practical barriers to taking up training (including cost of courses, travel time, accessibility and caring responsibilities).

A.25 The courses identified are mostly delivered via traditional full or part time modes. More flexible learning delivery is increasingly seen as a requirement to encourage learning amongst those in the workforce and particularly in SMEs. This was demonstrated in the Green Jobs report where it was reported that Luton’s Waste Management course noted that they “don’t tend to attract students from the private sector as it is not a distance learning course". Public sector employers tend to be more amenable to letting their employees go on courses.

A.26 The analysis has so far presented course availability, however quality is an aspect which merits mention. The East of England has some key specialisms and strengths in certain areas. In particular, several Universities performed very well in the most recent Research Assessment Exercise as the table below demonstrates. The rating exercise ranks departments against a 7 grade rating (1,2,3a,3b,4,5,and 5*). The University of Cambridge clearly has great strengths in the Biological Sciences. However there are strengths in

Geography courses at Cambridge, and UEA, and in Environmental Sciences at Hertfordshire and UEA.

Summary

A.27 The East of England is home to 10 Universities and University colleges, and a further 48 FE colleges. Together they offer courses which cross the range of provision at all levels. The key points to emerge from the analysis are:-

n Generally low level of provision by colleges of NVQ level 1 and 2 qualifications. This is an issue for adult learners who possess low or no qualifications and wish to pursue training.

n A large number of courses offered by a relatively small number of institutions, in particular the agricultural colleges.

n Some geographic mismatch between locality of sector strengths and availability of relevant courses, for example with tourism related course in Norfolk and Suffolk.

n Nearly half of accredited provision offered by FE and HE courses in the East of England is of degree or post-graduate degree level. These courses are attractive to learners and companies from outside the region demonstrating their strength and quality.

n Only a handful of courses are specifically related to “Greening the economy” and very few business courses offer (or at least market) modules relating to this sector.

n There is a need for environmental courses to offer business and other transferable skills.

n A perceived need for more flexible forms of learning delivery.

Recommendations

n The main recommendations which follow from this analysis and conclusions are:

n Investigate further the availability of “greening business” modules on mainstream business courses, at all levels and encourage additional courses if appropriate

n Investigate the availability and appropriateness of learning opportunities in the hospitality industry in key tourism areas, particularly Norfolk, and encourage colleges and providers to work with the industry in those areas to offer appropriate training.

n Ensure that communication channels are open and available between academics and local businesses to ensure that the region’s research strengths are available to local businesses.

n Ensure that the skills dimension of economic issues is routinely considered in all EEDA’s developmental work.

n Build an environmental training cross cutting agenda to any networks and agencies which are engaged within the environmental sector.
