It is considered that the proposed creation of a new access, as presently submitted, would be unlikely to maintain or enhance the quality of the landscape and character of the Park's Natural Beauty. It has not been demonstrated that the proposed development would be integrated into the landscape through planting and has not demonstrated that it has enhanced biodiversity. As such, it is considered that the proposals would not comply with Policy 1(i) and (ii) or (iv) of the LDP. The proposed removal of a hedgerow to form a new access into an agricultural field is contrary to policy 6 of the Local Development Plan by virtue of the existing hedgerow being considered ecologically important under the Hedgerow Regulations 1997 and listed under Section 7 of the Environment (Wales) Act 2016 as a Priority Habitat.
