1 Introduction 1 Introduction

1.1 The council has started work on preparing a new Local Plan for the district, which will cover the period 2014-2035. This will set out how much and where land should be provided to accommodate the new homes and jobs that are needed in our district. The new Local Plan is not just about homes and jobs; it will also look to facilitate new infrastructure provision to ensure that development is sustainable. This might include new transport measures, new sport, open space and recreation facilities as well as schools, shops and community facilities. Finally the new Local Plan will also look to protect and enhance our high quality natural and built environment. Once the plan is finalised and adopted, this will be used to manage development through the determination of planning applications; making clear where development is acceptable and providing certainty for local communities that new development will happen in a planned and co-ordinated way.

1.2 The council consulted on its Draft Local Plan during November and December 2016. This consultation included policy wording as well as draft allocations of land for new housing and employment. In addition it included two options for a new settlement making clear that in the final plan only one of the options would be taken forward. Following the close of the consultation we have been considering the responses that were made as well as assessing new sites that were submitted and updating our evidence base on the need for new homes and jobs in the district over the plan period.

1.3 As a result of this Harrogate Borough Council is holding an additional six week consultation between 14 July 2017 and 25 July 2017. This will seek views on:

Additional draft allocations needed to meet revised forecasts of housing and employment needs Draft allocations where there has been a change to the site boundary as published in the Draft Local Plan Gypsy and Traveller Site provision Land for new or enhanced educational provision Preferred draft allocation for a new settlement option.

Updated Evidence

Existing evidence base

2.1 The National Planning Policy Framework (NPPF) requires that sufficient land is made available to meet the objectively assessed needs for new homes and jobs. The council commissioned a Strategic Housing Market Assessment (SHMA) to understand the housing needs of the district.(2) This concluded that the objectively assessed housing need in the district is 557 dwellings per year. Over the period of the plan (2014-2035) this equated to 11,697 homes. In coming to this conclusion the SHMA considered a range of factors which influence housing needs, and in so doing captures the impact of past under-delivery of housing through adjustments made to the starting point demographic projections.

2.2 Alongside the SHMA the council published an Employment Land Review to identify the amount of new employment land that the plan should be seeking to provide.(3) This showed an increase of 7,930 jobs over the period 2014-35 across all sectors based on the Regional Econometric Model (REM).(4) It also looked specifically at the forecast change in B use class jobs and concluded that this would increase by 3,070 jobs.(5) This overall increase includes a decline in B2 jobs. In order to support the forecast increase in B class jobs the ELR concluded that the overall amount of employment land needs to increase by a minimum of 12 hectares. This minimum figure assumes that all of the surplus B2 land, (six hectares), will be taken up by other B uses. In practice, however, this is unlikely and as a result additional land requirements could be in the order of 12-18 hectares. Taking into account an assessment of existing land supply the ELR concludes that allocations of land should be made to deliver 20-25ha of new employment land in order to address the shortfall in B1/B8 land and to create a better balance in the type of employment land available.

Housing and Economic Development Needs Assessment (HEDNA)

2.3 In order to ensure that the draft Local Plan is based on the most up to date evidence the council has reviewed both its housing need and employment land requirements in order to take account of the latest demographic and economic forecasts. This has now been combined into a Housing and Economic Development Needs Assessment (HEDNA).(6)This review concluded that, as a result of changes to the demographic starting point, plus increased economic growth prospects, the objectively assessed need for new homes is 669 per year. Over the plan period this equates to a minimum provision of 14,049 homes. This represents an increase of some 2,300 homes over that previously being planned for. In order to meet this revised figure and ensure that there is sufficient flexibility built in, the council has identified additional sites.(7)

2.4 With regard to employment forecasts, the HEDNA has concluded that the economy is expected to grow by 1.9% per annum, (GVA growth pa), between 2014 and 2035. The total number of jobs growth forecast is 11,400 which equates to an annual growth rate of 0.5%.(8) This baseline forecast is largely trend based and does not reflect local investment or planned growth. The HEDNA therefore adjust the forecasts to reflect this which results in an additional employment growth of 800 jobs (12,200 jobs in total). The future GVA growth is particularly driven by growth in the professional, scientific and technical activities and wholesale sectors whilst the agricultural and manufacturing sectors are both expected to see job losses. on these job forecasts, the HEDNA has concluded that there is a future need for 54.8 hectares of employment land up to 2035 which covers the need for all B-class accommodation as well as sui-generis development on B-class land. This 54.8ha figure is split as follows:

2.5 The HEDNA identifies in the order of 16 hectares of vacant land on existing employment sites which results in a need to provide for a minimum of 38 ha of new employment land. However, there is a need to allocate more than this figure to provide for a choice of sites and ensure flexibility of supply.

Gypsy and Traveller Accommodation Assessment (GTAA)

2.6 Planning policy for traveller sites (August 2015) requires local planning authorities to use a robust evidence base to establish the accommodation needs of Gypsies and Travellers in the district which informs the preparation of the Local Plan.(9) The policy also requires local plans to identify a supply of specific deliverable sites sufficient to provide five years worth of sites. Deliverable sites or broad locations for growth should also be identified for years 6-10 and, where possible, for years 11-15.

2.7 In 2013 the council commissioned a Gypsy and Traveller Accommodation Assessment (GTAA) which identified a relatively low level of need for future pitch provision over the plan period. However, the GTAA only considered the future need arising from unauthorised sites or those with temporary permission; it did not include future need arising from the two public sites within the district which have a total capacity of 40 pitches. When the approach followed in the GTAA of applying a rate of 2.5% compound growth per year for household formation was applied to all pitches, (both public and private), the estimated future need was identified as 20 pitches in the period to 2028. This study also highlighted an appropriate broad area of search.

2.8 The Gypsy and Traveller Accommodation Assessment 2017 updates the earlier study and identifies a net need for six additional pitches for households that meet the planning definition (10) of which four are required in the first five years. This need is made up of two households on unauthorised pitches, two households seeking to move from bricks and mortar, two older teenage children in need of a pitch of their own in the next five years, two households on pitches with temporary planning permission, one from in-migration, and two from new household formation.

2.9 The five stage site selection process adopted by the council is set out in Appendix 3 of the Housing Background Paper 2016.(11) Stage three of this process is the Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA) which is a systematic way of assessing sites by identifying and evaluating the impact of development on environmental, social and economic objectives, defined by NPPF as the three elements of sustainable development, which need to be considered together. Para 165 of NPPF expects this assessment to be an integral part of the local plan making process.

2.10 To ensure that this assessment of sites is carried out in a clear, consistent and robust manner a decision making framework has been produced for the SA/SEA. This has been included in previous iterations of the SA/SEA, including the Draft Sustainability Appraisal consulted on in November 2016.(12) The report sets out in detail the methodology used to assess the effects of site options on the sustainability objectives. For each site a detailed matrix has been developed which allows comparison of site performance and highlights significant effects. Sites are scored using a continuum of colours ranging from red to dark green to indicate negative effects, adverse effects where mitigation is possible and positive effects. A summary of the effects is also included for each site. Assessments specifically sought, where possible, to avoid allocating those sites with a red score for historic environment, local distinctiveness, landscape impact or biodiversity. The process was informed by a wide range of expertise, including North County Council in relation to eduction and highways, and 'in house' expertise on the historic environment, landscape, ecology, land drainage, planning policy and transport.

2.11 Following the draft plan consultation further sites were put forward for the council's consideration, and as outlined in the previous section updated evidence for the local plan indicates the need to identify further sites for housing and employment. The following additional work has therefore been undertaken in order to inform the choice of further draft site allocations:

All new sites submitted for consideration as part of the Harrogate District Draft Plan Consultation 2016 have been assessed and included in a new appendix to the SA/SEA. For each site a detailed assessment has been prepared. Sites previously assessed as part of the Draft Plan consultation, but not identified as draft allocations, have been revisited and the most sustainable identified. Further sites identified through the sustainability appraisal process were then considered in relation to stages four and five of the process to assess deliverability and developability, as set out in NPPF, alignment with planning policy and the site's fit with the Local Plan growth strategy.

2.12 Further draft allocations have therefore been identified for consultation and are included in a new appendix in the Addendum to the 2016 SA/SEA. Selected sites may have negative scores for some of the 16 sustainability objectives. For example the nature of the district results in the majority of sites having a red score for loss of a greenfield site as the district has few brownfield sites available for development. The purpose of the assessment however is to show how sustainable the effects of a site are likely to be and where there are harmful impacts. This will then inform further work on mitigation measures which will be included as site requirements for each site allocation included in the Publication Draft when it is published next year.

These have been provided for context only, not consultation.

4.1 In order to ensure that the draft Local Plan is based on the most up to date evidence the council has reviewed both its housing need and employment land requirements in order to take account of the latest demographic and economic forecasts. This has now been combined into a Housing and Economic Development Needs Assessment (HEDNA).(16)This review concluded that there is a future need for 54.8 hectares of employment land up to 2035, as opposed to the 20 -25ha that were planned for previously. The HEDNA identifies in the order of 16 hectares of vacant land on existing employment sites which results in a need to provide for a minimum of 38 ha of new employment land. However, there is a need to allocate more than this figure to provide for a choice of sites and ensure flexibility of supply.

4.2 The following pages set out details of all the additional draft employment allocations the council is proposing should be included within the Local Plan. The orange site boxes provide some basic information about each site, including a site map, site area and the amount of employment land, (in square metres), likely to be provided on each site. Settlement maps are provided at Appendix 1 that show the additional draft allocations alongside the existing draft allocations and commitments for those settlements where an additional or amended site has been put forward as part of this consultation. These have been provided for context only, not consultation.

6.1 The Gypsy and Traveller Accommodation Assessment (2017) identifies a net need for six additional pitches for households that meet the planning definition up to 2032. As required by the Planning Policy for Traveller Sites, (August 2015), a Local Plan must identify a supply of specific deliverable sites sufficient to provide five years' worth of sites. four of the six pitches are identified as being needed the five years from 2017 - 2022.

6.2 There are presently three private Gypsy and Traveller sites located within the Knaresborough Green Belt, two sites with temporary planning permission on Cass Lane and one unauthorised site on Thistle Hill, (appeal pending). These pitches contribute towards the six pitch total requirement and the first five years supply of four as they are temporary or unauthorised. The sites are privately owned, well established and provide a settled base that enables the families to access education, health, welfare and employment infrastructure. The families occupying these sites have invested in the sites and would like to continue to occupy them into the future, however they have been unable to gain permanent permission due to their location in Green Belt.

6.3 Whilst the Planning Policy for Traveller Sites (PPTS) states that traveller sites in the Green Belt are inappropriate development and Green Belt boundaries should be altered only in exceptional circumstances, para 17 does state that a local planning authority can make an exceptional limited alteration to the defined Green Belt boundary, which might be to accommodate a site inset within the Green Belt, to meet a specific, identified need for a Traveller site. If land is removed from the Green Belt in this way, it should be specifically allocated as a Traveller site only.

6.4 Due to the circumstances of the three current sites in Knaresborough outlined above, the lack of a deliverable alternative site and the updated GTAA , the three existing Gypsy and Traveller sites on Cass Lane and Thistle Hill are to be taken out of the Green Belt and allocated as Traveller Sites in the Local Plan. Regardless of the allocation of the site, permanent planning permission will still need to be gained for occupation of these sites and therefore a planning application will have to be submitted. Any planning approval will include conditions for development of the site.(17)

6.5 A draft allocation for a Gypsy and Traveller site at Pannal, (PN16) was consulted on in November - December 2016 as part of the Harrogate District Draft Local Plan, however, following further engagement with the Gypsy community, the updated GTAA, the number of vacant pitches on the existing public sites and the approach described above, with regard to the three existing Green Belt sites, there is now no need for this allocation.

7.1 In order to meet the need for new homes in the most sustainable locations the majority of new housing and employment growth is proposed in the district's main settlements. However, there are insufficient suitable and available sites in the main settlements or in other settlements included in the settlement hierarchy to meet this need in full. Therefore, a new settlement is being proposed which will help to meet the need within the plan period and beyond. Last year the council consulted on two options, one at Flaxby and one in the Hammerton area. It was made clear in the consultation document that the council would only identify one of the options for inclusion in the draft plan. Following a review of both of these options, together with options at Malt Kiln village (Cattal) and an option at Deighton Grange (Kirk Deighton) the council has concluded that land at Green Hammerton is the preferred location for a new settlement. The council has prepared a separate New Settlement Report that sets out the reasons for this choice.(18)

7.2 The new settlement will then be subject of a detailed masterplan which will be drawn up in consultation with the council and should involve other relevant parties and the local community. The council's objectives for a new settlement are for it to:

Be designed to have its own identity and sense of place and create a new focus for growth; Demonstrate high quality design and place making, offering a quality of life that is as good as, or better than, competing locations; Be of an appropriate scale to create a mixed community for all ages providing a range of housing types, sizes and tenures suitable for all types of occupier, at all stages of their lives; Support a mix of uses including education, local shops and services, health facilities and community meeting places; Be designed to integrate into and enhance the local public transport network, maximising public transport use; Promote healthy lifestyles with the provision of leisure and recreation facilities and a broad range of open space forms and functions; Contain a range of on-site employment opportunities; Have the propensity to grow in the future; and Have an integrated network of green spaces that conserves and enhances biodiversity and creates a distinctive character to the settlement.

8.1 The council, as part of its evidence base, has published previously an Infrastructure Capacity Study that identifies where there needs to be new infrastructure investment to support the level of growth proposed in the Local Plan.(19) As part of this work, there have been on-going discussions with County Council, the education authority, in order to understand where across the district there is likely to be a need to augment existing provision.

8.2 For a number of the larger urban extensions and the new settlement there will be a need to provide new schools to meet the needs of the proposed development. This will be identified in developer guidelines that will be published at the Publication Draft stage of the plan. In other cases there is a need for developer contributions to be made in order to facilitate additional classrooms at existing schools. This is often a contribution to primary school provision, but there may also be cases where a contribution to secondary school provision is also required.

8.3 There are a small number of cases where the education authority has identified a need to provide additional classroom facilities to meet the needs of the Local Plan, but where the existing school site is constrained such that it is not possible to accommodate additional classrooms. The following pages set out details of the draft allocations for educational facilities the council is proposing should be included within the Local Plan. The orange site boxes provide some basic information about each site, including a site map, site area and proposed use.
