Sub. : Retention of temporary posts of 01 (one) Inspector, 05 (five) S.Is, 12(twelve) A.S.Is, 01 (one) DIB Assistant and 01 (one) Typist for office of DIB, Jalpaiguri District.

Ref. : Your Office Memo. No. 1650/ORG dated 15.11.2017.

The above mentioned 20 (twenty) number of posts of different categories of the office of the DIB, Jalpaiguri District were created vide this Department’s G.O. No. 5862-PL/PB/3P-52/88 dated 06.07.1999 and these posts were retained from time to time with the concurrence of Finance Department. The aforesaid posts were last retained up to 28.02.2018 in terms of G.O. No. 1163- PL dated 24.03.2017.

As the reasons for which the posts were created and continued for last 28 years, still exist, the said posts attract the provisions under the Finance Department’s Memo. No. 6059-F dated 25.06.1979 for giving them permanent status as per declared policy of the Government.

2. Accordingly, the matter was considered in this department. The undersigned is directed to say that the Governor is pleased to declare the following posts of 01 (one) Inspector, 05 (five) S.Is, 12 (twelve) A.S.Is, 01 (one) DIB Assistant and 01 (one) Typist for office of DIB, Jalpaiguri District as permanent with effect from 01.03.2018.

3. The charge will be initially met from the grant under the head “2055-Police-00-109-District Police-Non Plan(1)-West Bengal Police” in the State Budget.

4. This order issues with in terms of the power delegated vide Finance (Audit) Department’s Memo. No. 6069/F dated 25.06.1979.

5. The Principal Accountant General (A & E) is being informed accordingly.

The above posts have been retained upto 05.04.2018 in terms of G.O. No. 1474-PL dated 06.04.2017. With reference to above and in the cited subject the undersigned is directed to say that the matter was consulted with the Finance Department vide note dated 03.05.2018 in the Secretariat File No. PB/3P-13/17. The Finance Department has opined that “It transpires from the Cabinet Memo. & approval of Gr-P2 for creation of the post vide U.O. No. 804 Gr. P2 dt 23.03.2017 that there is no mention whether the posts are permanent or temporary. As per recent observation of Gr-P2, unless the nature of posts in question is specifically mentioned, the posts may be treated as permanent.

In the instant case, since the posts in question are permanent in nature, the retention of the posts is not required.”

2. Accordingly, the matter was considered in this department. The undersigned is directed to say that the Governor is pleased to declare the following posts for the office of Sub-Divisional Police Officer, Manbazar Sub-division and Jhalda Sub-Division in Purulia District as permanent with effect from 06.04.2018.

The above posts have been retained upto 30.06.2016 in terms of G.O. No. 2078-PL dated 16.06.2015. With reference to above and in the cited subject the undersigned is directed to say that the matter was consulted with the Finance Department vide note dated 27.02.2018 in the Secretariat File No. PB/3P-23/12. The Finance Department has opined that “As per recent observation of Gr-P2 of this Deptt. unless they specially mention, posts created with their approval may generally be considered as permanent. In the instant case, in the Cabinet Memo and U.O. No. Group P2/2014-15/2437 dt. 19.12.2014, there is no mention specially whether the posts are permanent or temporary in nature and hence may be treated as permanent.

In view of above, we may re-interate our observation dt. 05.02.2018.”

2. Accordingly, the matter was considered in this department. The undersigned is directed to say that the Governor is pleased to declare the following posts of 01 (one) Armourer ASI(AB) and 01 (one) Armourer Constable(AB) on usual pay and allowances for manning the Kharagpur GRP District under West Bengal Police Directorate as permanent with effect from 01.07.2016. This follows the power delegated in terms of Finance Deptt.’s Memo. No. 6059-F dated 25.06.1979.
