The average daily traffic from September 2014 to August 2015 was 1.2% higher than the average from September 2013 to August 2014. The trend shows a continuous modest recovery in traffic that dates back to April 2013.

A sustained growth of internal flights resulted in a 2% increase in total traffic in August 2015 compared with August 2014.

With circa 300 additional flights per day, Turkey had the highest increase in local traffic 1 on the European network in August and was followed by Spain (172 flts/day), UK (167 flts/day), Germany (154 flts/day) and France (149 flts/day). Greece, Lisbon, , Switzerland and Ireland added between them circa 220 extra flights and completed the list of ten countries which contributed to more than 25 additional daily flights to the network. Norway reduced its contribution to the network by 48 daily flights in August 2015 (vs. August 2014).

The aircraft operators which added the most flights to the network on a daily basis in August 2015 (vs. August 2014) were (168 flts/day), (126 flts/day), Vueling (85 flts/day), EasyJet (70 flts/day) and Wizzair (69 flts/day). Monarch (44 flts/day) and Air Berlin (39 flts/day) removed daily flights from the network.

The low-cost segment maintained its dominant position with a growth rate of 6% and was followed by the traditional scheduled segment which grew 2.1% in August 2015 (vs. August 2014). The business aviation and all-cargo segments moved to negative growth with a decrease of 1% and 0.4% respectively. Charter was the weakest market segment in August, with a fall of 14.7% compared with the year-ago period and mainly due to a fall of 10% in traffic to/from Russia and Tunisia. In addition, circa 4% of the charter segment decrease was also attributed to a number of aircraft operators filing a different flight type in 2015 compared with last year.

There were moderate traffic increases of overflights for Bulgaria (7%), Hungary (5%) and Turkey (2%) and decreases of overflights for Moldova (10%) in August 2015 (vs. August 2014).

Extra-European traffic to and from the Russian Federation continued to decline and was down 17% in August 2015 (vs. August 2014). Following the terrorist attack in Tunisia on 26 June, traffic to/from the state was down 40% in August.

All of the top 10 airports had positive traffic growth compared to August 2014. Overall, the largest traffic increases in August 2015 were at Istanbul/Sabiha Gökcen, /Ben Gurion, Athens, /Luton and Dublin airports. The largest traffic decreases were at Birmingham, Oslo/Gardermoen, Milan/Malpensa and Marseille/Provence airports.

Seven of the top 10 aircraft operators had more traffic compared to August 2014. Overall, the operators with the highest traffic growth were HOP!, , American Airlines, Volotea, Sun Express, Pegasus, , Ukraine International and FlyBe airlines. Monarch, Lot Polish Airlines, Transaero, Air Berlin and airlines recorded the highest traffic decrease compared to August 2014.

The traffic variation of AFR and HOP!, Flybe (Finland) and Finnair, and Lufthansa and Germanwings is due to the transferring of flights between the aircraft operators. Pegasus, Travel Servis and Volotea recorded an increase in flights compared to August 2014 due to an increase in fleet sizes.

There was significant traffic increase in Ankara, Nicosia , Istanbul, Malta, Prague and Belgrade ACCs. The application of temporary measures by NM and BlueMed FAB to alleviate capacity and ATFM delay in Athens ACC shifted some of the traffic to more southerly flows in the region which resulted in a traffic increase for Malta ACC. There was a reduction in traffic in Tunisia, Dnipropetrovsk, Padova, Tampere and Minsk ACCs. Traffic to/from Tunisia remains suppressed following the terrorist attack on 26 June.

Reasons for en-route delays in August 2015 En-route delays accounted for 59.2% of all ATFM delays. Most of this delay was caused by en-route ATC capacity, en- route ATC staffing and en-route weather as explained in ENROUTE EVENTS 0.1% detail below. ALL AIR TRANSPORT DELAYS (Source: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA). Data coverage is 60% of commercial flights in the ECAC region for July 2015. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned “delays”; the airlines report the “actual” experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the remaining amount is the handling delay.

8. SIGNIFICANT EVENTS AND ISSUES PLANNED EVENTS

ACCs

Five ACCs and one TMA/APP carried out projects involving ATM system upgrades or changes. All had been categorised as special, planned events with potential impact on the network performance.

L’viv ACC The implementation of a new ATM system progressed through the transition phase during August and generated no ATFM delay, despite a capacity reduction of 10%.

Brest ACC The training for the implementation of ERATO Electronic Environment was carried out on 31 August (being the first day of another 46 day training period) generating 2,280 minutes of ATFM delay. The reduction of maximum sector configuration by 2-3 sectors had been planned.

Langen ACC Training for the ATM system upgrade to P2 was carried out during the month of August without causing ATFM delays. Reductions in sector configurations and capacities had not been foreseen.

London TC Training for the first phase (1A) of the LAMP Programme was carried out in August without causing ATFM delays. Reductions in sector configurations and capacities had not been foreseen.

Zurich ACC The training for the implementation of CH Step 4 Stripless system was carried out during August without causing ATFM delays. Reductions in sector configurations and capacities had not been foreseen. NM Monthly Network Operations Report - Analysis - August 2015 Page 13

Vienna TMA/APP The training for the implementation of NG AATMS “Topsky” was carried out during August in Vienna APP not generating ATFM delays. Maximum configuration had been set at 4 sectors without reduction of arrival capacity

Airports Special Events • EXPO Milano which started on 1 May with additional mixed traffic expected for some of the surrounding airports.

Local plans in August A number of airports undertook infrastructure and technical system improvement work during August. These improvements had at most a minor impact on local airport operations:

Completed: • Taxiway(s) and/or apron(s) improvements at Ljubljana, Porto, Venice and /Chopin airports. • Runway maintenance at Brussels/National, Frankfurt/Main, Helsinki/Vantaa and Copenhagen/Kastrup airports. • Terminal building(s) improvements/works at Warsaw/Chopin airport. • ILS maintenance at London/.

On-going: • Taxiway(s) and/or apron(s) improvements at Bari/Palese, Dublin, Frankfurt/Main, Katowice/Pyrzowice, Krakow/Balice, Stuttgart and Tenerife/North airports. • Runway maintenance at Amsterdam/Schiphol, Berlin/Schonefeld, Hamburg (4,247 min of ATFM delays on 31 August), Istanbul/Sabiha Gökcen, Koln/Bonn, Lisbon, Oslo/Gardermoen, Rome/Fiumicino and Toulouse airports. • Terminal building(s) improvements/works at Bergen/Flesland, Budapest/Ferihegy, Hamburg, Katowice/Pyrzowice, Krakow/Balice, Malaga, Munich, Nuremberg, Oslo/Gardermoen, and Zurich airports. • ILS maintenance at Rome/Fiumicino, Bologna and Tenerife/Norte airports.

DISRUPTIONS Technical • Frequency problems in Barcelona ACC on 1 August 2015 (total ATFM delay: 5,547 mins). • VOR out of service on 14 and 15 August at Tenerife/Norte airport in combination with low visibility generated ATFM delays (total ATFM delay: 3,359 mins). • Radio problems in Brest ACC on 18 August 2015 (total ATFM delay: 1,655 mins) with further ATFM delay generated between 29 and 31 August 2015 due to radar problems (total ATFM delay: 3,049 mins). • OnLine Data Interchange (OLDI) and telephone lines problems at interface between Marseille and Milan ACCs on 22 August 2015 (total ATFM delay: 983 mins). • Radar failure in Lisbon ACC on 27/28 August 2015 (total en-route ATFM delay: 2,264 mins, total airport ATFM delay: 1,733 mins). • Flight Data Processing System (FDPS) problems in Bucharest ACC between 28 and 31 August (total ATFM delay: 15,366 mins), with additional complexity introduced for traffic flows through Athens ACC. Constant monitoring of ATFM measures by NM and Bucharest FMP and coordination resulted in a reduction or cancellation of some measures.

Industrial action • Industrial action in Athens and Makedonia ACCs on 5 August 2015. En-route ATFM delay generated by Athens ACC due to the action was 4,831 mins with an additional 2,197 mins of en-route ATC staffing delays generated during the recovery phase. No en-route ATFM delay was generated by Makedonia ACC due to the action, but 5,716 mins of en-route ATC staffing delay was generated during the recovery phase. A total airport ATFM delay of 438 mins was also generated.

Other • Runway maintenance at Antalya airport caused 23,437 min of airport ATFM delays during the weekends in August; runway maintenance at Paris/Orly generated 11,517 min of airport ATFM delays. • Ongoing PRIDEP trial at generated some delays in August (total ATFM delays: 5,365 min). • ATFM measures due to a reduction in en-route capacity on point ODERO in Ankara ACC generated a total en-route ATFM delay of 65,239 mins, with an average delay per regulated flight higher than 15 mins on 19 days during the month. An increase in capacity during course of month resulted in a reduction of ATFM delays. • Thunderstorms at London/ on 24 August 2015 resulted in a lack of aircraft parking stands and necessitated a reduction in airport capacity. Capacity was increased during the course of the morning but thunderstorms further disrupted operations in the afternoon (total ATFM delays: 13,777 mins). • A fire in a hanger adjacent to the runway at on 26 August resulted in the application ATFM measures due to reduced fire service cover for the duration of the incident. Co-ordination between NM and Dublin and London FMPs allowed traffic to and from London/Heathrow airport to be expedited to prevent ground congestion at London/Heathrow airport where operations were being disrupted by strong winds (total ATFM delay: 3,407 mins). • Recommencement of training for software update in Brest ACC generated ATFM delays on 31 August.
