QUESTIONS FROM MEMBERS OF THE PUBLIC John Adams stated that some of the tree branches on Jubilee Green were rather low, and that with the Council's permission, he was happy to cut them free of charge. Councillors AGREED, however asked John to ensure that a risk assessment was completed beforehand, and that if he needed any help with this to contact the Parish Clerk. John also confirmed that there was now a replacement new bench on Jubilee Green.

P14.325 APOLOGIES FOR ABSENCE Cllr Jackson and Cllr Hollington had given their apologies. ECC Cllr McEwen and EFDC Cllr Brady, had also given their apologies.

P14.326 OTHER ABSENCES Cllr Tallon.

P14.327 DECLARATIONS OF INTEREST All present declared a non pecuniary interest in agenda item 8 (EPF/0231/17) by virtue of the applicant being a Parish Councillor for this Council.

P14.328 MINUTES The minutes of the Annual Parish Council meeting held on 18th May 2017 were APPROVED and duly signed by the Chairman.

P14.329 COUNCILLORS VACANCY Councillors welcomed Mr Sam Knipes to the meeting. Mr Knipes gave a short resume regarding himself, and his connection with the village. The Chairman thanked Mr Knipes for putting himself forward for co-option, stating that it was important that the Parish Council co-opted a individual who would take on the responsibility of Councillor, and play an active role in all aspects of the Parish Council. After further discussion, and with the agreement of Mr Knipes, it was AGREED that at this stage he would not be co-opted as Councillor, however he would be kept informed of all relevant issues over the next 6 months, during which time he could gain a greater understanding of what a Parish Council is and how it functions, and if the vacancy still exists, he could of course put himself forward for co-option.

P14.330 NEIGHBOURHOOD WATCH SCHEME Councillors noted the copy of the latest crime statistics that were attached to the agenda, which showed that there was 1 burglary and 6 reported crimes this month. John Adams reported that himself and Alison Sainsbury, a resident of Toot Hill, had met a few weeks earlier, and that Alison had kindly agreed to be the NHW co-ordinator for a number of areas in Toot Hill, and that she would also try and get others interested in the scheme. Alison would also be drawing up a leaflet to try and gain interest. There had been an additional 4 new members of the Facebook page. John mentioned that many people don't use Facebook and that Whatsapp could also be used as a communication tool.

P14.331 CLERKS COMMUNICATIONS AND CORRESPONDENCE REPORT Members RECEIVED an oral report from the Clerk as follows:

 Stansted Airport - Scoping report application has been sent to UDC before formal application expected to be submitted later this year for proposed increase in the annual number of passengers to 44million and corresponding increase of 11,000 annual aircraft movements with associated construction within the airport boundary including two new links to the runway together with six additional aircraft stands. Public consultation taking place on Monday 24th July 3pm to 7.30pm at Leisurezone, Second Avenue, Harlow, ,CM20 3DT  CAB Opening Hours -Attached to agenda and in N&V  EFDC Draft Local Plan - results on consultation are going to Cabinet on 11th July.  Safer Communities Partnership - update from crime stats for the district and County (attached to the agenda)

P14.332 PLANNING APPLICATIONS 1. To CONSIDER any planning applications submitted to the Parish Council for comment as detailed below

EPF/1393/17 153a London Road, Residential scheme comprising 5 no. residential Stanford Rivers dwellings with associated off-street parking, garden D/L 31/7 space and external landscaping. Applicant: Landvest Development Ltd The Parish Council OBJECTS to this application. The site in question is located on a locally notorious stretch of road with extremely poor visibility splays. The applicant states there are 'significant opportunities for walking' and that the application complies with local plan policy ST2 (which seeks to ensure that new development is designed to provide safe, pleasant and convenient access for pedestrians and cyclists), however there is not a pedestrian pathway at this location and as such the Parish Council fails to see how this provides 'safe pedestrian access'. In fact, pedestrians will have to walk on the road when they exit the site to gain access to any other parts of the village. In addition, 6.4 states that 'the site benefits from a good level of accessibility, borne out by its access to a wide range of destination by public transport (bus, cycle and walking)'. We have addressed walking, however it should be noted that no public bus service goes past this site, and this is something the Parish Council has been trying to secure for some time without success. This is not a sustainable site. The proposed development also represents inappropriate development in the Green Belt, and is by definition harmful.

EPF/1716/17 7-9 Epping Road Demolition of existing stable building and erection of Stanford Rivers three bedroom bungalow and change of use of land from D/L 31/7 agricultural to garden. Applicant: Mr Basil Hollington No Objection EPF/0231/17 29 London Road, Stanford Demolition of existing garage, and construction of new 3 Rivers, Ongar bedroom detached house. Applicant: Mr & Mrs Benhaim The Parish Council continues to OBJECT to this D/L: 3/7 application. The applicant is showing one of the parking spaces to be retained by the original property at 29 London Road as being located directly in front of the property, immediately adjacent to the public footpath. The measurements of this proposed parking space do not conform to

the Essex Parking Standards guidance, and as such cannot be considered as a suitable parking space.

Concern remains that the site does not have clear visibility splays to facilitate safe exit onto the A113. The Parish Council also has concerns regarding the potential loss of amenity that would be suffered by the neighbouring property.

P14.333 BUS TIMETABLE CHANGES Councillors recalled the bus service consultation that took place in 2016, the routes included in the consultation that affected this parish being:  46C...Ongar/Moreton on Tuesdays & Saturdays  46B.../Epping - Mondays Only  47/147...Ongar/Toot Hill /High Laver / Mark Hall / Harlow - Monday/Wednesdays/Saturday  381....Ongar to Harlow via Toot Hill. During the review the County Council looked at a range of options to reduce the cost of providing the services while maintaining key transport links. For many services a number of options were consulted on, including reduced frequencies, reduced hours or days of operation and in some cases Demand Responsive Transport (DRT). The aim of these options was to increase operators flexibility to provide best value for contracted services. ECC's approach was to award the highest level of service that met the cost per passenger journey upper support limit of £5.00 per passenger carried.

ECC has now confirmed that a new contract has been awarded to Community Link to run the SB SB10/11/13 services (previously covering the 46c, 46b and 47/147), and the SB12 (previously the 46/146/147/ & 46a-g) from August 27th 2017 until July 2020. The 381 service is currently being investigated for a low cost alternative. A copy of the timetable for this service is attached to the agenda, and will be placed in the News and Views Magazine.

ECC Passenger Transport are running Meetings at which these new services can be discussed in terms of how Parish and Town Councils can get the message out to local residents (dates 17th, 18th, 20th, 27th and 28th July) however the Clerk has advised that the full timetables will be included in the News and Views.

P14.334 GROUNDS MAINTENANCE a) Lime Tree, Small green triangle, at junction of School Road and Berwick Lane - Councillors noted that a number of residents had approached the Grounds Maintenance Contractor stating that the tree needs cutting back. The Grounds Maintenance contractor had stated that the lower branches of the tree do hamper the cutting of the grass to a certain degree. It was AGREED that Cllr Buckley would drive past the tree on his way home from the meeting and advise the Clerk if he felt these works needed doing.

b) Toot Hill Village Hall - Councillors noted that there is currently no maintenance contract in place for the Toot Hill Village Hall, and as a result the entrance / exit had become extremely overgrown. As a result, the Parish Councils grounds maintenance contractor has been asked to clear this area. The Chairman suggested that the Parish Councils grounds maintenance contractor should be asked to keep the surrounds of the Toot Hill Village Hall clear for the remainder of this year, until such time as the Committee are in a position to confirm if they have the funding for these works for 2018/2019. This was AGREED.

c) White Bear Path - It was NOTED this had been cut.

P14.335 TELEPHONE BOX AT TOOT HILL Councillors NOTED that the Chairman had drafted a new notice for the telephone box in Toot Hill which is used as a mini tourist information office, and that it had also been placed on the Parish Councils list of assets. There was no update as to if the box had been painted.

P14.336 DEFIBRILLATOR Following a successful application by Cllr Tallon, a grant towards the cost of a defibrillator has been awarded, resulting in the Parish Council having to pay a reduced amount of only £600 towards this device. The clerk is investigating what legal obligations come with the Defibrillator. The Clerk was in the process of finding out what the PCs responsibilities are, and that after this time the Council would be asked to consider where the defibrillator should be placed, and agree how to manage this going forward.

P14.337 REPORTS Members RECEIVED the following reports:

Vice Chairman's Report - The Vice Chairman advised Councillors of Operation Bayleaf - a joint intelligence sharing operation tackling the ever increasing issue of fly tipping. Agencies involved include Havering Council, the Metropolitan, Essex and Hertfordshire police forces, the Environment Agency, Crimestoppers, the serious crime directorate and Council. It was expected that as part of the joint operation, 'swarms' of drones would be used, however no further details were available at this time.

P14.338 HIGHWAYS Local Highways Panel a) Finger Posts - Update Requested b) Speed consultation A113 - Update Requested

John Adams expressed the importance of keeping on top of the Local Highway Panel actions.

P14.339 TOOT HILL SHOW Councillors NOTED that this year's Toot Hill Show will take place on Saturday 5th August. The Clerk will be on annual leave at this time, however the Chairman confirmed he would manage a stand at the event. The Clerk confirmed that a different location for the stand had been requested for this year.

P14.340 NEWS AND VIEWS It was AGREED that the joining of Alison Sainsubry to NHW should be reported, and that the Clerk would check she was happy with this.

P14.342 TOOT HILL VILLAGE HALL Councillors NOTED that the Annual meeting of the Toot Hill Village hall Committee had taken place prior to this meeting. The following issues were discussed:  Maintenance Works or issues completed - discussed and agreed earlier in the meeting.  CIF Grant Funding - Councillors NOTED that the Clerk has submitted an Expression of Interest to the ECC CIF to obtain grant funding for the following: o £1165 - works to provide new Door to the Garage o £1495 - works to provide new fence and clearance words at the entrance road to the hall. o £3490 - To provide new decking and repair works to the entrance to the hall. Expressions of interest must be received by 25th August 2017, with full applications needed by 22nd September if Expression of Interest is successful. The Clerk understands that the CIF Committee look favourably on organisations willing to contribute to the cost of works, and as such the Clerk has stated that £1,000 would be used from the Parish Council held funds.

P14.344 EXCLUSION OF THE PUBLIC AND THE PRESS As the Agenda contained Exempt (pink) pages and the item needed to be discussed confidentially, a motion was passed that the public and press be excluded from the meeting.

P14.345 TAX IMPLICATIONS - NEWS AND VIEWS Councillors discussed an email received regarding tax and the News and Views publication. After discussion it was AGREED to write to HMRC stating that News and Views was a no profit making enterprise, and a tool for the Parish Council to get information to members of the Parish. The costs incurred were a direct contribution towards expenses and costs associated with printing.
