Intr oduction
DICE Textile is a focused strategic initiative of DICE Foundation USA, led by National Textile University (NTU) Faisalabad in close collaboration with consortium universities, textile Industry, and government. The major objectives of DICE Textile platform are: to grow indigenous textile industry in Pakistan by providing a common platform for Academia, Textile Industry, Government and Expatriates to promote and collaborate on innovations related to textile sector, commercialization of innovations, textile engineering capacity building leveraging knowledge of expatriates around the world, providing access to Pakistan textile industry to international markets leveraging extensive expatriate network and to help Government of Pakistan in textile policy making. Objectives of DICE-Textile
To foster culture of Innovation and Entrepreneurship in the country and make it part of Nation’s DNA.
To establish a strong linkage b/w academia and textile Industry and provide a common platform for academia, industry, government, entrepreneurs and expatriates to interact, share knowledge and collaborate on innovations and commercialization, in order to grow the indigenous textile industry in the country.
To create a positive and favorable image of Pakistan Textile industry in the eyes of international community – i.e. country fully capable of developing innovative textile products for domestic market as well as for rest of the world.
To expedite the process of technology revolution in Pakistan by motivating both academia and industry to acquire, promote and utilize state-of-art technologies/high-tech software for the rapid development of innovative textile products. - 3 -

A meeting of Dice panel discussion was held on March 21, 2016 (Wednesday) at 11:30 a.m at vedio conference room of NTU in which all the academia and industry participants of DICE event participated to discuss and share their relevant industry’s issues and progress and opportunities of collaboration. Prof. Dr. Tanveer Hussain, Rector NTU / Chairperson Academia:
The Worthy Rector warm welcomed all the participants about the objectives of the DICE event and briefed the purpose of the meeting. He added that this is first ever mega textile exhibition being organized by NTU in which fortunately a good number of contestants and general participants from industry, academia and government officials are altogether present. He given - 23 - a comprehensive presentation about the status of the progress of Textile Industry of the world and explained the challenges and opportunities for Pakistan in this context. He told that Pakistani Universities now have more Ph.Ds than last 5 years, therefore academia research output should be align with the industry needs. In this context, he invited suggestions from all the industry persons one by one and asked to share their views with other members to collaborate bilaterally from the platform of DICE-Textile event.
Dr. Khursheed Qureshi, Chairperson, DICE Foundation USA:
Dr. Khursheed Qureshi, congratulates all the members for their time and effort for the event and said that this gathering is first step in the way of innovation. He stressed that at educational institute’s level, the faculty members should at least work 40% of their time to provide innovative products ideas to industrialists alongwith publishing research papers to excel the nation. Then faculty may see that how their ideas can be transformed into commercial ready products to attract the business community. He further added that for this purpose DICE-Textile Innovation Centre is being established in NTU for which all the participants of meeting should be member of it.
He told that automotive industry is the backbone of trade of any country in which all the members from industry should make efforts for their capacity building, new projects for indigenous car making. Similarly MS/Ph.d Scholars should also be given such type of tasks / projects. He informed the quorum that in near future autopart manufacturing exhibition is being held in Michigan State, USA. At end he concluded his discussion that there is strong need of establishing think tank to make SWOT analysis of each relevant industry of all the members to forecast future needs and challenges. In this way we shall be able to make dynamic policies by taking on board all stakeholders through this forum and to determine how to double up our exports in next future.
Mr. Nadeem Abdullah, Senior Vice Chairman, Pakistan Gloves Manufacturing & Exporters Association:
Mr. Nadeem Abdullah, informed that raw material for making of safety gloves i.e fire resistant / heat resistant gloves which are used in Sports, Industrial, Motor Byce and Power Safety Gloves is very costly and is imported from abroad due to which we are facing tough situation to compete in world market place. So he suggested that academia should make research and help us for preparing such raw material locally in Pakistan.
Abdul Salam (Cobija Industries, Resalpur):
Mr. Abdul Salam from Cobija Industries, Resalpur highlighted that the use of Polyester and polyamide is major in the manufacturing of motor cycle parts and the same is not available in Pakistan. Therefore, they have to make costly imports the same from China, Korea, Switzerland and Taiwan in fabric form. If the same could be provided by local party, this can save huge foreign payments and will be cost effective. At this, Prof. Dr. Tanveer Hussain said that the members having business in conventional textiles may evaluate such type of opportunities for expansion of their business.
Rana Nadeem Ahmed, Executive Member SCCI:
Rana Nadeem Ahmed congratulates Chairperson DICE Foundation, Dr. Khursheed Qureshi and NTU for their great effort for this glorious event. He cordially invited all the members to visit Sialkot chamber for further collaboration. He informed that there are 8500 registered members (approx.) of SCCI who deal in different industries and businesses. He informed that the export of only Sialkot city is near 2 Billion $. In this context, they are importing many items from world for value addition and for export finally. He was of the view that our graduates are - 24 - good in knowledge and getting handsome salary from abroad. Government should motivate them to come back and serve the country. They may be very helpful for innovative work. He added that due to different reasons we could not obtain real benefit of GSP plus status. Therefore, there is a dire need to move on fast track and to do more without wasting further time. At the end he welcomed from SCCI to all house to share and join them for innovation.
Mian Imran Akbar, Executive Member SCCI:
Mian Imran Akbar, after listening discussion said that although he is dealing with the medical surgical instruments business, but he got very good new ideas of new products of medical textiles in which medical instrument industrialists may excel.
Mr. Ikram Haider, Vice President, Crescent Group:
Mr. Ikram Haider from crescent group said that it seems that there is communication gap between us which is not good sign otherwise some of the earlier discussed materials were not very difficult to produce locally. He assured that he is ready for all possible help which ever is needed at the level of crescent group for preparation of fire proof, heat proof, polyester and polyimide etc raw material / thread on providing the specification of each. For this purpose, he will be in contact with the relevant members and NTU.
Syed Ahtasham Mazhar, VICE President, SCCI:
Syed Ahtasham Mazhar agreed with Mr. Ikram Haider, that he also convinced that there is communication gap between chambers, Industry and academia. He told that recently SCCI has developed academia linkages with University of Gujrat. Similarly he urged that NTU should also nominate a Focal Person to whom they may communicate easily for their issues. He further endorsed that the different raw material which has been discussed in this meeting are imported on large scale. The local production of the same may reduce their problems enormously.
Syed Zia Alamdar Hussain, Senior Vice President, FCCI:
Syed Zia Alamdar Hussain, congratulated and paid thanks Mrs. Rubina Wasti, Senior Joint Secretary, Mintex, Chairperson DICE Foundation, Dr. Khursheed Qureshi and NTU for the DICE-Textiles 2016 event and said that this is the first ever formal gathering where government, industry and academia representatives are present to share their views. He added that the triangle of Government-Industry and Academia is a solution which may help each other and country to move ahead.
He appreciated government recent efforts in ensuring consecutive gas and power supply to industry feeders. He declared that after getting uninterrupted gas supply there should be no more excuses at our end to work more efficiently and harder. He pointed out that the only main hurdle for Pakistani exporters is high cost of production now which may only be reduced through research and development at academia level. For this purpose, the government should also focus by introducing business friendly policies. While industrialists should use modern techniques of manufacturing for reducing production cost.
Dr. Zeeshan Khatri, Mehran University of Technology:
Dr. Zeeshan Khatri, pointed that he has concluded on reality and factual basis after academia service and industry linkages that there is a communication / language gap between industry and academia. The reason behind the issue is the appointment criteria of faculty members in degree awarding institutes in which practical experience has no weightage as fresh graduates are offered academic positions in institutes. For this matter, Higher Education Commission has - 25 - great influence and pressure on its recognized institutes through its instructions and policies. The same is needed to reduce gradually and gap should be filled by industry recommendations. He informed that in near future about 25 Ph.Ds will join Mehran University, Jomshoro only. This is good number of researchers who will serve at Mehran University and similarly new scholars will also join in other counterpart universities like NTU. The actual benefit of those fresh entries in academic institutes may only be real beneficial if they are given a clear cut drive line in shape of research projects related to industry problems or issues which have been discussed at this forum.
NED Dr. Muhammad Dawood Hussain (NED University):
Dr. Muhammad Dawood Hussain from NED University agreed with Dr. Zeeshan Khatri that in Pakistan, the appointment and promotion criteria is a based upon the number of research papers and those impact factor journals in which these papers were published. While at the same time, this is overlooked to assess that how much this research is fruitful for the industry?. In this race, our faculty members are busy in number game of more and more publications only instead to provide good solutions to the problems of industry.
He resolved his point with the recommendation that industry projects should be given weightage as part of the academic requirement., In this successful move, industry may also provide funds to good researchers on finding solutions of its issues. He felt that academic internees of education institutes may serve only as routine worker to fulfill their degree requirements rather to be able quality research output. He told that currently in most of the advance countries, Universities have strong linkages with industry, which provide huge funding for research and development.
Therefore, he suggested that policy in this regard is required to be replaced from the top HEC level to address the matter in Pakistan.
Mr. Shahzad A. Sheikh, Director Arshad Group / Member NTU BoG:
Mr. Shahzad A. Sheikh expressed his views that our dilemma at Faisalabad level has been scattered and individual business efforts as compare to with Sialkot business community. The entrepreneurs have been manufacturing the products which were feasible for them and may be sold easily. In his view, there has been lack of collective and individual effort of research and development in the past. He said if we evaluate our last 20 years progress in the field of textiles, we have faced deterioration instead of progress as we have been sticky wherever we were at the beginning.
He further expressed that even DICE event is also conducted by us after external intervention and initiative of Dr. Khursheed Qureshi. So even this is late, but this good effort should be continued in future until its conversion into commendable platform for all of us. He pointed out that apparently this situation is due to communication gap in his understanding at first and secondly our faculty was not well aligned with industry needs. While all the efforts in this regard will be required Government support. At the end, he emphasized that NTU is the major role for providing solutions to industry and act as a centre of excellence for all stakeholders.
Mian Muhammad Latif, CEO Chenab Group / Member NTU BoG:
Mian Muhammad Latif said we heartily congratulate all the honorable guests from other cities attending this event. The enthusiasm of participating members shows that we are all ready to cooperate and share our ideas with each other. He told that he has been member of BoG of this institute from last 20 years and therefore is an eyewitness of all the circumstances of academia and industry i.e spinning, weaving, processing and garments industry. He recalled
- 26 - the situation of past when there was a time when industrialists had to send the sample in abroad for getting laboratory results due to non-availability of appropriate textile lab facility.
In this regard, he strongly appreciated the efforts of business community of Sialkot chamber of commerce and industry for being agile for taking initiative well on time as per market need. While as compare to this, rest of the business community of the country seems in making individual efforts to boost their relevant industry of trade. But as being a nation builder we have no good record of harmony and coordination between us to decide what to do and how to do by giving hand to hand and shoulder. He called brand name become like a father name of any product, so we should make effort to introduce our own brands instead of purchasing from abroad so that this could also be beneficial for Pakistan. He presented the example of his own store chain running in the country with the name of “Chenone” in this regard.
He agreed with other member’s views that Industry and Academia is not on one page which is a problem for us. He strongly appreciated to DICE event management and said it is a very good initiative to fill this gap and suggested not to see more in the past now but to focus on future.
At end, he highlighted that China is going toward hi-tech and innovation by leaving behind conventional textiles. According to him this situation is an opportunity for business community of textile industry which deals with the conventional textile Pakistan.
Mr. Abdul Wahab, Representative Interloop Limited:
Mr. Abdul Wahab said that this is an honor for him to represent Interloop Limited at this forum. He pleasingly told that Interloop Limited is Title Sponsor for DICE event at NTU. He pointed out that due to rapid change in technology and process in the world there are threats for us in surrounding. He said we cannot live more by ignoring market rapidly change needs now. He exemplified his point that Nokia was giant of cellular phones manufacturing in the market in near past but now not have even its name in market. It was because the management of Nokia could not assess the fast changing market needs of cell phone customers. Therefore, he urged all the members to must work on innovated products in their relevant fields which is key to survival in world markets.
He admired that DICE event is a very good step at right direction in current scenario and suggested that NTU should divert its Ph.D scholar’s research towards industrial projects, problems and new product development. In result of this collaboration of academia and industry our business community may gain competitive edge over other producers. At end, he requested that graduates working in the industry having practical experience may by very fruitful in this regard if encouraged and funded for Ph.D programs.
Ms. Rubina Wasti, Senior Joint Secretary, Mintex:
Ms. Rubina Wasti said thanks and heartily congratulated to Worthy Rector, NTU, event organizing committee, Dr. Khursheed Qureshi, Prof. Dr. Arshad Ali, Executive Director HEC, and all partner / sponsor organizations for successful conduct of DICE event. She appreciated all the sponsors and quorum of meeting for their time and energy spent for event. She called it a sign of positive move to regain at least the pace of progress of Pakistan which was in 2005. She said that it is possible through only research and development efforts by academia in context with industry requirements. She on the behalf of Mintex assured that best possible help will be provided to support this forum. She mentioned two initiatives of capacity building which have been taken by Mintex i.e “Prime Minister Skill Development Program” and “International Cotton Advisor Council”. She added that council’s main topic will be “Emerging needs of Value Addition” in which Government, Industry, Academia and all other relevant sub-sectors will play their role. - 27 -
Prof. Dr. Muhammad Ashfaq (S.I, T.I) / Registrar NTU:
Prof. Dr. Muhammad Ashfaq (S.I, T.I) said that raw material of any product play a vital role for quality end products. He said that most of the countries got competitive advantages by advancing on producing quality raw material for their industries. Therefore, he emphasized on quality control on early stages of raw material obtaining or preparing.
Dr. Khursheed Qureshi, Chairperson, DICE Foundation USA:
Dr. Khursheed Qureshi given his closing remarks by saying that today DICE-Textile Innovation Centre will be established today (inaugurated on March 21, 2016) in NTU. He said that NTU will play a role of big brother in this regard while Centers of Excellence will work in different Universities as source of information which are offering academic programs related to any branch of textiles.
4. The meeting was adjourned by the Worthy Rector, NTU with the vote of thanks to all the participating members, sponsors, government officials, industry participants and organizing committee for their precious time and effort to make the event successful.
