The Meeting of the Board of Trustees of the Granger-Hunter Improvement District was held Tuesday, January 15, 2019, at 2:45 P.M. at the District office located at 2888 S. 3600 W., West Valley City, Utah.

At 2:45 P.M., Debra Armstrong called the meeting to order and recognized all CALL TO ORDER those present. The invocation was offered by Russell Sanderson.

Conflicts of interest There were none.

Discussion concerning Clint Jensen noted that Tom and Phil from Central Valley Water Reclamation Facility CVWRF were invited to the GHID board meeting to discuss operations but were unable to attend.

Russell Sanderson inquired if Debra Armstrong gets paid for sitting on the board at Central Valley. Russell stated he wasn’t aware of this compensation until he contacted Central Valley and asked. Russell thought two board members from GHID will always serve on the Central Valley and Jordan Valley boards (one at each entity). He feels trustees should be made aware, when they run for office, that they could be serving in two places. Corey Rushton explained that his trustee position on the Jordan Valley board is not GHID-appointed and was set up through the city and governor. He was appointed when he served on the West Valley City Council. Clint Jensen explained that since we have an interlocal agreement with Central Valley, one of our board members must sit on their board. It was suggested that, in the future, we inform new trustees that they may be selected to serve somewhere else.

Russell asked if the District could send a staff engineer to Central Valley, to renew and clarify changes and evaluate operations. Brad Paxman noted that he’s worked with Tom Holstrom and has a great deal of respect for him and added that Phil Heck is a terrific process guy. He explained that the District is confident in their level of expertise. Clint Jensen explained that Jason Helm attends the Central Valley board meetings as a District representative. Clint suggested attending the Central Valley meetings to better understand their process because it would be too costly to bring on our own engineers just for this purpose. Russell stated he would not attend Central Valley’s meetings and requested they come to us.

ENGINEERING Brad Paxman reported on the construction and engineering projects currently REPORT underway – See District Engineer’s summary attached to these minutes for details.

Consider approval of Brad asked the Board to approve prepayment of $3,614,405.00 to UDOT for the prepayment to UDOT 18B: 4100 South Waterline Replacement – Bangerter Highway to 5600 West project. The District will be returned the difference if the bid price comes in lower than the estimate. Debra Armstrong made a motion to approve the prepayment as specified. Following a second from Russell Sanderson, the motion passed as follows;

Consider an award of a Brad explained that as part of the 4100 South Project, UDOT, West Valley City and Consulting Contract to GHID need to hire a Construction Engineering Management Consultant. Brad asked Planned & Engineered the board to consider an award of a Consulting Contract to Planned & Engineered Construction, Inc. Construction, Inc. (PEC) in the amount of $325,447.28 for GHID’s portion of the construction engineering services. Corey Rushton made a motion to award the contract on the 18B: 4100 South Waterlines Project as specified. Following a second from Debra Armstrong, the motion passed as follows;

Consider an award of a Brad stated that the 19A: Sewer Rehabilitation Project consists of 3.5 miles of 8-inch Construction Contract and 10-inch cured-in-place pipe (CIPP) at various locations throughout the District. to Planned & Brad requested the Board consider an award of a Construction Contract to PEC in the Engineered amount of $452,800.00. Debra Armstrong made a motion to award the contract as Construction, Inc. outlined. Following a second from Corey Rushton, the motion passed as follows;

Jason Helm reviewed the end of year water production numbers for 2018. He OPERATIONS explained that we were able to reach 101.53% of the Jordan Valley contract and REPORT commended the staff for their efforts.

Jordan Valley Water Jason mentioned that the MXU installation is over 90% complete with the installation Report slowing due to weather and the availability of staff. The customer portal is available to those interested. Jason also pointed out that our water line breaks and leaks are right in Water Director’s Report line with the 4-year average.

Wastewater Director’s Jason presented the Wastewater report which included maintenance numbers, a Report pretreatment report and wastewater operations numbers for 2018. He noted things are moving forward with the second phase of the Water Quality study which includes the UCMR 4. The fourth Unregulated Contaminant Monitoring Rule (UCMR 4) requires monitoring for 30 chemical contaminants between 2018 and 2020 using analytical methods developed by EPA and consensus organizations. GHID will complete testing during 2019.

Russell Sanderson addressed the 18 pretreatment letters that were mailed out and inquired about the offenses that have been sited. Ricky Necaise explained what information is contained in the letters. Russell asked if there are any continuous violators amongst those that receive a pretreatment letter. Ricky explained that the District uses the pretreatment letters to notify customers of sampling results and some have received multiple letters which increases their surcharge rates. Russell asked if Central Valley does the sampling lab work for GHID and Ricky confirmed that they do.

FINANCIAL REPORT Kim Coleman reported the preliminary December 31, 2018 Budget-to-Actual report. He explained that it’s preliminary because there are some items that will trickle in prior Review & discuss the to closing out the books and preparing for our audit. Kim noted that we are at 99.4 % December 2018 of our revenue budget; with billings done in January for services of December, Financial Report revenues should be just over 100% of our budget. Kim explained that Total Operating Expenses came in at 89.7% of our budget. There will be accruals there as well to reflect actual leave earned by employees. Russell Sanderson asked if property tax has come in yet. Kim reported that most of it has come in. The final settlement is received mid-April with minimal amounts still being received up until the final settlement. Russell asked if the District is finding that impact fees are going down because of construction. Kim stated that impact and connection fees are seasonal and have both slowed down due to winter. Todd Marti explained that we have seen an increase in upcoming construction projects which is fairly in line with this time of year. Kim noted that the large West Valley project was from the prior year; thus, the decrease in fees because they did not include that project. Russell asked if we give the City any breaks. Clint Jensen explained that we used to, but that agreement has been memorialized in an inter-local agreement and everyone pays the full amount now. Corey Rushton inquired about the details of the General Insurance expense. Kim explained that the majority is for the annual policy, but the total amount also includes insurance claims due to personal property damage submitted by the public. Claims are difficult to budget for. Clint explained that we budget $100,000 per year to cover deductibles. The District doesn’t typically use that full amount, so anything remaining is then transferred to a self-insurance fund to cover any future overage.

Paid Invoice Report for Kim summarized the four main categories on the Check Report; approximately December 2018 $742,000 to Central Valley, water & water treatment totaling $362,000, infrastructure was $562,000 and benefits were $191,000, for a combined total of just over $1.8 million or 88% of the check run. Kim addressed two payments to Central Valley that are showing on the December check run, due to the timing of when they were received. The November expenditure payment is on page 13 in the amount of $506,000 and the December expenditure payment is on page 22 in the amount of $235,000.

ADMINISTRATION Louie Fuell reported on the District’s current job openings. Several applications were REPORT received for the Director of IT opening, however, the level of expertise that was received was not fully in line with what the District was seeking. It was determined Human Resource & that the District will hold off on hiring for that position. Jason Helm will temporarily Administration assume some of those responsibilities, with Drew Ovard continuing as IT Division Department Report Manager and working more with the operations side of things. Michelle Ketchum is the new Division Manager for Support Services, which left an opening for the Executive Assistant. That position was posted internally and externally. However, after three days and 78 external applicants, the external posting was suspended, but the internal posting was left open until the closing date. Russell Sanderson asked for a summary of the Division Manager for Support Services job description. Louie explained that Michelle will be overseeing the District’s meters, fleet, grounds and buildings. Michelle will also have 7 employees who will report to her and she will report to Brad Jeppson. Clint Jensen clarified that the Division Manager for Support Services was a position that was approved by the Board, to assist Brad in his department, due to the diversity of the responsibilities within that department. The District still has 3 maintenance positions to be filled. Louie also reported on District trainings, anniversaries and the success of in-house employee development.

Louie discussed the procedures for delinquent accounts as per Corey Rushton’s request in the December 2018 Board meeting. Corey suggested a goal in the upcoming year to reduce the amount of delinquent accounts. Kim Coleman noted that some new, more efficient office procedures have freed up the customer service reps to be able to assist customers more proactively.

Louie summarized the 4th quarter safety report. The District had two incidents in the 4th quarter which brought the total worker’s compensation claims to three for 2018, which is lower than it’s been in four years. An employee pizza party is scheduled to celebrate. The District recognized Brock Rezac as the BOLD safety employee of the year.

Consider approval for Louie asked that the Board consider approval of expenditures to Legacy Equipment in new Hydro Excavator the amount of $355,036.81 for a new Hydro Excavator (Water Systems). Louie explained how this machine would benefit the District and assist with leaks and dirt removal. At least two bids were acquired, and Legacy Equipment is a state contract vendor. Corey Rushton made a motion to approve the expenditure as specified. Following a second from Russell Sanderson, the motion passed as follows;

Consider approval for Louie requested the Board consider approval of expenditures to Olympus Insurance District Insurance Policy Agency in the amount of $316,423.00 for the District’s Liability and Property Renewal Insurance Policy renewal. Clint Jensen explained that there was a rebid this year. This is a renewal of what the District already has in place. There was a fiduciary policy added to cover the District’s 401K liability. Russell Sanderson made a motion to approve the expenditure as specified. Following a second from Debra Armstrong, the motion passed as follows;

GM’S REPORT Clint Jensen noted that the District has made application to the State Drinking Water Board for some loan monies to fund some of the water projects. Due to the median adjusted gross income of the District’s service area being lower than 80% of the state average, the District will seek some principal forgiveness with this application. Clint will be attending the RWAU conference at the end of February. He is hopeful that the timing of approval will line up with the February 28th Drinking Water Board meeting so that he can include this as part of the District’s story that he will be sharing there.

Clint mentioned the Chamber West Annual Gala on February 28, 2019. The District is typically given four seats as part of our sponsorship. The District will be sponsoring a table of eight seats this year, for $1,000.

Clint discussed the 2019 State of the District. Five individuals were asked to present this year: Ryan Michaelsen, Mary Adams, Doug Bradfield, Kyle Dean and Dee Smolka. Clint pointed out that he did not assign any specific topics. He felt that it went fantastic. Some important issues were brought up and different solutions were discussed. Clint would like to further discuss some of the issues raised and return and report to the staff.

Clint followed up on topics discussed at the Public Hearing in December. Tom Holstrom, the CVWRF Manager has been invited to attend a future meeting and provide an update on the current state of Central Valley.

Clint explained that problems with a sewer lateral line from the house to the sewer system connection is the responsibility of the property owner. The District does not provide an insurance option for customers to purchase to cover water and sewer lines on personal property. Homeowner’s insurance or other companies may offer policies to cover water and sewer lines. The District does not provide recommendations for contractors due to the potential liability that exists.

The District has less than 10% of the AMI or “Smart” Meters, remaining to install. To date, we have 15 customers signed up to use the customer portal. Clint mentioned the need for more marketing to get this information into the hands of the customers. With this data, both the District and the customer will be able to be more proactive and help put the control back into the customer’s hands.

The District is participating in the Toilet Replacement Program again this year. Jordan Valley Water Conservation Grant Program reimburses 80% of the cost of the toilets. Brad Jeppson noted that the first 70 toilets had been received and are ready for

distribution. Corey Rushton explained that water saved through the toilet conservation program costs a little under $200 an acre ft. to develop. This is much less expensive than developing new sources. To develop new, high quality ground water, it’s upwards of $790 an acre ft. To develop through the Bear River Project or a new Jordan Valley reverse osmosis treatment plant, the cost would be approximately $1,200 an acre ft. The cheapest source of water to develop would be through a shallow ground water treatment plant with the cost being approximately $550 an acre ft. Clint noted that reducing usage, from 5-6 gallons per flush to 1.6 gallons per flush, is immediate savings for the customer. Corey will send out the report that includes the toilet conservation statistics he mentioned.

At the December Public Hearing, one of our customers raised a concern over the changing billing cycle. Clint explained that in 2009, the District changed from a bi- monthly to a monthly billing cycle. For this particular customer, the bills were sent out around the 25th of each month prior to 2009. After 2009, the bills were sent out around the 14th. This may explain the confusion.

Clint mentioned water reservoir storage. One of the District’s goals for this year is the acquisition of additional storage. Russell Sanderson asked if it is economically proven savings to acquire the District’s own storage facilities. Brad Paxman explained that it is, however, the facilities need to be put in the right place and that’s not always a possibility. The payout for acquiring additional storage would be less than 20 years. Clint will be meeting with Jordan Valley to discuss strategy.

In the 2019 budget, it was proposed that the vehicle allowance provided to certain members of the management staff be changed from being shown as an allowance to being included in the gross pay of the individuals receiving the allowance. Russell Sanderson inquired about the car allowance for the General Manager. Clint explained that he submits reimbursement for miles used for District business. Russell was not in agreement with the current process and there was further discussion regarding vehicle allowance. The District has asked that mileage be tracked when an employee uses their personal vehicle for District business. When possible, employees will use a fleet vehicle for travel.

Clint discussed a General Manager Employment Agreement. There is currently not an agreement in place. Clint suggested that a discussion take place with the District’s counsel to begin an agreement that makes sense for the District. Russell Sanderson would like an agreement put together for review by the Board. Corey Rushton explained that he doesn’t feel an agreement is necessary, but if one is put in place, a Discuss and Approve the timeline should be placed on the agreement. It was decided that a sample will be District representative presented to the Board, in the next couple of months, for further discussion. for CVWRF Russell Sanderson made a motion that Debra Armstrong be appointed as the District representative for CVWRF. BOARD MEMBERS INPUT Corey Rushton inquired about the landscaping approval for the GHID facility. Todd Marti explained that West Valley City considers 3600 West a “High Image Arterial” which has certain landscaping ordinances that are required. A reasonable agreement has been decided upon to allow some of the District’s “water wise” landscaping. Corey suggested an email be sent to petition to make some adjustments to encourage ADJOURNED water conservation through GHID property landscapes.

This project is currently on hold, awaiting final Utah State Division of Drinking Water guidance on storage requirements. District staff are in the process of calculating storage requirements for submittal.

17G: Building A Reconstruction Capital Project: Building A Reconstruction Consultant: Design West Architects Contractor: Broderick and Henderson Construction

The project is substantially complete.

18B: 4100 South Waterline Replacement - Bangerter Highway to 5600 West Capital Project: Distribution Pipeline Replacements Consultant: Horrocks Engineers (WVC/UDOT - Local Governments Project) Contractor: To be determined

The project is out to bid on UDOT’s website. Bids are due March 7th.

18C: Meter 80 Piping & Breeze Chemical Feed Capital Project: Meter 80 Piping Modifications Consultant: Hansen, Allen & Luce, Inc. Contractor: Burlington Civil, Inc.

The Contractor continues to install piping and electrical conduits for the new building and has installed the sewer line to drain the sump located in the existing pump station. The work is progressing smoothly and is on schedule.

18D: Wells No. 12 & 14 Chemical Treatment Capital Project: Wells 14 & 12 Chemical Treatment & New Motors Consultant: Hansen, Allen & Luce, Inc. Contractor: Widdison Turbine Service (Well 12); Petersen Brothers Drilling (Well 14)

The District and Widdison Turbine executed the Agreement for Well 12 on December 31, 2018. The Notice to Proceed date is January 2, 2019 and Substantial completion is May 2, 2019. The Contractor is yet to mobilize and start work.

The delivery of the new motor for Well 14 has been delayed. Petersen Brothers Drilling will swap the existing motor with the new one when it arrives. This will conclude Petersen Brothers’ work at Well 14.

18F: Hillsdale WWPS Decommissioning & Gravity Sewer Capital Project: 2911 South 2910 West Consultant: CRS Engineers Contractor: To be determined

The design work is complete. The project will be advertised for bids on or before February 14, 2019. The Prebid Conference will be held on February 20.

18G: MVC Waterline Betterments Capital Project: Approximately 5800 West between 4100 South and 2700 South Consultant: Parsons Transportation Group, Inc. and CRS Engineers Contractor: Mountain View Corridor Constructors (A Kiewitt-Clyde Joint Venture)

Met with UDOT’s Design-Build Contractor (CRS Engineers) on January 17th and 31st to discuss the waterline betterments design work.

The consultant has completed the final design for the site. We will hold off on construction until the water quality study is complete and sites are selected, which may affect the design of this site.

The District plans to bid the project in phases. The Consultant sent cost estimates and phasing plans for the District’s review on February 7, 2019. A follow-up design meeting was held on February 12.

Design is ongoing. This project involves a contractor prequalification process which will be advertised in the next 2 - 3 weeks.

18L: Well No. 16 Generator Replacement Capital Project: Well No. 16 Generator Replacement Consultant: Bowen, Collins & Associates, Inc. Contractor: Nelson Brothers Construction Company

Construction is ongoing.

19A: Sewer Rehabilitation Project Maintenance Project: Various locations Consultant: None - GHID Design Contractor: Planned and Engineered Construction, Inc.

The construction contract is in place. Work will not start until the summer of 2019.

19B: Manhole Rehabilitation Project Maintenance Project: 3100 South (4073 West to 5355 West) Consultant: None - GHID Design Contractor: Cody Ekker Construction, Inc.

Numerous manholes on 3100 South are located downstream of forcemain discharge locations. These manholes have experienced significant corrosion due to high concentrations of hydrogen sulfide in the forcemain discharge stream. This project will rehabilitate 16 manholes by lining the interior with polymer concrete inserts. Bidding documents were distributed to Contractors on January 3, 2019. A Bid Opening was held on February 7, 2019.

Bids for the Granger-Hunter Improvement District’s 19B: Manhole Rehabilitation Project were solicited from nine qualified Contractors. The firms solicited by the District were: Beck Construction & Excavation, Cliff Johnson Excavating, Noland & Son Construction, Inc., RDJ Construction, Inc., Silver Spur Construction, Whitaker Construction Company, Van Con, Inc., Cody Ekker Construction, Inc. and ACME Construction, Inc.

Bids for the 19B: Manhole Rehabilitation Project were opened at 2:00 p.m. on Thursday, February 7, 2019. Five of the firms solicited submitted a bid. The bids are as indicated on the attached Bid Tabulation and Unit Price Summary.

Our review of the bids indicates that Cody Ekker Construction, Inc. is the apparent low bidder and has met the requirements for bidders. The District’s 2019 Budget for this work is $750,000.00. Of this amount $461,760.00 is committed to the 19A CIPP project leaving $288,240.00 of budgeted amount available to fund this project. The total Bid amount of $219,000.00 is 76-percent of the remaining budget amount. Therefore, we recommend Cody Ekker Construction, Inc. be considered the low responsive, responsible bidder and be awarded a Construction Contract for the 19B: Manhole Rehabilitation Project at the indicated bid price of $219,000.00.

The former well’s internal plumbing and old electrical equipment has been removed and is ready for improvements.

Planet Fitness Waterline Replacement Capital Project: N/A Consultant: N/A Contractor: NV Plumbing

The District owns a waterline (also acting as a fire line) and sewer line in easements through the parking lot of Planet Fitness & Zurchers at 3749 S 2700 W. As part of the improvements to convert the old Office Depot building to the new Planet Fitness Gym, the contractor needed to install a new 2-inch service. Instead of connecting this to the existing fire line, which is not allowed per current GHID Standards, the Contractor ran the lateral to 2700 West. As part of this project, GHID replaced the fire line in the easement with the intent to relinquish ownership to Real Estate Investment Partners (Property Owner) and abandon the easement. GHID will also line the sewer pipe this year and relinquish ownership as well.

Consider Approval of attached Water and Sewer Line Agreement, which transfers ownership of the water and sewer lines to Real Estate Investment Partners and abandons the water and sewer easements at 3749 S 2700 W.

Throughout the month of January, the wastewater maintenance division continued to plug away on our annual manhole inspections and remove some roots out of our mains that were discovered by our TV Operators. January 2019 Inspection/WO Totals

WW Pretreatment January 30, 2019. Image above shows a sewer backup that occurred off 3500 south and 1800 west. Granger-Hunter came to help aid the cleanup to ensure the public health and safety. Valley Plumbing handled the disinfection process and the disposal of sewer was done properly.

Figure 4: Acme Construction had a difficult time managing the dewatering of the project due to severe winter storms, which delayed the District’s portion of the project for a few weeks.
