Executive Summary: Air Quality in Our Area We all need air to breathe and we would all choose good air quality over poor. That’s quite plain and simple to understand, but there is more to why we all need to think about ways to improve air quality than you may think.

Addressing air quality matters because cleaner air is healthier for people and the environment, good air quality means less economic costs spent on fixing the damage caused by poor air pollution and good air quality makes places more welcoming to live, work and visit.

Air Quality in Sedgemoor

Air pollution is associated with a number of adverse health impacts. It is recognised as a contributing factor in the onset of heart disease and cancer. Additionally, air pollution particularly affects the most vulnerable in society: children and older people, and those with heart and lung conditions. There is also often a strong correlation with equalities issues, because areas with poor air quality are also often the less affluent areas1,2.

The annual health cost to society of the impacts of particulate matter alone in the UK is estimated to be around £16 billion3.

Sedgemoor’s District is located in Somerset and within the District is a mixture of both rural and urban environments which covers an area approximately 350m2. The population is approximately 111 000 people with the main centres of population being Bridgwater, Burnham-on-Sea, Highbridge and Cheddar. The M5 motorway runs longitudinally through the District and the North Western part of the district is bounded by the coast.

There are a range of potentially air polluting sources within the Sedgemoor area; these include industrial/commercial and traffic related. At the present time Sedgemoor District Council is proud not have any air quality management areas and the latest results from the Nitrogen Dioxide diffusion analysis shows a decrease at majority of sites, however at the following 9 of the 29 sites there has been a slight increase of annual mean concentrations (g/m3) on the previous year:

 DT1: Carlton Drive, Bridgwater.  DT2: Camden Road, Bridgwater.  DT3: Penel Orlieu, Bridgwater.  DT14: Mendip Road, Rooksbridge.  DT17: Masons Way, Cheddar.  DT22: Road, near Hamp, Bridgwater.  DT26: Wembdon Road, Bridgwater.  DT27: Quantock Road, Bridgwater.  DT31: Taunton Road, near Browne’s Pond, Bridgwater.

Below provides a summary of the previous rounds of air quality review and assessment undertaken by Sedgemoor District Council. Copies of reports can be obtained from Sedgemoor District Council’s Environmental Protection Team or can be found on the SDC website http://www.sedgemoor.gov.uk/6044. At present Sedgemoor District Council does not have any AQMAs, nor does any of the current monitoring show the need to proceed to a detailed assessment.

Round of Review and Details Assessment and Date Undertaken

Potential exceedances of air quality objectives for Sulphur Dioxide as a result of emissions from a cellophane factory located in First Round: 1999 - 2003 Bridgwater. An AQMA was declared in February 2002.

An Action Plan was produced aimed at improving air quality within the AQMA. In 2005 the factory of concern closed and as a result the AQMA was officially revoked in August 2005.

Potential exceedances of Nitrogen Dioxide Annual Mean Air Quality Objective identified due to traffic sources along the Second Round: 2003 - 2005 Broadway and Monmouth Street in Bridgwater.

Detailed assessment undertaken in 2005 which concluded that no exceedances were occurring and therefore no AQMA was required.

Third Round: 2006 – 2008 No potential exceedances identified and no AQMA’s required. No potential exceedances identified and no AQMA’s required. Fourth Round: 2009 – 2011

EDF – Hinkley C nuclear reactor:

EDF Energy have started to build a new nuclear reactor close to the Sedgemoor district border. Whilst the main development is occurring outside of the Sedgemoor area, the majority of access routes are to be through Sedgemoor and in addition there are a number of associated development sites within Sedgemoor.

The developer is proposing to introduce measures to reduce traffic associated impacts and in turn negative air quality impacts. The conclusion from air quality studies carried out by EDF Energy are that no breaches of air quality objectives or standards will occur due to the proposed development works.

In preparation, Sedgemoor District Council has increased its spread and number of diffusion tubes for monitoring Nitrogen Dioxide to obtain good baseline data. Development of the various development sites has just started and future ASR’s will full cover any impacts from the development of associated sites and traffic movements associated with the project. The Council will need to closely monitor the key areas that may be affected by the development through the Local Air Quality management Process.

The developer EDF Energy is proposing to introduce measures to reduce traffic associated impacts and in turn air quality impacts. These are summarised below:

1) Limiting parking on site to reduce use of personal vehicles etc.

2) Construction of two park and ride facilities and requiring workers to use these when commuting to the site. The Junction 23 Park and Ride facility at J23, off Roundabout is located close to the junction of the motorway so that vehicles other than park and ride buses do not need to travel into urban areas. The Junction 23 Park and Ride facility has a completion date programmed for 25th July 2017. EDF are also now in the process of commencing works on the Cannington Park and Ride site off the A39 on the ‘old bypass’ south of the village.

3) Construction of freight consolidation facilities so that all site deliveries are undertaken in an efficient manner. Multiple loads of freight will be bulked where possible into single transport loads. These centres are located close to the motorway junctions of the M5 so that all freight is consolidated before it goes into urban areas etc.

4) Construction of a bypass around the village of Cannington so that traffic is moved away from sensitive receptors. This has now been constructed and traffic is using the new Bypass.

5) EDF Energy has also undertaken work on air quality impacts as part of the application process. This has included utilising monitoring data, traffic data and air quality modelling work.

6) Road improvements including Wylds Road and The Drove which are discussed below:

There has recently been some major roadworks on Road and Wylds Road in Bridgwater which commenced in January 2017. Bristol Road is now open to two-way traffic and works are completed on The Drove / Bristol Road junction. However, work continues on The Wylds Road / The Drove junction so traffic lights remain at this junction and the movement from East Quay northbound is still banned until the works are completed. The junction work is expected to be completed by the end of June when all of the traffic management can be removed. These roadworks were part of the agreed schedule of improvements required for the construction of C to ease congestion and improve drivers’ journeys through Bridgwater and improve crossing points for cyclists and pedestrians.

During the roadworks there has been a temporary one way system in operation and this had caused some impact on the flow of traffic. Sedgemoor District Council has diffusion tubes for monitoring Nitrogen Dioxide on these stretches of roads and is currently researching into Particulate Matter monitors for potential use at traffic hot spots such as these in the future. PM10 is commonly associated with road dust with wear and tear of brakes and tyres on vehicles contributing to a rise in PM10.

Alternatively, PM2.5 can be associated with vehicle emissions.

Actions to Improve Air Quality

As above, there are currently no AQMAs in Sedgemoor’s district for air quality exceedances. However, Sedgemoor District Council will continue to work to improve air quality by monitoring NO2 levels, looking for processes without permits, considering air quality when commenting on planning applications and the feasibility of installing monitors to analyse particulate matter such as PM2.5 and PM10 at locations within Sedgemoor.

Conclusions and Priorities

The main conclusions from this year’s ASR is air quality in Somerset remains good with no potential exceedances identified and no AQMA’s required. The majority of

NO2 is decreasing, however there are a number of increases which will be closely monitored as will two new NO2 diffusion tubes sites which have been installed in Johns Street and Westonzoyland Road in Bridgwater.

Sedgemoor District Council takes air quality seriously and despite there being no incorporation of Particulate Matter monitoring into LAQM Regulations and therefore no statutory requirement to review and assess particulates such as PM2.5 and PM10,

Sedgemoor District Council is researching particulate monitors with the potential to monitor traffic hot spots within the district.

With increased development in the district of Sedgemoor, and to address air quality in the future, the Environmental Protection Team at Sedgemoor District Council is reviewing planning conditions particularly regarding the need for assessment of air quality during construction and operational phases of large scale developments.

Local Engagement and How to get Involved

This is where you, the public can get involved. There are a number of new and old ways on how the public can improve air quality within Sedgemoor. Why not consider some of the following. You don’t have to make a sudden change, but perhaps a couple days over a week or just where you can, it all helps.

 Reduce the amount you use your car. Do you have any friends or work colleagues who you can create a car sharing scheme with? Or,

 For journeys less than 2 miles, walking would be ideal and especially when you think you walk approximately 2000 steps per mile, this all helps go towards achieving our recommended 10,000 steps a day.

 Cycling is the least polluting way of travelling after walking, and as well as the fitness benefits, it can be twice as fast as driving through rush hour.

 You might be able to go electric and produce zero emissions while still being able to drive.

 Don’t burn your garden waste. This not only creates smoke and air pollution, but is likely to upset someone who has their windows open or washing drying outside. Instead you can compost it or take it to one of the three recycling centres in Sedgemoor are situated at:

1 Local Air Quality Management 1.1 Background

This report provides an overview of air quality in Sedgemoor during 2016. It fulfils the requirements of Local Air Quality Management (LAQM) as set out in Part IV of the Environment Act (1995) and the relevant Policy and Technical Guidance documents.

The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where an exceedance is considered likely the local authority must declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives. This Annual Status Report (ASR) is an annual requirement showing the strategies employed by Sedgemoor District Council to improve air quality and any progress that has been made.

The statutory air quality objectives applicable to LAQM in England can be found in Appendix E. A summary of potential sources of air pollutants is described below.

1.2 Narrow Congested Streets with Residential Properties Close to the Kerb

This issue has been assessed in previous rounds of review and assessment and has been re-assessed in this ASR. Sedgemoor District Council confirms that there are 2 newly identified congested streets with a flow above 5,000 vehicles per day and residential properties close to the kerb, which require additional assessment. The two roads; A372 Westonzoyland Road and St Johns Street require NO2 monitoring to be carried out.

1.3 Busy Streets Where People May Spend 1-hour or More Close to Traffic

This issue has been assessed in previous rounds of review and assessment and has been re-assessed in this ASR. Sedgemoor District Council confirms that there are no new/newly identified busy streets where people may spend 1 hour or more close to traffic.

1.4 Roads with a High Flow of HDVs

This issue has been assessed in previous rounds of review and assessment and has been re-assessed in this ASR. Sedgemoor District Council confirms that there are no new/newly identified roads with high flows of HDVs.

1.5 Junctions

This issue has been assessed in previous rounds of review and assessment and has been re-assessed in this ASR. Sedgemoor District Council confirms that there are no new/newly identified junctions which meet the criteria of table 7.1 in the Local Air Quality Management Technical Guidance (TG16).

1.6 New Roads Constructed or Proposed Since the Last Round of Review and Assessment

This issue has been assessed in previous rounds of review and assessment and has been re-assessed in this ASR. Sedgemoor District Council confirms there are no new or proposed roads wince the last round of review and assessment which meet the criteria of table 7.1 in the Local Air Quality Management Technical Guidance (TG16).

1.7 Roads with Significantly Changed Traffic Flows

Due to the proposal to construct two new nuclear reactors for electricity generation at Hinkley Point which is located in the area of West Somerset District Council (a

LAQM Annual Status Report 2017 11 Sedgemoor District Council neighbouring local authority) there is an expectation for an increase in traffic flows. However, this is mainly expected to be HGVS as employees should use a new park and ride service provided by EDF.

Whilst the reactors will not be in our district some of the main access roads to the site including the Cannington Bypass do run through our district, potentially increasing traffic flows on these access roads.

As part of the environmental assessment and planning process, Sedgemoor District Council requested that air quality assessments were undertaken to assess impacts from this development. In the EDF Energy Masterplan for the Cannington Bypass on page 1, paragraph 1.1.3 the plan states that “assessments suggest that […] no air quality standards would be breached.”

Sedgemoor District Council’s increased number of diffusion tube monitoring points is to also cover such routes which may be affected by increased traffic flows caused by the EDF works and is currently collecting data that can be used to assess whether nitrogen dioxide levels are increasing as a result of the EDF works. Sedgemoor District Council confirms there is potential for certain roads to incur increased traffic flows due to proposed works by EDF Energy. This however, is being monitored via the use of nitrogen dioxide diffusion tubes.

Sedgemoor District Council confirms there are no roads with significantly changed traffic flows which meet the criteria of table 7.1 in the Local Air Quality Management Technical Guidance (TG16).

1.8 Airports

Sedgemoor District Council confirms that there are no airports within the Local Authority area.

1.9 Railways (Diesel and Steam Trains)

1.9.1 Stationary Trains

This issue has been assessed in a previous round of review and assessment and having assessed this issue there are no known locations where diesel trains are stationary for periods of 15 minutes or more with relevant exposure within 15 meters. Trains stopping at Bridgwater Train Station are only stationary for 1 to 2 minutes.

1.9.2 Moving Trains

Having reviewed the 2009 Guidance on Assessing Emissions from Railway Locomotives (see appendix F) Sedgemoor District Council is not identified as an authority with a background annual mean nitrogen dioxide concentration above 25 g/m3 and is therefore not identified as an authority that needs to assess this issue further. Sedgemoor District Council confirms that there are no locations with a large number of movements of diesel locomotives, and potential long-term relevant exposure within 30m.

1.10 Ports (Shipping)

Whilst Sedgemoor District Council is a port of authority the port of Bridgwater only has limited ship movements. In 2016 there were a total of 60 ship visits. A visit is the round trip from Sea to the berth and back out to Sea. See Appendix D: Annual throughput - Port of Bridgwater.

1.11 Industrial Sources

1.11.1 Industrial Installations - New or Proposed Installations for which an Air Quality Assessment has been Carried Out

From reviewing planning application data there are no known new industrial processes operating in Sedgemoor District Council area since the last round of review and assessment that would impact on local air quality.

Industrial Installations - Existing Installations where Emissions have Increased Substantially or New Relevant Exposure has been introduced

Sedgemoor District Council confirms that there are no industrial installations with substantially increased emissions or new relevant exposure in their vicinity within its area or nearby in a neighbouring authority.

Industrial Installations - New or Significantly Changed Installations with No Previous Air Quality Assessments

Sedgemoor District Council confirms that there are no new or proposed industrial installations for which planning approval has been granted within its area or nearby in a neighbouring authority.

1.11.2 Major Fuel (Petrol Storage Depots)

There are no major fuel (petrol) storage deposits within the Local Authority area.

1.11.3 Petrol Stations Since the last ASR was submitted, there has been one new petrol station installed which has been issued with an environmental permit.

1.11.4 Poultry Farms

From reviewing the IPPC Public Register there are no known poultry units operating within the Sedgemoor area that are above the thresholds detailed in the DEFRA technical guidance LAQM. TG(16).

1.11.5 Biomass Combustion – Individual Installations

There are no new biomass boilers since the last ASR was submitted.

2 Actions to Improve Air Quality 2.1 Air Quality Management Areas

Air Quality Management Areas (AQMAs) are declared when there is an exceedance or likely exceedance of an air quality objective. After declaration, the authority must prepare an Air Quality Action Plan (AQAP) within 12-18 months setting out measures it intends to put in place in pursuit of compliance with the objectives. Sedgemoor District Council does not have any AQMAs.

2.2 Progress and Impact of Measures to address Air Quality in Sedgemoor

The ASR for 2016, submitted in June 2016, confirmed that there had been no exceedances of the annual mean objective for Nitrogen Dioxide. Sedgemoor District Council has not declared any Air Quality Management Areas and measured concentrations over the last five years have not exceeded the annual mean objective. Defra approved the 2016 ASR and accepted the conclusions that emissions from all sources were at an acceptable level.

Defra advised “The report was well structured, very detailed and comprehensive, and provided the information specified in the Guidance. It also included additional information to assess recent new sources”. Defra concluded that Sedgemoor District Council could provide further details to show evidence of the progress they are making to improve air quality within the district.

Sedgemoor District Council is committed to working to improve air quality particularly with respect to any potential impacts of the Hinkley Point C development and monitoring continues. In addition EDF are required to meet planning restrictions on issues such as vehicle movements.

Sedgemoor District Council has taken forward a number of direct measures during the reporting year of 2016 in pursuit of improving local air quality. Details of all measures completed, in progress or planned are set out in Table 2.1.

Sedgemoor District Council expects the following measures to be completed over the course of the next reporting year:

 A review of the Environmental Protection Teams response to planning application consultations with regard to air quality for large scale developments. The likely requirement for assessment of air quality impacts including baseline data, during construction and operational phases, and any mitigation measures.

 Particulate monitor(s) – researching into their feasibility and potential use for

the analysis of particulate matter such as PM2.5 and PM10 on certain roads throughout Bridgwater in reaction to the increase in traffic caused by the

construction of Hinkley Point C.

 Monitor the results of the two new NO2 diffusion tube locations. One on Westonzoyland Road (DT3) and one on St John Street (DT35), both in Bridgwater.

2.3 PM2.5 – Local Authority Approach to Reducing Emissions and/or Concentrations

As detailed in Policy Guidance LAQM.PG16 (Chapter 7), local authorities are expected to work towards reducing emissions and/or concentrations of PM2.5 (particulate matter with an aerodynamic diameter of 2.5µm or less). There is clear evidence that PM2.5 has a significant impact on human health, including premature mortality, allergic reactions, and cardiovascular diseases.

To address PM2.5, Sedgemoor District Council is researching the feasibility of installing monitors to analyse particulate matter such as PM2.5 and PM10 at locations within Sedgemoor.

3 Air Quality Monitoring Data and Comparison with Air Quality Objectives and National Compliance 3.1 Summary of Monitoring Undertaken

3.1.1 Automatic Monitoring Sites

This section sets out what monitoring has taken place and how it compares with objectives.

Sedgemoor District Council does not have any automatic (continuous) monitoring sites. NB. Local authorities do not have to report annually on the following pollutants: 1,3 butadiene, benzene, carbon monoxide and lead, unless local circumstances indicate there is a problem.

3.1.2 Non-Automatic Monitoring Sites

Sedgemoor District Council undertook non-automatic (passive) monitoring of NO2 at 29 sites during 2016. Table A.1 Details of Non-Automatic Monitoring Sites in Appendix A shows the details of the sites.

A review of Table 7.1 – Screening assessment of Road Traffic Sources, from the Local Air Quality Management Technical Guidance (TG16), April 2016 has identified the need for two new NO2 monitoring locations (DT34 and (DT35). These two new sites will monitor NO2 from July 2017.

Maps showing the location of the monitoring sites are provided in Appendix D. Further details on Quality Assurance/Quality Control (QA/QC) for the diffusion tubes, including bias adjustments and any other adjustments applied (e.g. “annualisation” and/or distance correction), are included in Appendix C.

The air quality monitoring results presented in this section are, where relevant, adjusted for bias, “annualisation” and distance correction. Further details on adjustments are provided in Appendix C.

3.2.1 Nitrogen Dioxide (NO2)

Table A.2 – Annual Mean NO2 Monitoring Results in Appendix A compares the ratified and adjusted monitored NO2 annual mean concentrations for the past 5 years with the air quality objective of 40µg/m3. For diffusion tubes, the full 2016 dataset of monthly mean values is provided in Appendix B.

Within the district there are no monitoring locations were the NO2 annual mean concentration has exceeded 40µg/m3.

 Data capture at all monitoring locations was higher than 90% and is therefore is considered to be reliable.

 Sedgemoor District Council does not have any automatic (continuous) monitoring sites to monitor the NO2 1-hour mean objective. However, Para 7.91 of LAQM TG.16 states: Previous research carried out on behalf of Defra and the Devolved Administrations (Laxen D and Marner B (2003). Analysis of the relationship between 1-hour and annual mean nitrogen dioxide at UK roadside and kerbside monitoring sites - http://uk- air.defra.gov.uk/assets/documents/reports/cat06/1hr_NO2_rpt_Final_b.pdf) identified that exceedances of the NO2 1-hour mean are unlikely to occur where the annual mean is below 60μg/m3 and this assumption is still considered valid. Sedgemoor District 3 Council has no NO2 annual means exceeding 60µg/m , indicating a potential exceedance of the NO2 1-hour mean objective and therefore does not continuously monitor NO2 1-hour mean.

C.1 – Diffusion Tube Bias Adjustment Factors

In 2016 Sedgemoor District Council’s diffusion tubes were supplied and analysed by Gradko Ltd. The Gradko tube preparation method was: 20% TEA / Water.

Sedgemoor District Council does not undertake local co-location Studies and has therefore used a bias adjustment factor taken from the Diffusion Tube Bias Adjustment Factors Spreadsheet latest version of the spreadsheet (version 03/17 V2). The factor used was 0.94 and was based on 21 co-location studies.
