^ T.INTRODUCTION

The 21" cenfury is the age of Development, development of Science, Technology and lnfrastructure' AII these ultimately result to the development of mankind and its standard of living' Taking about infrastructure, it cannot mateialize without minerals found on the earth's crust' However, using these valuable mineral wealth in a sustainable manner is the key long term positive development. Unfortunately, that's not the case. Many minerals, especially minor minerals like (basalt) rock and sand are exploited in an unregulated way since past decade' ヘ This leads to rapid exhaustion of essential raw mineral wealth and destruction of environment.

Finally' .-2ol3' Maharashtra Minor Mineral Extraction (Development ^ and Regulation) Rules 2013 came into existence. In accordance of the chapter tv (rule no. 5g) of Maharashtra Minor Mineral Extraction (Development & Regulation) Rules 2013, which defines Grant of Quarry Permits for Minor Minerals; a committee has been formed in palghar district under the chairmanship of District collector, Palghar to prepare District Mining plan to ensure that the short term Quarry Permits are granted in accordance with the District Mining plan, vide order No : Reti gatlgaukh/t_2/Ikwi_ 5 g 4 / I 7 dt3 I .Og .20 I 7 .

This committee basicaly ^ defines the mining zones in a district.

The District Level committee consists of the forowing members.

The Palghar district came into existence on l'r August 2014 after carving out g rehsils from earlier undivided District ofrhane. It is the 36fi district of the state of Maharashtra in Division. Palghar district is the most North-westem district of the state of Maharashtra on the Arabian Sea coast. . It is spread between the west coast of the Arabian Sea and the sahyadri Mountains rows that are east of the Northem District parghar. of The district is bounded by and Districts on the east and northeast, and by Varsad District ofGujarat stare and Union Territory of on the north. The Arabian Sea forms the westem boundary, while Vasai_Virar is the only Metropolitan Region.

The totar area and population as per 20t l census of the district is 5344 sq. km. & 29,90,116 respectively lt lies in between rg0 17' 15- to 200 13, 45" Latitudes and 7203g,35,, 1o 73030, 25" Longitudes. District comprises of g revenue hlukas i.e. , , , Palghar' ' vikamgad, and wada having it's headquarter palghar. at There are 5 administrative subdivisions in the district. Totar 477 Grampanchayat, l00g villages and 3glg Habitations in the district, out of that most of the area dominated by Triba.s.. District comes under the Tribal Areas of rhe state of Maharashtra. The main profession of the peopre is Agriculture; support with that peopre co ects wood, Honey, Medicar Herbs & lakhs from Jungle : ln Coastal areas Fishing is main profession, with that horticurture farm of chiku Betel leaf, Mango and Coconut plant also there.

PHYSIOGRAPHY ^ Physiographica,y, the ( district exhibits highly rugged and mountainous topography manifested by the north-south hending Sahyadri mountain ( ranges with steep scarp on the westem side and gently undulating terrain known as Konkan prain ( bordering the Arabian Sea. The highest elevation is 662 m seen ar about rg km NE of vasai wh,e lowest elevation is ( l0mtrs at about 12 Km at SE ofDahanu.

( The district is the northemmost part of rhe Konkan lowrands of Maharashtra. It comprises the ( wide amp'theatre ヽ rike Ulhas basin on the south and hilry valley on the north ^ together plateaus with and the sropes of Sahyadri. From the steep sropes of the Sahyadri in the east, the land falls through a succession ofplateaus in the north and centre of the district to the ^ Ulhas valley in the south. The distance from the parts of different palaces to headquarters parghar ^ by road is as follows: Krodala l3g km, Mokhad a rr2 krn,Jawhar 75 km. Vikamgad 60 ^ km.

The ^ main river flowing through the district is the Vaitama. The river has many tributaries; two important of them (within the boundaries of this ^ district) are Barvi and Bhatsa. Vaitama, the largest of Konkan Rivers rises in the Trimbak hilrs ^ in , opposite to the source ofGodavari' The River fl6v5 across , parghar vada and talukas and enter the ^ Arabian Sea through a wide estuary off Amara. vaitarna fuver is 154 km long and has a drainage area that practically covers the endre northem part A of the district. ⌒ 4. GEOLOGY

A major part ofdistrict is covered with basart i.e. lava flows generally called as Deccan Trap. This volcanic activity was confined mainly to Lower Eocene to Upper Cretaceous age. Between two eruptions there was a time gap and during this period upper surface of flow subject to denudation and weathering. This time gap is marked by formarion ofRed bole and Ash beds The upper surface of lava flows has generally vesicular struch,es caused by the escape of the gases and steams from molten lava. During the sudden cooring at the surface, joints and other openings developed. The upper surface of each flow therefore has a rough texture Based on the megascopic sm:ctures and physicar properties, basalts of the district can be classified into l) compact, Massive Basart. 2) vesicular Zeolitic Basart 3) porphyritic Basalt 4) Fractured and Jointed Basalt. The thickness of compact & Massive flows vary between 15 m to 20 m thickness of Fractured and Jointed flows vary between g 5 to meter. The thickness of vesicular zeoritic flows vary between 3 to 6 m and porphyritic flows having thickness vary between l0 to 20 m. The Deccan trap flows in the district .pahoehoe, .aa, are crassified into and and are norma y aphy-ic to feldspar phyric. At places some of the ferdspar phyric flows are highly porphyritic containing giant sized plagioclase feldspar. These megacryst flows are quite extensive and serve as reliable regional markers for grouping the flows into various formations. Three different Megacryst horizons viz. (Ml, M2, M3) have been identified and on the basis of these marker horizons the lava pile has been divided into six formations. The lowermost selher formation comprises l l aphy.ic flows. Upper Ratangarh formation comprising six

( aphync to felsic 'aa' flows appear next in the sequence. The uppermost へ Karla formation comprises of three compound pahoehoe flows of aphyric in nature. ( The basaltic pile of the area is profusely intruded by rocks of ( formation which includes dolerite and basaltic dykes, tuffs and agglomerates. The frequency of dye much ( more north-westem part where the N-S trending dykes is very conspicuous. Dykes trending in NW-SE' ( NE-sw & E-w are also observed. Frequency of dyke relatively less in South- eastern part. (

Alluviums developed ( in the western part of the area along the coast and river courses and are ( lacustrine in nature' Along the coast, alluvium consists of clayey and mud deposits. The quality of water is slightly brackish and pumping from ( this formation has to be restricted to prevent ingression of seawater. The alluvium constitutes the potential aquifer ( in the area.

5. HYDRO GEOLOGY ( Hydrogeologicarry, the basartic terrain has aquifers ( in the form ofjointed and fractured trap. The occurrence of ground water in Deccan trap is govemed ( by its degree of weathering, concentration ofjoints & fractures pranes, porosity & permeability of geological units. The ( movement & storage of ground water are mainly contro,ed by physicar & geologicar set up へ of the terrain' The lava flows have no primary porosity. only after weathering, the cracks develop which allow ground water ( to store. However, due to adverse morphological conditions, the availab,ity of ground water is へ mainry restricted to plains & valley fill. The irrigation based on ground water is seen only in the parts of Dahanu, ( Talasari, vasai, & Palghar tahasils The irrigation is mainry for horticurtural crops. The coastar sandy aquifers ( are sufficientry good lerding, but even a marginal 一 over exploitation causes intrusion ofsarine ( water. For monitoring of ground water levels 55 nos. of observation へ welrs have been set up in 23 nos of elemenrary watersheds. The manuar monitoring ^ of static water levels is being carried out four times in a year' The water lever data corected are usefur for ground water ( assessment and planning for future groundwater development. The water table fluchrations in ( the observation wers vary from terrain to terrain. Ir coastal area water lever fluctuations range ( between l'00 to 4.00 m. whereas water revel fluctuations range between 4.0 to 7.0 m in hilly areas. 〈

( 6. DRAINAGE (

The area is drained by innumerable ( streams and major tributaries of vaitama. ) Vaitama is major river in the district. Vaitarana River with ( their supporting drainage traver through the district from their youthful stage to maturity. It rises in the Sahyadri hilr ( range at Trimbak in the Nasik districr enters east of wada and flows westwards through wada and palghar tarukas ( debauching in to Arabian Sea. Pinjal, Surya, Deherje and Tansa are the main tributaries of ( vaitama fuver' other main short distances river like Jogri, , paroba, Gauda & Gorduna river flows westerry and directly ( debauching into the Arabian Sea throw creeks.

へ Pinjal fuver thee river rises at Sahariya dongar in ar an altitude of 912 m above MSL. lt joins ^ Vaitama at village alman in Wada Taluka.

7. HOT SPRINGS

There are hot springs in the area of Vasai and palghar tarukas especially in (rgo 4r,, 7zo s4,) and Koknere 1tg0 +3" 120 st'1. The discharge in the individual spring is about 20 L/min to 60 umin' The temperature of these springs varies from 400 to 590 c. Most of the hot springs is seen on the fringes ofdykes. The discharge in the individual spring is about 20 L/min to 60 L/min.

9. CCURENCE OF MINERALS IN PALGHAR DISTRICT

considering the Georogy and Geography of parghar ^ District it is easy to say that the districr has a predominant occurrence of Balsalt which is considered as a minor minor according to the MMDR g57' Act l Basalt is an excellent Bu,ding stone. It is popularry used as an aggregate in concrete and bu,ding roads as road metal, ra, metal etc.in very small pockets. Other than basalt minor mineral tike Murum and Ordinary earth occurs in the district. Murum is used generally as filling material. Soir is used genera,y for Brick making. other major minor mineral is ordinary sand which is mined from dedicated spots and used popularly in the construction ioa.rrt.y.

( IO. PROPOSED METHOD OF MINING 〔 A. Stone/ Murum/ ( Soil

( The method of mining for such minerals proposed to be open cast mining by manual means as well as mechanical means. (

( The mining plan will consist of the following operations:_ i) Removal of murum, soil weathered ( basalt, wherever available and stack at the dumping\ site. ヘ ii) Mining of Basalt. ハ iii) Removal of mined ROM to surface yard for proper sizing, sOrting and stOcking. ヘ

〔 B. Sand

( Sand excavation is done only at locations specified by District Authorities. These locations ( are often known as sand Ghats. These sand gats are pre - designated as reserved for ( extraction by manual method or reserved for extraction by Mechanical dredging method. The manual method also known as Hathpati/Dubi へ method and the Mechanical dredging is always done with the help of Dredgers. (

11. MINING IN PALGHAR DISTRICT

As per rule 58 in chapter IV of Maharashtra Minor Minerar Extraction (Development & Regulation ) Rules 2013 the competent , officer may grant short Term euarry permits in accordance with District Mining plan .The competent officer may grant quarry permit to any person to extract minor mineral except sand not exceeding in quantity as mendoned under any one permit The competent offrcer sha[ grant permit for specific time and specific volume.

Conditions on which quarry permit shall be granted:

(1) Every quarry permit granted under rure 59 and (refer 60 below) page sha contain a ^ condition that at no time the depth of the pit below the surface exceeds six meters.

(2) quarry Any permit granted under rule 59 and 60 may contain such other conditions as the competent offrcer granting permit may deem necessary in regard of folowing matters:- (a) The limit, mode and place ofpayment of rent and royalties. (b) Compensation for damage to the land covered by the permit. (c) Felling oftrees.

(d) Restriction of surface operation in any area specified by any authoritv (e) Entering and working in any reserved area. (f) Reporting of accident (g) Indemnity to Govemment against claims of third panies. (h) Period within which the minor mineral shall be extracted and removed. (i) Forfeiture ofproperty left after cancellation or expiry of permit.

(3) No other mineral except that for which the permit is granted shall be extracted and removed without proper sanction being obtained from the Competent Officer.

(4) If any minor mineral or major mineral other than for which permit has been issued is found during quarry it shall be reported to competent officer within a week,s time after such ⌒ recovery.

(5) The permit holder shall maintain complete and correct accounts of the mineral excavated,

quantity removed from the permit area, sale vouchers, register of labour employed and wages paid etc. and royalty and other charges leviable for this purpose.

(6) The permit holder shall immediately report all accidents to the Competent Officer and the and District Superintendent of Police of the District in which the area is situated.

(7) The permit holder shall have no right over the quarry material and other property lying in the permit area after the expiry of the permit.

^ (8) The permit holder shall not cut or damage any trees without prior sanction or without payment of compensation as may be fixed by the Divisional Forest Officer or such offrcer authorised by him in this behalf.

(9) The permit holder shall not carry quarry operation within a distance of fifty meters of any

public roads, public buildings or temples, rivers, nallahs, reservoirs, burial grounds and railway tracks etc. and cause any damage to any public or private properties.

(10) The permit holder shall allow any officer authorised by the Director of Geology and Mining and local revenue or forest authority in whose jurisdiction the land is situated to enter into and inspect any time the quarry operations and check the accounts and verify the details of dispatches, sales etc. from the account books maintained by the permit holder as per conditions (5) above at or near the area under permit.

(l l) If any excess quantity over permitted limit is found to be removed the material shall be confiscated and permit holder shall be liable for punishment under the provisions of the Maharashtra Land Revenue Code, 1966 and the Mines and Minerals (Development and Regulation) Act,1957.

(12) If any breach of these conditions is detected, the permit shall be cancelled and material lying at site shall be confiscated.

へ (14) The permit holder shal issue along-with every dispatch of mineral outside the area granted under permit (for any mode of transport) pass Transit in Form-O which shall be in accordance with the provisions prescribed under these rules.

( I 5) The permit holder shall submit within I 06 day of the following months to the concerned ^ Revenue authority or Mining officer, a monthly statement of the quantity removed from the ^ site, name of the permit holder and sare price at the site etc., in Form_M. ⌒

General Conditions:

a) The permit ^ holder shall immediately report all accidents to the competent officer and the District Magistrate and District ⌒ superintendent of police of the District in situated. which the area is

b) Every quarry permit granted ⌒ shall contain a condition that at no time the depth of the pit below the surface exceeds 6 m.

⌒ c) The permit holder shall have no right over the quarry material and other the property lying in permit area after the expiry of the permit.

⌒ d) The permit holder shall not cut or damage any tree without payment prior sanction or without of compensation as may be fixed by Divisional Forest officer or such authorized by him officer in this behalf' The permit holder shall not carry quarry operations within a distance of 50 m of any public road , public building or tempre river, ground , nalla , reservoir , burial and ra,way tracks etc. and cause any damage to any public or private property.

e) Mining shall be limited to day time only.

0 No mining shall be carried out in the safety zone of any bridge or embankment. g) No mining shall be carried out in the vicinity of natural or manmade archaeological ^ sites.

l) Measures sha, be taken for control ofnoise rever to the limits prescribed by Maharashtra Pollution Control Board.

m) In case of Govemment land, the competent officer should strictly follow given the directions by State Govt. from time to time.

! Rule No' 5g' Grant of short term permits for minor minerals- (l) Norwithstanding anything contained in the foregoing rures, the competent officer, on an apprication made to him may grant a quarry permit to any person to extract or remove from any specified land within the limits of his jurisdiction any minor mileral not exceeding in quantity as mentioned under any one permit on payment of advance royalties calculated at the rate specified by the Govemment, from time to time, and on such rents and fees assessable for such extraction: provided that, no permits shall be granted in case of any specified minor mineral without prior approval of the Director. (2) The competenr officer shall grant permit for specific time and specific vorume. (3) The competent officer may refuse to grant such permit for reasons to be recorded in writing.

! Rule No. 60. Grant of euarry permits by Revenue offrcers over rands in charge of water Resouces Department, pubric works Departunent.- rn case of lands in charge of Departments other than Revenue Departrnent that is, Water Resources Department, public works DepartrnenL quarry permits over such lands shall be granted by the competent officer only after obtaining No-Objection Certificate (N.O.C.) Ilom concerned Executive Engineer in case of water Resources Department public and works Departments and Divisional Forest Officer of the Forests Departrnent.
