The matters raised by Deputies Richard Bruton, Mairéad Farrell, Éamon Ó Cuív and Marian 573 Dáil Éireann Harkin have been selected for discussion 16/06/2021A00300Saincheisteanna Tráthúla - Topical Issue Debate 16/06/2021A00350Climate Change Policy 16/06/2021A00400Deputy Richard Bruton: I thank the Leas-Cheann Comhairle for the permission to raise this important issue If present trends continue, by 2050 it will take three planets for nature to replenish the materials we use each year The take, make, use and dispose model has got an iron grip on the way we live our lives That has to change The care of our planet must be at the heart of Ireland 2040 The food we waste each year in Ireland generates the same emissions as 1 million cars The plastic that wraps our lives so conveniently is rarely used a second time and generates emissions equivalent to half a million cars Every night, 2 million bedrooms lie empty, in the midst of a housing crisis All around us, items are used in a throwaway fashion: non-reparable, rapid obsolescence Two thirds of what goes into our black bins already have better uses available for those who put them in those bins The clue to how we might change this is revealed in the fact that 80% of the environmental damage in the items we use is baked in at design stage, both in the products we use, and the markets in which they trade If we rethink our choices and our supply chain, we can have dif- ferent outcomes For many consumers, the choice to purchase, use and re-use these items in a manner consistent with the principles of circular economy is not being made available to them I welcome today’s publication of a waste Bill However, we need to go a great deal fur- ther than what is envisaged in that Bill I have set out in a report that I have presented to the Committee on Environment and Climate Action an approach to which we can deliver much more ambition. It is built around five pillars for action. The first of those is in the investment world: both the public investment world and the private We need to follow the EU so-called taxonomy, in other words, building principles of sustainability into the investments we make. The second pillar is among designers and manufacturers We must make sure that the designs that are made at that early stage include sustainability The third pillar is around packaging and labelling At the moment, we have complete ambiguity and confusion in respect of the labels that are presented. That needs to change. The fourth pillar is to offer new options to consumers, through distribution and retail chains. The final is to develop new consumer markets that can ensure access to accurate information and options for more sustainable practice The reality is that even with the publication of the waste Bill yesterday, little of this territory has been developed in Ireland We do not see in either the public sector or the private sector the sort of commitments to those investment and design strategies I urge the Minister of State to do a number of things He needs to set targets, he needs to develop concrete actions and he needs to establish indicators that are reported regularly. For example, we have been talking about green procurement for years but we do not have one single consistent indicator of what progress is being made under green procurement. That is just one example of how we can dem- onstrate that we are making progress I would say to the Minister of State that this cannot be done without a budget We need to see a substantial budget to ensure that sectoral roadmaps can be opened up in areas like food, 574 16 June 2021 construction and retail, where there are huge opportunities to change that pattern, for the benefit of our planet 16/06/2021A00500Minister of State at the Department of Environment, Climate and Communications (Deputy Ossian Smyth): I sincerely thank the Deputy for raising this issue I welcome any Deputy

    Sunday Times /Behaviour & Attitudes European Elections May 2014 Opinion Poll 3rd – 15th May, 2014 Prepared for Prepared by Ian McShane J.5607 Technical Appendix 2 Technical Appendix ● The results of this opinion poll are based upon a representative sample of 1,545 eligible Irish voters aged 18 years +. ● A separate questionnaire was produced for each of three regions to take the three separate European Election constituencies into account. The number of interviews upon which the representative samples of eligible voters in each constituency is based is as follows: Dublin Constituency 521 Midlands-North-West 513 South Constituency 511 ● As such, the results for each constituency can be deemed to be accurate to within plus or minus 4.5 percentage points at the 95% confidence level. ● Fieldwork was conducted over the period 3rd – 14th May, 2014 with interviewing carried out at the Behaviour & Attitudes Computer Aided Telephone Interviewing (CATI) Unit at Milltown House in Dublin. ● Interviewing was conducted across all electoral constituencies in the country with households selected for interview by way of Random Digit Dialling (RDD). ● The sample is split across RDD landline numbers and RDD mobile telephone numbers, so as to ensure that individuals living in landline only households, mobile only households, and households with both a landline and mobile telephone are represented in their correct proportions. 3 Technical Appendix ● The subsequent survey results are weighted to reflect the known demographic profile of Irish adults, utilising the most recently published census population estimates from the Central Statistics Office (CSO). ● All aspects of the survey, including the Party Support adjustment factor, are implemented in accordance with the technical and ethical guidelines set down by the Association of Irish Market Research Organisations (AIMRO) and the European Society of Opinion & Market Research (ESOMAR).

    An Analysis of the 2014 European Parliament Elections by Peter Mcguigan

    Does Europe matter for the Irish? An analysis of the 2014 European Parliament elections By Peter McGuigan Introduction It is almost two months since the European Parliament (EP) elections took place and the dust has finally settled on the hard fought ballot papers of all 751elected MEPs. For most, it was a tough campaign, which in Ireland, saw constituencies enlarged in terms of population and geography, while we had a reduction in one MEP, so as to accommodate the accession of Croatia. Apart from these architectural issues, the political environment was also very different from previous elections as there was a strong increase in anti-EU sentiments across Europe from both the far-right and left1. In Ireland, Luke Ming Flanagan and the three Sinn Fein candidates were the standout performers. Incumbents on the other hand, did find the political terrain of the recent election very tough, however many of the old familiar faces such as Brian Crowley, Mairead McGuinness and Marian Harkin managed to get across the line, albeit only just for Harkin. Nevertheless, Ireland's electorate sent a mixture of youth, experience, euro-skeptics and centrist candidates off to Brussels. For some however, namely Fianna Fail (FF) and Labor, the election was a disappointing campaign while for others such as Fine Gael (FG), the election produced a surprisingly good result which saw them once again return four MEPs. Introduction The Oireachtas has put in place an interim process whereby Covid-19 related queries can be submitted by TDs on a weekly basis and forwarded to Departments for reply in lieu of the Parliamentary Question process which has been temporarily suspended. The Minister’s responses to queries received will be presented in a single document for circulation to all Deputies and for publication on the Department’s website subsequently. This document is the fifth of the weekly response documents prepared under the revised question system.
