It is expected that this will be achieved by (i) building consensus among countries on key transboundary concerns and drivers of change, including climate variability and change, reached through joint fact finding; (ii) facilitating the agreement on a shared vision and on a program of priority actions deemed necessary to achieve the vision; (iii) strengthening technical and institutional capacities. Working experiences Research activity: Since year 1985-up to the present: Studing the taxonomy of Albanian microscopic algae, mainly siliceous (diatoms: Bacillariophyta), phytoplankton, the trophic state and the quality of surface waters. Focused first on microscopic algae and ecology of coastal lagoons, and then in other freshwater habitats (rivers, lakes, reservoirs, springs, costal marine, etc.). More than 1200 diatom taxa were identified, and most of them were illustrated with microscopic photographs, including some poorly known species. More than ten species have been described as new to science. An interesting collection of permanent slides is available in the lab of Botany, FNS, UT. Moreover, assessment of water quality using diatoms and other microscopic algae was performed in Albanian rivers (Miho et al., 2005; 2008, 2014, 2018), and in Bovilla reservoir, the main drinking water supplier for Tirana capital (Miho et al. , 2009), based also into the application of the related EU standards. The qualification and achievements comprise several research stays abroad, Roma University (Italy), Gent University (Belgium), Rostock, Jena and Frankfurt universities (Germany).

This document was drafted as part of the “Gjakova and Kukes Clean Water Project” which is being implemented after the 2nd round of calls for project proposals of the IPA Cross-Border Program between Albania and Kosovo throughout 2014 - 2020, funded by the European Union and managed by the European Commission Delegation in Albania. The Clean Water Project in Gjakova and Kukes is being implemented by a consortium of non- governmental actors and local governments, under the direction of SHE-ERA. Other members of the consortium include the Municipality of Gjakova, the Municipality of Kukes and, the Albanian Center for Economic Research (ACER). Swiss grant contribution was focused on the delivery of hydro-mechanical equipment for the Fierza hydro power plant (HPP). Energy-Fierza HPP: Swiss contribution to rehabilitation of Fierza HPP, with around CHF 12 million grant, brought tangible results, evaluation 2010: a.Effectiveness of Impact: rehabilitation of Fierza HPP was worth $96 million annually in KESH electricity revenues; b.Improved reliability of energy generation: number of forced outages hours per day declined sharply from 8,6 in 2001 to 2.5 in 2008; c.Efficiency of water use improved 3-4%; d.Lifespan of turbines extended up to 25 years; e.Indirect CC benefits can be attributed through avoided GHG emissions that would have been caused by imported electricity, according to evaluation of 2013. 3 Dam Safety Project: Drin & Mat River Cascades Swiss Contributions Objective: It aims at assisting the relevant Albanian Institutions (AlbCOLD) & KESH in raising the safety of the dams at Drin and Mat Rivers Cascades to European standards.
