EXECUTIVE SUMMARY: Syed Akbar Pasha had recommended the lease for building stone quarrying located in Survey No. 169(P) in Madlapur Village, Taluk, District, and over an extent of 2 Acres 20 Guntas (2.50 Acres). The granted lease area is Government Revenue Land.

The location of the quarry is shown on the Key plan / Location plan enclosed vide Plate No-1. The approved lease sketch is enclosed vide Plate No-2.

The said quarrying lease is having an approved quarrying plan by Sr. Geologist, Dept. of Mines & Geology, Govt. of Karnataka, Raichur. The quarrying plan approved vides Letter No. SG/DMG/RCR/QPA/2019-20/1226 dated 17.10.2019. A copy of approved letter is enclosed.

Manvi to Raichur on SH 128. The Nearest village Rabankal village about 1.1Km towards North East.

Topography : The Building stone (older gneisses) quarry area is a hilly area. The highest elevation in this area is 423mRL and the lowest elevation is 372.1mRL. The slopes are towards Northeast. A Topographical Plan is enclosed vide Plate No.3 in approved quarrying plan.

Drainage : There is no nallah exist in the lease area. However there are many water course in the buffer zone. The water table in the quarry is about 50m below the general ground level. During monsoon the rain water drain towards the Nandihal Halla & towards SE of the lease area.. There are 8 small water ponds located in the buffer zone out of these nearest water pond is located at 500m West of the lease.

Environmental Setup : The area is surrounded by the agricultural lands, waste lands and few quarries. The agriculture is carried out to grow mainly Jawar, Ragi, Sunflower, Tamota, Maize etc.The fauna like Snakes, Rabbits and Mongoose are seen periodically. The climate is dry and medium hot during the summer months. The temperature varies from a minimum of 12.9 0C to a maximum of 43.90C in the year-2018. The Nearest village Rabankal village is located at 1.1 K m towards North east. No public buildings, monuments exist, in the lease area or adjacent to the lease area.

Beneficiation plant process : -The size of feeding material shall be 250mm; whereas the size of the product shall be 40mm, 20mm, 10mm, 6mm and powder. There shall be one primary crusher of 32”X24” size and two secondary crushers of 8”X12” size. The crusher shall be constructed/installed outside the quarry area.

Power Supply: -A small generator shall be used for the office use as and when required.

Man Power & Site Services: -About 30 persons shall be employed in the company to run the quarry and equivalent persons shall be indirectly employed in allied activities. The statutory and administrative facilities like Rest Shelter, First Aid Station, Latrines/Urinals, Canteen, and Water supply for drinking purposes shall be made available at the quarry site. These facilities shall be a temporary basis.

Cost of the project: - Total cost of the project is Rs.41.00 Lakhs. Conclusion : The Project is economical & Viable with Social Economic up-liftmen of local people of the buffer zone.

1. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION:

I. Identification of project and project proponent. In case of Mining project, a copy of mining lease/ letter of intent should be given. Building Stone Quarry is notified area over an extent of 2.50 Acres and located in Survey No. 169(P) of Madlapur Village, Manvi Taluk, ., Karnataka state. The area is notified by Department of Mines & Geology vide Notification No. DMG/Sr.Geologist/Raichur/SQ/Notification-2019-20/1104 dated: 18-09-2019. It is enclosed as Annexure-II. a) SYED AKBAR PASHA S/o. II. Brief description of nature of the project

The proposal is made for the open cast quarrying by mechanized mining method. Drilling & blasting shall be done by Excavator /wheel loader & tippers are used for loading & transportation.

The maximum production from this area shall be 1,07,517 tons of building stone shall be excavated. There shall not be any waste generation in this area during this plan period. The crushing & screening shall be located outside the lease area & the finished product of various size shall be dispatched from there itself to consumers.

III. Need for the project and its importance to the country and or region. The building stone, jelly and powder are the basic filling material for infrastructure development and construction activities. Mining for extraction of building stone is one of the important economic activity contribute to the State Revenue of Karnataka.

The quarrying activities shall provide socio-economic benefits to the local populace with direct & indirect employment opportunities. The regional benefits to the state in the form of Royalty, Cess, Taxes etc.

IV. Demand-Supply Gap .

The demand for building stone is increasing along with the increase in infrastructure and construction activities in the state of Karnataka. This quarry can produce max 1,07,517 tons of building stone annually for the infrastructure & construction industry in and around Raichur District. The requirement of aggregates from this area is huge. This project may partially contribute by supplying material. V. Imports Vs Indigenous production The requirement of building stone in infrastructure industry is huge whereas the prices of building stone are low and due to heavy transportation cost. The import or export of the same is not feasible. The generated building stone shall be sold in the local market for infrastructure development and construction of buildings.

VI. Export possibility.

The price of the building stone is very low & the transportation cost is very high. Hence there are no export possibilities of the same. However, there no demand for export of building stone. VII. Domestic/Export markets.

The generated material shall be sold for the building construction & infrastructure development within State. VIII. Employment Generation (Direct and Indirect) due to the project.

As per the requirement of Mines Act and MCDR 1980, Mining engineer and Foreman shall be appointed to supervise the quarrying operations. The list of the staff and workmen those shall be employed in the quarry is given below.

2. PROJECT DESCRIPTION (i) Type of project including interlinked and interdependent projects, if any.

The building stone shall be produced by drilling and blasting and after loading that shall be transported to the crushing & screening plant proposed to be located outside the lease area

for sizing. The products shall be sold to consumer from the stockyard at crushing & screening plant. (ii) Location (map showing general location, specific location, and project boundary & project site layout) with Co-ordinates. The Building Stone Quarry is located in Survey No. 169(P) of Madlapur Village, Manvi Taluk, Raichur District, and Karnataka over an extent of 2.50 Acres. The location of the same is shown in Plate No.1. The latitude & longitude of the area is given below.

(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

Building stone quarry leases are site specific. Hence there is no alternative suitable area available for quarrying. However the area is located in Safer Zone area of Raichur District.

(iv) Size or magnitude of operation.

Medium scale operation. (v) Project description with process details (a schematic diagram/ flow chart showing the project layout, components of the project etc. should be given). The building stone quarrying in this area quarrying shall with DTH Drilling, Excavator/wheel loader & Tipper shall be used for loading. A team of 5 labours shall be deployed for Quarrying, Maintenance, and Office miscellaneous and environmental works.

The building stone shall be transported to the crushing & screening plant proposed to be located outside the lease area. Totally maximum 1,07,517 tonnes per annum building stone shall be mined in this area.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final products, mode of transports of raw Material and finished product.

Not applicable, No raw materials are required.

(vii) Resource optimization/ recycling and reuse envisaged in the project, if any, should be briefly outlined.

(viii) Availability of water its source, Energy/ power requirement and source should be given.

Ground water is the major source of water. Around 23KLD of water is required for dust suppression, domestic and afforestation, which shall be drawn from nearby bore wells. The lessee is having its own bore wells near crusher site. The water required for dust suppression and drinking shall be drawn from the own bore wells located at crusher site.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their Management/ disposal.

There shall not be any waste generation in this lease area during the plan period.

3. SITE ANALYSIS: (i) Connectivity.

This quarry area is located at about 1.1 Kms Southwest from Rabanakal Village, which is at 3.1 kms from manvi Taluk head quarter. Manvi is located at 3.1 Km from Manvi to Raichur on SH 128. The Nearest village Rabankal village about 1.1Km towards North East.

(ii) Land Form, Land use and Land ownership. It is a Govt. Revenue Land where building stone quarrying is proposed. The land use at the end of plan period and at conceptual stage is given in the Table shown below.

(iii) Topography (along with map). The Building stone (older gneisses) quarry area is a hilly area. The highest elevation in this area is 423mRL and the lowest elevation is 372.1mRL. A Topographical Plan is enclosed vide Plate No.3. (iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive area, water bodies (distance from the HFL of the river). CRZ. In case of notified industrial area, a copy the Gazette notification should be given.

The buffer zone area is mainly covered by agricultural lands. A key plan is enclosed vide Plate No. 1 . There are no sanctuaries, National Parks, Mangroves etc. within the vicinity. Tungabhadra river is located at 4.3Km, SE from lease area.

(v) Existing Infrastructure. Hospital, Post Office, basic Educational and Transportation facilities are available at Manvi town. The major Hospitals, Colleges, transportation facilities are at Raichur District.

(vi) Soil Classification: The soil is in the buffer zone is red in color and clay with loamy nature. (vii) Climatic data from Secondary Sources: MAXIMUM & MINIMUM TEMPERATURE: The Maximum temperature around 43.90C during summer, while the minimum temperature is around 12.90 0C during winter. RAINFALL: The total average rainfall receives in this area in the year 2018 is 227.49mm.

(viii) Social Infrastructure available: Electricity is available in nearest village Rabankal village. Water supply to nearby villages is also being carried out by Panchayats. Communication system through Posts, telephone, mobile phone, services are available in this village.

4. PLANNING BRIEF: i. Planning concept (type of industries, facilities, transportation etc) Town and Country planning/ Development authority Classification:

It is proposed to produce maximum 1,07,517 tons building stone per annum. The generated material will be transported by trucks to the crushing & screening plant proposed to be located outside the lease area and from there it shall be transported to the consumer. Effective Environment Management will be carried out to control the pollution of Air, Water and Noise.

ii. Population Projection : There will not be any increase in population due to the project. The man power required shall employed from the local areas. The drivers / truck operators also shall be engaged from local areas. Hence influx of population from outside is not anticipated. iii. Assessment of Infrastructure demand (physical & social): The increase in population due to influx of people because of this project is not expected. Hence, infrastructure demand both inform of physical and social in terms of Amenities / Facilities will be negligible. 5. PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area): Existing road shall be strengthened and made use for the transportation. Requirement of power to office outside the lease area power supply will be met through generator. The man power requirement shall be employed from local area, no additional infrastructure is required. The existing infrastructure (Roads) shall be developed and strengthened. (ii) Residential Area (Non Processing Area): No additional residential area is required as the manpower for this project shall be employed from the nearby villages. (iii) Green Belt: Green belt shall be developed all along the haulage road to control the pollution due to handling and transportation of building stone. The plantation shall be undertaken all along

the approach road in two rows on both sides of the road. The plantation shall be undertaken in consultation with local forest department. (iv) Social Infrastructure: No additional social infrastructure is required. (v) Connectivity (Traffic and Transportation Road/ Rail/ Metro/ Water ways etc) No additional social infrastructure is required for traffic and transportation. Existing infrastructure will be made use by strengthening & maintaining the existing roads.

(vi) Drinking water Management (Source & Supply of Water): Drinking water shall be made available at Quarry head. The water will be supplied from the nearby bore wells. (vii) Sewerage system: Not applicable, as no human settlement is proposed in the lease area. (viii) Industrial Waste Management: No industrial waste is going to generate at this quarry (ix) Solid waste Management: No soil/over burden waste is expected to generate during the plan period in this quarry. 5.1. Power Requirement & Supply / Source: Small generator shall be used for office as and when required. 6. REHABILITATION AND RESETTLEMENT (R*R) PLAN (i) Policy to be adopted (Central/ State) in respect of the project affected persons including home ousters, land ousters and land less laborers (a brief outline to be given): Not applicable since there is no rehabilitation and resettlement involved in this project. 7. PROJECT SCHEDULE & COST ESTIMATES i. Likely date of start of construction and likely date of completion (Time schedule for the project to be given):

The Quarry will be commenced immediately after getting the statutory approvals from Government authorities.

ii. Estimated project cost along with analysis in terms of Economic viability of the project.

Considering the present domestic market conditions of the products, the appx. Cost of the project estimated is around 41.00 lakhs. The summary of the assets are given below. Mining machinery will be hired through contractors.

8. Analysis of proposal (Final Recommendations) It is a remote area and in buffer zone villages, this project will be one of the major economic activities resulting in generation of revenues to the state and central governments, by way of Royalties, Taxes, Central Excise etc., and the living condition of the persons shall improve, thus contributing to the overall up gradation of living standards. The infrastructure development will also improve due to the upcoming quarry.

The socio-economic parameters of the area undergo change due to:

• Changes in the employment pattern of the area. • Changes in the pattern of facilities available, both in respect of the increase in infrastructure facilities as well as other services. • Improvements in money supply in the area through better earning capacity of population. • Better health care for the locality, as facilities available with the quarry can become available to the community including special camps to be arranged.

Conclusion: This upcoming project will meet the development needs of the state without causing any negative influence on the environment. It can be summarized that the development of Building stone quarry will have a positive impact on the socio-economics of the area and lead to overall sustainable development of the region.
