    AAnnttoonnoovv AAnn--22 SPORT-SCALE ARF RADIO-CONTROLLED MODEL AIRPLANE II NN SS TT RR UU CC TT II OO NN MM AA NN UU AA LL The Antonov An-2 (nicknamed “Annushka” or “Annie,” with the NATO reporting name “Colt”) is a single-engine biplane utility and agricultural aircraft designed in the USSR in 1946. Besides being used as an agricultural and light-utility transport, it has been used as a parachute-drop aircraft and many other tasks suited to such a large, slow-flying biplane; its slow flight ability made it suited for short, unimproved fields; and some variants were built for cold weather and other extreme environments. The Guinness Book of World Records states that the 45-year production run for the An-2 was for a time the longest ever for any aircraft – exceeded only recently by the Lockheed C-130 Hercules. By 1960 the USSR had produced over 5,000 of this aircraft. Since 1960, most An-2s were built at the WSK aerospace factory in the city of Mielec in southeastern Poland – with over 13,000 made there before full production ended in 1991. Limited production from parts‟ stock and maintenance coverage continued until 2001, when four were produced for Vietnam. China is also licensed to build a version of the An-2 known as the Shijiazhuang Y-5. The RC version we designed is approximately 1/11 scale, with a 62” wingspan. It gives customers the choice of electric or glow-power systems, and, like the original, this ARF radio-controlled An-2 also includes fully functional flaps and is available in both land and water-based versions.

To establish the blocking/freezing of non-cash means of payment, uncertificated securities and property in the Russian Federation and a ban on transferring funds (capital withdrawal) outside the Russian Federation as special economic measures applicable to individuals listed in Appendix 1 and legal entities listed in Appendix 2, as well as in regard to organisations controlled by these individuals and legal entities. 2. The federal executive authorities shall ensure the implementation of paragraph 1 of this Resolution within their autority. 3. The Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation shall ensure the balance of commodity markets and prevent the adverse impact of the special economic measures specified in paragraph 1 of this Resolution on the activities of Russian organisations. 4.     POLICY BRIEF FALTERING FIGHTBACK: ZELENSKY’S PIECEMEAL CAMPAIGN AGAINST UKRAINE’S OLIGARCHS Andrew Wilson July 2021 SUMMARY Ukraine’s president, Volodymyr Zelensky, has declared a “fightback” against oligarchs. Zelensky is motivated by worries about falling poll ratings, pressure from Russia, and a strong desire for good relations with the Biden administration. The fightback campaign has resulted in action against some oligarchs but, overall, it is incomplete. The government still needs to address reform issues in other areas, especially the judiciary, and it has an on-off relationship with the IMF because of the latter’s insistence on conditionality. The campaign has encouraged Zelensky’s tendency towards governance through informal means. This has allowed him to act speedily – but it risks letting oligarchic influence return and enabling easy reversal of reforms in the future. Introduction On 12 March this year, Ukraine’s president, Volodymyr Zelensky, released a short appeal on YouTube called “Ukraine fights back”. He declared that he was preparing to take on those who have been undermining the country – those who have exploited Ukraine’s weaknesses in particular, including its frail rule of law. He attacked “the oligarchic class” – and named names: “[Viktor] Medvedchuk, [Ihor] Kolomoisky, [Petro] Poroshenko, [Rinat] Akhmetov, [Viktor] Pinchuk, [Dmitry] Firtash”. He proceeded to address the oligarchs directly, asking, “Are you ready to work legally and transparently?” The president went on, “Or do you want to continue to create monopolies, control the media, influence deputies and other civil servants? The first is welcome. The second ends.” Ukrainians have heard this kind of talk before. Zelensky’s predecessor, Poroshenko, also made ‘de- oligarchisation’ a policy pledge.

  • The Verkhovna Rada Approved the Action Program of the Newly Appointed Cabinet of Ministers Headed by Prime Minister Oleksiy Honcharuk
    “ZE” YEAR OF UKRAINE’S FOREIGN POLICY 1 “Ze” Year of Ukraine’s Foreign Policy On August 29, 2019, new members of Ukraine’s parliament of the IX convocation took the oath. According to the results of the snap elections, the faction of the presidential party “Servant of the People” won 254 out of 450 seats in parliament. For the first time in the history of independent Ukraine, a mono-party parliamentary majority was formed. Thus, there was no need to form a parliamentary coalition, and the Coalition Agreement was in fact replaced by a political program of one party. Already on October 4, the Verkhovna Rada approved the action program of the newly appointed Cabinet of Ministers headed by Prime Minister Oleksiy Honcharuk. Representatives of the presidential party received most of the portfolios in the new government. President Volodymyr Zelensky’s “Ze” team assumed all the executive and legislative power. Thus, October 2019 can be considered the starting point of Ukraine’s new policy. The “Ukrainian Prism” team, with the support of the U.S. Embassy in Ukraine, analyzed what this “Ze” year was like for Ukraine’s foreign policy and international relations. The experts monitored foreign policy progress by the Verkhovna Rada of Ukraine and the Cabinet of Ministers in their first year (governments of O. Honcharuk and D. Shmygal), analyzed the activities and achievements in ten key areas and formulated recommendations to parliament and government in these spheres. The analysis of relations with the United States, NATO, neighboring countries and the world, progress in the field of public and economic diplomacy, European integration and the issue of dual citizenship has shown uneven attention and a diminishing role for parliamentary diplomacy.
