4 JAAK AAVIKSOO RECTOR, TALLINN UNIVERSITY OF TECHNOLOGY Jaak Aaviksoo was nominated as the rector of Tallinn University of Technology in September 2015. Former roles include being the Minister of Education and Research and the Minister of Defence of . He has also been elected twice as the rector of Tartu University and as an EUA board member. Before becoming the rector of Tartu University, he was professor of optics and spectroscopy at Tartu University heading the Institute of Experimental . In 1994 he was elected to the Estonian Academy of Science. Aaviksoo has worked in many foreign institutes as a guest professor: Novosibirsk Institute of Thermal Physics, the Max Planck Institute for Solid State Research in Stuttgart, Osaka University and University Paris Diderot. FRANÇOISE CHOTARD HEAD, ILE-DE-FRANCE REPRESENTATION TO THE EU; MEMBER, ERRIN Françoise Chotard has been head of the Île-de-France Europe office since 1999, an association representing the region and its county councils and assisting them and Île-de-France players in their European strategies and projects. She is member of the board of the European Regions Research and Innovation Network (ERRIN), having chaired the network from 2012 to 2014. She also participated in the creation of the “European Projects” Master degree of Cergy University, where she is in charge of a seminar on “European Lobbying”. She has been working in European affairs for 30 years.

MARCUS DU SAUTOY SIMONYI PROFESSOR FOR THE PUBLIC UNDERSTANDING OF SCIENCE, UNIVERSITY OF OXFORD Marcus du Sautoy has received a number of awards for his work as well as an OBE for his services to science. He was recently elected a Fellow of the Royal Society. His mathematical research covers many areas including group theory, number theory and model theory, but he has been equally successful in his promotion of mathematics to the general public. He has published a number of best-selling, non-academic books and appears regularly on television and radio.

DETLEF ECKERT DIRECTOR, SKILLS, DG EMPLOYMENT, SOCIAL AFFAIRS AND INCLUSION, EUROPEAN COMMISSION As director for skills, Detlef Eckert is responsible for developing and implementing skill-related

SPEAKERS policies and removing obstacles for job creation and contributing to the European Semester reform- driven agenda in Poland, Czech Republic, Slovakia, Italy, Sweden and Denmark. Previously, he served as director and senior adviser in the Directorate-General Communications Networks, Content & Technology (DG CONNECT). Prior to his work at the Commission, he was a director at Microsoft and worked for the German Ministry. Born in Germany, he obtained a doctorate in Economics from the University of Siegen.

XIAOLAN FU DIRECTOR, TECHNOLOGY AND MANAGEMENT CENTRE FOR DEVELOPMENT, UNIVERSITY OF OXFORD Xiaolan Fu is the founding director of the Technology and Management Centre for Development (TMCD), professor of Technology and International Development and fellow of Green Templeton College. Her research interests include innovation, technology and industrialisation; trade, foreign direct investment and economic development; emerging Asian economies. She has received large research grants from prestigious funding bodies including the European Commission and the British Academy and is member of the Ten-Member High Level Advisory Group of the UN Technology Facilitation Mechanism. Prior to joining Oxford University, she was a senior research fellow at Cambridge University, after working for five years in the business sector in China.

5 VICKY FORD MEMBER, EUROPEAN PARLIAMENT Vicky Ford MEP chairs the Internal Market & Consumer Affairs Committee in the European Parliament, covering areas including the Digital Single Market (DSM), telecommunications and AVMS. Ford is formerly a member of the Industry, Research and Energy Committee. Her focus is on how the EU can, and should, deliver for consumers in the Single Market, not just business. During her time in the European Parliament Ford has been a lead negotiator for Parliament on the €80 billion Horizon 2020 Fund for Science and Research, offshore oil and gas safety and reforms to regulation of international banking. Vicky has also been a vocal champion for an increase in transparency and accountability of public spending.

KRISTINA GROTH HEAD, TELEMEDICINE DEVELOPMENT, INNOVATION CENTER, KAROLINSKA UNIVERSITY HOSPITAL Kristina Groth works at the Center for Innovation at Karolinska University Hospital and since 2011 has been responsible for telemedicine development. Groth has been responsible for several national and international collaborations focusing on health care at a distance. She has been key in developing the innovation methodology used in the Centre for Innovation, including how to gather requirements, generate ideas and work with concept development and various forms of evaluation. She is an associate professor and has been a lecturer at Royal Technical Institute (KTH), Sweden. Groth’s research experience includes field/workplace studies, mediated communication, and computer supported cooperative work.

MICHAEL HILL-KING COLLABORATION DIRECTOR, UK R&D CENTRE, HUAWEI TECHNOLOGIES Michael Hill-King joined Huawei Technologies in June 2015 as collaboration director of the UK R&D Centre. He supports all research projects between Huawei and UK universities and manages interactions with the UK based technology suppliers. Prior to joining Huawei, Hill-King worked at King’s College and Imperial College London, leading major commercial partnerships, and knowledge transfer and entrepreneurial schemes. His areas of expertise are in business growth and technology development, knowledge transfer, collaborative research, intellectual property and industry-academic relations. Previously, Hill-King spent over fifteen years in business, primarily in sales and marketing roles with industrial and scientific equipment companies. He reads Physics at the University of Sheffield and holds an MBA with distinction.

HAO HU SENIOR RESEARCHER, DEPARTMENT OF PHOTONICS ENGINEERING, SPEAKERS TECHNICAL UNIVERSITY OF DENMARK (DTU) Hao Hu received a Ph.D. degree in optical communications from Tianjin University, China in 2009. He is currently a tenured senior researcher at DTU Fotonik, Technical University of Denmark, where his current research interests include ultra-high capacity wireless transmission, such as world-record THz wireless transmission of 160 Gibt/s. He has been a visiting scientist at Fraunhofer Institute for Telecommunications, Heinrich-Hertz-Institute (HHI) and Alcatel-lucent Bell Labs. He was a recipient of the Sapere Aude award from Danish Agency for Science, Technology and Innovation in 2013.

CHRISTOPHER KEELY SENIOR BUSINESS DEVELOPMENT MANAGER, TRINITY RESEARCH & INNOVATION, TRINITY COLLEGE DUBLIN Christopher Keely brings 20 years of experience working in and with technology-focused multinational and indigenous Irish companies in the areas of new business generation and industry/ academic engagement. In his current position as the senior business development manager at the Office of Corporate Partnership and Knowledge Exchange (OCPKE) at Trinity College Dublin, he is responsible for the successful delivery of the college’s industry strategy; enabling and supporting the linking and commercial exploitation of academic research with industry. Keely graduated in Physics and Mathematics from the National University of Ireland, Maynooth, and was awarded a PhD in Experimental Physics by Trinity College.

6 JAN KRATZER CHAIR, ENTREPRENEURSHIP AND INNOVATION MANAGEMENT; CO- DIRECTOR, CENTER FOR ENTREPRENEURSHIP, TECHNICAL UNIVERSITY BERLIN Jan Kratzer is the vice dean for research and internationalisation at the Technical Universty of Berlin. In addition, he is editor of “Creativity and Innovation Management” and is on the editorial board of the “Journal of Product Innovation Management”. Within the European Institute of Innovation and Technology (EIT), Kratzer has held different functions in designing educational and acceleration programmes. He focuses his research on factors that drive entrepreneurial networks towards success.

JOSEP LLUÍS LARRIBA-PEY CEO, SPARSITY TECHNOLOGIES; DATA MANAGEMENT DIRECTOR, POLYTECHNIC UNIVERSITY OF CATALONIA Josep Lluís Larriba Pey is professor at Polytechnic University of Catalonia and founder of Sparsity Technologies. He has been working on technologies around the use of graphs for modeling different aspects of life that translate into applications like Social Network Analytics, Mobility in Cities, Knowledge Management and Fashion Trend Discovery. Larriba works in collaboration with the University Research groups and the Technology Transfer agents to provide added value to both companies of the local ecosystem and large international corporations like Oracle, IBM and CA Technologies.

PASCAL LE MASSON DIRECTOR, CENTRE FOR MANAGEMENT SCIENCE, MINES PARISTECH Pascal Le Masson is a professor at Mines ParisTech Research University (PSL). There, he holds the chair of Design Theory and Methods for Innovation (DTMI). He is also the director of the Centre of Management Science – i3. His main research interest is design theory, not only related to its applications to innovation in organisations and innovation management but also its relations with neurosciences, economics and history. He conducts collaborative research with world-class companies like Airbus, Renault, SNCF and Thales. He holds an engineering diploma and a PhD awarded by Mines ParisTech.

CHEN LIFANG CORPORATE SENIOR VICE PRESIDENT, HUAWEI TECHNOLOGIES SPEAKERS Chen Lifang currently holds the positions of director and president of the Public Affairs and Communications Department at Huawei. Born in 1971, Chen graduated from Northwest University in China. Chen has over 20 years of experience and an in-depth understanding of the ICT industry. She joined Huawei in 1995 and has served as chief representative of the Beijing Representative Office, vice-president of the International Marketing Department, deputy director of the Domestic Marketing Management Office, president of the Public Affairs and Communications Department, and corporate senior vice-president.

ROBERT MADELIN STRATEGY CONSULTANT Robert Madelin stepped down from professional public service in September 2016 after 12 years leading on European Union policy and regulation in two broad areas: for agri-food, health and life sciences and for research, digital technologies, media and internet. Madelin is a visiting research fellow on the Cyber Studies Programme of the University of Oxford, Doctor honoris causa of the University of Edinburgh and an honorary fellow of the Royal College of Physicians of London. He published in July 2016 ‘Opportunity Now: Europe’s mission to innovate’. His current plan as a private citizen, and as founder of a strategy consultancy, is to continue trying to help improve the state of the world.

7 ROBIN MANSELL PROFESSOR OF NEW MEDIA AND THE INTERNET, DEPARTMENT OF MEDIA AND COMMUNICATIONS, LONDON SCHOOL OF ECONOMICS Robin Mansell was appointed deputy director and provost from September 2015 to August 2016. In this role, she was responsible for academic affairs, including recruitment, review and promotion and oversight of the teaching offer. She joined LSE in 2001 as professor in the department of Sociology before moving to Media and Communications when it was created in 2003. She has training in several social science disciplines including psychology, social psychology, politics and economics. Her research and teaching focus are on the governance of digital media and communications, the social, economic and policy issues arising from innovations in digital technologies, the interactions between technical design and the structure of markets, and sources of regulatory effectiveness and failure. MARTTI MÄNTYLÄ PROFESSOR OF INFORMATION TECHNOLOGY, AALTO UNIVERSITY Martti Mäntylä is professor of Information Technology with dual appoinement to the Department of Computer Science in the School of Science and the Department of Engineering Design and Production in the School of Engineering. His focus area is ICT applied in industrial production, and more widely the digitalization of industry. Mäntylä obtained his Dr.Sc. in computer science from the Helsinki University of Technology in 1983. From 1999 to 2008, he was the founding director of the Helsinki Institute for Information Technology (HIIT), a joint research centre of Helsinki University of Technology and University of Helsinki. From 2009 until end of 2013 he was the chief strategy officer of EIT ICT Labs. Mäntylä was a post-doctoral visitor in Stanford University in 1983-84, a visiting scientist at IBM Research Division in 1989 and a visiting professor at Fraunhofer Institute for Computer Graphics in 1996-97. TIBOR NAVRACSICS COMMISSIONER FOR EDUCATION, CULTURE, YOUTH AND SPORT Tibor Navracsics became European commissioner in charge of Education, Culture, Youth and Sport in November 2014. Before that, in 2014 he was named Hungary’s minister of Foreign Affairs and Trade. Between 2010 and 2014, he was deputy prime minister and minister of Public Administration and Justice. From 2006 to 2010, Navracsics was a member of Parliament and a member of the Parliamentary Committee for Constitutional, Judicial and Procedural Affairs. Before joining politics, Navracsics had a career in academia, being the secretary general of the Hungarian Political Science Association and an associate professor of Law at Budapest’s ELTE University. CARLES PUENTE VICE PRESIDENT, INNOVATION, FRACTUS ANTENNAS S.L;

SPEAKERS PROFESSOR, BARCELONA-TECH (UPC) Carles Puente is a co-founder at Fractus Antennas S.L. where he is in charge of innovation management. He developed an antenna technology and patent portfolio which has been massively adopted by the cell phone industry and licensed to most of the top cell phones manufacturers worldwide. Puente is a professor at BarcelonaTech and taught a number of graduate courses on technology and patent management at Penn-Wharton and ESADE Business School. He and his team were nominated to the EPO European Inventor Award in 2014, named Technology Pioneer by the World Economic Forum (2005) and awarded the IST Grand Prize by the European Commission (1998). RAHIM TAFAZOLLI DIRECTOR, INSTITUTE OF COMMUNICATIONS SYSTEMS AND 5G INNOVATION CENTRE, UNIVERSITY OF SURREY Rahim Tafazolli is a professor of Mobile and Satellite Communications, director of the Institute for Communication Systems and the founder and director of 5G Innovation Centre at the University of Surrey, UK. He has over 25 years of experience in digital communications research and teaching. He has authored and co-authored more than 500 research publications. He is co-inventor on more than 30 granted patents, all in the field of digital communications. He is regularly invited by many governments to advise on 5G technologies. He is a fellow of Wireless World Research Forum (WWRF) in recognition of his personal contributions to the wireless world as well as heading one of Europe’s leading research groups.

8 PHILIPPE A. TANGUY VICE PRESIDENT FOR INTERNATIONAL SCIENTIFIC DEVELOPMENT, TOTAL; DEPUTY CHAIRMAN, KIC INNOENERGY Philippe Tanguy is a senior advisor to the Total chief technology officer, in charge of strategic R&D partnerships and the Total Science Council. Before joining Total, he pursued an academic career in Canada at Dalhousie University, Laval University and Ecole Polytechnique Montreal. He also created and managed an engineering consulting company, which worked for more than 20 years with many large energy and chemical companies mostly in the USA and Japan. Tanguy is recognised as an authority in computational process engineering and complex fluid mixing and has published over 300 scientific articles.

LAMBERT VAN NISTELROOIJ MEMBER, EUROPEAN PARLIAMENT Lambert van Nistelrooij has been a member of the European Parliament since 2004. As a an MEP in the European People’s Party Group (Christian Democrats), he has focused on regional policy, research, innovation, energy and the Digital Agenda. Currently, he is a member of the Committee on Regional Development and a substitute member of the Committee on the Internal Market and Consumer Protection. He is coordinator of the Intergroup on Active Ageing. Lately he has been working on the European Structural and Investment Funds as the main negotiator, the European Fund for Strategic Investments as rapporteur, and the Digital Single Market. He was the rapporteur for the Biobased Industry (BBI) initiative, that will run from 2014-2020 to boost the biobased developments in Europe.

WALTER WEIGEL VICE PRESIDENT, HUAWEI EUROPEAN RESEARCH INSTITUTE Walter Weigel graduated from the Technical University in Munich, Germany, with a Master’s Degree in electrical engineering in 1984 and with a Ph. D. in 1990. From 1984 to 1991, he was an assistant professor at the Institute of Data Processing at the Technical University in Munich. From 2006 to 2011, he was the director general of the European Telecommunication Standards Institute (ETSI). Between 1991 and 2015, he held several positions within Siemens AG, including vice president of External Cooperation and Head of Standardization in Corporate Technology, vice president of the Research & Concepts department of the Mobile Networks business unit as well as head of the business segment Video Processing for the semiconductor business unit.

SPEAKERS CARLOS ZORRINHO MEMBER, EUROPEAN PARLIAMENT Following the 2014 European elections, Carlos Zorrinho was elected member of the European Parliament, where he is head of the Portuguese socialist delegation and vice-chair of the Delegation for the External Relations of the European Parliament to Brazil. He is also a member of the Industry, Research and Energy Committee, the Euro-Latin American Parliamentary Assembly and the ACP–EU Joint Parliamentary Assembly. Before being elected leader of the Socialist Party’s Parliamentary Group in 2011, Zorrinho served in Portugal as Secretary of State for Energy and Innovation from 2009 to 2011.

9 MARYLINE FIASCHI MANAGING DIRECTOR, SCIENCE|BUSINESS Maryline Fiaschi combines experiences in media and European affairs. After six years managing EU education programmes with the European Commission, Fiaschi entered the media business in 2007 in Shanghai. She held business development positions at the Shanghai Daily and, back in Brussels, at EU affairs media company EurActiv before joining Science|Business in 2011. Today she is also an external evaluator for several EU education and R&I programmes. She holds degrees from Université La Sorbonne, Università di Bologna and Université catholique de Louvain.

RICHARD L. HUDSON EDITOR-IN-CHIEF & VICE CHAIR OF THE BOARD, SCIENCE|BUSINESS Richard L. Hudson has been a leading science and technology journalist in Europe for more than 30 years. As managing editor of The Wall Street Journal Europe from 1997 to 2003, he helped lead a redesign of the title in 2000. He co-founded Science|Business in 2004. He is also co-author of book with Yale/IBM “fractal” mathematician Benoit Mandelbrot: “The (mis)Behavior of Markets: A fractal view of risk, ruin & reward”: Basic Books 2004. He is a graduate of Harvard, and a former Knight Fellow at MIT.

ÉANNA KELLY NEWS EDITOR, SCIENCE|BUSINESS Éanna Kelly is responsible for writing news features and research reports at Science|Business. He was previously a policy analyst with a Brussels-based communication agency specialising in R&D research and policy (ISC Intelligence in Science) and a research assistant with the RAND Corporation (Brussels office). Kelly has a degree in economics and law from Dublin City University and an MSc in political science from Trinity College Dublin.

DOMINIQUE JACQUELINE LEGLU EDITOR-IN-CHIEF, SCIENCES ET AVENIR MAGAZINE Since 2003, Dominique Leglu has been the editor-in-chief of ‘Sciences et Avenir’, a magazine with 3,9 million readers. DAVID PRINGLE PROJECT EDITOR, SCIENCE|BUSINESS A former business journalist, David Pringle is a London-based analyst, writer and editor supporting organisations in the telecoms, media and technology sectors. Pringle also oversees the Dealing with Disruption stream for specialist research firm STL Partners. Pringle serves as an editor and presenter on Mobile World Live television at the Mobile World Congress and is a regular moderator of panel discussions at major industry conferences. Prior to founding Pringle Media in 2009, He worked at the global trade group the GSMA, providing media relations support to the CEO, chairman and other senior executives in the mobile industry. Between 2000 and 2005, He was the European technology and telecommunications correspondent for The Wall Street Journal covering Vodafone, Nokia, Ericsson, British Telecom and other major multinationals.
