#SUPPLEMENTARY DEMANDS FOR GRANTS (RAILWAYS) 2007-2008

SHRI LALU PRASAD to lay on the Table a statement (in English and Hindi) showing the Supplementary Demands for Grants (Railways) for the year 2007-2008 . ______

SHORT DURATION DISCUSSION

REPLY to the discussion on the proposal to set up SEZ in Nandigram, West Bengal and consequent large scale violence, raised by Shrimati Sushma Swaraj on the 22nd November, 2007. ______

(FROM 2-30 P.M. TO 5-00 P.M.) PRIVATE MEMBERS' BUSINESS (RESOLUTIONS) 1. SHRI SHANTARAM LAXMAN NAIK to move the following Resolution:— “Having regard to the facts that – (i) an era of coalition Governments at the national and states has crept in; (ii) Indian political scenario is not likely to change substantially in this respect in near future; (iii) there is no mechanism at present which can effectively find solutions to the problems which arise out of coalition form of Governments; and (iv) there is a need to ensure that the nation does not suffer on account of delays, uncertainties under such dispensations; this House resolves to constitute a Committee for the purpose of recommending amendments to the Constitution by way of adding a new chapter on the governance of coalition governments providing for the powers, duties and responsibilities of coalition partners, and for providing a code of conduct in the matters where constitutional provisions may not be practicable.”

# At 2.30 p.m. 46 2. SHRI C. RAMACHANDRAIAH to move the following Resolution: —

“That this House expresses its serious concern over the suicides committed by the farmers in the states of Maharashtra, Andhra Pradesh, Karnataka, and Kerala and urges upon the Government to end the agrarian crisis crippling the rural economy by initiating measures such as –

(i) greater state investment to resolve water stress and rising cultivation and input costs; (ii) providing adequate Minimum Support Price (MSP) to agricultural produce particularly for paddy, groundnut, cotton, sugarcane and cereals; (iii) enhancing the coverage of crop insurance and the compensation awarded to the affected farmers; (iv) plugging the loopholes in regulations to eliminate the menace of moneylenders; (v) creation of a level playing field for the local farmers in the light of massive U.S.-EU subsidies to their growers; and (vi) prohibiting price rigging and discipline large corporations who tighten their grip over the trade in agricultural commodities.” 3. SHRI JAI PARKASH AGGARWAL to move the following Resolution:— “That this House urges upon the Government to grant full statehood to the National Capital Territory of Delhi to ensure regularization of the unauthorized colonies without collecting any charges and availability of power, potable water and homes to the citizens of the Capital.”

4. SHRIMATI SUPRIYA SULE to move the following Resolution:—

“That this House expresses its serious concern over (i) National Human Rights Commission report which says that 14,975 children go missing in India on an average every year out of which 11,000 remain untraced; and (ii) the brutal abuse and killing of children mainly girls in Nithari, NOIDA (U.P) which rocked the whole nation and has brought certain issues which need to be addressed immediately and urges upon the Government to take necessary measures immediately to check the crimes against the children in India.”

5. SHRI DARA SINGH to move the following Resolution:—

“Having regard to the fact that –

(i) strict measures are required to be enforced by the Government to check the presence of pesticides in soft drinks and deadly urea/oxytoxin in milk; (ii) existing provisions of the Prevention of Food Adulteration Act, 1954, are inadequate to check massive adulteration; (iii) additives like phosphoric acid, caffeine, etc., which are injurious to public health, especially children are being sold to

47 unsuspected customers, which is having serious health implications; and (iv) the Supreme Court has also issued directives to the Government to notify the Food Safety Act, 2006;

this House urges upon the Government to prescribe testing procedures for presence of oxytoxin/urea in milk and milk products as envisaged under section 23 of the Prevention of Food Adulteration Act, 1954, and define the method of analysis including the sampling procedure, as well as conducting of raids at Government-controlled wholesale run markets to collect and test the collected samples.” ______
