I. Situation Overview & highlights • Resettlement picked up again at the beginning of February. Returns occurred to Oddusuddan, Thunukkai and Manthai East (in ), Manthai West and Madhu (in ), Vavuniya North (in ) of IDPs from the Menik Farm and Mannar camps and host families in Vavuniya. As mine action operations continue, more returns are planned in the coming weeks, including to new areas east of the A9. One reason for the delays in resettlement, particularly in Vavuniya North, has been a shortage of tin roofing sheets – an Indian donation to the Sri Lankan Government. A consignment has arrived in the country to facilitate the return process.

• Following the rotation of military officials, humanitarian agencies are stepping up engagement with civilian and military authorities to provide the necessary support to the return process. Several coordination meetings have been called by the new commanders as well as by the civilian authorities. Discussions are ongoing to support effective coordination of returns.

• Since early February, new security procedures are in place in crossing the checkpoint. NGOs with Presidential Task Force (PTF) approval to operate in the need also to obtain a letter from the Security Forces Headquarters (SFHQs) to access their respective areas of responsibility. To travel to and from Jaffna, humanitarian agencies need to join the military-escorted convoy leaving at 08:30hrs at Omanthai during weekdays. International staff need to obtain Ministry of Defence (MoD) clearance prior to travel.

• In Menik Farm, which still has a population of about 100,000 persons, funding shortages will affect humanitarian operations starting the end of February. This includes, among others, complementary food distribution, water bowsering, toilet maintenance and healthcare provision. The Food sector has already conveyed its decision to stop complementary food supply to the Vavuniya Government Agent (GA), however, will complement the ration with Corn Soya Blend (CSB) for one month. Health services are progressively shutting down. Reduced capacity for maintaining shelters and tents will affect the IDPs’ dignity and their health as materials continue to deteriorate. In terms of water treatment and supplies, agency capacity for March will be sufficient to serve only 47,000 IDPs. The National Water Supply and Drainage Board (NWSDB) is currently meeting the needs of an additional 20,000 IDPs. However, they

have recently expressed funding concerns for fuel, labour and maintenance. This results in a service shortfall for between 23,000 and 43,000 IDPs for March alone.

• Dharmapuram camp and Zone 5 in Menik Farm closed in February. IDPs from the Dharmapuram camp were moved to Zones 1 and 3. A total of 2,800 IDPs from Zone 5 were transferred to Zones 0 and 1. Both Dharmapuram and Zone 5 will be used to accommodate suspected former combatants. Agencies have suggested that the transit / collection site in Zone 5 must be kept active as a waiting area for passengers to get access to basic services (food, WASH facilities, etc) and the ‘mine garden’ (a mine risk education activity). A letter on decommissioning humanitarian assets in the vacated zones has been sent to the relevant authorities.

• During 8-10 February, an inter-agency mission lead by the UN Resident Coordinator / Humanitarian Coordinator (RC/HC) Neil Buhne visited Jaffna and Vavuniya. The mission’s objectives were to strengthen linkages with Government authorities and discuss coordination mechanisms / timelines to ensure a smooth transition from the humanitarian to the early recovery phase of operations.

• While humanitarian demining is an essential precondition to safe returns, a lack of information about areas of landmine / Unexploded Ordnance (UXO) contamination is a major challenge in mine action operations. Pre-clearance surveys to define the extent of contamination take more time in the absence of resident communities with knowledge of the local environment. Furthermore, there is an urgent need for demining agencies to boost their personnel and technical capacities to release land in pace with the resettlement. But training and equipping new squads of deminers is a time-consuming process. The speed of clearance operations is also limited by the need to adhere to standards and procedures ensuring the quality of the work and, ultimately, the safety of those who will use the land.

• Mine surveys would enable the Government to quickly release uncontaminated land for resettlement. I/NGO demining agencies and the Sri Lanka Army – Humanitarian Demining Unit (SLA-HDU) have pooled their resources to conduct some joint surveys. Official approval for expanded mine surveys could speed up more land releases.

• In some areas, especially in Mannar District, demining has been limited to residential, remote areas not serviced by public transport. No livelihood activities are possible as the surroundings are not demined. In at least one case, access to water is also hampered as demining agencies did not open a path to the tank through a minefield. Returnees are accessing the water source aware of the mine risk.

• On 16 February, the Australian Government donated five flail machines to Sri Lanka. The machines will be deployed in demining operations in the North through the Humanitarian Demining Unit of the Ministry of Nation Building and Estate Infrastructure Development.

II. Sector Overview & highlights

SHELTER / NFI

Return Areas (Vanni): • It is estimated that over 230,000 houses have been damaged and destroyed across the Vanni. World Bank (through NEHRP) and UN-HABITAT programmes focusing on repair and reconstruction of housing have a maximum capacity of approximately 11,500 houses per year. To date, over 13,000 shelter kits have been distributed. Other shelter agencies have also advised that they have funding and capacity to provide shelter kits for up to 2,000 families, at least in the initial stages. Transitional shelters are being constructed / proposed by IOM and UNOPS in Kilinochchi, Mullaitivu and Vavuniya districts. Where house repairs are equivalent to the cost of a transitional shelter, repairs will be prioritized. Presently PTF approved Shelter agencies will not have the capacity to meet the shelter needs of the large numbers of returnees anticipated in the region. The presence of more partners would increase implementing capacities and reduce gaps.

• The Shelter sector is working on a consistent mechanism for the selection of beneficiaries and the development of vulnerability criteria. Coordination with the Early Recovery sector is important to avoid overlapping.

• Only UNHCR and NGOs with PTF approval to operate in the Vanni are currently engaged in NFI distribution in the return areas. More partners are awaiting PTF authorisation. NFI packages, hygiene kits and clothes are being distributed to families returning to Kilinochchi, Mullaitivu and Vavuniya districts. The pace of distribution is currently keeping up with the pace of returns, but a larger agency presence is urgently required on the ground as more people return.

Jaffna District (including returned communities): • Shelter agencies are continuing to support the Government lead in responding to the needs of IDPs recently released / returned to Jaffna.

• Distributions of NFI return kits have continued to IDPs who have recently returned from Vavuniya as well as to those released from camps in . The return kits include standard NFIs, hygiene items, tarpaulins and tools.

Vavuniya District / Menik Farm: • Sites vacated by returning IDPs continue to be decommissioned. The Zone 5 transit site is no longer used to channel returnees from the camps to the return areas and has been closed, and returnees depart directly from their zone of occupation. Given the reduced camp capacities, this is a more efficient mechanism, which is less disruptive to the IDPs themselves. However, negotiations are ongoing to use the transit site in Zone 5 as a waiting area while more buses are loaded in different zones.

• Zones 5 and 6B, Site 7 and the Dharmapuram camp are being converted to ‘surenderee’ sites to release the remaining 9 school sites currently being used to host suspected former combatants.

• Agencies claim that uncertainty about the future of the sites and continuing restrictions on freedom of movement are hampering resource mobilization activities. The maintenance or decommissioning of shelters is affected as a result.

In Brief: 9 The Dharmapuram site was closed (325 families transferred to Zone 3 and the rest to Zone 1) and plans are in place for 2 blocks to house suspected former combatants. Zone 5 has been closed and 6A is expected to be closed very soon. IDPs living in these areas are likely to be shifted to Zones 0 and 3. 9 A total of 400 emergency shelters and 60 tents have been decommissioned in Dharmapuram and Zone 5. The Zonal Commander requested decommissioning of some blocks in Zones 7 and 6B. 9 Maintenance work is required for 316 shelters in Zone 3. Agencies have started an assessment. Only a few agencies have funds to carry out maintenance work until the end of February. 9 Few agencies are currently working in Menik Farm on NFI issues.

WASH

Return areas (Vanni): • As per the figures from the Government Agent offices, a total of 18,989 latrines are estimated to be in need of repair or complete construction across the 4 districts in areas where people continue to return. In addition, there are roughly around 11,400 wells that need cleaning and repair.

• With UNICEF support, the NWSDB are continuing with well cleaning and repair work in the return areas. So far, they have cleaned 641 dug wells, repaired 80 tube wells (with hand pumps) and drilled 12 tube wells in Vavuniya, Kilinochchi, Mullaitivu and Mannar districts.

• Due to the difficulties in acquiring PTF approval, only IOM and UNOPS are currently addressing WASH needs. IOM have completed 24 semi-permanent latrines in Thunukkai and construction of 188 is ongoing in Thunukkai and Poonakary. UNOPS have completed 13 semi-permanent latrines in Thunukkai.

• In Mannar District, a water pipeline project will supply up to 40,000 litres per day to the Saveriyarpuram (Musali DS division). Communities have struggled with water shortages since they returned to the area in April 2009. A well is being excavated at the catchment area at Musali village and water will be pumped through the pipeline over 2.3kms to an over-head tank located centrally in Saveriarpuram village. There will then be 20 collection points (taps), an average of 1 tap for every 8 families.

Jaffna District (including returned communities): • The WASH response for returned / resettled families in Jaffna is ongoing. However, there is concern about agency commitments pending PTF approval for activities.

• Decommissioning in the Ramavil camp is in progress. Maintenance of WASH facilities supported by agencies in the existing IDP camps continues. More partners will take over the maintenance of WASH facilities in Ramavil from March 2010.

• The sector is supporting dengue-control activities by local authorities targeting schools, communities and health centers through provision of posters, banners, environment-cleaning supplies and fogging.

Vavuniya District / Menik Farm: • Water distribution operations and solid and liquid waste management continue, although threatened by a dwindling resource envelope due to donor conditionalities, particularly with I/NGO actors. The NWSDB and the office of the Assistant Commissioner for Local Government (ACLG) remain the key focal points for latrine provision and maintenance as well as water provision for drinking and bathing.

• During the reporting period, a total of 177 latrines have been decommissioned in blocks 5, 6 and 11 of Zone 3. The sector is conducting a needs assessment in Zones 0 and 1 to find out the extent of repair works required for the latrines and other WASH facilities.

FOOD

Return areas (Vanni): • WFP has started monitoring and sent teams to the returns areas to ensure effective food distribution to returnees.

• NGOs active in the area in the reporting period are: Sewalanka, Save the Children, ZOA, SEED and Cordaid through CTF, Caritas and Sarvodaya.

Vavuniya District / Menik Farm: • The distribution of complementary food by NGOs stopped at the end of January due to a lack of funding. WFP is providing Corn Soya Blend (CSB) as an additional nutrient for month.

HEALTH & NUTRITION

Return areas (Vanni): • Limited health and nutrition services continue to be an issue in the return areas at community level due to continued efforts to rehabilitate damaged health facilities. Base hospitals like Mallavi Hospital and Killinochichi District General hospital, have been operational providing emergency care to the resettled population. The lack of public transport continues to hamper access to health services.

Vavuniya District / Menik Farm: • There has been a change in the management structure of healthcare services in Menik Farm. During the acute phase of the emergency, health services were provided by the Ministry of Health (MoH). With the emergency phase over, the Provincial Director of Health Services (PDHS) will now assume responsibility for the IDP camps as part of the routine healthcare system management.

• Most of the Primary Healthcare Centres (PHCCs) and hospitals are still functioning. There are 92 doctors, 22 nurses, 7 midwives, 4 pharmacists and 7 dispensers, 14 public health inspectors, along with other personnel and volunteers, working in the zones. However, the MoH has indicated that, as the number of IDPs in the camps continues to decrease, the number of doctors working in the zones will be reduced to 45 and other health personnel gradually withdrawn as well. The pass system has also allowed IDPs to seek medical attention at the Cheddikulam and Vavuniya hospitals.

• UN agencies, IOs and NGOs have provided assistance in the form of transporting PHCC health teams to zones, ambulance services, water, communication facilities (via CDMA phones), payment to health promoters, equipment and drugs for clinics etc. Nevertheless, many agencies are withdrawing services

because of funding shortages. The Provincial Health Services may experience difficulties in continuing activities. The discontinuation of support might result in the following outcomes: 9 Emergency transport of patients will be disrupted, leading to medical complications; 9 Resurgence of communicable diseases and outbreaks due to discontinuation of disease surveillance and response activities; 9 IDPs with non-communicable diseases (hypertension, diabetes, heart diseases) will not be able to access medication and diagnostic support; 9 Shortage of medicines and other medical and surgical consumables; 9 Shortage of services will result in more pressure on the Vavuniya General Hospital that is already stretched with the resettled population in Vavuniya. This situation could result in an increase of morbidity and mortality rates for the 100,000 people still remaining in the camp.

• The MSF France field hospital has been transferred to the MoH which will continue to manage it as a Field Hospital. The PHCCs and hospitals in the camp will be gradually reduced, except in Zone 4 that will have a functioning hospital due to its distance. Preventive care services in the camps will continue, and emergencies cases are addressed.

PROTECTION (including CHILD PROTECTION)

Return areas (Vanni): • With the increased returns, UNHCR undertook various missions to observe the situation in areas of return, particularly in the Thunukkai, Manthai East and Poonakari DSs. Separate discussions were systematically held with groups of women to better understand their concerns, including safety and security. Returnees are generally positive about being back in their places of origin. There is readiness to restart economic and livelihood activities and desire to see a fully-functional civil administration providing services, especially at grass-root level. Shelter rehabilitation, income generation and access to services (particularly health, education and transport facilities) are regarded as utmost priorities. Specific mention was made of the situation of children, with a strong call for education, recreational and psycho-social support initiatives in communities. Women are still affected by the traumatic experience of the conflict and those who have family members in rehabilitation centers continue to worry about their future. Overcoming language barriers is seen as one important measure to boost confidence between the population and the armed forces. Where this has already occurred, returnees regard the increased presence of Police forces positively. Meetings between the Police and the communities were already signalled in some of the return areas.

Jaffna: • Protection agencies are continuing to monitor and assess the situation of newly returned IDPs to identify particularly vulnerable individuals for assistance.

• Agencies have also continued to monitor the two remaining sites accommodating IDPs from the Vanni, Ramavil and PRI, and to follow up on protection issues.

Mannar: • On 5 February, an extraordinary meeting of the Sexual and Gender-based Violence (SGBV) Network Panel was called to discuss improved coordination mechanisms for responding to SGBV cases and strategies to address prevention and community protection (service provision). The meeting was conducted in three languages and the final decision was that the Panel would be divided into two meetings: Monthly Network Panel Meeting and a Case Conference Meeting according to demand (but at least once a month). Discussion around the TORs, participants and coordination tools is ongoing.

Vavuniya District / Menik Farm: • Protection sector actors continued their presence in Menik Farm with various direct and referral interventions. However, some support activities are about to be discontinued as funding for the projects is drying up.

• The pass system continues to be applied uninterruptedly, with continuous movements in and out of the camps. According to the authorities, there are neither limitations on the duration of the pass nor limitations in the number of persons seeking exit, nor exclusion on any grounds. However, there are limitations to the luggage that IDPs are allowed to take out of Menik Farm and inconsistent application of the pass system

across the zones. With the increasing pace of return, the limited advance notice of the return movement also leads to IDPs restricting their stay outside the camps to relatively short periods. Dialogue continues with the authorities at national and at field levels to advocate for a more consistent communication to IDPs and a more harmonised application of the system.

• The Protection sector has prepared some guidelines / leading questions for a series of focus group discussions with IDPs currently residing with host families and with families / communities hosting IDPs in Vavuniya district. The exercise is meant as an alternative to a household survey, deemed operationally not feasible due to the number of IDPs in dispersed locations. This is expected to be part of the rapid village assessment which will be conducted jointly with the authorities and various agencies. The aim is to gather a better qualitative overview of the situation of displacement in host families in the Vavuniya district.

• Some consultations with IDPs residing in host families are already taking place during the organised return movements from Vavuniya town. IDPs identified the following major constraints related to host family conditions: the lack of income and resources, both of the hosted and the hosting family; the difficulty in finding occupations, especially for IDPs previously involved in farming activities; and inadequate space, or the impossibility of renting accommodation for prolonged periods. Conversely, no constraints on freedom of movement emerged. The communication on the process of return, through local media, seems to be effective. More attention is needed towards the conditions at the departure points (seating arrangements, water and sanitation facilities), which are very basic and often not suitable for persons with specific needs, particularly elderly and pregnant mothers. With NGO support, the distribution of basic food items to the departing returnees was ensured during the last movements. Several of the consulted families were aware of the conditions in the areas of return, having already visited the places, as well as the assistance they would receive. They expressed concerns relating to shelter rehabilitation, livelihoods, access to services, property repossession and security of tenure given the widespread loss of documentation. Families are generally returning in full composition, but foresee already the immediate return of some members to Vavuniya or other areas of previous displacement for education or livelihood activities.

• On 9 February, the Vavuniya SGBV Forum convened and plans of engagement for 2010 were discussed. The Forum, the SGBV Working Group and the periodical Case Management Conference continue to be essential mechanisms between partners and Government authorities (including the Ministry for Social Services and Social Welfare, Probation, Health, Women and Children Police Bureau) to coordinate preventive and responsive actions for SGBV survivors. It is important that these forms of coordination be replicated in the areas of return.

• Similar to other sectors, child protection services in Menik Farm are being affected as trained volunteers return to their areas of origin, leaving increasing gaps in services.

MINE ACTION N.B. Except for cumulative clearance progress reflected in point 1, all mine action information relates to the period from 18 January to 7 February 2010.

• Between 1 January 2009 and 7 February 2010, 248,294,244 sqm of land was cleared in the North. 96 percent (or 237,753,399sqm) was Battle Area Clearance of UXO and the balance 4 percent (10,540,845sqm) was minefield clearance using mechanical and manual methods.

• A draft institutional blueprint has been developed for the establishment of a National Mine Action Centre in Sri Lanka.

• On 18 January, a 10-year-old boy suffered injuries to his left leg, right eye and a finger on his right hand in a landmine incident near the Paliyawadi village in the Vavuniya North DS division of Vavuniya District. On 7 February, a 12-year-old boy was injured in another incident with an unknown explosive device in the DS division of Jaffna District. The second victim is understood to have received Mine Risk Education. His left hand was injured in the blast. He is currently receiving treatment at the Jaffna General Hospital.

• The community-based rehabilitation facilities currently provided by the Government in the camps are inadequate to meet the needs of mine victims among the IDP population. Also, the number of disabled- friendly toilets needs to be increased to meet the needs of mine victims and other disabled persons.

• The social and economic integration of mine victims needs to be addressed even as IDPs return to their villages. There is a need for prosthetic limbs and assistive devices to help mine casualties regain as much mobility as possible.

Mannar District: • Two tasks in the Madhu DS Division and one task in the Manthai West DS Division were completed.

• The residential areas of Parasankulam and Periyapandivirichan GN divisions of the Madhu DS Division have been released. 287 families will be resettled in these villages.

• Demining of the Rice Bowl region is complete, except for seven small areas (Vamathevapuram, Kathankulam, Parappankandal Sirukulam, Palaithalvu, Nagathalvu, Mullipulam and Thaladdy), which are still inundated following the monsoon rains. Mine clearance in these areas will recommence no sooner the water levels recede.

• The A32 road connecting Mannar to Poonagari is currently being renovated as a result of this area having been cleared of mines/UXO.

Mullaitivu District: • One task in the Oddusuddan DS Division is in progress.

Vavuniya District: • The entire Mamadu GN Division of the Vavuniya North DS Division has been released and 603 persons will be resettled in this area. These people will be able to engage in agriculture and livestock development unhindered by mine contamination.

• Four new tasks were issued in the Vavuniya North DS Division.

EDUCATION

Jaffna District (including returned communities): • Since the return of the IDPs, 14 schools have re-opened while 83 schools remain closed.

• On 10 February, in an Education sector meeting, partners agreed to follow up with authorities on the provision of transport for children in the Ramavil camp and discussed an assessment of children in Akkasikudiyiruppu, Vatharawaththai requiring transport to school. All agencies will send the completed mapping matrix to UNICEF and OCHA. It was also agreed to request the Zonal Directors of Education (ZDEs) to provide a list of participants who will take part in school-based Mine Risk Education trainings.

• New school enrollments of resettled children have raised new needs for educational kits: the Jaffna ZDE has requested 130 additional kits and the Thenmaradchi ZDE 300 kits. An urgent request was also received from the Maruthankerny DS division for education kits for 97 preschool children and 133 other school-going resettled children. Agencies plan to distribute 161 education kits as a start. A need for better coordination through the ZDE was emphasized.

Vavuniya District / Menik Farm: • As more teachers are returning to areas of origin, gaps have been identified in Menik Farm, with obvious consequences for service delivery for those students remaining in the camps. The Education sector is advocating for teachers to come from Vavuniya as the only coping strategy. However, since public transport is irregular, late arrivals and early departures for commuting teachers perpetuate the gaps in service delivery.

• The Ministry of Education (MoE) has allocated two schools, Gamini M.V and Nelukulam School, for resettled children in Vavuniya town areas as other nearby schools do not have the capacity to accommodate them. The MoE further instructed all other village schools in Vavuniya to admit resettled

children. Due to a gap in communication between principals and the Zonal Directors of Education, several principals directly resettled children either to Gamini M.V or Nelukulam School. Out of 6,800 IDP children in Vavuniya North and South DS divisions, 2,200 students are studying in Gamini M.V and 600 students in Nelukulam School. The rest of the students are accommodated in other village schools. This demonstrates a possible risk of discrimination against resettled students in their access to education. However, the MoE argues that Gamini M.V. is allocated for resettled children from Mullaitivu, administered by the Mullaitivu GA and the geographical division cannot be considered as discrimination.

LIVELIHOOD / EARLY RECOVERY

• Joint assessments have been completed in 13 of the 26 Phase I resettlement villages: Paranaddakal, Nochchimoddai, Nampankulam, Omanthai, Vepankulam, Arasamuripu, Rangethgama, Ganeshapuram, Salambaikulam, Poovarasankulam, Chekkadipulavu, Moontrumuripu and Thandikulam. The joint assessment has been completed in Thandikulam in Vavuniya DS Division during the reporting cycle.

• On 9 February, a special livelihood and ER meeting was held with the participation of the UN HC/RC, UNDP Country Director, heads of UN agencies and World Bank representatives. Early recovery coordination was the main discussion topic in the meeting.

LOGISTICS

• Due to Government plans for the land area surrounding the former WFP compound in Kilinochchi, the Government Agent (GA) Kilinochchi has informed that the current storage area cannot be expanded. Discussions have been initiated with regard to an alternative former warehouse compound in Kilinochchi town. Indications are that this may be made available exclusively to WFP for a period of five years. Should this transpire, consideration will be given to making this an Inter-Agency Forward Storage Base along the lines of the current Interim Storage Site at Menik Farm (MFISS).

• UNOPS has set up an office/accommodation container to the Interim Inter-Agency Kilinochchi compound this week. The contracting of preparation works for the compound (fencing, generator etc.) is currently in process.

• As of 12 February, all humanitarian vehicles travelling from Omanthai to Jaffna require a military escort plus the Ministry of Defence clearance. No escort is needed to travel into the Vanni or from Jaffna to Omanthai. Vehicles need to travel with a military convoy that leaves at 08:30hrs only on weekdays.

• The A32 has been cleared for use all the way up along the West coast to Poonakary. Road conditions from Poonahery to Poonakary are reported to be bad.

The following progress was achieved in this reporting period: 23 out of 80 new toilets planned have been completed, and work on the rest is in progress. 29 out of 50 toilets planned for rehabilitation have been completed, the rest are in progress. 50 out of 50 wells have been cleaned 41 out of 50 well renovations have been completed and the rest are in progress. Decommissioned TLS’s are now being erected in schools in Valikamam, Jaffna and Thenmaradchi. Damaged schools, as submitted by ZDE’s, are being assessed for rehabilitation possibilities. After teachers at the Ramavil IDP camp TLS were recalled to their original posts, parents have agreed to send their children in grades 4 – 13 to a nearby regular school, provided transport is made available to them to and from the school. Division ECCD standard educational pack (with additional building blocks, story work books, indoor play materials, etc) to the children and teacher’s kit were provided to the 6 pre-schools in the division. Vavuniya District Provision of assistance for 34 Persons With Specific Needs(pregnant mothers, elderly, disabled) Vavuniya District Advice and assistance to 8 HH/14 individuals. returnees from India (NFI, documentation referrals) Vavuniya District: Menik Farm Distribution of furniture and stationery for the Women and children Police Bureau (Zone 4) SGBV Working Group Vavuniya District SGBV Forum (09 February) Child Protection UNICEF Kilinochchi • Funded by UNICEF, CTF continued with the Mullaitivu conducting of MRE sessions and reached an Vavuniya (MF) estimated total of 4,065 (268 in Vavuniya, 148– Mannar (Rice Bowl) Districts Mullaitivu, 1006–Kilinochchi, 213– Manic and 2,430 – Mannar). In addition, a total of 63 teachers and principals were trained as MRE trainers. • 38 awareness raising activities, reaching over 2000 beneficiaries, conducted in Menik Farm during the reporting period. MRE activities through play and Meena books, CHAST and CRC were some of the key topics. • 96 Child Focused Unit Volunteers in Zone 1 and 3 continue to support protection activities in Menik Farm. During this period, the CFU received 30 reports of child abuse, missing children and family conflict which were referred to counsellors and other relevant actors. Counsellors from MOSS are handling 15 cases which need psychosocial support; however the irregular presence of other services providers continues to be a concern. • Child Support Groups, consisting of 691 members, held 25 weekly meetings. Key issues discussed were:- how the Child Support Group (CSG) can support children who have dropped out of school and child abuse cases. 6 child abuse cases were identified by the CSG members and referred to the relevant authority for further action. 5 training programs were conducted by partners for Child Support Group members, on the role of the CSG, referrals, and monitoring child protection concerns within the camp setting. 99 CSG members participated. • The Home Monitoring Committee appointed by the GA Vavuniya and the Commissioner for Probation, completed assessment and monitoring of 20 voluntary children homes in the district. A draft report is ready to be shared with recommendations from the team. UNICEF has provided technical and logistical support to the team for the visits and compiling the

Education UNICEF Kilinochchi • Supported Gamini school for facilitate access to Mullaitivu basic education for nearly 2,000 displace students to Vavuniya (MF) continue with education. Support included, TLS, Mannar (Rice Bowl) Districts learning kits, cleaning kits, tarpaulins, furniture and buckets. • Continued with distribution of education supplies to schools that are opening in the return area. Items distributed include, Lower primary kit 773, Upper primary kit 677 , Secondary kits 30, Teachers Kits150, Recreational kit 16 and Environmental cleaning kits 10 all in Thunukkai zone • Conducted ToT for MRE for an estimated 202 teachers and selected principles for schools in Thunukkai and Kilinochchi zones. • Continued with monitoring and assessment in return areas and Menik farm to establish progress on educations services delivery and identify areas of concern to be addressed. Early Recovery / DRC / CSA Mannar District: 50 beneficiaries received loan. The total disbursed Livelihood Thampanaikkulam amount is Rs. 1,500,000 UNDP Vavuniya District: Vavuniya DS One month old chicks and materials for cage Division construction distributed to 21 beneficiaries (25 chicks/ beneficiary) in Thalikulam village. 7 beneficiaries received support for establishment of small business, one beneficiary for hair cutting shop and one beneficiary for fish vending in Thalikulam. Perennial crops distributed to 184 beneficiaries in Samayapuram village.

A combine Thresher provided to Farmers Organization in Maniyarkulam old village for paddy threshing. Perennial crops distributed to 24 beneficiaries in Manipuram old village. Vavuniya District: Vavuniya & International Computer Driving License training Vengalachcheddikulam DS programme has been commenced. 100 youth are being Divisions trained.
