S4M-01218 Keith Brown: Veterans—That the Parliament notes that, as the annual Remembrance Day commemorations take place across Scotland and as the ultimate sacrifice of those who fought and died in times of war in defence of the country’s freedoms and way of life is remembered with respect and honour, it is also fitting and appropriate to reflect on the needs and aspirations of Scotland’s veterans community, many of whom are injured mentally and physically; notes the initiatives and programmes developed and introduced by the Scottish Government to plan, coordinate and deliver support and advice services from the private, public and voluntary sectors for ex-service personnel, including a number of initiatives to strengthen the provision of and access to health, transport and housing services, and welcomes the UK Government’s commitment to the Military Covenant, a commitment that the Scottish Government fully endorses and the principles of which it will continue to build on for the veterans community in Scotland.

S4M-00695 James Kelly: Nail the Rogues Campaign—That the Parliament believes that rogue traders have a significant impact on consumer rights and the informal economy in Rutherglen, Cambuslang and Blantyre and the rest of Scotland; notes, with concern, the recent figures released by the Office of Fair Trading showing that issues regarding home improvement work continue to be at the top of the list of complaints about rogue traders; further notes that, last year, Consumer Direct received more than 13,000 complaints concerning uninvited traders, almost half of which related to home maintenance work; is concerned that rogue traders have frequently been reported to offer services at what appear to be attractive rates and use persuasive sales techniques to pressure people into making hasty decisions; believes that older people and vulnerable groups are particularly exposed to the dangers of rogue traders, and commends the Federation of Master Builders Scotland, in conjunction with Trading Standards, for running the campaign, Nail the Rogues, in order to raise awareness of the dangers of rogue and dishonest traders, to offer advice for avoiding them and to provide information on how to find reputable traders.

*S4M-01234 Stuart McMillan: Solar Panel Feed-in Tariffs—That the Parliament is disappointed by the decision of the UK Government to cut feed-in tariffs from solar panels from 43.5p per kilowatt hour to 21p for anyone who installs them after 12 December 2011; believes that this will discourage individuals from investing in what it considers this useful renewable energy source as it will now take twice as long for customers to break even on their solar panel purchases; further believes that the timing of this change in tariff will place undue pressure on suppliers and contractors who will be unable to fulfil orders prior to the 12 December cut-off and that this will inevitably cost them business and potentially lead to job losses, and encourages the UK Government to reconsider what it sees as this dramatic change in feed-in tariff and its timing to help ensure the future of this industry.

*S4M-01233 Sandra White: Congratulations to the Mitchell Library on 100 Years of Service—That the Parliament warmly congratulates the Mitchell Library, based at Charing Cross in Glasgow, on 100 years of service to the Greater Glasgow community and beyond; notes that, to mark this prestigious occasion, an exhibition will be held in the main hall of the Mitchell on 1 December 2011 that will chart its history from its founding in 1911 to the present day, and further wishes the Mitchell Library all the best in the future.

*S4M-01232 Kenneth Gibson: Scotland Needs and Deserves More Powers— That the Parliament notes with incredulity the powers that the legislatures in the Channel Islands and the Isle of Man have that Scotland does not have; understands that all of the aforementioned islands enjoy, with the exception of immigration and defence and, despite small populations of approximately 65,000 to 93,000, the full powers of a nation state, from control of postal and telecommunications services to the ability to set and vary the full gamut of taxes from VAT to corporation tax; is bemused that the Scottish Parliament, responsible for the governance of over five million people, is not afforded such respect and responsibility by the unionist parties to enable the taking of decisions that it considers would better improve Scottish society and economy; considers that the Channel Islands and the Isle of Man enjoy a significantly higher standard of living than the rest of the UK as a whole, with GDP per capita (based on purchasing-power-parity at international dollar value) ranging from $35,000 to $57,000 compared with only $30,900 for the UK, and believes that, at the very least, the Scottish Parliament should be granted the same powers as the Channel Islands and the Isle of Man in order to protect and enhance services and make decisions that best reflect the needs and desires of the Scottish people.

*S4M-01230 Kenneth Gibson: IMF World Economic Outlook, September, 2011— That the Parliament notes with interest the recently published statistics from the International Monetary Fund (IMF) calculating GDP-per-head based on purchasing- power-parity at an international dollar value of nations around the world; notes that, despite recent financial difficulties and what it sees as routine criticism by many politicians and media outlets, the IMF calculated Iceland to be $2,105 per head richer than the UK and Ireland to be $3,533 richer; further notes that Norway, which has access to its own natural resources, stands at what it considers to be an incredible $17,401 per head richer; understands that the IMF figures show that, over the next five years, this gap between these three nations and the UK is set to increase significantly; believes that the IMF figures demonstrate beyond doubt that Iceland, Ireland and Norway are in better financial health than the UK, and looks forward to a day when Scotland will have the same economic powers and access to resources in order to create an equally successful and prosperous nation.

Bills in Progress A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
