Reminder Players Injury Scheme 1. All teams must be registered on-line with Croke Park by mid February and cheque posted immediately after. Affiliation fees as follows; o €1,000 per adult team o €450 per each U21 team o €200 for each juvenile team to a max of €1,200 o €200 for each primary & post primary school team to a max of €300 per school o €200 for each third level college team to a max of €600 per college.

2. All claims are required to be reported to Willis within 60 days of the injury by completing the first two pages (minimum) of the players injury claim form.

Affiliation fees as follows; o €1,000 per adult team o €450 per each U21 team o €200 for each juvenile team to a max of €1,200 o €200 for each primary & post primary school team to a max of €300 per school o €200 for each third level college team to a max of €600 per college.

105 GUIDELINESCROKE FORPARK CLUBS Guidelines for Clubs Hosting County Championship Games and County League Finals

It is important for the proper presentation of our games and for the comfort and safety of patrons attending them that the following guidelines are adhered to.

• Clubs Hosting Games. Clubs hosting games should ensure that they have adequate stewards in place to cater for the expected attendance. These stewards to be located in the appropriate locations in the interests of crowd control and safety. The wearing of high visibility vests is recommended. It is advisable for Clubs to appoint some responsible person to be in charge of the venue for the occasion.

• Playing Fields. Playing fields should be properly cut, lined and flagged with nets properly tied down. The scoreboard where one is available should be in operation. The Tricolour should be flown at all our games.

• Taking of Gates and Sale of Programmes. Assistance should be provided to the County Treasurer in regard to the taking of gates and the sale of programmes. Clubs are asked to liaise in advance of games with the County Treasurer for this purpose.

• Health & Safety In the interests of health and safety Clubs should ensure that no objects or obstructions are left laying around that may injure spectators. Dressing rooms, toilets and public toilets should be kept clean and hygienic. If the expected attendance is likely to impact on traffic or present crowd control difficulties it is advisable to inform the local Gardai that the game is on.

In the event of Clubs envisaging any particular difficulty in hosting games they are advised to contact the Officers of the County C.C.C in good time in advance of the game.

20.01.’12 : Bye-Laws of Coiste Cho.Thiobraid Árann approved

1. An Choiste Cho. Thriobraid Arann shall be the supreme governing body of the association within the county between county conventions. It shall have within its jurisdiction, the powers and authority designated to it by An Treorai Oifigiuil and the County Bye- Laws. 2. In accordance with Rule 3.11, T.O. 2011 the County Convention shall elect the following: Chairperson, Vice-Chairperson, Ass-Secretary, Treasurer, Assistant Treasurer, Development Officer, Coaching Officer, Officer for the and Culture, Public Relations Officer, two Representatives on the Munster Council and a Representative on the Central Council and representatives of Clubs and Subcommittees as outlined in Bye-Law No.3).It shall appoint a Children’s Officer recommended by the outgoing Co. Committee 3. In accordance with Rule 3.19, T.O. 2011, the County Committee shall consist of: President (non-voting), the Chairperson, Vice-Chairperson, Secretary, Ass-Secretary, Treasurer, and Assistant Treasurer of the Co. Committee. The Chairperson, Secretary (non-voting), and Trustee/Treasurer of the four Divisional Committees, the Central and Provincial Council Representatives, County Development Officer, County P.R.O., County Children’s Officer, Primary Schools Committee Representative, County Oifigeach Gaeilge agus Cultuir. The Chairperson and Secretary of the Football Committee, County Coaching Officer, County Committee Handball Representative, County Post-Primary Schools Committee Representative, County Bord na n- Og Representative, County Referees Administrator, and one Representative from each adult Affiliated Club. 4. In accordance with Rule 3.21 (a), T.O. 2011, 4 Divisional Sub committees shall be formed, namely, North, Mid, West and South. Divisional Sub Committees shall be obliged to maintain a Competitions Control Committee with the same functions within the Sub Committees jurisdiction as those of the Competition Control Committee at County level. Requests for Hearings shall be heard by the Co. Hearings Committee 5. Subject to Bye-Law No. 1, each Divisional Sub Committee shall have the powers to control all the affairs of the association within its jurisdiction, including administration, finance and discipline (except those matters reserved for the Co. Hearings Committee) 6. In accordance with R. 3.22, T.O. 201 the Coiunty Committee shall appoint the following subcommittees whose powers and functions shall be as outlined in R,. 3.22 and in these Bye-Laws: 115 FO-DHLITHECROKE PARK 2012 (i) County Management Committee: It shall consist of the Chairperson, Vice-Chairperson, Secretary, Treasurer and Public Relations Officer of the County Committee, Chairperson of each Divisional Committee, Chairperson of the County Football Committee, County Development Officer, Chairperson of the County Coaching and Games Development Committee, Provincial and Central Council Representatives, Chairperson of County Bord na n-Og plus two other members of the County Committee elected at its first meeting after County Convention. (ii) County Competitions Control Committee: It shall consist of the Vice- Chairperson of the County Committee (who shall be chairperson of the committee) the Ass-Secretary(who shall act as secretary of the committee) and Treasurer of the County committee, two named officers from each of the four Divisional Committees, a representative from the County Football Committee, and an officer from County Bord na nOg [non-voting] and the Co. Referee's Administrator appointed in accordance with Rule 3.21 (i), T.O. 2011. In the absence of the committee chairman, the treasurer of the County Committee shall chair the meeting. Subject to the overall jurisdiction of the County Committee, the County Competitions Control Committee shall have the plenary powers and responsibilities in the following matters: • The Competitions Control Committee shall be responsible for all arrangements, including the appointment of referees, for and control of games under the jurisdiction of the County Committee, including disciplinary matters other than those functions reserved for the County Hearings Committee. • It shall deal with objections and counter-objections arising from games under the control of the County Committee. • It shall investigate and process matters relating to the Enforcement of Rules and Match Regulations for games under the control of the County Committee. • It shall have Plenary Powers and appeals against its decisions shall be heard by the Provincial Council. • It shall process and make recommendations to the Co. Committee on applications for grading of Clubs and Players within the county. A player or club not satisfied with the recommendations of the CCC shall have the right to be heard at the Co. Committee meeting where the final decision is made. (iii) County Hearings Committee: The Chairperson, secretary and eight members of this committee shall be nominated by County Chairperson and appointed by County Committee. It shall adjudicate on all Disciplinary Matters where a Hearing is prescribed and requested, relating to the Enforcement of Rules arising from matters under the jurisdiction of the County Committee and all sub committees within the County. Exception:A Hearing of an Objection/Counter Objection is the function 116 FO-DHLITHECROKE PARK 2012 of the County Competitions Control Committee. The Powers of the county Hearings Committee shall be plenary powers in accordance with R. 3.22.(iv), (c), T.O. 2011 (iv) County Planning and Physical Development Committee: Constitution: (9 members). The chairperson shall be the county development officer. The chairperson in consultation with the county chairperson, secretary and treasurer, shall select and nominate eight further members who shall be subject to appointment by the County Committee. One of the eight members shall be the Munster Council (Development) representative. The members shall be selected by virtue of their experience, expertise and flair for the different aspects of club development, administrative and physical. They shall be representative of the county as a whole. The servicing secretary shall be appointed from within the members of the committee. (v) County Coaching and Games Development Committee: (9 members). The Chairperson shall be the County Coaching and Games Development Officer and the County Games Development Manager shall be the Secretary. The County Chairperson and the committee chairperson in consultation will nominate, seven other members, one of whom will be the County Children’s Officer, for appointment by County Committee. The members selected shall, where possible, be specialists in various fields of coaching and games development. (vi) County Cultural Committee: (9 members). The Chairperson shall be an t-Oifigeach Gaeilge agus Cultuir. Eight specialist members who shall be selected and nominated by an tOifigeach Gaeilge agus Cultuir and the officers of the County Committee (chairperson, secretary and treasurer), for appointment by the County Committee. They shall be representative of the county as a whole. A workgroup to organize Scór may be appointed from this subcommittee. (vii) County Public Relations/Marketing Committee: (9 members). The constitution of this committee shall be the County P.R.O. as chairperson, together with the four divisional P.R.O.'s. In addition, four further members knowledgable and experienced in public relations and marketing shall be selected and nominated for appointment by the County Committee. The selections and nominations shall be made by the chairperson, together with the chairperson and secretary of the County Committee. The members shall be representative of the four divisions. The committee shall appoint its own servicing secretary from within its membership (viii) County Youth Committee: Constitution (9 members) The county Children’s officer shall be chairperson of the committee. One member from each of the following sub-committees: The County Post-Primary Schools Committee, The County Primary Schools Committee, and County Bord na n-Og. Five further specialist 117 FO-DHLITHECROKE PARK 2012 members, who shall be representative of the county as a whole, shall be selected by the county chairperson, secretary, treasurer and the county youth officer and appointed by the County Committee. The members shall be chosen by virtue of their experience, expertise and flair for youth activities. (ix) County Referees Administration Committee: (9 members) It shall consist of nine members, including the County Referees Administrator (who shall be Chairperson), appointed by the County Committee. It shall be serviced by its own secretary appointed from within. Appointees (excluding the County Referee's Administrator) and shall hold office on a staggered basis for a period of three years. (x) County Finance Committee: (11 members) Constitution :- County Chairperson, County Secretary, County Treasurer and assistant County Treasurer, four Divisional Chairpersons, Chairman of County Draw Committee and two other members appointed by county committee for their expertise in the area of finance. (xi) County Information Technology Committee: (8 members) It shall consist of eight members, nominated by the County Chairperson and appointed by the County Committee. It shall advise the County Committee on all matters relating to IT. A Chairperson and Secretary shall be appointed from within its membership. (xii) County Team Management and Panels Sub-Committee: The membership of the County Teams' Management and Panels' Committee shall be as outlined in the Charter for County Committee / Player relationships as approved by Árd Chomhairle from time to time. The functions of this Committee will be as outlined in Rule 3.22 (xiii) T.O. 2011 7 In accordance with R. 3.21 (a), T.O. 2011 the Co. Committee shall appoint the following subcommittees whose powers and functions shall be as detailed in these Bye-Laws. The names of all officers of these subcommittees, elected at their respective AGM’s, shall be put before the County Committee for official appointment [a] Coiste Peile Thiobraid Arann [b] County Underage Committee [c] Tipperary Post-Primary Schools Committee [d] Cumann na mBunscoil Tiobraid Arann [e]County Handball Committee [f] Semple Stadium Management Committee [g] County Draw Committee [h] Tipperary Supporters Club [i] Friends of Tipperary Football (j) County Selection Committees. [k] County Yearbook Committee (l) Administration and Merchandising Committee (m). The Co. Management Committee must appoint two Fixtures’ Planners {R.3.22 (iii) T.O. 2011} 118 FO-DHLITHECROKE PARK 2012

Meetings; 1. (i) The chairperson shall preside at all meetings at which he/she is present. In their absence the vice-chairperson shall preside and in the absence of both, the secretary shall preside until some delegate present is appointed to preside. (ii) At all meetings of sub-committees, the sub-committee chairperson shall preside or, in his/her absence, the committee secretary or some other member elected by the majority (except as otherwise stated elsewhere) of those present and entitled to vote and voting. (iii) The chairperson of a general meeting, committee or sub- committee meeting shall have a casting vote in addition to his/her vote as a member. (iv) With the exception of the Co. Competitions Control Committee and the Co. Hearings Committee the Chairperson, Secretary and Treasurer of the County Committee shall be ex-officio members of all County Sub-committees. 2. The Chairperson shall rule out of order any business not strictly in accordance with rule. 3. No business shall be transacted after the chairperson has declared the meeting at an end. Any business done after the chairperson has closed the meeting shall be invalid. All correspondence for consideration at a meeting must be in the hands of the secretary prior to the meeting unless the chairperson decides otherwise. 4. An Choiste Chontae shall meet at least once a month, and a written summary of decisions taken by the management committee shall be circulated, discussed and recorded. The Chairperson of each Subcommittee shall give a progress report in accordance with R. 3.23, (ii), T.O. 2011. 5. The chairperson in consultation with the secretary is empowered to call a meeting when he considers it necessary. 6. The secretary, provided the chairperson is satisfied that the subject matter is in order, shall be obliged to summon a special meeting on the written request of at least ten club representatives, who shall specify in their request the reason for which the meeting is being called. Three days notice will suffice. Only the subject matter for which the special meeting was called may be discussed. 7. The minutes of the previous meeting shall be read and adopted. 8. Minutes of all committee meetings and sub-committee meetings shall be sent to the county secretary. 9. Ten members, including Chairperson, Vice Chairperson, Secretary, Treasurer and PRO, shall form a quorum of Co. Committee meetings No proxy shall be+ allowed at any county committee meeting without proper authorization 10. On the request of any member present at a county committee meeting, a poll on any particular question shall be taken by secret ballot, 119 FO-DHLITHECROKE PARK 2012 11. Reports of meetings of Munster and Central Councils must be submitted, by the county's representatives on these bodies, at the following county committee meeting. 12. A deputation may be invited to attend a meeting. Tenure of Office: 1 (a) With the exception of the Co. Secretary and the Children’s Officer, officers of the county committee shall be elected annually to carry out the business of the committee. (b) Officers and members of all County Sub-Committees shall be appointed annually by the Co. Committee 2. The chairpersons of the County Committee and the four Divisional Committees including Co and Divisional Bord na nÓg’s may not hold those particular offices for more than three consecutive years. The maximum period of office for any specific office shall be five years. Exceptions: County Administrator or County Secretary if County Administrator and Co. Treasurer as per rule 3.11 T.O. 2011.” 3. The term of office for county Treasurer shall not exceed seven years.

ADMINISTRATION County Convention: 1. The Chairperson will take the chair for the election of officers. 2. Further propositions dealing with matters, other than motions and elections, can be dealt with, subject to Standing Orders being suspended. 3. Divisional balance sheets and divisional secretary’s reports of the working of their divisions must also be available at the annual county convention. Divisional A.G.M.s: 4. (a) The divisional AGMs shall be held each year before the county conventions. (b) Printed balance sheets, duly audited by a qualified auditor, notice of motion and nominations received, together with the divisional secretary's report must be sent to each club in the division at least seven days before the annual divisional A.G.M.s. Motions and Nominations: 5. Nominees for officers and committees shall be informed in writing and shall be required to declare their intention at least fourteen days prior to convention or A.G.M. 6. The management committee shall appoint a sub-committee to scrutinize all motions submitted for convention, assess if they are in order and liaise with the clubs who submitted them to correct errors and wording. 7. Bye-Laws: (i) The bye-laws booklet shall be revised and printed every five years. (ii) A copy of the bye-laws booklet at cost shall be sent to the secretary of each affiliated club in the county, also each county 120 FO-DHLITHECROKE PARK 2012 committee member, and the chairperson and secretary of each sub- committee. 8. Parish Rule: 8 Clubs shall be confined to their own parish. A parish for the purpose of this rule shall be, subject to county boundaries, the district under the jurisdiction of a parish priest or administrator in accordance with Rule 6.8, T.O. 2011. Exception: An adult player from an affiliated Hurling and Football Club but whose Club does not field in Football may play Football for another Club in the County in the appropriate grade, subject to the approval of the County Board. The same shall also apply in Hurling.

Definitions: Permanent Residence: The address at which a person normally resides and is if aged eighteen or over registered for statutory purposes such as Taxation, Social Welfare or Register of Electors, and if aged under eighteen, the address at which ones parents or guardians normally reside and are registered for statutory purposes such as Taxation, Social Welfare or register of electors. Home Club: As defined in Rule 6.3 T.O. 2011. Place of Work: Place of work does not qualify a player to play for a club. 9. Divisional committees subject to approval of county committee may: (i) Allow intermediate/junior clubs to amalgamate to form senior teams without affecting the status of the players concerned. (ii) Accept amalgamations from minor and under 21 hurling and football clubs. 10. In rural parishes the number of clubs shall be limited to one hurling and one football club.

TRANSFERS: The County CCC shall process and make recommendations to the County Committee on applications for transfers within the county. An aggrieved person is entitled to have a Hearing at the Co. Committee meeting where the final decision on his transfer application is made. [a] There is no closing date for receipt of transfer applications. [b] All applications for transfers must be made on the official inter- clubs transfer form, and must be fully documented. If not, the transfer application will not be entertained. The application must come to the divisional secretary who will pass it to the county secretary. [c] A club shall have the right to object to the transfer application of a player.. All inter club transfers must comply with County Bye Law No. 8 and Rules 6.8 & 6.10 Official Guide 2011 121 FO-DHLITHECROKE PARK 2012

Affiliation: 12. A club affiliated in one division shall not enter a team in another division for any grade of championship. Intermediate/junior clubs, etc. must remain in that division in which the senior team of the club is affiliated. No application shall be accepted from any club which owes a liability to another division. Games: 13. The following championships shall be carried out: (i) Senior hurling and football (ii) Intermediate hurling and football (iii) Junior 'A' & 'B' hurling and football (iv) Under 21 A, B & C hurling and football (v) Minor A, B & C hurling and football Any other competitions the Co. Committee may think necessary. 14. (a) The County Committee shall hold a special county committee meeting in November of each year to discuss the format of all championships for the following year. (b) The County Competitions Control Committee at its first meeting after County Convention shall, in consultation with the Fixtures’ Planners, draft a long term fixtures list outlining the dates for the commencement of the championships and leagues under its auspices. It shall state the dates of the respective quarter-finals, semi-finals and finals of the respective championships. 15. Any divisional committee which fails to meet the dates of any championship competition as set out by the County C.C.C. shall be compelled to nominate a team to represent the division in that particular competition. 16. The perpetual cups and trophies to be presented for both county championships and leagues shall be decided by the county committee. 17. The county Secretary’s Report to Convention and subsidiary committee reports shall incorporate the names of clubs holding trophies. 18. The trophies are the property of the county committee. It shall be the privilege of the captain of the winning team to accept the trophy on behalf of the team. The safe custody of the trophy shall be the responsibility of the Club Executive of the successful team. All trophies must be returned to the relevant secretary at least one month in advance of the next final. 19. A standard medal representing the arm of the Archdiocese of Cashel and Emly, crossed keys and Archbishop's mitre, shall be presented to the teams winning the county hurling and football championships. 20. Games regulations shall be published annually. 21. Clubs taking part in championship or league games shall receive at least five days (120 hours) notice in writing of the fixture from the committee in charge. The five days commence on the day following 122 FO-DHLITHECROKE PARK 2012 the date of postmark or date of e-mail on the notice. 22. For divisional and county championship neutral venues shall be fixed for all games by the committee in charge of fixtures. 23. [a] The inter-divisional championship games shall be played in different venues, each division getting its fair proportion of fixtures. 24. For inter-divisional games club secretaries must send to the county secretary duplicate lists of team and subs., with full Christian names and complete local addresses, in Irish, seven days before game. 25. Programmes shall be printed for county semi-finals and finals. Club secretaries shall send the list of players, placed and numbered from one (1) to twenty four (24), to the county secretary, for this purpose, at least five days (120 hours) in advance of the fixture. 26. (a) Junior teams, shall be compelled to play in the next higher grade of championship in the year following the winning of a county championship. (b) Intermediate teams shall not be compelled to go senior unless they win the county intermediate championship. 27. Senior inter-county players shall be free from club games, on weekends prior to Munster and all-Ireland finals only where Co. Tipperary team is involved. 28. Finance: a. All accounting shall be the concern and duty of the Treasurer in consultation with the Chairperson and Secretary. b. All questions of major finance to be dealt with by the full County Committee. c. Detailed information on financial matters be conveyed to the County Committee by the Treasurer on at least four occasions during the year. d. Cheque book accounts shall be kept to the minimum, preferably one. e. Cumann Luthchleas Gael Chontae Thiobraid Arann and all its sub- committees shall not be responsible to its bankers for accounts not properly mandated. Three specimen signatures shall be authorized and insisted upon by the officer of the unit concerned. f. At all levels the Chairperson, his fellow officers and finance committee members shall ensure that they are properly briefed before Co. Convention & A.G.M.s. In particular they shall have a full and proper breakdown of all lump sums and schedules as shown in the balance sheet. g. The Auditor shall be asked to attend the relevant convention or A.G.M. h. Cheques shall not be signed in advance. i. A cheque shall not be made payable to a person who is a signatory of that cheque. j. A simple ledger, listing all cheques and payments should always be available to the Chairperson, his fellow officers and finance committee. 123 FO-DHLITHECROKE PARK 2012 k. All account books shall be designed so as to be easily understood. l. A schedule of all Trophies and perpetual Cups in the possession of the county committee shall be included in the Treasurers Annual Report, complete with a valuation and whereabouts at the time of convention. m. The county finance committee shall, at the request of the county officers, have the power to oversee the financial activities of all units under the jurisdiction of the county committee. On an annual basis the financial report of all affiliated clubs must be forwarded to the County Finance committee to be put before the County Management Committee at its February meeting annually. n. The accounts of the County Committee and of all sub-committees shall close on 31st of October each year. The audited accounts shall include comparative figures of the previous year’s income and expenditure. o. Tipperary County Board shall indemnify and save harmless as per Treoirí Oifigúil, its trustees of Dr Morris Park and those they have nominated on club properties, in respect of any loss or expenses bona fide incurred by them in or about the execution of the Trust 30. Bankers: All monies shall be lodged not later than the day following receipt, and credited in the name of Tipperary County Committee in the A.I.B. 31. Membership: Membership is subject to Rules 2.1, 2.2, 2.3 T.O. 2011. 32. Council Delegates: Delegates to the Munster & Central Council and all other representatives of the county committee must uphold the decisions of the Tipperary county committee at all times. Delegates refusing to do so shall be deprived of their position. A delegate unable to attend a meeting of the Munster Council or Central Council must give due notice to the county secretary. Delegates absent from three consecutive meetings of their relevant Councils without due cause, shall be subject to disqualification from their position. 33. A club shall have the right to object to the transfer application of a player, or to the regrading of a club or a player. The above bye-laws shall supersede all previous bye-laws and motions passed at County Convention. They shall be referred to by number in all objections, appeals and such like documents wherein they are used. Motions for their amendment or deletion shall quote the number of the bye-law to be amended or deleted. When passed by the required majority at a County Convention, they shall become operative immediately they are sanctioned by Management Committee, on behalf of Central Council.

COUNTY FINANCE COMMITTEE 1. Constitution (11 members) The County Treasurer, Assistant County Treasurer, County Chairperson, County Secretary, Four Divisional Chairperson, Chairperson of County Board Draw Two other members appointed by the County Committee for their expertise in the field of finance. 2. Meetings 1. At least quarterly. 2. It shall at its first meeting after the annual convention and with the assistance and attendance of the Auditor prepare an annual budget. This budget to be presented to the Management Committee not later than its second meeting of that particular year. 3. The County Chairperson shall act as Chairperson to the committee, in his absence the committee to be chaired by the County Treasurer, 4. There shall be no proxy for any member. 3. Functions: 1. Responsibility for the overall financial planning and management of the county committee. 2. Preparation of financial budget for the year. The budget to include:- (a) A current budget for normal team preparation expenditure, coaching, administrative activities, and other day to day activities. (b) A capital expenditure budget for physical development of county grounds, stadia, and other facilities. 3. Assist in collection of gates. (a) Stilemen - recruiting and appointment. (b) Floats preparation (c) Stiles checking and supervision (d) Cash counting and reconciliation 4. Advising County Committee on priorities is so far as finance is concerned. 5. Raising the standard of management of county/divisional/club finances. 6. Seeking additional sources of income. 7. Monitor the financial affairs of all sub-committees. 8. The County Finance Committee shall report to the county committee through its Chairperson in accordance with R. 3.23 (ii),T.O. 2011

COUNTY SELECTION COMMITTEES Control: The County committee shall determine all matters relating to the management and selection of its Inter County Teams. Selection Committees: 1. Selection Committees shall be as determined by the County Committee. 2. Their role shall be to implement fully the policies of County Committee as regard discipline and training, and to attend at relevant games and training sessions.

They shall draw up an overall plan and training schedule, with appropriate costings, to be submitted to the county committee prior to commencements of activities. 4. Selectors shall notify the County Secretary, in writing, of details of all members of their panels prior to commencement of activities and all alterations to the panel thereafter. 5. They shall organise transport and travel arrangements as efficiently and as economical as possible in consultation with the County Treasurer. 6. Persons not availing of organised travel arrangements, from pre- arranged pick-up points, shall travel at their own expense. 7. Team selections with substitutes shall be submitted to the County Secretary at least five days before the relevant fixture, and a copy of same to be supplied to the County P.R.O. for distribution. 8. Transport and travel for players to trials and trial matches shall be the responsibility of the clubs and players concerned. 9. An Officer of the County Committee shall outline the county budget for the preparation of teams for competition to team management committees annually. 10. All regulations governing the organisation and presentation of championship and league games, as drawn up by and approved by Croke Park, shall be complied with, without exception. 11. All team panel members and mentors shall be briefed on these match regulations by team management prior to the commencement of League and Championship. 12. A designated member of team management shall be responsible for team jerseys and shall ensure collection and return of same after each game. Jersey swopping shall not be allowed under any circumstances. Panel members shall be allowed keep their match jersey only at Munster Final. All Ireland Final, and National League Final. 13. County Committee shall be responsible for all merchandise and gear supplied by sponsors, and shall designate a liaison officer who shall be responsible for distribution of same. The liaison officer in consultation with team management shall draw up a schedule of gear requirements to be submitted to county committee. 14. All requirements in relation to jerseys, sliotars, footballs, and other items of playing equipment shall be notified to county secretary in time to enable procurement of same. 15. With the exception of the Senior Inter-County panels, team panels for matches shall not exceed 24 Players as per games regulations. In the event of team management needing excess of this number for training or development purposes, prior permission should be sought from county committee. However, under no circumstances should the size of the team party on match day exceed 24, team management shall notify to the County Secretary of the 24 members of the panel 21 days prior to the first championship game to facilitate the organisation of club fixtures. 16. Where ticket matches occur, the allocation of tickets to members of

126 SUB COMMITTEESCROKE FUNCTIONS PARK & CONSTITUTION training panels in excess of the official party shall be at the sole discretion of the county officers. 17. All inter-county teams irrespective of grade, selected to represent the county in either Championship or League competitions, must be selected and be available for publication in both local and national newspapers at least six days preceding the date of the game. Control: These regulations will be monitored by the County Chairperson, or his designated Representative, who shall report all breaches of games regulations and, or these regulations to the Management Committee of the county, who shall take whatever disciplinary action it deems necessary. Captaincy: The current county selectors in all grades shall nominate the captains for their grades for appointment by County Committee.

Free Days: Senior inter county players shall be free from games on weekends prior to Munster and All Ireland Finals only. All other grades of Championship including All Ireland Minor and Under 21 Finals at the discretion of County Committee but not exceeding 7 days.

COISTE PEILE TIOBRAID ARANN

Constitution: Chairperson, Vice-Chairperson, Secretary, P.R.O. All ex-Chairpersons 1 Bord na nÓg member from each division 1 member from each football committee 2 representatives from the “Friends of Tipperary Football” Central Council representative, 2 Munster Council representatives 2 Members of County Executive Committee [other than Football Chairman] 1 Member from each affiliated adult club 1 Representative from Cumann na mBunscoil 1 Representative from Post Primary Schools 1 Representative from Co. Bord na nÓg 1 Players Representative from Senior Football panel 1 Officer from each Divisional Board. Function; Subject to the County Committee, the Tipperary Football Committee shall be responsible for:- (a) Management of all county football teams. (b) The organisation of competitions other than those catered for by the County Committee subject to the approval of the County CCC. Control:

Committee, This committee shall be a sub committee under the full control of the football committee and must report to same. 2. The term of office shall be from its appointment by the Co. Committee until the appointment of a replacement committee. 3. Should any vacancy occur on the committee or in any position or office, the the appointment of a replacement committee committee shall have power to co-opt a member of members to fill such a vacancy or vacancies, provided that the terms of eligibility are complied with and is subject to Co. Committee approval. 4. Any member of the committee being absent from three meetings shall, in the absence of a satisfactory explanation, be deemed to have resigned from office. 5. The committee may establish whatever workgroups which it considers are necessary for the efficient transaction of business. Such workgroups shall be subject to the management committee and will be under the chairmanship of a member of the committee. 6. The Chairperson in consultation with the Secretary shall convene a meeting of the Football Committee or the management committee should business necessitate, normally notice in writing shall be given, however if the circumstances so warrant notice in writing may be waived. Seven members shall constitute a quorum, provided always, that one of the county committee nominees is present for the entire meeting. 7. The Secretary, provided the Chairperson is satisfied that the subject matter is in order, shall be obliged to summon a meeting on the written request of at least four clubs, who shall specify in their request the reason for which the meeting is being called. Three days notice will suffice. 8. At all meetings of the committee, the Chairperson shall preside or, in his/her absence, the Vice-Chairperson, Secretary of some other member elected by the majority of those present and entitled to vote. 9. All previous minutes will be read and resolutions discussed. 10. Minutes of all committee meetings and sub-committee meetings shall be sent to the County Secretary. 11. All games under the jurisdiction of of the Co. Football Committee shall be organized by the Co. C.C.C. AGM: 1. It shall hold an annual general meeting on a date before County Convention each year. 2. The committee secretary must send, at least thirty days prior to the date fixed, notice of the annual general meeting together with the agenda of the meeting to all those eligible to attend in good standing. In addition such notice and agenda will also be sent to the secretary of the county committee. 3. The following shall be eligible to attend: (a) All members of the outgoing Committee.

(d) Officers of County committee and delegates to Central and Munster Council. 4. All nominations and motions to be moved at the annual general meeting must be received in writing by the Secretary at least 14 days prior to the date of the meeting. 5. The following business shall be transacted: (a) The Secretary shall submit a report of the proceedings of the Committee for the preceding year. (b) The AGM shall consider the auditors report and any explanatory report prepared by the Secretary by way of explanation of items of income and expenditure. (c) The election of management officers.

The following management officials shall be elected: Chairperson, Vice-Chairperson, Secretary, P.R.O., and a Committee of not more than five other members (to include the immediate past Chairperson, in the year following completion of his term of office).

7. If the nominee cannot be present at the annual general meeting for genuine reasons, he/she must provide the committee with sufficient notice of the fact. 8. The name of each club delegate to the county football committee must be forwarded to the football secretary at least one week prior to the first meeting after the AGM. Management Committee: 1. The officers of the management committee shall be empowered to deal with all routine matters arising and requiring attention between the ordinary meetings of the county football committee. 2. The committee shall have the power to co-opt annually a further four members with expertise in the area of football, subject to ratification by county committee. The committee shall include at least two officials of the county committee. Finance 1. The funds of he Committee shall be lodged in such bank as is approved by the County Committee. All disbursements shall be made by cheque and all cheques shall be signed by secretary and countersigned by the Chairperson or one other officer. 2. The audited accounts of the committee shall be forwarded to the Runai Chontae for inclusion in the annual report of the county committee each year. 3. Only expenditure on day to day running and preparation of teams shall be expended directly by the committee. All expenditure on the development of facilities shall only be undertaken following consultation with the county committee. 4. The Committee shall liaise with the county on all matters in relation to

All claims for recoupment of expenditure, in relation to county teams, shall be countersigned by two officers of the football committee. 5. The committee shall ensure the strict observance of match regulations and guidelines by the officials and members of team panels.

COISTE NA n-OG:

Constitution: 1. Coiste na nÓg which is a sub-committee of County Senior Committee shall consist of: Chairperson, Secretary, Treasurer, P.R.O., Chairperson and Secretary of each Division. Two additional members shall be nominated from each Division. The Vocational, Secondary and Primary Schools shall have one member each on the board (Divisional chairpersons shall be Vice-Chairperson of Coiste na nÓg). 2. Functions and Regulations: The County shall be divided into four divisions corresponding to the G.A.A. divisions for adult championships. Each Divisional Subcommittee shall be a Subcommittee of the Co. Committee and shall nominate its officials for appointment by the Co. Committee 3. Coiste na nÓg and Divisional Regulations shall be sanctioned by the County Committee. Bord na nÓg will nominate for appointment their own Competitions Control Committee who will be responsible for running all juvenile competitions in the county. This committee will also deal with disciplinery matters other than those reserved for the County Competitions Control Committee and the County Hearings Committee. 4. Meetings: 1. Meetings of the Coiste na nÓg shall be held monthly or at such intervals as the Chairperson shall consider necessary. 2. The Secretary, provided the Chairperson is satisfied that the subject matter is in order, shall be obliged to summon a meeting on the written request of at least four representatives of clubs, who shall specify in their request the reason for which the meeting is being called. Three days notice will suffice. Five members shall form a quorum for all meeting of the County Committee. 3. The name of each divisional representative to the County Committee must be forwarded to the County Secretary at least one week prior to the first meeting after County Convention. No proxy shall be allowed at any committee meeting unless be produces the communication calling that particular meeting and sent to the member for whom he acts . 4. The officials of the Coiste na nÓg shall be empowered to deal with all routine matters arising and requiring attention between the ordinary meetings of Coiste na nÓg. 5. Deputation: Matters introduced by deputation shall not be discussed until the

130 SUB COMMITTEESCROKE FUNCTIONS PARK & CONSTITUTION following meeting unless a week's notice specifying the business of the deputation is received by the county or divisional Secretary, who shall immediately notify the members of same. 6. Committee [1]. Coiste na nÓg shall also act as C.C.C. finance and general committee. [2]. In the case of a venue fixed at a county or divisional meeting which subsequently is not available, the Chairperson and Secretary of the county or divisional committee shall have power to select an appropriate alternative venue. [3]. Subject to Rule 7.4 (a) (b) T.O.2011 the C.C.C. may investigate the validity of the constitution of a team taking part in any game. [4]. The procedures for disciplinary and related hearings will be as per Rule 7.3, T.O. 2011. Objections and Counter Objections will be dealt with under Rule 7.10 T.O. 2011 Requests for a Hearing shall be heard by the Co. Hearings Committee. Appeals will be dealt with under Rule 7.11, T.O. 2011 Appeals shall be heard by the Co. Management Committee. 7. Administration: [1]. The A.G.M. which takes place .at the end of the years activities, shall consist of the officers and members of the outgoing Coiste na nOg together with two representatives from each club taking part in the competitions for that year. [2].Membership shall be as per Rule 2.1 2.2, & 2.3 T.O. 2011 Each juvenile club/committee shall forward annually to the divisional committee, at least seven days before championships begin, the following. The names and addresses of the officials appointed by the club/committee, to take charge of each of its juvenile teams. [3]. Age grades and penalties for breach of same will be as per Rule 6.18, T.O. 2011. [4]. Subject to complying with proper procedure and R. 6.18, T.O. 2011 an underage club/committee shall in all cases be a sub-committee of the parent club and be subject to it in all matters except in the case of where the parent club does not exist. The Chairperson and Secretary of the parent club shall be considered Chairperson and Secretary for the clubs underage teams. 8. Competitions: [1]. Divisional competitions shall be finished in time for the playing of the county semi-finals to be decided by the Coiste na nÓg. If a division has not its competitions finished in time for the playing of the county semi-finals by the specified dates, it shall nominate teams to represent the division in these games. [2]. For inter-divisional games the clubs participating shall make their own arrangements for travelling and catering. [3]. Gate receipts from all inter-divisional games go to Coiste na Óg. 9. Eligibility [1]. The following competitions shall be carried out:-

(b) U14 "A" Rural: One in Hurling and one in Football for players under 14 years of age. (c) U14 A,B,C Urban/Rural: One in Hurling and one in Football for players under 14 years of age. (d) U16 A,B,C: One in Hurling and Football for players under 16 years of age (e) Feile na nGael - Hurling: The age limit shall be as laid down by the organisers of Feile na nGael at National Level. (f) Feile ne nOg - Football: The age limit shall be as laid down by the organisers of Feile na nOg at National Level. [2]. Age limits for all underage competitions shall be January 1st on the year of the commencement of the competition, unless otherwise specified by the organizers subject to Rule 134 T.O. 2008. [3]. Rural competitions are open to all parishes in County Tipperary except:- Carrick-on-Suir, Cashel, Clonmel, Nenagh, Roscrea, Thurles, Tipperary Town and Templemore. [4]. Urban/Rural competitions are open to all players in all parishes. [5]. Players residing in an Urban area are eligible to play for any club in that town - subject to Rule 32,33, 59 T.O. 2008. 10. Games Control: [1]. Two lists of players in Irish, each containing full Christian names, full home address and date of birth of each player and signed by AN RUNAI, must be submitted to the referee before the commencement of the game Rule 2 . 2.5 (i) T.O. 2011 [2]. In inter-divisional games a copy of the register, as required under rule 18 T.O. 2008, shall be sent to the opposing team, seven days before the game takes place, by the County Secretary. These lists must be furnished in advance to the Country Secretary by the Runai of the competing clubs. [3]. Playing fields shall be standard size field as for adult competitions, except for U12 competitions, that where possible fields shall be 120 yards maximum. The playing duration for U12 games shall be 40 minutes (20 mins. each half) and in the case of extra time, the duration shall be 10 minutes each half. [4]. The No. 4 Football shall be used for U12 and U14 Football competitions. The No. 5 Football shall be used for Under 16 Football competitions. [5]. All Shields and Cups must be returned to the County Secretary or County Treasurer not later than the date of the Inter-Divisional Semi- Finals of the competitions. 11. Trophies: It shall be deemed illegal for clubs to allow trophies presented by Coiste na nOg at county or divisional level to be brought into an area where alcohol is being served for victory celebrations.

SEMPLE STADIUM MANAGEMENT COMMITTEE

1. Constitution: Semple Stadium Management Committee, a sub-committee of the County Board appointed by the Co. Committee shall be constituted as follows:- Hon President, Chairperson, Vice-Chairperson, Secretary Treasurer The County Treasurer shall be (ex-officio) Treasurer of the committee. Twelve Members elected annually at the AGM of Management Committee. Subject to Co. Board approval a maximum of eight further members shall be co-opted by the elected members at its first meeting after the Committee AGM. 2. Function: Subject to the County Committee, Semple Stadium Management Committee shall be responsible for: (a) Management of the day to day maintenance of Semple Stadium. (b) Advising of the County Committee on requirements to comply with the latest stadium and event management standards. (c) Oversee improvements to structures and facilities as approved by County Committee to comply with the latest safety standards. (d) The organisation and implementation of event management in relation to fixtures at the venue. 3 AGM: [1]. It shall hold an Annual General Meeting on or before 30th November each year. 4. Notification; [1]. The Committee Secretary must send at least ten days prior to the date fixed, notice of the Annual General Meeting together with the agenda of the meeting all those eligible to attend. In addition such notice and agenda will also be sent to the Secretary of the County Committee. [2]. AGM notification shall include: (a) Minutes of he previous AGM (b) Minutes of the Auditors report of Thurles Gaelic Sportsfield Society Ltd (c) A copy of the Secretaries report for the preceding year (d) A list of the members of the Management Committee (e) Nominations forms for officials, committee and motions to be put to the AGM 5. Eligibility The following shall be eligible to attend the AGM: [1]. All members of the outgoing Committee [2]. All members of the County Committee. 6. Meetings: [1]. All nominations and motions to be moved at the Annual General Meeting must be received in writing by the Secretary at least 14 days prior to the date of the meeting.

Board approval the following Officers and Committee members shall be elected: President (which shall be an Honorary position in recognition of outstanding service to the Committee, and shall only be nominated by the Committee of the day and passed at the AGM), Chairperson, Vice-Chairperson, Secretary and a Committee of not more than twelve members The County Treasurer shall be treasurer of the committee ex-officio. [4]. Election on to the committee to be made at the Annual General Meeting. If the nominee cannot be present at the Annual General Meeting for genuine reasons, he/she must provide the committee with sufficient notice of this fact. [5]. Election on the committee shall be by a majority vote of those present at the Annual General Meeting and eligible to vote and voting. 7. Administration: [1]. At its first meeting after the AGM, the Management Committee shall have the power to co-opt annually a further eight members with expertise in certain fields relevant to the function of the committee subject to approval of the County Committee. [2]. The appointees shall include two nominees of the county committee. [3]. The Management Committee shall be a sub-committee under the full control of the county committee and must report to same at least quarterly through the Management Committee. [4]. The term of office of the committee shall be from the end of the meeting at which it was elected until the conclusion of me next Annual General Meeting. [5]. Should any vacancy occur on the committee or in any position or office, the committee shall have power to co-opt a member or members to fill such a vacancy or vacancies, provided that the terms of eligibility are adhered to. [6]. The committee may establish whatever workgroups which it considers are necessary for the efficient transaction of business. Such workgroups shall be subject to the Stadium Committee and will be under the Chairmanship of a member of the committee. In addition the sub-committee must include one of the county committee members on the Stadium Committee. [7]. The Chairman in consultation with the Secretary shall convene a meeting of the committee should business necessitate, normally notice in writing shall be given, however if the circumstances so warrant notice in writing may be waived. The funds of the Society shall be lodged in a Bank approved by the committee. [2]. All disbursements shall be made by cheque and all cheques shall be signed by Treasurer and countersigned by the Chairperson or one other officer. [3]. The Auditors who shall be appointed annually at the AGM of the committee, shall not be members of the committee. The Auditors shall be a firm of Auditors in practice. [4]. The Audited Accounts of Semple Stadium Management Committee shall be forwarded to the Runai Chontae for inclusion in the annual report of the county convention each year. [5]. All matters incurring expense on the committee must be recorded and passed by the committee. [6]. Only expenditure on day to day running and maintenance expenses of the Stadium shall be expended directly by the committee. All expenditure on development shall only be undertaken following consultation with, and approval by the county committee.

PUBLICATIONS WORKGROUP

Constitution: Not more than twelve The committee of not more than twelve is nominated by the County Chairman and appointed by the Co. Committee. The P.R.O. must be a member of the committee. The committee elects its own officers. The members must have the experience, knowledge and a general enthusiasm and flair for matters pertaining to publications.

WORKGROUP OF THE PR/ MARKETING COMMITTEE Function The committee is responsible for the production the County Year Book, the County Directory and any other relevant publications requested by the county committee.

TIPPERARY COUNTY HANDBALL BOARD

1. Constitution and Regulations: [1]. The Tipperary County Handball Committee shall consist of the following: Chairperson, Vice-Chairperson, Hon. Secretary cum Treasurer cum Registrar, Representative on the Tipperary G.A.A. county committee, Two representatives on the Munster Handball Council. Two representatives from each affiliated club. Members of the Central Handball Council shall be ex officio. 2. Convention: [1]. The County Handball convention shall be held not later than 31st December each year to which shall be submitted the following: i) Secretary's Report ii) Treasurer's Report iii) Balance Shee [2]. Previous to Convention, the Secretary shall notify club secretaries of the latest date for receipt of nominations and motions. Any nominations or motions received after the appointed date shall not be considered for the Convention agenda. 3. Control: [1]. The Tipperary Co. Handball Committee shall be a sub-committee of the Tipperary G.A.A. County Committee and shall be responsible to that body for the management of Handball in Tipperary. [2]. It shall submit a Balance Sheet and a full report of the years workings to the Tipperary Co. G.A.A. Committee at the end of the year in time for inclusion in the County Secretaries report to Annual Convention. 4. Administration: [1]. The Chairperson shall preside at all meetings at which he is present. In his absence, the Vice-Chairperson shall preside and in the absence of both, the Secretary shall preside until some delegate present is appointed. [2]. The Chairperson shall rule out of order any business not strictly in accordance with rule. [3]. No business shall be transacted after the Chairperson has declared the meeting at an end. Any business done after the Chairperson has closed the meeting shall be illegal. All correspondence for consideration at a meeting must be in the hands of the Secretary prior to the meeting unless the Chairperson decides otherwise. [4]. Any change in regulations by deletion, additions or amendment shall be made only at Annual Convention provided however the proposed change appears in the agenda for the Convention and the relevant regulation in [5]. The County Handball Chairperson shall be empowered to approve an Executive Committee containing such nominees as he chooses to advise him for any matter falling within the jurisdiction of the Tipperary County Handball Committee. Recommendations of this Committee shall not be implemented until approved by the Tipperary Co. Handball Committee.

5. Meetings: [1]. Meetings of the County Committee shall be held as a rule bi- monthly or at such intervals as the Chairperson shall consider necessary. [2]. The Secretary, provided the Chairperson is satisfied that the subject matter is in order, be obliged to summon a meeting on the written request of at least four clubs from four different Parishes, who shall specify in their request the reason for which the meeting is being called. Three days notice will suffice. Five members shall form a quorum for all meeting of the County Committee. [3]. The name of each Club Representative of the County Handball Committee must be forwarded to the County Secretary at least one week prior to the County Convention. The Club Representatives may be represented by any three proxies who shall be named at the same time as the representatives or by other persons on the written authorisation of Club Secretary. [4]. Only members of the County Handball Committee shall be entitled to make proposals at meetings of the County Committee. [5]. The County Selection Committee shall be elected at the 1st meeting of Co. Committee after convention and shall be a sub- committee of the County Handball Committee. [6]. Any member using insulting language, or obstructing the business of the meeting of the Co. Committee must apologise when called upon to do so by the Chairperson. Any refusal to do so shall entail immediate expulsion from the meeting and all subsequent meetings. [7]. The Officers of the County Handball Committee shall have the right to delete any Convention motions which in their opinion are out or order. [8]. The Officers of the County Committee shall be empowered to deal with all routine matters arising and requiring attention between the ordinary meetings of the County Committee. 6. Competitions: [1]. Competitions and Championships shall be organised as decided by the County Handball Committee. [2]. The County Handball Committee shall be empowered to set the fees for:- (i) Competitions. (ii) Player registration. (iii) Club Affiliation. [3]. Prior to the year's competitions, the County Secretary shall furnish each club secretary with a copy of the rules and regulations governing each competition and championship, save those contained in the county regulations. [4]. Trophies shall be awarded by the Tipperary County Handball Committee to the winners of all Competitions and Championships. [5]. County Teams shall be selected in good time and a minimum of three days notice shall be given to each player. If any member of a County Team fails to travel without giving satisfactory explanation beforehand he [6]. The Tipperary County Handball Committee shall not be responsible

137 SUB COMMITTEESCROKE FUNCTIONS PARK & CONSTITUTION for any training expenses incurred by Intercounty Players unless the prior consent of the County Committee is first obtained. In case of emergency, the Hon. Secretary with the consent of his Chairperson, may grant such approval. [7]. In the case of juveniles representing Tipperary in Intercounty Championships or League, all travelling expenses incurred by the players up to and including Provincial Finals shall be the responsibility of the players Club. Thereafter the Tipperary County Handball Committee shall assume responsibility of the players Club. Thereafter the Tipperary County Handball Committee shall assume responsibility for expenses incurred at All-Ireland Semi-Finals and Finals, subject to any Limitations which the Tipperary County Committee may impose. [8]. In the case of non-juvenile inter-county players, the County Handball Committee shall be responsible for all expenses incurred subject to any limitations which the Tipperary County Committee may impose. [9]. Five days clear notice of matches shall be given to all clubs except in the case of refixtures where three days shall suffice. 7. Finance: [1]. All payments made by Tipperary County Handball Committee shall be by means of a cheque except petty cash and all bills shall be presented in writing. [2]. Affiliations and registration fees shall not be accepted by the specified committee unless accompanied by the appropriate fees. [3]. The Officers of the County Committee shall control all the finances of that body. The Chairperson shall have the authority to establish a Finance Committee consisting of the officers of the County Handball Committee and such persons as the Chairperson may deem necessary to appoint. 8. Council Representatives: 1. Delegates to the Munster Handball Council must uphold the decisions of the Tipperary County Handball Committee at all times. Delegates refusing to do so shall be deprived of their position. A delegate unable to attend a meeting of the Munster Handball Committee must give due notice to the County Secretary. Delegates absent from three consecutive meetings of the Munster Handball Council shall be deprived of their position. 9. Affiliations [1]. All clubs must forward on the official paper provided by the County Secretary a registration list of all adult players (over 18 years of age) together with the appropriate fees. Player Registration Fee not later than the 1st January each year. A similar list on which shall be clearly shown the place and date of birth shall be furnished not later than 1st February for all juvenile and minor players. In the case of all players their place of residence must be clearly indicated. All registrations must be in the hands of the County Secretary before a player takes part in any competition with his Club or County. Juvenile players

138 SUB COMMITTEESCROKE FUNCTIONS PARK & CONSTITUTION [2]. All Clubs must forward the appropriate Club Affiliation Fee to the County Secretary by the date designated by the County Committee. That date shall not be later, later than one week prior to the Club's first match. [3]. Membership of Clubs for the purpose of playing in competitions or championships under the jurisdiction of the Tipperary Handball Committee shall be confined to the parish in which players work or reside in. In the case of a player owning property in two or more parishes he shall be legal only for the parish of residence. Players from a parish in which the Handball Club does not exist may be given permission to play with a neighbouring club. In the case of players who were playing members of a club outside the parish of their work or residence prior to the 31st December 1981, they may continue to do so. [4]. The championship status of a player shall be that of the highest grade of County Championship in which he has competed in the previous year and no player may compete in a lower grade from that of the previous year without first having been regraded by the Tipperary County Handball Committee. [5]. Applications for regrading transfers and reinstatements must be received by the County Secretary prior to the beginning of the appropriate meeting. Applications must sign Applications in Irish. Anybody found guilty of forging a name or giving false information is liable for suspension. [6]. Affiliations and registrations from new clubs cannot be accepted without the approval of the County Handball Committee. [7]. Winners of Leagues under the jurisdiction of the Tipperary County Committee shall not be eligible to compete in the same grade the following year except in the case of the premier league. 10. Objections and Appeals: [1]. Objections which must be in accordance with Treorai Oifigiuil shall be to the Tipperary County Handball Committee and all appeals against a decision of the body shall be to the Munster Handball Council. [2]. When a team fails to turn out the opposing team shall line out and hand their list to the official in charge of the fixture. Otherwise they cannot be awarded the match. It is not necessary to travel if official notice has been received from the other Club or County Secretary. [3]. A fixture once made cannot be postponed except for a just cause and then only with the consent of the County Committee or in case of emergency by the County Secretary with the consent of the Chairperson. 11. Clubs: [1]. The A.G.M. of each club shall be held not less than one month before the County Convention. [2]. Affiliations, with appropriate forms and fees, shall take place at the first County Handball Committee meeting after Convention. Lists of Club Officers and County Committee delegates shall be submitted at this meeting.

Responsibility for re-arrangement of a fixture prior to the next round of the competition, together with any expenses involved, shall rest with the club in seeking the postponement such re-arrangement to be notified to the County Secretary. 2. Refereeing: [1]. All Championship Finals shall be refereed by neutral officials nominated in advance. [2]. The Match Report on the appropriate form shall be completed by the referee and shall be returned to the County Secretary. 13. Team Managers: [1]. The County Handball Committee at its first Meeting following Convention shall appoint Juvenile and Adult Team Managers. These shall have the responsibility for the selection management and together with any other Official appointed by the County Handball Committee, the coaching of teams and County representatives in Inter- County Competition.

COUNTY DRAW COMMITTEE 1. Constitution: The County Draw Committee, of not more than thirteen members, shall be nominated by the County board officers and appointed by the Co. Committee. The Committee shall be representative of Four Divisions. It shall be appointed in accordance with Rule 60(a) T.O. 2008. 2. Appointment: The Chairperson of the Draw Committee shall be nominated by the County Chairperson and appointed by the Co. Committee 3. Functions 1. The Draw shall be promoted professionally, the promoter shall be responsible for all monies, under the terms of his contract. The promoter shall be appointed annually by the committee. 2. The Promoter of the Draw shall service the County Draw Committee under the terms of her/his contract. 3. The Draw Committee shall be responsible for the management of funds accruing during each current years draw. 4. Finance: 1. The profits accruing in each current year shall be disbursed by the County Committee after the running expenses of the County Draw Committee have been met.

TIPPERARY SUPPORTERS CLUB 1. Name: The name shall be "Tipperary G.A.A. Supporter's Club", hereinafter referred to as the Club. 2. Function: 1. To act as a fund raising unit to provide support for all County Hurling Team activities in the County. 3. Membership; 1. Membership of the club shall extend to all whose interests coincide with the function of the club. 2. There will be three categories of membership: Senior - persons over 18 years Junior - persons under 18 years In addition, honorary members may be elected on a majority vote of the Executive Committee. 3. The annual membership subscription will be determined at the Annual General Meeting each year and shall become due at the Annual General Meeting and shall cover membership until the next A.G.M. 4. Application for membership must be made on the prescribed form, obtainable from the Honorary Secretary, and must bear the signature of the Applicant, proposer and seconder, who must be members of the Club. 5. The Management Committee reserve the right to accept or refuse membership to anybody without prejudice to themselves. 6. The receipt of a Membership Card by the Applicant shall be considered an intimation to him/her that he/she has duly been elected a member of the Club and a copy of the Constitution shall be supplied to him/her that he/she had duly been elected a member of the Club and a copy of the Constitution shall be supplied to him/her, on request. 7. Nominations for election on to the Management Committee to be made at the Annual General Meeting. If the nominee cannot be present at the Annual General Meeting for genuine reasons he/she must provide the Management Committee with sufficient notice of the fact. 6. Election on to the Management Committee shall be by a majority vote of those present at the Annual General Meeting and eligible to vote and voting All members who are over the age of 18 years on the first of January preceding the Annual General Meeting and whose subscriptions at the prescribed rate is not in arrears, shall be eligible to vote on all matters appearing on agenda of a General Meeting. The term of office of the Management Committee shall be from the end of the meeting at which it was elected until the conclusion of the next Annual General Meeting. 8. Any member of the Management Committee being absent from five meetings shall, in the absence of a satisfactory explanation, be deemed to have resigned from office. 9. The Management Committee may establish whatever sub- committees which it considers are necessary for the efficient transaction of business. Such sub-committees shall be subject to the Management Committee and will be under the chairmanship of a member of the Management Committee. 10. At all meeting of the Management Committee, the Chairperson shall preside or in his/her absence, the Vice-Chairperson, Secretary or some other member elected by the majority of those present and entitled to vote and voting. 11. All previous minutes will be read and resolutions discussed. 12. Minutes of all Management Committee Meetings and Sub-Committee Meetings shall be sent to the County Secretary. 5. AGM: 1. The Annual General Meeting of the Club shall be held in the month of November on such date as shall be determined by the Management Committee and in the same month annually. 2. 21 days notice of every General Meeting shall be published in the three local papers in circulation in the County, and one National paper, together with the agenda of the meeting. In addition notice and agenda will also be sent to the Secretary of the County Committee. 3. All nominations and motions to be moved at the Annual General Meeting, together with the names of the proposer and seconder, must be received in writing by the Secretary at least 7 days prior to the date of the meeting. Exception: Nominations for Management Committee can be put forward at the meeting.

(b) The Treasurer shall submit the Accounts duly audited by a firm of Auditors in practice, for me calendar year preceding the Annual General Meeting. Financial year from 1st Nov. to 31st Oct. to facilitate reporting to Annual Convention (c) Election of Officers. (d) Election of Management Committee. (e) General Business. 6. Finance: 1. The funds of the Club shall be lodged in such Bank as is approved by the Management Committee in the name of "Tipperary Supporters Club". All disbursements shall be made by cheque and all cheques shall be signed by Treasurer and countersigned by the Chairperson. 2. The audited Accounts of the Club shall be forwarded to the Runai Chontae for inclusion in the Annual Report of the County Committee each year. 3. Only expenditure on running expenses of the Club shall be expended Directly by the Club. All expenditure on the provision of support to the Hurling activities of the County Committee shall only be undertaken following consultation with the County Committee. No monies shall be paid to any players, coaches or other officers or employees of Cumann Luthchleas Gael. 7. Rules of the Club: 1. The rules of the Club shall be printed and a copy thereof issued to each member. Alterations or additions to these rules can only be made at and Annual General Meeting. 8. General: 1. The Club shall not be dissolved without the consent of two-thirds of its membership and only on such terms and conditions as the members may determine. Where the Club functions in contravention of a ruling from the County Committee, the County Committee may order the Club to dissolve and such order shall be complied with. 2. In the event of the Club being dissolved, the assets shall revert to the County Committee, in whom the ultimate control is vested. 3. The Club is not responsible for any misfortune, howsoever caused, incurred by members on any excursion or while attending functions by the Club.

To administer funds to schools as these become available from County Committee. 5. To promote co-operation and liaison between all Games Bodies and Educational Organisations.

CUMANN NA mBUNSCOILEANNA 1. Constitution: Cumann na mBunscoil, Tiobraid Arann shall be responsible for the organisation of primary school games throughout the county. 2. A.G.M. [1]. The A.G.M. shall be the supreme co-ordination body in the County. The A.G.M. shall be held in the month of February. A general meeting shall be held in September. Each School shall be entitled to two representatives excluding officers. The following shall be the business of the A.G.M.:- (i) Election of Officers:- (a) President. (b) Chairperson. (c) Vice-Chairperson (d) Secretary. (e) Treas.. (f) P.R.O. (g) Delegate to Tipperary Co. Committee, (h) Delegates to Munster Council of Primary Schools, (i) Delegates to National Meeting of Primary Schools [2]. Officers shall be elected annually to carry out the business of the Cumann and may hold office for a maximum period of three years continuously, with exception of the Runai who may hold office for as long as the A.G.M. sees fit. (3) Nominate five people from its members to act as CCC. County committee to appoint these nominees as Cumann Na mBunscoileanna CCC. Requests for hearings to be dealt with by County Hearings Committee. 3. Officers: [1]. The Chairperson shall preside at all meetings. A code of conduct for members be agreed to help ensure a friendly competitive spirit is maintained in the organisation/running of games.

FRIENDS OF TIPPEARARY FOOTBALL 1. Name: The name shall be "Friends of Tipperary Football Association", hereinafter referred to as the Club. 2. Function: The Functions of the Association shall be to act in 1. Conjunction with the County and Football Committees to enhance the image, status and standard of Tipperary Football. 2. To harness and strengthen goodwill for Football in the County. 3. To establish links with G.A.A. Ladies Football in the County. 4. To act as a fundraising unit to aid as it sees fit the County Committee investment in Football and to maximise financial support for Football in the County. 5.
