The Parsippany-Troy Hills Board of Education held its Regular Meeting on Thursday, February 13, 2020 at Parsippany Hills High School, 20 Rita Drive, Morris Plains, NJ 07950.

President Mr. Neglia called the meeting to order at 6:35 p.m.

MEETING NOTICE MEETING NOTICE

Mr. Neglia stated that in compliance with Chapter 231, Public Law 1975 entitled Open Public Meetings Act, adequate notice of this meeting has been provided as specified in the Act. A meeting notice was published in the Daily Record on January 8, 2020 and on the district website http://www.pthsd.k12.nj.us. Additionally, the Notice of Meeting was posted at the Municipal building and a copy of the Notice was filed with the Township Clerk on January 28, 2020. This is an official meeting.

Mr. Neglia made a motion to adjourn to closed session. The motion was moved by Mr. DeVitto, seconded by Mrs. Orme and unanimously approved by roll call vote to adjourn to closed session for the purpose of discussing student HIB’s which are confidential in nature under N.J.A.C. 6A:32-7.1 et seq., and are being presented for approval at this evening’s meeting and personnel items and legal matters.

1. This public meeting is hereby recessed into a private session where the public shall be excluded for the purpose of discussion and consideration of the fol- lowing: student HIB’s, Personnel items and legal matters. 2. It is the determination of the Board that a discussion of the aforementioned subject matter may be prejudicial to the interests of the parties involved and could result in a possible invasion of a right of privacy and be detrimental to the parties involved. 3. Discussion and/or action of the Board with regard to the above mentioned sub- ject matter shall be (or not be) disclosed to the public within 60 days hereof.

COMMITTEE REPORTS COMMITTEE REPORTS

Mrs. Golderer reported that the Teaching and Learning Committee met on February 10. They had an update on dual enrollment. NJIT has approved 6 of our teachers as part of this program. The March 16, 2020 Professional Development Day, the new LGBTQ bill and teacher evaluation models were discussed.

Mr. DeVitto reported that the Buildings and Grounds Committee met on February 13. They discussed the capital project plans for the 20-21 budget.

Mrs. Mayer reported that the Human Resources Committee met on February 10. They reviewed the job description for the STEM Pathway School Advisor and discussed the necessity of the position. They also discussed the need for lead special education teachers. An update was given on a grievance. The search process and timeline for a new Business Administrator and other district personnel matters were discussed.

Mrs. Cogan reported that the Finance Committee met on February 13. They discussed the financial implications of the capital projects for the 20-21 budget. The committee also received a revised budget calendar which reflects the timeline for the budget. Mrs. Cogan also reported that she attended the non-college bound learner meeting and received good information from that meeting.

Dr. Sargent presented Superintendent Bulletin Number 11

The Spring Concert and Musical season will be getting started. CMS is presenting Fro- zen. On February 19 PHHS band will have their concert. Part of this concert will be the presentation of the song written for the 50th anniversary of PHHS. On March 16 the dis- trict will host a special presentation for parents. Michael Bradley will be speaking on teen and adolescent behavior.

Mrs Mayer commented on Friday’s walkthroughs at CMS, BMS, Eastlake and PHHS. She was very impressed with the teachers’ enthusiasm and what they are able to do.

Mr. Berrios echoed Mrs. Mayer’s comments. He added that it is awesome to walk through the schools and see what is going on. He also reported that he has attended the Planning Board meetings and Town Council meetings. The projects are moving along for the new developments. The Board should make an official statement to the town regarding the process of the developments. Our schools are overcrowded and these developments will have an impact on our school system.

Mr. Neglia agreed that Mr. Berrios makes some good points. There have been discussions with the Board Attorney about making a statement.

Mr. Berrios asked if there is an opportunity to invite town council to take a tour of the schools so they can see how their decisions will affect the schools.

Mr. Neglia suggested bringing that suggestion to the Critical Issues Committee for discus- sion.
