SUMMARY Installs, modifies and makes minor repairs to personal hardware and software systems and provides technical assistance and training to system users; operates the mainframe computer and peripheral equipment to jobs submitted from various County departments; does related work as required. An employee in this classification is responsible for the installation, modification or repair of computer hardware and software systems; and the coordinating, running, routing and processing of jobs for various County departments. Most assignments follow prescribed procedures although the Data Processing Technicians must exercise independent judgment in resolving problems. Work is performed under the supervision of the Information Technology Manager who reviews work primarily on the basis of results attained, conformance to policies and procedures and from direct feedback from user departments. Supervision is not normally a responsibility of positions in this classification.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Illustrative Only. 1. Inspects personal computer equipment and reads order sheet list user requirements to prepare personal computer for delivery.

2. Installs or assists Programmer/Analyst personnel installation of hardware and peripheral components such as monitors, keyboards, printers, and disk drives on user's premises.

3. Loads specified software packages such as operating systems, word processing or spreadsheet programs into computer.

4. Develops and designs personal computer applications, using Paradox and Quattro Pro, to satisfy user departments. Includes input programs, report formats and statistical summaries.

5. Provides technical support, trouble shooting and user training on personal and other county hardware, includes answering client's inquiries in person and via telephone concerning systems operation. Diagnoses system hardware, software and operator problems. Recommends or performs minor remedial actions to correct problems based on knowledge of system operation.

6. Operates console of mainframe computer and related peripheral equipment to process jobs for County departments.

7. Identifies and interprets malfunctions and initiates corrective action to restore operation.

8. Receives completed job from computer; checks output for correct format; decollates, bursts forms, separates reports and distributes to users.

9. Maintains inventory of computer paper and special forms used by various County departments; notifies departments when form supplies are running low.

10. Maintains logs and records of activities and jobs processed.

11. Performs systems back-ups, as necessary.

TYPICAL PROBLEMS ENCOUNTERED Typical problems encountered include working with user departments to correct information provided to process job, trouble shooting programming applications and resolving equipment malfunctions.

SUPERVISORY RESPONSIBILITIES This position has no supervisory responsibilities.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required. Considerable knowledge of computer operations and applications to permit operation of computer systems, software and a wide variety of peripheral equipment; .

EDUCATION AND EXPERIENCE High School graduation or equivalency; and two years of progressively responsible experience with computer operations involving the use of various input, central processing and output devices; or any satisfactory combination of experience and training which demonstrates the knowledge, skills and ability to perform the above described duties.

JOB IMPACT Consequences of error could have significant adverse impact on the delivery of an important service to a County department; could result in a permanent loss of data, additional work time to correct the problem; programming and/or systems development error that would impact services provided by the user department and embarrassment.

JOB CONTACTS The position requires frequent contacts with other County departments in the receiving and delivering of jobs and the installation or repair of hardware or software and in the handling of problems.

LANGUAGE SKILLS Ability to communicate effectively both verbally and in writing; successfully convey technical information to users; establish and maintain effective working relationships with other employees and County departments.

MATHEMATICAL SKILLS Mathematical aptitude to perform basic calculations.

REASONING ABILITIES Ability to analyze and evaluate the needs of a user department to design and implement a new or modified computer system; identify and resolve computer and/or user errors.

OTHER SKILLS AND ABILITIES The operation of computer systems including a wide variety of peripheral equipment. Efficiently and effectively prioritize and schedule work orders from a variety of sources; successfully convey technical information related to computer processing to users; understand and follow oral and written instructions; work under pressure to meet timelines established; establish and maintain effective working relationships with other employees and County departments.

WORK ENVIRONMENT Work is performed in an office environment as well as in the field. Incumbents are required to perform considerable work on a and perform frequent lifting/carrying of boxes of paper (approximately 40 pounds) and/or computer equipment. The position is impacted by urgent time deadlines (various reporting and filling requirements), repetitiveness, need for extreme accuracy and uncontrollable interruptions and distractions. The position is on-call on a rotating list to respond to computer malfunction which is infrequent.
