P20/18 TO APPROVE AND SIGN THE MINUTES OF THE MEETING OF THE PLANNING COMMITTEE HELD ON 16TH MAY 2018 The previously circulated minutes of the Planning meeting dated 16th May 2018 were considered. It was resolved to accept these minutes as an accurate record of the meeting, proposed by Cllr John Boyes, seconded by Cllr Kelly and carried.

P21/18 TO RECEIVE QUESTIONS FROM MEMBERS OF THE PUBLIC No members of the public were present.

P22/18 TO RECEIVE AN UPDATE FROM ANY ACTIONS FROM THE LAST MEETING OR OTHER GENERAL UPDATES FOR INFORMATION ONLY On the closing date for the election for the South Downs National Park Authority Parish Representative () only one valid nomination had been received from Barbara Holyome from Bramdean & Parish Council, therefore she has been elected unopposed. The Parish Council has written to Barbara to congratulate her and thank her for representing the Winchester District.

A series of public information exhibitions are taking place regarding the smart programmes M27 junction 4-11. The Clerk to circulate the dates to members.

The South Downs National Park Authority is hoping to create a ‘Local Heritage List’ which will cover the entire park. This is one way of identifying non-designated heritage assets. The Clerk to respond in relation to clarity on landscape designation.

P25/18 TO CONSIDER THE REPRESENTATION ON THE FOLLOWING PLANNING APPLICATIONS AND ANY OTHERS WHICH MAY BE RECEIVED AFTER THE AGENDA IS PUBLISHED 18/01230/FUL - Highbridge Estate Highbridge Road Construction of storage yard and new vehicle access It was resolved that the Parish Council objects to this application on highways safety and landscape grounds. The application doesn’t not evidence the local employment nor the need for an additional entrance. The submitted objection to be delegated to the Clerk for submission, with a request that if the officer is minded to approve the application that be determined by the WCC Planning Development and Control Committee. Cllr Boyes and Cllr Glasspool will make a site visit on behalf of the Parish Council and feedback any further comments to the Committee.

18/01213/HOU - Little Moors Upper Moors Proposed timber bike shed to front of property Cllr Loughran declared an interest as a friend of one of the objectors.

The Parish Council feels that this building is out of character for the area and detrimental to the neighbouring properties amenities and therefore objects to this application. Proposed by Cllr Kelly, seconded by Cllr Hill and carried. Cllr Loughran abstained.

18/01132/HOU - 2- Chapel Cottages Single storey rear extension and replacement out building The Parish Council has no comment on this application, proposed by Cllr Glasspool, seconded by Cllr John Boyes and carried.

Pre-Planning – Colden Common Primary School It was resolved to request that the Clerk comment to thank the School for all their efforts on promoting sustainable travel to school policies and look forward to seeing the school transport policy and a plan to keep it active as part of the main application. Proposed by Cllr Pam Glasspool, seconded by Cllr Hill and carried.

18/01287/HOU - Northwood Barn Highbridge Road 2 Storey side extension The Parish has no comment on this application, proposed by Cllr Hill and carried.

18/01431/HOU – King Charles Cottage, 28 Main Road Conversion of existing outbuildings to rear of property for ancillary use Cllr Hill will contact the Neighbour who objected to the previous application and then views will be distributed via e-mail. The Clerk will then submit a collective view on the application. Proposed by Cllr Hill and carried.

P26/18 TO UPDATE ON ANY PROGRESS WITH HIGHWAYS OFFICERS REGARDING THE REQUEST FOR HIGHWAYS IMPROVEMENTS IN COLDEN COMMON FUNDED BY S106 MONIES FOR THE SANDYFIELDS STORAGE DEVELOPMENT.

• To prioritise the list of works submitted to HCC for Highways improvements to be funded by the developers Highways Contributions as contained in the S106 agreement

• To update on any site meeting to be held with HCC Rights of Way

Jonathan Woods, HCC Countryside Access Group Manager is coming to Colden Common on 6th July at 9.30am to discuss supporting links from Colden Common Park to the SDNP and existing rights of way network and the S106 transport

It was resolved that in terms of footpath improvement the following are the priorities of the Committee.

Footpath 12, 10 (section by Birch Close) and footpath 11 from St Vigor Way to Hack Drive, followed by an eastern pavement on Main Road between Glen Park and Church Lane Roundabout.

P27/18 TO UPDATE ON EASTLEIGH BOROUGH COUNCILS LOCAL PLAN AND ANY FURTHER ACTIONS OR REPRESENTATION IN OBJECTION TO OPTION B&C ON BEHALF OF COLDEN COMMON PARISH COUNCIL The consultation on the local plan is taking place in July in a variety of venues. The event in the Community Centre is on 11 July, 3pm - 7.30pm

P28/18 TO REVIEW THE COMMITTEE’parS TERMS OF REFERENCE AND RECOMMEND ANY CHANGES TO THE FULL PARISH COUNCIL Draft terms of reference were distributed prior to the meeting.

It was resolved to recommend updated terms of reference for the planning Committee for adoption by the Full Parish Council, proposed by Cllr Alex Loughran, seconded by Cllr Joh Boyes and carried

P29/18 TO RECOMMEND TO THE PARISH COUNCIL TO PURCHASE TWO NEW SPEED LIMIT REMINDERS FOR USE IN THE VILLAGE. A selection of SLR signs were reviewed.

The Clerk to obtain a quote for the SLR with Automatic number plate recognition with a data pack for consideration. Proposed by Cllr Maggie Hill, seconded by Cllr Alex Loughran and carried.

P30/18 TO CONSIDER ANY RESPONSE TO THE HCC CONSULTATION IN RELATION TO

It was proposed to delegate to the Clerk representations on these matters which objected to the street light proposals and concerns over the charge per journey for concession bus passes.
